At the end of May 2020, Nadiem Anwar Makarim, the Minister of Education issued a circular letter Number 4 of 2020, regarding the implementation of education policies during the Coronavirus Disease (Covid-19) emergency. In its application, many PPDB management activities must be able to adapt to the rules of the Indonesian government, therefore school management makes steps & policies related to PPDB related to planning, implementation, control so that they can get success. PPDB activities are an implementation process that is indispensable as process stability in the education sector. The Management function in its stages includes Planning, organizing, implementing, and supervising. The idea of management was put forward by Joseph Juran. There is a need for good quality planning and is known as Strategic Quality Management, namely the quality improvement process. Juran's concept is called the Juran Trilogy (1989) which states that quality management consists of three main parts, namely: (a) quality planning, (b) quality control, and (c) quality improvement. The purpose of this study was to obtain an overview of the management of new student admissions at the high school level during the Covid-19 pandemic. This research is a type of qualitative descriptive research model, with data collection techniques namely observation, interviews, documentation, and data triangulation. Based on the results of research conducted in SMA Muhammadiyah 2 Sidoarjo (SMAMDA), the researchers got the results of research that the implementation of acceptance of new students at SMAMDA went through several stages of selection that must be followed by prospective SMAMDA students, namely: Computer Based Test, Determination of Academic Values, Interviews and Urine test for all registration lines. Furthermore, the UPT PPDB will announce the results of the exam on the PPDB website for SMAMDA.

Sistem zonasi merupakan bagian dari upaya reformasi sekolah dalam meningkatkan kualitas pendidikan di Indonesia. Upaya pemerintah dalam pemerataan pendidikan salah satunya adalah mengeluarkan kebijakan baru dalam penerimaan peserta didik baru melalui Peraturan Menteri Pendidikan dan Kebudayaan Nomor 44 Tahun 2019 tentang Penerimaan Peserta Didik Baru pada Taman Kanak-Kanak, Sekolah Dasar, Sekolah Menengah Pertama, Sekolah Menengah Atas, Sekolah Menengah Kejuruan.Tujuan penelitian ini adalah untuk mendeskripsikan bagaimana Implementasi Kebijakan Zonasi Penerimaan Peserta Didik Baru Sebagai Upaya Pemerataan Mutu Pendidikan Pada Jenjang SMA Negeri di Kota Surabaya. Penulis menggunakan pendekatan kualitatif dengan metode studi literatur. Fokus penelitian menggunakan 6 variabel menurut Van Meter dan Van Horn dalam Subarsono (2013:99) yaitu ukuran dan tujuan kebijakan, sumber data sekunder. Teknik pengumpulan data menggunakan teknik dokumentasi. Hasil penelitian tersebut menunjukkan Implementasi Kebijakan Zonasi Penerimaan Peserta Didik Baru Sebagai Upaya Pemerataan Mutu Pendidikan (Studi Jenjang SMA Negeri di Kota Surabaya) telah melaksanakan kebijakan dengan cukup baik apabila dilihat dari sikap komitmen pelaksana kebijakan. Meskipun kenyataannya kebijakan zonasi masih mengalami beberapa hambatan. Masih ditemukan hambatan dalam penerapannya variabel sumber daya dan lingkungan sosial, politik dan ekonomi. Dari penjelasan diatas, penulis memberikan saran agar pihak sekolah melakukan peningkatan sosisalisai dengan strategi  maupun  metode  yang  tepat.  Kata Kunci: Kebijakan, Zonasi, Pendidikan   The zoning system is part of school reform in improving the quality of education in Indonesia. The results of this study indicate that the Implementation of New Student Admission Zoning Policy as an Effort to Study Quality in Education (Study of Senior High Schools Level in Surabaya City) has held policies that are in line with the expected policies. Although it requires zoning policies, there are still some challenges. There are still obstacles to the implementation of the resource variable and the social, political and economic environment. Regulation of the Minister of Education and Culture Number 20 of 2019 concerning Amendments to the Regulation of the Minister of Education and Culture Number 51 of 2018 concerning the Admission of New Students in Kindergartens, Elementary Schools, Junior High Schools, Senior High Schools, and Vocational High Schools is a guideline for public schools from kindergarten to high school level to implement the Zoning system for the admission process of new students.The purpose of this research is to find out and analyze the effectiveness of the enactment of the minister of education and culture regulation number 20 of 2019 for schools, students, and parents / guardians in Pamekasan. This research uses empirical methods or non-doctrinal research. This type of research was chosen because the subject of the research plan seeks to trace and study the impact of the enactment of the minister of education and culture regulation number 20 of 2019 for schools, students, and parents in Pamekasan.Of the 220 respondents, divided from teachers, parents / guardians and students, the results of the respondents' level of understanding of the Zoning system PPDB really understood. Schools disobedience to PPDB Zoning system are private schools and schools that are under the auspices of the Ministry of Religion. In addition, the ineffectiveness of the PPDB Zoning system in Pamekasan Regency is the result of the many educational institutions that are under the auspices of Islamic boarding schools.

