<p class="AbstractText"><em>People with disabilities</em><em> </em><em>in their lives still experience various</em><em> </em><em>obstacles that come from their environment. The lack of opportunities given to them leads to</em><em> </em><em>limited access in meeting their needs,both as individuals and as part of citizens. As a result, the participation of people with disabilities in the community becomes low so</em><em> </em><em>that it is only considered as a burden and as an object of compensation (charity) so that in the end the creation of social   exclusion in society. Since the state ratified the Convention on The Rights of Person with Disabilities and contained it into Law No. 19 of</em><em> </em><em>2011</em><em> </em><em>it is expected that social awareness about people with disabilities begins to   grow. One of the areas that</em><em> </em><em>also adopted is Jakarta Province through Regulation No. 10 of 2011 on The Protection of Persons with Disabilities.     The number of people with disabilities in Jakarta in 2019 as many as 14,459 people. The high level of mobilization in Jakarta should also be balanced with the fulfillment of accessibility of public facilities for</em><em> </em><em>all its citizens without exception.</em><em> </em><em>The availability of physical infrastructure that is friendly for people with disabilities can improve their capabilities.</em><em> This research aims to see how to fulfill the accessibility of public facilities for people with    disabilities in Jakarta through Regulation No.</em><em> </em><em>10 </em><em>of 2011. The research method used is descriptive qualitative</em><em> </em><em>by using inclusive public service theory, and accessibility theory.</em><em> </em><em>While</em><em> collecting the data through observations, in depth interviews and literature studies. </em></p><p> </p><p><strong><em>Keywords</em></strong><strong><em>: </em></strong><strong><em>Accessibility, Public Facilities, Implementation, Persons With Disabilities.</em></strong><strong><em></em></strong></p><p><strong><em> </em></strong></p><h2>Abstrak</h2><p class="AbstractText">Penyandang disabilitas dalam kehidupannya masih mengalami berbagai hambatan yang berasal dari lingkungannya. Minimnya kesempatan yang diberikan kepada mereka menyebabkan mengalami keterbatasan akses dalam pemenuhan kebutuhannya, baik yang menyangkut sebagai individu maupun sebagai bagian dari warga negara. Akibatnya, partisipasi penyandang disabilitas di tengah masyarakat menjadi rendah sehingga hanya dianggap sebagai beban dan sebagai obyek santunan (<em>charity</em>) sehingga pada akhirnya terciptanya eksklusi sosial dimasyarakat. Sejak negara turut meratifikasi CRPD (<em>Convention on The Rights of Person with Disabilities</em>) dan memuatnya ke dalam Undang-Undang Nomor 19 Tahun 2011 diharapkan <em>social awareness </em>tentang penyandang disabilitas mulai tumbuh. Salah satu daerah yang turut mengadopsi adalah Provinsi DKI Jakarta melalui Perda Nomor 10 Tahun 2011 tentang Perlindungan Penyandang Disabilitas.  Jumlah penyandang disabilitas di DKI Jakarta tahun 2019 sebanyak 14.459 jiwa. Tingginya tingkat mobilisasi di DKI Jakarta sepatutnya turut diimbangi dengan pemenuhan aksesibilitas fasilitas publik bagi semua warganya tanpa terkecuali.  Ketersediaan infrastruktur fisik yang ramah bagi penyandang disabilitas dapat meningkatkan kapabilitasnya. Penelitian ini mempunyai tujuan untuk melihat bagaimana pemenuhan aksesibilitas fasilitas publik bagi penyandang disabilitas di DKI Jakarta melalui Perda Nomor 10 Tahun 2011. Metode penelitian yang dipergunakan adalah deskriptif kualitatif dengan menggunakan teori pelayanan publik inklusif, dan teori aksesibilitas.  Sedangkan pengumpulan datanya melalui observasi, wawancara <em>indepth</em> dan studi kepustakaan. Penelitian menunjukkan bahwa implementasi perda terkait fasilitas publik bagi penyandang disabilitas masih belum optimal. Background: Availability of facilities and infrastructure for public facilities that facilitate accessibility for people with disabilities is very important. The basic thing for increasing the independence of people with disabilities is the availability of adequate public service facilities. One of the supporting facilities to fulfill public facilities is the Batik Solo Trans bus shelter. The purpose of this study is to analyze the accessibility of people with disabilities in assessing the assistance of Trans Solo Batik buses in Surakarta City. Method: This type of research is explorative qualitative research. Methods of interviewing, observation, and documentation. Data is obtained through interviews with persons with physical and mental disabilities. The data analysis technique uses the triangulation method. Results: Persons with disabilities are still experiencing difficulties in accessing due to architectural barriers. Design shelter still does not meet established accessibility standards. Conclusion: Shelter Solo Trans Batik buses in Surakarta City are not accessible for people with disabilities. The limited accessibility for people with disabilities requires further study in a design that is in accordance with the principles of ergonomics and accessibility in order to accommodate the public interest in general and people with disabilities in particular.

