Water – the Elixir of Life – has the potential to sustain human life and also to develop it further, and that is why various international instruments have aptly recognized its role in sustainable development. This paper reviews the global and Indian water scenario before presenting the case of Gujarat State, where perennial water scarcity has raised serious threats to the existence of millions of people and cattle and has led to environmental degradation and constrained economic development. More than 13,000 villages out of 18,028 villages of the State are facing scarcity in terms of crop failure this year. Drinking water supply is maintained by transporting water by road tankers, “water special” trains and even by ships via a sea route. Lack of access to safe and clean water for domestic use has a detrimental effect on the social fabric, and even incidences of migration and water riots are recorded. The paper discusses the efficacy of available options including rain water harvesting. The efforts of the State to harness the untapped waters of Narmada for the survival of millions and sustainable development of western India, are discussed adjudging socio-economic and environmental impacts. The paper concludes that assured water supply is essentially critical for overall development.

Gujarat is the westernmost state of India and is known for varied climatic conditions starting from moist deciduous forest to pure desert conditions as in the Greater Rann of Kachchh. A major part of the geographical area of Gujarat is a semi-arid region with dry climatic conditions; but studies on pteridophyte diversity of Gujarat state have always been neglected by botanists. Consequently, the diversity of pteridophytes in the state was poorly represented with 12 genera and only 16 species reported in previous literature. The present investigation was carried out to document species diversity and to update the checklist of pteridophytes occurring in Gujarat state. A total of 50 naturally occurring species or subspecies representing 23 genera in 14 families were collected from different regions of the state. An additional 13 species cultivated in the University Botanical Garden or in homes and gardens have also been noted. Among the indigenous species, Aleuritopteris anceps, A. formosana, Ceratopteris thalictroides subsp. thalictroides, Ophioglossum indicum, O. lancifolium, O. lusoafricanum and O. petiolatum are reported as new distributional records for the state. The maximum diversity was observed in south Gujarat, followed by Central Gujarat and the Saurashtra region whereas less diversity was observed in the North and Kachchh regions. Results of our study are compared to findings made by earlier workers.

Southern California and Baja California share, besides a dynamic social and economic exchange and 226 kilometers of borderline, an important natural resource: water from the Colorado River. Both areas have arid and semiarid climate in large zones and local fresh water sources are scarce, so water imports from the Colorado are strategic for their continued social and economic growth. Southern California’s water supply comes from the State Water Project, the Colorado River Aqueduct and local sources; in turn, Baja California depends mostly on the water supplied by the Colorado River, with an aqueduct that serves the Pacific coastline cities of the state. Both water supply systems are considered high energy consumers, affecting the quality of life in the region. The sustainable development of both communities is a challenge to Mexican and American public policy planners who must recognize that, to meet the future water demands to support sustainable development in this area it will require improved utilization and management of water resources. In this paper, water supply sustainable indicators were calculated for southern California and Baja California to evaluate and compare their performance towards sustainability. Findings show big differences in the indicators like water use per person, percentage of the cost of water relative to household income, cost of electricity to convey water, etc. High contrast in both economies makes up for these differences, but as water stakeholders of an only source, that is, the Colorado River, Mexico and the United States should avoid those imbalances in water use and management efficiencies, as it might affect its availability and cost, bringing potential conflicts and disturbing the traditional friendly coexistence and growth of both communities.

In recent decades, the speed of transformation of logistics infrastructure facilities has radically changed in Russia and its regions. The transformation of the logistics infrastructure led to the widespread use of artificial material means and resource-intensive production, the depletion of non-renewable natural resources, which led to the deterioration of the ecological state of the environment. Such development of systems is characterized by specialists as a technogenic type of ecological and economic management. Human activity in the context of the development of an economic system of a technogenic type leads to the destruction of the biosphere, environmental pollution and the destruction of the ecology of territories. The data of the state report “On the state and protection of the environment of the Russian Federation in 2019”, formed by the Ministry of Natural Resources and Ecology of the Russian Federation, indicate a high degree of environmental pollution in the Russian Federation with a positive trend towards reduction. A possible solution to the problem of environmental pollution in the development of the logistics infrastructure of the region is to refer to world practices, namely to the concept of sustainable development. The basis of this concept lies in the sustainable development of all spheres of human life by maintaining a balance between the ecological, economic, social, cultural development of the region and the needs of people, in terms of efficient use of natural resources, energy-saving and environmental technologies, support of society, development of human resources, support of features cultural potential, preserving the integrity of the environment and biosphere for future generations.