Pengkajian Total Quality Management (TQM) dari perspektif   Edward Deming, Teori Juran, dan  Teori Crosby sangat urgen dilakukan guna menemukan konstruksi teoritis diterapkannya  Total Quality Management (TQM) di lembaga pendidikan.  Implementasi teori Edward Deming dapat dilakukan dengan langkah sebagai berikut ciptakan tujuan yang mantap demi perbaikan produk dan jasa, hentikan ketergantungan pada inspeksi masal dalam bidang pendidikan, akhiri kebiasaan melakukan hubungan bisnis hanya berdasarkan biay, perbaiki sistem produksi dan jasa secara konstan dan terus meneru, dan lembagakan metode pelatihan yang modern di tempat kerja. Lembagakan Kepemimpinan. Implementasi Teori Juran dalam Total Quality Management (TQM) dilakukan dengan tiga tahapan berikut, yaitu perencanaan kualitas (Quality Planning/QP), pengendalian kualitas (Quality Control/QC), dan perbaikan kualitas (Quality Improvement/QI). Implementasi Teori Crosby dalam Total Quality Management (TQM) dilakukan dengan langkah sebagai berikut; legitimasi Kebijakan, pengembangan konstituen, akumulasi sumber daya, desain Organisasi dan modifikasi, memobilisasi sumber daya dan aksi, dan pemantauan kemajuan dan dampak perubahan kebijakan.

Background: Quality-assured tuberculosis laboratory services are critical to achieve global and national goals for tuberculosis prevention and care. Implementation of a quality management system (QMS) in laboratories leads to improved quality of diagnostic tests and better patient care. The Strengthening Laboratory Management Toward Accreditation (SLMTA) programme has led to measurable improvements in the QMS of clinical laboratories. However, progress in tuberculosis laboratories has been slower, which may be attributed to the need for a structured tuberculosis-specific approach to implementing QMS. We describe the development and early implementation of the Strengthening Tuberculosis Laboratory Management Toward Accreditation (TB SLMTA) programme.Development: The TB SLMTA curriculum was developed by customizing the SLMTA curriculum to include specific tools, job aids and supplementary materials specific to the tuberculosis laboratory. The TB SLMTA Harmonized Checklist was developed from the World Health Organisation Regional Office for Africa Stepwise Laboratory Quality Improvement Process Towards Accreditation checklist, and incorporated tuberculosis-specific requirements from the Global Laboratory Initiative Stepwise Process Towards Tuberculosis Laboratory Accreditation online tool.Implementation: Four regional training-of-trainers workshops have been conducted since 2013. The TB SLMTA programme has been rolled out in 37 tuberculosis laboratories in 10 countries using the Workshop approach in 32 laboratories in five countries and the Facility based approach in five tuberculosis laboratories in five countries.Conclusion: Lessons learnt from early implementation of TB SLMTA suggest that a structured training and mentoring programme can build a foundation towards further quality improvement in tuberculosis laboratories. Structured mentoring, and institutionalisation of QMS into country programmes, is needed to support tuberculosis laboratories to achieve accreditation.

Study of The Implementation Process of Quality Management (Case Study Research In Company X). This research is carried out to study implementation process of quality management,which consists of three stages namely introduction, adoption, and adaptation. Research strategy in this research is case study research in Company X, which is a company that already has the ability to export and certified quality assurace system. Prime method of collecting data is structured interview with director, managers, supervisors, and employees Company X. The result indicate that in the introduction stage are shown by customer recognition of quality product, Company X began to export, and demand of foreign customer to quality assurance system. In the adoption stage are shown by company’s plan for certification of quality assurance system, certification of quality assurance system, and quality improvement. Meanwhile, in the adaptation stage are shown by recertification of quality assurance system, upgrading of quality assurance system,and production process evaluation. Those result give insight that Company X has carried out continuous quality improvement through quality management implementation with the aim to enhance customer satisfaction.

