Currently, the issues of studying the polarity and polarization of the economic space are relevant, as there is an increase in inter-territorial imbalances in the development of territorial entities. The goal is to study the polarity and leveling of polarization according to the main indicators: gross output per capita and industrial production per capita in municipalities (MO) and urban districts (GO) of the Republic of Bashkortostan (RB). The object of research is the economic space of Belarus. The subject of research is the essence of polarity, polarization and leveling of polarization of territorial entities. Methodological tools are based on the dialectical method of cognition. Economic analysis used statistical methods. The methodology for calculating the polarity and polarization is described, the indicators of polarity, polarization and leveling of polarization are found by the main indicators of the republic: gross output per capita and industrial production per capita, cartographic profiles of the polarization of the Republic of Belarus are constructed by these indicators, the groups of MO and GO by polarity are compared and polarization for the same indicators. Polarity shows the direction of economic relations, is determined in statics, polarization characterizes the process of economic relations. The composition of the groups of municipalities and municipalities of the Republic of Belarus in terms of polarity in terms of gross output per capita and industrial products per capita is identical, which is evidence that industrial production makes a great contribution to the gross product of the republic. The highest polarity is demonstrated by the indicator "industrial production per capita." The composition of MO and GO in polarization groups by gross output per capita and industry per capita is different, development occurs at different rates. Polarization leveling occurs in industrial production per worker employed in the industry and in the production of innovative goods.

The main condition for specialization in agriculture is the production of those products for which there is the most favorable natural environment. The purpose of our study is to determine the nature of territorial specialization in grain production based on the level and its dynamics. The object of the research is the agriculture of the Republic of Bashkortostan, which is one of the leading in the Russian Federation. The subject of the research is the factors of formation of territorial specialization of grain production. The work was carried out on the basis of the application of general scientific research methods within the framework of comparative, logical, statistical analysis and graphic interpretation of the results. The territory of the Republic of Bashkortostan is divided according to the complex of natural conditions, respectively, and according to the peculiarities of agriculture, into six zones. We have grouped municipal districts according to the volume of grain production in statics and in dynamics. A map of the municipal districts of the Republic of Bashkortostan for the production of grain by agricultural zones has been built. It was revealed that the dynamics of grain production in the republic has a multidirectional character. In terms of grain production, many regions of the region are promising territories, which, despite the low volume of production, are characterized by positive dynamics, as well as stagnant territories, which are characterized, despite the high volume of production, by negative dynamics. Areas in which grain production is higher than the average for the region are located in agricultural zones belonging to the Southern forest-steppe, the Ural steppe, and the Trans-Ural steppe. But at the same time, in many areas of the Cis-Ural and Trans-Ural steppe, grain production is also increasing, many of them have grain-growing specialization. In the regions located in the southern forest-steppe, grain production is below the average level in the republic, sunflower is most of all cultivated. Agriculture in the republic must be developed in the direction of creating specialized zones, which will allow lower costs to ensure the growth of production. At the same time, the organizational and economic mechanism must change in such a way as to stimulate the specialization and concentration of production.

The article aims to present social ties of the Republic of Bashkortostan based on voice cell phone data, which covers 12 million calls from and to the region during the first five days of March 2020. About 96% of calls are made within the republic and only 4% of them are interregional. The people of the Republic of Bashkortostan have close connections with those who live in neighboring regions (Orenburg, Sverdlovsk oblast, the Republic of Tatarstan and especially Chelyabinsk oblast). Being a part of the Ural Economic Region, the Volga Federal District and Volga-Ural Macro Region, the republic has turned mostly towards Ural regions. We also found that the republic has close social ties with Moscow and Moscow region, St. Petersburg and Leningrad oblast, as well as Krasnodar kray, Samara oblast and two Autonomous Districts: Khanty-Mansi and Yamalo-Nenets. We estimated the number of persons who possessed Bashkir SIM-card and were outside the republic during the research period – 183 thousand; the most of them were in the abovementioned regions. While conversation between residents lasts 50 seconds, which is among the smallest values, the calls to and from republics of Altai, Tyva, Khakassia, Sakha and Magadan oblast are 5-8 times longer. Overall, the communication pattern reflects migration flows and economic relations between regions. The results of this study can be utilized by researchers and Bashkir government to explore spatial interaction patterns between regions and may help to guide transportation planning and other potential applications, e.g. infrastructure construction projects. In conclusion, we postulate that cell phone data can be exploited as a source of social ties data, however, the strengthening communication shift into Internet space is diminishing information on the directional features of the ties.

The subject of the article is a comparative analysis of the state and features of the manifestation of civic identity in a multiethnic region of Russia on the example of the Republic of Bashkortostan. The work is based on the data of three ethnosociological surveys conducted in recent years with the direct participation of the authors of the article. The object of the study is the modern population of the Republic of Bashkortostan. The purpose of the article is to consider the level and significance for the residents of the region of various forms of group identity in time dynamics (over the past 10 years). The article shows the state of civic consciousness of the population of the region based on specific materials of mass surveys using methods adopted in political and sociological sciences, and identifies factors influencing it.

The object of this research is the youth of the Republic of Bashkortostan. The subject of this research is the financial behavior of youth. Based on the results of online pilot study carried out in the Republic of Bashkortostan via Google Form, the authors analyze the relevant questions pf financial behavior of youth. The survey included the questions that allowed determining the process of formation of financial literacy, degree and level of participation of the key social institutions in teaching the younger generation the fundamentals of financial literacy, as well as financial behavior practices that exist in the families of respondents. Emphasis is placed on the analysis of financial literacy of youth, as it is largely determined by the financial literacy of the population, which includes knowledge, practical skills and skills, and attitudes of citizens in the field of personal finance. The research interest is also focused on the differences in financial behavior of Z generation (zoomers) and Y generation (millennials). The author determines insufficient level of teaching financial literacy at all stages of education, which entails irrational (risky) financial behavior among youth. Half of the respondents can be regarded as poor people; however, they do not seek for solution to change the situation, such as getting themselves a job. As a positive trend, the author notes noted that in a certain way modern youth is concerned about the future and tries to develop the strategies of financial behavior (mostly medium-term and short-term).