Implementation of market transformations in the new era of Ukrainian statehood objectively requires the development of a qualitatively new model of economy, primarily focused on ensuring sustainable socio-economic development. At the same time, ensuring the sustainable development of any country should be based on sound environmental policy, which requires a certain level of environmental culture and education. At the same time, ecological culture acts as a special direction of human life, on which not only the natural existence of modern civilization, its sustainable development, but also the future of the next generations, depends significantly. Without a clear understanding of the whole range of environmental issues, one cannot understand why some ethnic groups live in harmony with nature while others leave behind ruins. Why in some cases human life creates harmonious landscapes and ecosystems and in other cases the environment becomes a desert? The authors set out to explore the theoretical and methodological principles of ecological rehabilitation of urban areas, to substantiate the phenomenon of ecological rehabilitation in the context of achieving Sustainable Development Goals, to determine the role and place of environmental education as an integral part of the struggle for environment and ecological rehabilitation. The research hypothesis is based on the assumption that today in Ukraine the issues of ecological development of territories, preservation of the natural environment and ecological education of the local population are of special importance. The state leadership, executive bodies of all levels, local self-government bodies, public associations should, first of all, take care of the issues of preservation of the natural environment, rational use of national resources, rehabilitation of territories affected by human activities. Not only the current state of socio-economic development of the state, the health of the nation, but also the future of Ukrainian independence depends on how successfully these issues will be resolved. The practical purpose of the publication was to develop practical recommendations for increasing the role and place of local governments in the ecological rehabilitation of urban areas. Given the scientific and practical significance of the problem of environmental security of Ukraine at the present stage of state formation, it is planned to continue research on the problems of ecological rehabilitation of urban areas, primarily in the context of finding new mechanisms for public management of sustainable development of large cities.

The essence and urgency of government expenditure for regional development is very crucial in realizing sustainable development, meaning that government spending must meet current needs without compromising the fulfillment of the needs of future generations. The higher the state revenue, the higher the state expenditure for regional development. Thus, an increase in understanding of government expenditure for regional development in a sustainable manner must be carried out with the principle of prudence in this country.

Water plays a very important role in supporting human life and other living beings as goods that meet public needs. Water is one of the declared goods controlled by the state as mentioned in the constitution of the republic of Indonesia. The state control over water indicated that water management can bring justice and prosperity for all Indonesian people. However, in fact, water currently becomes a product commercialized by individuals and corporations. It raised a question on how the government responsibility to protect the people's right to clean water. This study found that in normative context, the government had been responsible in protecting the people’s right over the clean water. However, in practical context, it found that the government had not fully protected people's right over clean water. The government still interpreted the state control over water in the form of creating policies, establishing a set of regulations, conducting management, and also supervision.

The article discusses the meanings of life and value priorities of the post- Soviet society. The author argues that, at present, there are symptoms of a global ideological crisis in the world, that the West does not have its own vision of where and how to move on and has no understanding of the future. Unfortunately, most of the post-Soviet countries do not have such vision as well. In these conditions, there are mistrust, confusion, paradoxical manifestation of human consciousness. The main meanings that determine our life-world are: the desire of citizens for social justice and social security, the desire to figure out and understand the basic values of modern society, how honestly and equally the authorities act toward their fellow citizens, and to what extent they reflect their interests. The meanings of life, which are the answers to the challenges of the time, are embodied in the cultural code of each nation, state. The growth points of new values, which will become the basis for the future sustainable development of a new civilization, have yet to be discovered in the systemic transformative changes of the culture. In this process, the emergence of a new system of values that governs human life is inevitable. However, modern technology brings new troubles to humans. It has provided wide opportunities for informational violence and public consciousness manipulation. Nowadays, the scenario that is implemented in Western consumer societies claims to be the dominant scenario. Meanwhile, today there is no country in the world that is a role model, there is no ideal that others would like to borrow. Most post-Soviet states failed to advance their societies to more decent levels of economic development, to meet the challenges of the modern information age, and to provide the population with new high living standards. Therefore, in conditions of growing confrontation, we should realistically understand the world and be ready to implement changes that will ensure sustainable development of the state and society without losing our national identity.