Introduction: Continued quality improvement systems are necessary not only to maintain minimum quality standards, but also contribute to improved outcomes (Snowden et al. 2017; Hashmi et al. 2017). In-spite of its importance, the implementation of a functional Quality Management System (QMS) in the routine daily activity oh health professionals may be a challenge, especially in resource limited settings (Hashmi et al. 2017). Methodology: BMTPlus is an information and communication technology (Agarwal et al. 2014) platform that has been used for knowledge management by Sankalp-People Tree Centre for Paediatric BMT, Bangalore (PTH) from July 2015 and Sankalp-CIMS Centre for Paediatric BMT, Ahmedabad (CIMS) from March 2017. BMTPlus brings together all aspects of transplant data management including clinical data management, personal records and QMS. The usage of these tools which directly relate to the continued quality improvement process was reviewed. Clinical outcomes for patients who underwent transplant for thalassemia in these centres from matched related donors were summarised using R statistical package (version 3.5.x) as an indicator of the effectiveness of the continued quality improvement process. Results: Table 1 summarises the program information, utilisation of various quality management-related records, staff turnover, outcomes and costs. Information technology-driven QMS provided the unique advantage of being able to audit all the data instead of sample data sets and thus widening the potential to detect issues. The inventory management and prescriptions system was audited in 2019 at PTH and the findings are that there were only 3 events in 4 years where important drugs/supplies came close to a critical shortage. Automated treatment plan imports contributed to 2 of the 1570 drug orders being detected with inaccuracies (0.13%). The PTH BMT service has been using BMTPlus for auto submission of data to CIBMTR; data audit in July 2019 showed that 92% of the 1263 due forms were successfully submitted. CIMS is catching up with 39% forms submitted so far. The impact of this quality improvement system on clinical outcomes of the program was measured on 172 successive first matched related transplants (103 from PTH and 69 from CIMS) upto April 15 2019. Outcomes were compared across 3 successive transplant protocols, all patients were transplanted at-least 100 days prior to this analysis. Both overall and disease-free survival improved significantly from protocol 1 to 3, i.e. from 88% to 100% (p = 0.002) and from 77% to 98% (p < 0.0001) respectively. Transplant-related mortality and rejection significantly dropped from 10% to 0% (p = 0.01) and from 22% to 3% (p < 0.0001) respectively. The outcomes achieved at this lower-middle income centre compared favourably with the 96.9% day-100 survival reported in USA for thalassemia ("U.S. Patient Survival Report" 2017). Progressively improved outcomes and good utilisation of quality management features were seen in spite of the fact that PTH had an attrition rate as high as 44% for physicians and 78% for nurses while in CIMS this was 74% and 57% respectively. The impact of quality management on the cost and sustainability of the program can be seen from the cost of the transplants. Though the programs experienced a 10% increase in operational costs on a year on year basis, the ongoing quality improvements led to fewer complications and cost escalations as a result of which the program at PTH and CIMS continue to offer matched-related transplants at USD 12.500 and USD 13.300 respectively which was the bundled cost set at the beginning of the programs in July-2015 and March-2017 respectively. Thanks to the use of online platform, only one quality/data manager is the only additional resource specific to continued quality improvement, quality assurance, outcome reporting and participation in international registries. Conclusion: Information and communication technology enabled comprehensive knowledge management and facilitated continuous quality improvement. This contributed to the delivery of cost-efficient and effective transplantations with progressively improving outcomes, which finally are at par with the best centres in the world in spite of the challenges of high staff turnover. The method used in this research is descriptive qualitative study of existing literature and documents. Information literacy program for new students is carried out in order to provide knowledge and experience in the way of learning in universities that are different from those at the high school level. The results of this research include the application of information literacy models whose elements are contained in information literacy models that are currently known globally. Abstract: Implementation of minimum  service standards of basic education (SPM Dikdas) policy of junior