The ability of teachers in designing thematic learning that can increase the activities of elementary school students to develop sanins and mathematics literacy is still not optimal. So this has implications for the low ability of scientific and mathematical literacy as well as student activity. So that the purpose of this service is to increase the knowledge and skills of teachers in developing STEM-based learning innovations. This is because STEM is an approach that combines elements of science and mathematics in learning, and learning is designed to develop projects so that students can be active in learning. This service is a grant from the Program Kreativitas Mahasiswa (PKM) in 2020. The method of implementing this service has been carried out in several stages including planning, namely (1) initial coordination with the school, preparation of learning tools, and team strengthening; (2) implementation, namely the implementation team delivering training materials to teachers, practicing knowing student activities in STEM learning, and teachers practicing STEM learning to students; and (3) Evaluation. All stages of the method are carried out online. This service program produces a STEM learning activity guide book which contains STEM learning activity material that has been adapted to mathematics and science material for grades 4,5 and 6 SD. so that it can be used as a continuation of these activities. In addition, the increase in the ability of teachers in STEM learning is shown by increasing students' understanding of the material presented through the given test questions.

Learning media is very useful to help students understand the concepts of learning material provided. The use of innovative learning media is still limited to the learning process, especially thematic learning. Thematic innovative learning media is more specifically developed with STEM-based learning based on 4C capabilities, namely the Media Electrical Tandem Roller (ETR). Media development is carried out using the Focus General Discussion (FGD) Method with a qualitative approach. The process of implementing this FGD stage involved the development team of STEM learning tools that aims to validate the media produced without going through field trials. ETR media based on the ability of 4C in elementary schools has been produced for STEM learning. This innovative learning media is expected to be used, especially for teachers in thematic learning in elementary schools.

STEM is a learning approach that integrates science, technology, engineering and mathematics in the problem-solving based activities. The integration of the four scientific disciplines in STEM project activities uses the Engineering Design Process (EDP) stage. This stage is a cycle in the form of repeated steps and might change until a problem-solving solution is identified. The difference of elementary school students’ characteristics and stages of cognitive development as well as the absences of a specific STEM curriculum causes teachers who are new to STEM find it difficult in implementing the existing model. Therefore, it is necessary to develop the stages of the STEM learning model in accordance with the characteristics of teachers and students. This stage was developed with the aim of making STEM easier to apply and easily connecting problems with product development from the STEM project. The variation of the STEM learning model developed includes the stages: create, identify, ideate, plan, build, and communicate. The STEM Learning Model design developed will make it easier for teachers to implement STEM in classroom learning.