In this paper the author will discuss the pros and cons of the deliberation process of Law no. 8 of 2016 the hospitality of the nation that caters to people with disabilities, whether it is difficult access to public facilities, being excluded, etc. So that in this paper the author will look at whether the new law rules suit the needs of persons with disabilities, and when this rule is made, whether legislators are involved with people with disabilities in the law-making process, and what are the reasons the legislators change this regulation. . The method used in this paper uses normative law, the data used comes from the results of previous research, news or newspapers, laws. The results of this paper indicate that the making of laws is based on the needs of persons with disabilities. In addition, in the process, many actors, NGOs are involved to see the needs of persons with disabilities.

It is acknowledged that access to tourism by persons with disabilities continues to be shaped by a variety of constraints that are not being clearly or consistently addressed by those in charge of tourism planning and management. Based on these assumptions, this chapter is focused on the identification of structural constraints and negotiation strategies that influence the decision and participation to travel for people with physical disabilities. To achieve these objectives, the chapter used a qualitative methodology, with the analysis and discussion of the information collected through in-depth interviews. Results may ultimately contribute to deepen the knowledge about the factors that influence people with disabilities travel choices, allowing to identify specific recommendations for improving the tourist supply chain and, consequently, for the overall tourist experience quality.

In this paper, we primarily dealt with the low representation of persons with disabilities in the tertiary education system and targeted specific barriers that keep people with disabilities outside the tertiary education process. The mentioned problem was approached from the perspective of social exclusion and one of the main tasks of the conducted research was to gain insight into the types of barriers that affect persons with different types of disabilities depending on their student status (they did not enroll at a university, they discontinued their studies, they are currently studying, they have completed their studies). The results were gained by conducting in-depth interviews covering all the mentioned categories of persons with disabilities. The results of the research point to the existence of numerous obstacles that people with disabilities face in the process of acquiring tertiary education. It has turned out that the surveyed persons with disabilities face insurmountable obstacles in the form of architectural, institutional and social barriers, depending on the type of disability and their social environment.

The Namibian government ratified the UNCRPD and its optional protocol in 2007 raising expectations that such a convention would fundamentally improve the lives of persons with disabilities. However, persons with disabilities continue to experience inequalities and violation of dignity. This study explores the impact of the UNCRPD as reflected on the lives of persons with disabilities in Namibia. An exploratory qualitative study with the use of photovoice and in-depth interviews was conducted in Omusati and Khomas regions, Namibia. Persons with disabilities ( n = 31 ) were recruited via purposive sampling, of which n = 25 participants were engaged in three focus group discussions. Participants employed in the disability sector ( n = 6 ) were engaged in in-depth interviews. Data were thematically analysed. The study findings revealed the inadequacy of disability rights information dissemination and continued barriers to inclusivity of persons with disabilities. Stigma, discrimination, limited financial opportunities, weak political support, and limited accessibility to physical infrastructure caused barriers to inclusivity. However, opportunities to advance the UNCRPD were also identified. There is a need for the disability sector to build on identified institutional facilitators to advance disability rights through mobilisation of local resources, communities, and government to redress the challenges identified in Namibia.

