Reading is one of the basic skills that must be mastered by everyone. However, the reading rate of people in Indonesia is very low. In fact, literacy conditions in Indonesia are now in crisis, which is also called a literacy emergency. Increasing interest in reading in the younger generation in Indonesia today is really important amidst so many technologies that are very rapidly developing. Therefore, Indonesia is currently so active at making movements to increase interest in reading. The purpose of this Community Library is to increase the reading interest of Indonesian people while providing adequate facilities for reading for the community. The design of Community Library uses architectural programming method. The process of this method is divided into two stages consisting of preparing a program that is an activity of analyzing data that led to architectural problems and designing designs that can solve problems. The digitalization of books can be used as a way to increase the children and adults interest in reading again. However, that still feels lacking, because it requires a more efficient steps that can further influence the interest in reading and attract the attention of the public to e interested in reading. One way to attract the reading interest of public to be interested in reading  is to turn the library into a creative reading place. This is what underlies the thought of the Community Library. Creating a Community Library with the concept of Recreation Space is expected to help change people's view of reading which was boring to be fun. The design is a comfortable, varied, and fun reading space with complete facilities.

Banjarmasin Futsal Center appears as an answer to some problems that exist in the world of futsal in Banjarmasin. The problem is the lack of effectiveness of facilities for most futsal center in Banjarmasin. In addition, the image building of futsal centers also contributed to the problem, which is less reflect its image as a sports hall. Architecture method used in answering the problems is architectural programming method by referring to the standardization of building space in sports hall that include spaces must available in the sports hall along with the minimum standards of the room size. Representative concept also used as a support in providing the absolute picture of sports hall’s image to the public. Sports hall basically do not have special characteristics related to the image of the building contained in a theory, therefore Banjarmasin Futsal Center is designed by approaching the football stadium especially in terms of its shape so that it can be known as "Mini Stadium".

In the Newsletter of January 1, 1968, the American Academy of Pediatrics reported that the executive board strongly endorsed time American Cancer Society's anti-smoking resolution. Personally, I cannot agree with the approach of the resolution to the public health hazard of smoking. If the American Academy of Pediatrics (or for that matter, the American Cancer Society) wanted to back effective measures, an entirely different type of resolution would have been adopted, one that would have put the emphasis On reaciling the younger generation.

Abstract This article reports on findings of a government-funded research project which set out to understand what the public think about social services in Scotland. The authors were particularly keen to examine issues of legitimacy, trust and licence to operate for social services as they are framed in public perceptions. Drawing on a national online survey of 2,505 nationally representative adults, the findings provide the first and largest empirical data set on public perceptions of social services in Scotland. Data analysis occurred in two stages and employed descriptive statistical measurement and cross-tabulation analysis. The findings indicate that, overall, people in Scotland are positive about social services and the value of their impact on society. Furthermore, they believe that social services perform a valuable public role. These findings are significant for debates surrounding social services and suggest that the Scottish public has a more positive view of social services than social service workers and welfare institutions typically perceive. The findings demonstrate the need to develop a more theoretically rich understanding of the relationships between public perception, legitimacy and social licence in social services, including attention to co-productive models of engagement.

The lack of public reading interest makes people rarely come to visit the public library. The public library of The Binjai city as a media to increase people's knowledge, in fact, that still using traditional planning and structuring and has a less comfortable atmosphere. The Binjai city public library requires to improve its facilities and infrastructures related to the standards of a public library, so that possible to increase people's interest in visiting the library. The designer can make several alternative approaches to design an object, one of that is a metaphorical approach. Choosing of metaphor theme is a theme approachment by taking the book as a visual form that applicated to an element of the building. The strong Malay culture of Binjai city as a local heritage can be applicated in designing the public library of Binjai City. The concept design of the Binjai City Public Library is applied to accommodate library services and activities. By taking a representation physical form of the book as part of the building construction, giving all facilities and services can be functioned to attract more people's attention to visit the library.

The activity of society “Dynamo” in historical and modern aspects in solving the problem of patriotic education of youth as one of the fundamental tasks of the modern Russian state is considered. It is shown that throughout the public organization “Dynamo” history through the active involvement of children to a healthy lifestyle forms the younger generation of an active life position, the desire for physical development, sports achievements for the glory of Russia. The essence of the organization society “Dynamo”, designed along with other tasks to strengthen the physical and spiritual health of Russian citizens of different age groups, using a variety of organizational forms and health-saving technologies is revealed. We show the aspect of coaching work with the younger generation, in which special attention is paid to the patriotic education of young people and teenagers seeking sports achievements. Within the modern structure of the society “Dynamo” the system and quality of sports training in its divisions are analyzed. Traditionally the results are checked in the course of numerous competitions. The importance of Spartakiads and competitions of “Dynamo” society in patriotic education of young people, which encourage the desire for health, strength, beauty, readiness to defend the sports honor of Russia in the athletes, is shown.

