<p><em>The Indonesian government has launched a 9-year compulsory education program for all students in Indonesia. The word "all" should have been touching all levels of society including the blind students. However, the fact shows different condition. Many schools still refuse to accept the blind students. In addition, some facilities like </em><em>b</em><em>raille books for the blind students are also still limited while these books become the main pillar of education. They still become such "luxury stuffs" for the blind students in Indonesia.</em><em></em></p><p><em>The cost of producing Braille books equals with fourfold financing regular books. This is because the Braille books need heavier papers, approximately 120 grams for every sheet of paper. To resolve this problem is by creating an audiobook or better known as a "voiced book" for the blind students. The extraordinary school (SLB) of category A is an outstanding school specifying for the blind students in Semarang who desperately need an audiobook.</em><em></em></p><em>This audiobook has many benefits for the blind students of SLB category A. Firstly, it facilitates the students to "read" a book through the hearing sense. Secondly, it minimizes the cost of school expenditures in the book procurement both regular books for teachers or braille books for students. At last, it supports the government program of campaigning ”paperless office”.</em>

The problem of accessibility for socially significant goods for the population, among which the most important place occupy medicines in Ukraine, is very acute today. In this regard, the need for specific state interference through regulatory processes becomes relevant. One of the priority directions for increasing the availability of medicines is the Government of Ukraine has recognized reimbursement. The mechanism of full or partial payment of the cost of medicines used to counteract most socially significant diseases. One of these diseases is bronchial asthma (BA), since it affects all age groups of the population, and with ineffective control of the disease, the quality of life of patients is significantly reduced. The aim of the work is to study the range of medicines for the treatment of BA, included in the Government program «Accessible medicines» for the period 2017–2019 years. From April 1, 2017 to July 1, 2019, the Ministry of Health of Ukraine issued five orders, which approved the Register of medicines, the cost of which is subject to reimbursement. In the study analyzed all editions of the Register and found that with each update, the number of trade names (TN) of the medicines increased: for the treatment of cardiovascular diseases – by 56%, diabetes – by 92%, and BA – by 133%. During the 2017–2019 years, the number of international non-proprietary names (INNs) for the treatment of BA also increased: 3 times Beclomethasone, Budesonide 3.5 times, and Salbutamol is almost 2 times. Also, found that 87% of TN are imported and only 13% – domestic. Total of medicines for the treatment of asthma, the value of which is refundable imports 6 countries, the main segment of which is formed by Spain (31%) and Sweden (23%). The analysis of the size and amount of rejection and the amount of the surcharge for packaging allows us to establish that the percentage of medicines without an additional payment is approximately up to 50%. At 75% of the medicines for the treatment of BA, the amount of packing surcharge with each edition of the Register of medicines subject to reimbursement was increased by 2 medicines (Beckhazon-eco 100 mcg/dose and 250 mcg/dose) and 1 medicine (Budesonide-inteli 200 mcg/dose) – decreased 1 medicine (Budesonide-inteli 200 mcg/dose) subject to partial compensation only once. The conducted studies allow us to conclude that there is a need to improve the assortment policy in order to provide the pharmaceutical market with the available and necessary domestic medicines, in accordance with the needs of the population and the standards for the treatment of BA.

The implementation of the government program on reimbursement in Ukraine meets the requirements of WHO to ensure access to drugs, especially in the treatment of cardiovascular diseases (CVD). The list of TN drugs included in the «Affordable medicines» program increased by 22.6% in 2017–2018, and the proportion of compensated TNs has increased completely from 16.2% to 29.1%, that is, every third drug is released free of charge, which provides increased availability for patients with CVD. The purpose of the study was to analyze and compare the list that are available in the State Register of Ukraine for the treatment of CVD, and the range of INNs under the trade name (TN) and producers, which are part of the government program «Affordablee medicines» in dynamics for 2017–2018 years.We conducted an expert evaluation of the demand for drugs and the prospects for expanding the list of drugs in the reimbursement program by questioning pharmacists working in pharmacies involved in a government project in the Lviv and Ivano-Frankivsk regions. The objects of the study were the Orders of the Ministry of Health of Ukraine, the CMU Decisions, the Drug Registry for CVD, the cost for reimbursement in the program «Affordable Medicines». Questionnaires for assessing demand and prospects for expanding the list of reimbursement drugs were conducted. We used methods of comparative and content analysis, as well as logical and graphical analysis. We identified the groups of drugs presented in the «Available drugs» program, mainly foreign suppliers, therefore, the introduction of generic preparations of carvedilol, losartan, simvastatin and spironolactone is promising for domestic production, in order to increase consumption and reduce reimbursement costs, which will ensure availability for consumers. It is advisable to include domestic preparations of isosorbide dinitrate, hydrochlorothiazide, enalapril and atenolol in a program that will expand the list of these drugs in the «Affordable medicines» program. According to the expert opinion of pharmacists from Lviv and Ivano-Frankivsk regions, it is expedient to include from the group of lisinopril in the list of available drugs such as Lisinopril-Teva and Enap, and from the combined preparations of Enap H, Vasar H and Co-Preneca, which are often prescribed by doctors and they are in demand by patients.

