Small business quickly responds to changing market situation, which brings to economy a certain share of flexibility that fosters solution of employment problem and provides satisfaction of individual needs through mobilizing personnel and economic resources. Small enterprises present sound competition on regional market and promote scientific and technological progress in general. The partner model of interaction or the system of exchanges among the state, business and ‘third sector' that function apart in social and economic life of integrated society are feasible owing to mechanisms of innovation development. Private knowledge of the innovation enterprise, which is special for each small enterprise taking the leading positions forms elements of the program of innovation development of small enterprise. Specific competence of the small enterprise can provide a competitive advantage for it. The spots of innovation growth at small enterprises that possess sound scientific and technological foundation can generate a certain volume of innovation ideas. The innovation system as an element of production and economic tactics of small enterprise functioning is directly connected with innovation process. The article shows that innovation becomes a basis of long-term economic growth, prospects for their introduction are also pointed out. On the basis of preliminary analysis with due regard to the current economic situation in the country and region the author's variant of systematization of the mechanism of innovation development at small entrepreneurship was put forward.

The article examines aspects of the implementation of the Russian economy scientific and technological potential from a systematic point of view. The authors proceed from the hypothesis that the low competitiveness of the Russian economy is determined by the profile of its innovation system. The article examines the dynamics of innovation activity costs and analyzes the reasons for the continuing decline in innovation activity that characterizes the current economic situation in Russia. Economic activity at each level will only be a determinant of the innovation development mechanism when it is aimed at creating and implementing new developments in order to generate higher revenues than those that provided the innovation development. It is pointed out that economic policy focused on building national competitive advantages is inseparable from creating a national innovation system. Ways of influence of innovative activity on the solution of social and economic problems are given. The author substantiates the socio-economic conditions necessary for the innovative development of regions. The importance of exports and the development of the enterprise's export potential for the transition to the phase of active structural transformations is evaluated. It is concluded that the formation of the national innovation system requires a balance of scientific and technical potential built into the framework of the state – industry – region – enterprise.

The theoretical issues of project-oriented management of innovative development of the national economy in the turbulence of the modern economic environment have been investigated. In-depth studies of the nature of the emergence of synergistic effects of project-oriented management of innovative development and reveals their specific characteristics in the context of modern development of the national economy. The paper substantiates that the understanding of synergetic effects from the interaction of participants in the innovation process is characterized by a new look at their content and sources, and the project approach to the common goal in combining their interests determines the importance of developing new approaches to understanding them. The application of a project-oriented approach to the study of innovative development of the national economy allows to take into account its complex internal structure, the links between its subsystems and elements. It is noted that this aspect of the problem of innovation development in the national economy contributes to the emergence of new meanings such as project-oriented management of innovation development, as well as new perspectives of synergetic effects inherent in the practical implementation of such management. The origins of the spread of synergetics for the study of innovation processes, the relationship with project-oriented management, and on this basis, the sources and main types of synergetic effects are identified. It is noted that using a project-oriented approach to manage innovative development, the main synergistic effects allow participants to achieve common goals to increase the profitability of the project; reducing the cost of its implementation; reducing the need for resources; optimization of the timing of the project. The article develops views on the manifestation of synergetic effects at the level of formation of the project-oriented cluster from the standpoint of project-oriented management as a subsystem of the innovation system. The directions of manifestation of synergetic effects of the project-oriented innovation cluster are singled out. A graphic model of realization of synergy of national economy in the context of project-oriented management of innovative development is offered.

The technologies and scientific knowledge have promoted the reorganization and acceleration of the innovation process around the world. The hegemony of countries recognized as innovators is being divided with the developing countries, because they have seen innovation as a social and economic process. Innovation requires an ecosystem to provide for it, in which organizations act by similarity and cooperation. In this direction, the city of Florianópolis, in the State of Santa Catarina, stands out as one of the most innovative cities of Brazil. So, this article aims to identify the factors that promote regional innovation development in Florianópolis, based on the study of Chen (2017). The methodological path adopted herein began from a bibliographical and documentary research, in which the data were described and explored through a qualitative approach. During this development, in the analysis of aspects such as national and regional environment, the population size and the number of patents granted, the universities involved and the public policies developed, the Regional Innovation System of Florianópolis has presented a virtuous circle for innovation, because it can bring together universities and research institutes that create and share knowledge and develop researches. In addition, there are companies committed to transforming knowledge into value-added products, as well as the municipality's support in fostering innovation policies. Therefore, it is clear the participation of the Triple Helix in the development of innovation in Florianópolis.

The aim of the article is to determine the main changes in the content of the components of the competition strategy of small restaurants in a pandemic crisis and in the post-pandemic period. In a pandemic crisis, the level of uncertainty in the business conditions of small businesses is increasing. Businesses should actively respond to new realities of development. The implementation of business processes of small enterprises in a pandemic requires the adaptation of strategic mechanisms for doing business to the business environment. The experience of work, application of variants of strategy of competition of the small enterprises which are carrying out activity in providing with food and drinks in the regional market is analyzed. It is determined that the approaches to the formation of competition strategy should take into account the opportunities provided by strategic partnership as a flexible form of cooperation. The essence of strategic partnerships as a component of competition strategy of small enterprises is considered. It is noted that the basis of the partnership strategy in the implementation of the competition strategy is complementarity and synergy. It is proved that strategic partnership can lead to the creation of new competitive advantages. The necessity of introduction of strategic partnership in a strategic set of a small enterprise is argued. It is emphasized that the strategic partnership as part of the competition strategy contributes to the creation of social capital of small businesses, which is important for activities in the provision of food and beverages. It is noted that in the framework of the partnership strategy the interests of the partners and the possibility of making quick changes in their relations should be provided. The components of the partnership strategy of small restaurant enterprises have been formed. The expedient variants of realization of strategy of partnership by the enterprises of restaurant economy are defined. The obtained research results can be used for further development of the theory of strategic management of small restaurant enterprises and applied in their practical activity.