Person with disabilities who are referred to as disabled people, are often regarded as unproductive citizens, unable to carry out their duties and responsibilities so that their rights are ignored. About 15 percent of the world's population are people with disabilities - more than one billion people. They are considered the largest minority group in the world. Persons with disabilities are often excluded from education, vocational training and employment opportunities. In reality, there are not many public facilities or special services provided to persons with disabilities. One of them is in the aspect of education. In public facilities, namely education, there are not many education buildings or educational providers that have facilities and infrastructure that can support people with disabilities. As for mobility equipment that can help people with disabilities on both legs, namely crutches, walking sticks, walkers, and wheelchairs that aim to help and facilitate their mobility. But the wheelchair that is available in the market today only has a limited function of moving left, right, and spinning, the function can not be maximized to help the movement of persons with disabilities there are some activities that cannot be done such as reaching higher objects, moving the body from a wheelchair to another seat, through the stairs / steps. Therefore we need a product design that starts from the preparation of product concepts from old products that will be modified into a new product to meet the needs of the market / people with disabilities.

This study reports on a subset of data obtained from a larger study. A qualitative study of persons with disabilities was conducted to examine the phenomenon of collaboration with others in their lives. Participants were administered two semi-structured in-person interviews about their experiences with collaboration. Each of the participants were then observed as they collaborated with others in their lives in two participant observation sessions. Since not all participants were married, selected data relevant to the marriage collaboration from interviews and participant observation sessions of a subgroup of four married study participants were then isolated and coded using open coding analysis. Accuracy of data was insured through the use of triangulation via multiple coders and member checking. The analyzed data fell into five large categories: 1) Practical Considerations; 2) Collaboration on Occupation; 3) Structures and Patterns of Collaboration; 4) Social Considerations; and 5) The Qualities that Make the Marriage Collaboration Exceptional. Data indicated that study participants collaborated with their spouses in a variety of ways over time and that there were qualities in their collaborations with their spouses which indicated a high level of mutual respect and love. Some unique issues in the marriage collaboration for people with disabilities also emerged, such as feelings of imbalance in the contributions to the marriage regarding physical tasks, a need for alone time or -conversely- a fear of being alone.

This study aims to identify and explain tax literacy and leadership agility at the awareness of indigenous peoples in paying taxes. Based on the report, land and building taxes' income is still low for the indigenous peoples of "towani tolotang" South Sulawesi. The research method used is descriptive qualitative with the Nvivo-12 plus program's help by taking a sample of 55 respondents of the traditional leader "uwwa" who spread to the community. Data collection techniques through in-depth interviews and documentation. The results showed that the level of tax literacy has a significant effect on the level of awareness of paying taxes. Its influence is strengthened by applying leadership agility in the form of sensitivity, leadership unity, and resource fluidity. The implication is that with a high level of tax literacy involving leadership agility, the level of awareness of paying taxes will also be higher. The importance of this research is to increase public awareness of paying taxes, although the limitations of this research are on indigenous peoples.

Access to Justice for people with disabilities is a term used to describe the legal protection given to persons with disabilities in their efforts to meet their needs from things that can endanger persons with disabilities themselves.The right to obtain employment including for workers with disabilities is regulated in the Indonesian state constitution. Therefore, these rights are protected and guaranteed by law, so companies that employ persons with disabilities in particular must protect the rights of persons with disabilities.The method used in this study is this research is a type of normative law research using normative legal case studies in the form of legal behavior products. Persons with disabilities must receive the support needed in the structure of education, health, employment and social services, so that the rights of persons with disabilities are in the perspective of human rights. Normatively, there are actually several legal instruments that have been born to protect the rights of persons with disabilities to work. Law No. 13 of 2003 concerning Employment which forbids discrimination to persons with disabilities The right of persons with disabilities to obtain accessibility contained in Article 18 of Law No.8 / 2016 concerning Persons with Disabilities, namely, obtaining accessibility to utilize public facilities and obtain adequate accommodation as a form of accessibility for individuals.

AbstractPeople with disabilities continue to experience a disproportionately high level of state intervention in their private lives. Many disabled people's organisations have long sought to challenge this discriminatory approach and, in recent times, have relied upon the provisions of the UN Convention on the Rights of Persons with Disabilities in support of their claims. In this paper, we argue for the abolition of disability-specific legal bases for state intervention in the private lives of adults. We also argue for the introduction of a narrower disability-neutral legislative framework for state intervention in the lives of all adults – based on risk of imminent and serious harm to the individual's life, health or safety, while providing greater respect for the person's legal capacity as expressed through her will and preferences.