high school level in Purbalingga has ups and downs in its development, sometimes up sometimes down, so it is interesting to examine how the implementation process is run. For that, the case study technique was taken in two junior high schools, they are SMP N 6 Satu Atap Rembang Purbalingga and SMP N 3 Purbalingga.The purpose of this research is to analyze the extent of the process of implementation SPM Dikdas policy in SMP N 6 Satu Atap Rembang Purbalingga and SMP N 3 Purbalingga. This research use is Qualitative Descriptive method with purposive sampling technique. The results of this study indicate that the implementation process of SPM Dikdas in SMP N 6 Satu Atap Rembang has not run well because it is still lack of manpower in the Administration Section in SMP N 6 one Roof Rembang while while in SMP N 3 Purbalingga has been run quite well run by the actors. The purpose of the SPM Dikdas Implementation Program is Sufficiently clear, but sometimes the objectives are not achieved maximally because the planned activities that are made still seem less bold because hampered by the tight rules and availability of funding sources. The development of MSS program in SMP level is quite good, but still less quickly because it is hindered by human resources that still do not meet the criteria of SPM Dikdas indicator. The other parties have participated well enough but there needs to be better coordination between the parties so that there is a better communication relationship to accelerate the process of program implementation and the uncontrollable factors experienced by the implementors are funding factors and natural factors which also includes the factors that greatly affect the process of implementation of SPM Dikdas.Keywords:  Policy of SPM Dikdas, Implementation Process  Abstrak: Implementasi Kebijakan Standar Pelayanan Minimal Pendidikan Dasar (SPM Dikdas) Tingkat Sekolah Menengah Pertama di Kabupaten Purbalingga mengalami pasang surut dalam perkembangannya, kadang naik kadang turun, sehingga menarik untuk diteliti seperti apa proses implementasi dijalankan. Untuk itu diambil teknik studi kasus pada dua sekolah menengah pertama, yaitu SMP N 6 Satu Atap Rembang Purbalingga dan SMP N 3 Purbalingga. Tujuan penelitian ini adalah untuk menganalisis sejauh mana proses iplementasi SPM Dikdas Tingkat SMP N 6 Satu Atap Rembang Purbalingga dan SMP N 3 Purbalingga.Metode penelitian yang penulis gunakan adalah metode Deskriptif Kualitatif dengan teknik pemilihan informan purposive sampling. Hasil penelitian ini menunjukan bahwa proses implementasi SPM Dikdas di SMP N 6 Satu Atap Rembang  belum berjalan baik karena masih kekurangan tenaga pada Bagian Tata Usaha di SMP N 6 satu Atap Rembang sedangkan sedangkan pada SMP N 3 Purbalingga sudah berjalan cukup baik dijalankan oleh para aktor. Tujuan Program Implementasi SPM Dikdas Sudah Cukup Jelas, namun adakalanya tujuan tidak tercapai secara maksimal karena rencana kegiatan yang dibuat masih terkesan kurang berani karena terhambat oleh ketatnya aturan dan ketersediaan sumber dana.  Perkembangan program SPM Dikdas Tingkat SMP sudah cukup baik, namun masih kurang cepat karena terhalang oleh sumber daya manusia yang masih belum memenuhi kriteria indikator SPM Dikdas. Pihak-pihak lain sudah berpartisipasi cukup baik namun demikian perlu koordinasi yang lebih baik antar pihak-pihak tersebut sehingga terjadi hubungan komunikasi yang lebih baik untuk memprcepat proses implementasi program dan Faktor-faktor yang tak terkendali yang dialami oleh para implementor adalah faktor dana dan faktor alam yang juga termasuk faktor-faktor yang sangat mempengaruhi proses implentasi SPM Dikdas. Kata Kunci:  Kebijakan SPM Dikdas, Proses Implementasi

This research aims to determine the Republic of Indonesia's Representative Office of Lampung Ombudsman Supervision Model for New Student Reception (PPDB) at the Senior High School level in Lampung Province in 2019 and to find out what are the inhibiting factors for the Republic of Indonesia's Representative Ombudsman Lampung in carrying out such supervision. The research method used is qualitative then presented descriptively, namely by parsing, explaining, and describing in accordance with problems that are closely related to this research. The research was carried out at the Office of the Ombudsman of the Republic of Indonesia Representative Province of Lampung and Senior High School State 01 Bandar Lampung. The results showed that the Indonesian Ombudsman Supervisory Model of Lampung Representative of PPDB at the Senior high school level in Lampung Province in 2019 used a supervision model according to the way it was implemented, namely direct supervision carried out through inspection activities namely supervision carried out by coming directly to the field and also indirect supervision carried out through receipt and handling of reports.