Problems and potentialities of innovation system development in the Bryansk region by means of the activation of business and college interaction are analyzed. The topicality of the idea of college transformation into valuable participants of an innovation process which, on the one hand, function as institutions for personnel training with higher professional education, and, on the other hand, - as offices causing a formation, introduction and diffusion of novelty (innovation) is estimated. Furthermore, there are pointed out those branches of economy of a region which have pre-conditions for innovation development with college participation. As a significant tool for an innovation development activation there is considered an intra-elite rotation between three sectors: business, college environment and power. The intra-elite rotation is considered as follows: as the means of balancing authority and liabilities of actors; as a mechanism of elite circulation between actors supposing their development, as increase of their competence; as social-management technology; as an additional mechanism formed according to the principle of a feedback between actors. The intra-elite rotation is considered as one of the urgent and efficient means of innovation economy development in case of the insufficient integration of “triple helix” actors and also a low communication potential of actors.

Aim. The presented study aims to develop recommendations for improving the existing mechanisms of adaptation of small enterprises to the uncertain conditions of the external environment associated with digitalization processes in the economy.Tasks. The author analyzes the existing mechanisms of adaptation of small enterprises to the conditions of uncertainty; substantiates the connection between the digitalization of business processes and the economic security of enterprises; proposes an original approach to the content of the mechanism of adaptation of small enterprises to the processes of digitalization.Methods. The author uses general and special scientific methods and techniques. General scientific methods include analysis and synthesis, comparison and generalization, modeling, literature review, observation, and expert assessment. Special scientific methods include factor analysis and process analysis.Results. The author substantiates the introduction of digital tools provided by Industry 4.0 and step-by-step digitalization of small enterprises in the form of original diagrams demonstrating the content of the mechanism of adaptation of enterprises to the processes of digitalization, individual elements of this mechanism (Internet marketing and its technologies), and prospects for the development of the mechanism in the form of a diagram of its integration into a large digital ecosystem (region, cluster, etc.). The most significant elements of the proposed adaptation mechanism are the mechanism of digitalization and the mechanism of economic security of small enterprises as well as their relationship and balance of interests. The study examines practical approaches to the step-by-step digitalization of small enterprise activities by assessing the efficiency of introducing certain Internet marketing tools in the activities of a small enterprise that does not directly operate in online mode (a chain of driving schools). A relevant investment project is assessed, showing the efficiency of all proposed scenarios. The author also considers the prospects of integrating small enterprises into a single digital ecosystem of a larger structure or entity (region, cluster, etc.) for a large-scale socio-economic synergetic effect that would serve as a mutual benefit for all participants of the system.Conclusions. In spite of the lack of a clear model for the digitalization of the economy in Russia and many obstacles to the successful digital transformation of small enterprises, practical digitalization mechanisms are already being developed, offering a set of step-by-step actions for small enterprises with allowance for their limited resources and prospects for development in each market. One of the success factors of digitalization is the correlation and balance between digitalization mechanisms and the economic security of enterprises. By adopting international approaches to Internet marketing technologies, a modern small enterprise gains a significant strategic advantage in the long term.


It is reasonable to use digital technologies to organize and support an innovation system that simplify and promote interactions between innovation activity participants by performing a situational analysis of big volumes of structured and unstructured data on innovation activity subjects in the regions. The aim of the article is to substantiate the essence, peculiarities and features of integrating blockchain platforms with Big Data intelligent analytics for regional innovation development. The study was carried out as based on materials describing the development of this concept both in the whole world and its spread in the Russian economy.

Development of micro and small enterprises holds the attraction of being the most important component of broader economic development and poverty alleviation. They are seen as a key and sustainable generator of employment and income for citizens and tax revenue for the state. They also serve as a bridge between informal economy and the formalized corporate sector in developing countries. Likewise, if they are able to meet the required export quality and standards, for some countries they are a source of foreign exchange earnings. It is also believed that a variant micro and small enterprise sector helps to encourage competition since they are favorable to bring about economic growth.

The national innovation system is one of the main mechanisms for restructuring the Russian economy. The implementation of innovations, the active development of the science and technology industry creates the necessary conditions and prerequisites for the transition of the economy to its new technological structure, providing an innovative type of economic growth. In recent years, the literature has developed many approaches to the definition of the concept of “innovative potential”. Some authors consider this category as a set of resources and capabilities of the system to create and implement innovations. Others define innovative potential as a measure of the region’s readiness to create and promote innovations. The third group of authors treats innovation potential as a result of innovation activity, identifying in some way the concept of “innovation potential” and “innovation process”. This article discusses approaches to the definition of a comprehensive indicator of innovative potential. The assessment methods considered in this article allow to determine the level of innovative potential of an organizational system, to perform a comparative analysis of systems according to a generalized indicator of innovative potential and its components, and also to develop programs for the development of organizational systems taking into account the effective use of innovative system capabilities.