AbstractVerification of avalanche forecasts depends on the spatial and temporal scale of the forecast, and the classes of informational entropy of data implicit in the forecast. First I present a classification system for avalanche forecasts based on these parameters. Verification of models in avalanche forecasting may consist of two stages. Often, the first stage is to ensure that the model matches the scales (space and time) and the classification of forecast and that redundant variables and parameters are eliminated. Once that is achieved, verification can proceed to the second stage, testing the model against relevant field data and situations. I provide an example based on the public-danger scale bulletin used for warnings in the back country in North America and Europe. Using data on deaths and accidents from Alpine Europe with Bayesian statistics, I conclude the danger scale has more classes than necessary for back-country applications. This could be a first stage prior to actual verification of this experience-based model.

Ahead of the 2019 general election which is divided into two stages, namely the Legislative election and the Presidential election. This event is the right moment to find out the political participation of the people at the grass-roots level while at the same time seeing the interaction between the people in the grass-roots and political parties. The interaction that wants to be seen is what forms of political behavior and community participation at the grassroots, as well as how political parties behave in interacting with this community. Then the important point that is also seen is how political parties behave in involving and seeking to raise support from the community. In the end, through this research, it will be known the quality of political participation from the public and electoral political parties in 2019.

The subject of the article is Fuller’s concept of the (not) good law paradigm defined by three notions: “internal morality of law,” “natural law of a formal nature,” and “formal rule of law” — in the perspective of its application in the current legal order of the Republic of Poland. The discourse was conducted in two stages: on a general, theoretical, and axiological levels as well as on a detailed, practical, and praxeological ones. The epistemological level with its retrospective view bears resemblance of two models: bad law and good law. The first, encapsulated in literary legal fiction, describes eight cases (anti-values) of King Rex’s legislative failures. King Rex is monarch with authoritarian and conservative traits who excludes the system of government based on the proportional cohabitation of three powers — legislative, executive, and judicative — in favour of anocracy, which is a hybrid regime “suspended” between democracy and authoritarianism. The second is a remedy in the form of axiological contours, postulates (values) of good law: generality, promulgation, prospectivity, clarity, non-contradiction, reality, stability, and compliance. These principles of the formal rule of law, contained in the concept of “soft” jusnaturalism, are a specific professional and ethical code for the public authority which constitutes, executes, and applies the law. The practical-cognitive level refers to subjectively selected examples of abusing the good lawstandard in the Polish legal and administrative order. It shows the omnipotent and simultaneously dysfunctional executive power in the area of governance and administration, aimed at a radical reconstruction of the social and legal system.

Documenting literature, especially relating to the culture of people, its important in the area of the municipal and library services. Culture as part of efforts to maintain the identity of a society or region needs to be preserved in some way by way of documenting both the literature available to people, in the form of reference books and research results. Nor did it shirk its efforts to support literacy movements in the districts, especially the Kutai Kartanegara district together with the Office of Archives and the Kutai Kartanegara Library. The literacy movement itself began in 2016 has been activated by the Ministry of Education and Culture as the No. 23 of 2015 concerning Growth of Character. The strategy in supporting Kutai literacy in this service is first, through access to reading material in the nearest community library, namely by providing cultural-themed reading material in the form of print to increase the number and variety of quality learning resources. Second, local culture and history rewrite, and involving universities to expand and strengthen the public. Thus, the Kutai cultural literacy can growth and be a reference to both communities, academics, observers and researchers.

The research study was conducted in two stages, in 2015 and 2016 from March 15 to April 15 utilizing the method of formalized interview.  Each phase of the survey involved 560 Yerevan residents. As the results of the research come to prove, the mosaic of the public perception and the psychological reflection of the phenomenon of the Armenian Genocide is very sophisticated. The moods of regret, pain, depression, declining moods, complaint, wrath, revenge, hope and optimistic views for future are intertwined and bound together. These moods and feelings appear next to each other and quickly alternating.According to the results of both 2015 and 2016 surveys the moods of overcoming pain, faith and hope, optimistic attitude towards the future (91.4%) are dominant over complaint, anger, revenge, struggle for compensation (85.5%) and regret, pain, depression, declining moods (69.6 %).The indicators of the moods and feelings of the first and second groups are generally stable. In this connection both studies in 2015 and 2016 recorded similar results. However, the indicators of the following moods decreased from 76.2% to 69.6%: regret, pain, depression, declining moods, the manifestations of the complex of a victim. The indicator of more intense expression of such moods dropped from 47.2% to 35.6%.The authors explain such change by the influence of three internal and external political factor groups.