The subject of the study is the analysis of the dynamics and structure of tax revenues to the consolidated budget of the Republic of North Ossetia – Alania (RSO – Alania), their impact on the economic policy of the subject under study. The relevance of the topic under study is explained by the fact that tax revenues are the most effective tool for regulating economic relations. They maintain the balance of the parties and are represented, on the one hand, by the interests of the state, and on the other – by the interests of citizens. At the level of economic activities, the indicator under study is an indicator of the turnover of industrial facilities that realize the investment and overall economic potential of the region. The components necessary to maintain or restore the most important elements of the economic policy of the region are identified. Special attention is paid to the tax analysis of economic activities in the Republic of Kazakhstan to identify the strengths and weaknesses of the economic, in particular tax, policy of the region.

. The subject of the study was the economic relations that arise as a result of the implementation by the state of the fiscal function of taxation in order to improve the effective regulation of the economy of Kazakhstan. The aim of the study is a theoretical description of the fiscal function and its impact on economic regulation. The paper substantiates the fact that the fiscal function leads to the financing of public expenditures and serves as a perfect regulator of economic processes in the country. Particular attention is focused on the instruments of fiscal policy, as well as the degree of their impact on the effectiveness of its implementation. The article defines the elements and methods of implementing tax policy, analyzes the goals of significant programs and concepts, and examines the chain of tasks that contribute to the gradual development of the economy. The direct connection between the fiscal function and the sustainable development of the economy of Kazakhstan is determined. The effectiveness of the main components of the study is justified by the fact that the fiscal function creates a platform for state regulation of economic relations in order to develop the economy of the Republic of Kazakhstan.

The subject of research is agricultural cooperation. The purpose of the study is to consider the problems and prospects for the development of cooperation in the countryside. The objectives of the research are to study the state and development of agricultural cooperation in the Russian Federation and the Republic of Bashkortostan, the level of state and regional support for cooperation in rural areas. The novelty of the research: information is presented on the development of agricultural cooperation in the Republic of Bashkortostan, taking into account the problems and measures to support it through the provision of grants and subsidies. Conclusions: agricultural cooperatives in the republic certainly have every chance to develop, but with the support of state and regional authorities.

The goal of this article consists in assessment of possibility of existence of transregional agglomeration between the Republic of Tatarstan and the Republic of Bashkortostan based on evaluation of the criteria of composition of agglomeration. The subject of this research is the composition of the oilfield service polycentric small urban agglomeration Oktyabrsky – Tuymazy located on the territory of the Republic of Bashkortostan, as well as the composition of the Almetyevsk polycentric agglomeration located on the territory of the Republic of Tatarstan, which provisionally includes both indicated agglomerations along with other potential zoned of influence of the largest cities of agglomeration – Almetyevsk and Oktyabrsky. The criteria for delimitation contained economic, integration and geographical. The object of this research is the municipal formation of city district level and municipal districts (8 municipal formations on the part of the Republic of Bashkortostan, and 12 municipal formations on the part of the Republic of Tatarstan). The research covers the period from 2014 to 2018. The conclusion is made that the oilfield service polycentric small urban agglomeration Oktyabrsky – Tuymazy and Almetyevsk polycentric agglomeration, which are formalized  to one or another degree, do not correspond with the classical approaches towards assessment of agglomerativity, as they do not have a balance between functional roles of the core and the periphery of agglomeration. At the same time the strength of economic gravitation of the municipal formations between the Republic of Tatarstan and the Republic of Bashkortostan leads to the establishment of Almetyevsk – Oktyabrsky polycentric transregional agglomeration, which provisionally includes both of the  indicated agglomerations, and which in accordance with the classical parameters for assessing delimitation and agglomeration level can be considered a more developed agglomeration than the initial ones.

Subject. This article considers the characteristics of socio-economic development of territorial systems of different levels. Objectives. The article aims to analyze the existing informal institutional systems that are described in the economic literature. Methods. For the study, I used the methods of analysis and synthesis, and a comparative analysis. Results. The article defines the main types of existing agglomerations and describes institutional gaps for municipalities in the Republic of Bashkortostan. Relevance. The results of the study can be applied in the process of institutional design.

The subject of this research consists in elaboration of the formalized assessment methods of the impact of reputation capital of the region upon the quality of life of the population. The object of this research is the Republic of Tatarstan. The authors substantiate the need for examining the nontraditional productive factors that determine the impact of economic development of the territories in the conditions of globalization of reproduction processes. It is underlined that at the current stage of development, it is important in the models of economic growth to take into account reputation potential of the region as one of the crucial generators of socioeconomic development in the context of digitalization of economic relations. Particular attention is turned to the questions of assessment of cumulative indexes of reputation of the territories, which form the foundation for formation of econometric models. Based on the proposed methods and approaches, the authors develop a model that in a formalized way allows determining the degree of impact of reputation capital of the region upon the parameters and dynamics of the income per capita as a paramount indicator of the quality of life. Application of the proposed methodological tools allowed substantiating the prospects, reasonableness and relevance of using with regards to the models of regional economic growth the exogenous factors, which characterize the level of development of nonmaterial factors of production. The obtained results prove the substantial correlation between the analyzed statistical arrays. It is established that augmentation reputation capital of the territories is an important task in the era of digitalization and globalization.