Abstract   This paper focused describing the implementation of the Nine-Year Compulsory Basic Education Learning Program at the Salafiyyah Ibn Taimiyah Islamic Boarding School in Kebokura, Sumpiuh, Banyumas Regency in terms of the Director General Decree of Islamic Institution Number: E / 239 / 2001. This is a qualitative research the subjects of which are the caregivers of Islamic boarding schools, Muslim scholars, Administrative Staff (TU), and santri. The data of this research were collected through observation, interviews and documentation. The results showed that the Implementation of the Nine-Year Compulsory Basic Education Study Program at Ibn Taymiyyah Islamic Boarding School was good, because of the 11 criteria contained in the Director General of Islamic Institutional Decree Number: E / 239/2001 concerning the implementation of the Compulsory Education Program in this institution is appropriate. In addition, the implications of the implementation of the Nine-Year Compulsory Basic Education Learning Program at Ibn Taymiyyah Islamic Boarding School had many positive impacts on management, such as the admission of certificate equivalece to formal education, the integration of religious and general education, the increase number of santri and regular funding from the government.. Hasil penelitian menunjukan bahwa Pelaksanaan Program Wajib Belajar Pendidikan Dasar Sembilan Tahun di Pondok Pesantren Salafiyah Ibnu Taimiyah baik, karena dari 11 kriteria yang terdapat dalam Keputusan Direktur Jenderal Kelembagaan Agama Islam Nomor: E / 239 / 2001 tentang penyelenggaraan Program Wajib Belajar Pendidikan Dasar pada Pondok Pesantren salafiyah Pondok Pesantren Salafiyah Ibnu Taimiyah  sudah sesuai. Kemudian implikasi diterapkannya Program Wajib Belajar Pendidikan Dasar Sembilan Tahun di Pondok Pesantren Salafiyah Ibnu Taimiyah memberikan banyak dampak positif terhadap manajemen di Pondok pesantren tersebut, mulai dari ijazah pondok yang setara dengan pendidikan formal, integrasi pendidikan agama dan umum, peningkatan jumlah santri dan adanya sumber dana yang sudah pasti dari pemeintah.

<p>Abstract<br />Government has the legal responsibilities in the implementation of national education system to carry out the mandate set out in Section 31 of the Constitution of the Republic of Indonesia 1945 related to the intellectual life of the nation. This is confirmed and applied by The Indonesian Government Regulation 47/2008 regarding compulsory education and Indonesian Government Regulations 48/2008 related to the funding education of elementary school (SD) to high school (SMP) free made by the government through the School Operational Assistance (BOS) to make the education system based on the national human values and justice according to Pancasila ad realize the human rights set out in the Constitution Indonesian 1945 Article28 c paragraph(1) and Article 28d paragraph (3) stated that every citizen has the right to obtain equal opportunities in government. The free primary education can not be realized in a fair and equitable for the presence of education autonomy, every area is not the same policies and management education in many schools that are not transparent even still many schools to collect funds for the reason given by the government budget for operational costs is not enough.In addition, the9-year basic education which should be free up to secondary education (high school) born by either the state of infrastructure, teachers’ salaries, electricity, telephone, computer, books, stationery without distinguishing between public and private schools.<br /><em>Keywords: national education, justice, humanity,Indonesian contitution 1945</em></p><p>Abstrak<br />Pemerintah memiliki tanggung jawab hukum dalam implementasi sistem pendidikan nasional sebagai amanah (mandat) dari Pasal 31 Undang-Undang Dasar Negara Republik Indonesia Tahun 1945 yakni hak mendapatkan pendidikan yang layak. The purpose of this paper is to determine the impact of a free school for the quality of education in Indonesia in view of the aspects, background and purpose of the establishment of free schools, positive and negative impacts holding of free schools, Solutions negative impact of free school program, Effects of Free School Policy on the Quality / quality Education and the Master. The results of the analysis that the economic situation is a portrait of the people who still support the cause of increasing lower the school dropout rates from time to time. While the legislation of our country mandated to continue to educate the children of the nation, the compulsory education program launched by the government be constrained. Efforts to realize the education budget of 20% of the state budget.Free education program does provide a lot of positive impact on education in Indonesia, among which: the inequality of education in Indonesia, providing opportunities for children who are less able to be able to get an education bench, reduce the level of ignorance, unemployment, and poverty, education levels Indonesia will increase, generating qualified human resources, realize the ideals of the Indonesian nation that is participating educate the children of the nation, to promote education and the nation's economy. In addition to a positive impact, free schools also have a negative effect, such as a lack of operating funds because it is centered on the BOS funds, the declining quality of education, lack of motivation and enthusiasm to learn some students because of the effects of free, reduced awareness of parents will be the responsibility of financing education, opportunities misappropriation of budget funds if not closely monitored.


This paper presents government policy in realizing basic education metro. The policy of aid programs in the field of education with the aim of freeing the cost of education for students who are unable and lighten the burden for other students in order to support the achievement of the Basic Education Compulsory Education Program Through a policy program the central government provides funds to elementary and junior high schools to help reduce the burden of education costs that must be borne by parents. The cost of aid is given to schools to be managed by the provisions stipulated by the central government.

The development of MSMEs (Micro, Small and Medium Enterprises) in Indonesia is currently very fast, as indicated by the increasing number of startups in Indonesia. The Indonesian government spends billions of rupiahs to encourage the millennial generation to become young entrepreneurs by developing startups to grow the Indonesian economy. Therefore, to support the government program, this service activity aims to understand technology-based entrepreneurial activities for students at Madrasah Aliyah Ridhlo Walidain NW, Batu Bangka, Jnggik that students' interest in entrepreneurship will increase and, they can become actors technopreneurs in the future. The participants understood the use of e-commerce to support the birth of new entrepreneurs who later could strengthen the finances and economy for home-based businesses. The method used to achieve this goal is by conducting lectures and practices using available platforms such as YouTube, Instagram, and Google Business. The results obtained from the activity are understanding the basic techniques for carrying out technology-based entrepreneurial activities. The final results show from this promotion include making it simple to use the platform by utilizing smartphone technology

Investigation in various regions in Indonesia found indications of the alleged fraud that result from unccountable use and management of BOS funds. Among the findings, including payments that do not fit the technical guidelines, no accountability report, and the use of funds with unaccountable receipt. In the Regulation of the Minister of Education and Culture of the Republic of No. 161/2014, stated that: BOS is a government program that is basically forfunding the nonpersonnel operating costs of the primary education as the implementer of compulsory education program. The purpose of this study were (1) to analyze the accounting cycle and financial accountability for the use of BOS funds in the 2015, (2) to analyze the compliance of the accounting cycle and financial accountability of the BOS funds, (3) to analyze the transparency and accountability of BOS fund’s reports. The observed elementary school is SDIT X in Depok, West Java. Result shows that they do not fully compliance to the appropriate regulatory technical guidelines. On the other hand, the transparency and accountability issues show that: (1) BOS Management Team, Teachers Council and School’s Committee’s involvement in the BOS fund management, and (2) evaluation and comparison of the final report of prior periods, so that transparency and accountability of the use and management of BOS funds can be improved.

Land acquisition for public purposes, including for the construction of railroad infrastructure, is a matter that is proposed by all countries in the world. The Indonesian government or the Malaysian royal government needs land for railroad infrastructure development. To realize this, a regulation was made that became the legal umbrella for the government or royal government. The people must agree to regulations that require it. Land acquisition for public use in Malaysia can be completed quickly in Indonesia. The influencing factor is the different perceptions of the understanding of what are in the public interest, history and legal systems of the two countries as well as the people's reaction from the two countries
