Poverty in Indonesia raises various complex problems such as unemployment, crime, and other social problems. Surabaya is one of metropolitan city in Indonesia, yet still has a high poverty rates. Various attempts have been made by the Surabaya City Government to overcome the problem of poverty. Some of the policies implemented by the Surabaya City Government are Urban Farming Program and UMKM Tangible Economy Heroes Program. This study wants to answer empirically how effective the program is. Effectiveness according to Budiani (2007: 53) can be measured through the determination of program objectives, program socialization, program objectives, and program monitoring. This program takes place in Kelurahan Keputih and Rungkut Lor, Surabaya using a comparative descriptive method with a qualitative approach. The Urban Farming Program is a program to spur improvement in the living standards of the poor who are engaged in strengthening the urban agriculture sector. The Urban Farming Program is felt to be lacking in accuracy of the program targets due to incompatible products produced with demand, incompatible characteristics of the area with what is planted, and products produced can only be consumed alone. Intangible UMKM Economic Heroes Program is a program to empower housewives from poor families and MSME entrepreneurs. The Intangible Economy Hero Program of UMKM is deemed effective in minimizing poverty.

BSTRACTThe Covid-19 pandemic has implications for the welfare level of the people of Salatiga City. This study aimsto analyze the implementation of Pro-Poor Budgeting in the Salatiga City Government during the Covid-19Pandemic. The research is limited to the application of Pro-Poor Budgeting for the City of Salatiga in 2020.The method used is descriptive qualitative with interviews and field studies to the Bappeda of Salatiga City.The results of the research on the implementation of budgeting for poverty reduction programs have taken intoaccount the principles in Pro Poor Budgeting, namely the target is the poor, focuses on the root causes ofpoverty, maximizes benefits for the poor and involves the participation of the poor. In conclusion, in theimplementation of Pro Poor Budgeting, there are three strategic issues that are the focus of attention, namelysynchronization of data on poor families with data from communities affected by Covid-19 from fosteredpartners owned by Regional Apparatuses, Standard Operating Procedures (SOP) for program implementation,especially those related to communities affected by Covid-19 and innovative activity programs that have thepower to improve the community's economy. In addition, the success of the implementation of Pro PoorBudgeting and the handling of strategic issues is influenced by four aspects, namely bureaucratic structure,resources, disposition, and communication. The purpose of this paper is to determine the factors that have stopped the Sister City cooperation between Malang City and Fuqing City in the field of soybean commodity. Fulfilling the need for imported soybeans is important for Malang, because it is well-known for its many ‘Keripik Tempe’ producers or commonly called ‘IKM Tempe’, so that the potential for Fuqing imported soybean is important to be realized. The study used a qualitative descriptive method, and used the Paradiplomacy Concept and the Sister City Concept in explaining the cooperation between Malang City and Fuqing City. The results obtained were the cooperation between sister city Malang City and Fuqing City in the field of soybean commodity which ‘failed’ because soybeans from Fuqing were of lower quality than soybeans imported from United States and had large production losses, so that the IKM Tempe in Malang preferred to use imported United States soybeans and stopped the use of imported Fuqing soybeans. Until now, the two city governments have not been heard meeting to discuss this issue, which makes the city government as a sub-state actor not yet having a strong commitment to this cooperation.

The rapid growth of billboards that are used as a medium of communication and marketing of products and services, one of which is caused by increasing community needs and development of technology & information. The rapid growth must be responded to well by the Semarang City Government so that strategic points for regional income can be maximized while maximizing spatial planning efforts in Semarang City. Based on this, the research itself aims to formulate a billboard structuring policy in the city of Semarang by using a qualitative descriptive method. The formulation efforts were carried out through several analysis points which resulted in each building function and land use affecting the provisions relating to billboards and the development of advertisement plots on private land to be controlled because they were related to environmental aesthetics, road benefits and road space could also be used for advertising and information media provided that they get permission from the road organizer according to their authority.

ABSTRACT: KUBE is one of the programs launched by the Bontang city government in poverty reduction. KUBE in Bontang City was first formed in 2013. Based on data from the Bontang City Social Service in 2018, the number of KUBE in Bontang City reached 282 groups. The large number of KUBE can be a big hope for the local government in improving the welfare of the community. However, the implementation of the KUBE program in the city of Bontang has not met the government's expectations. This is made clear by the large number of KUBE in the city of Bontang that are not developing or moving towards independence. However, in the city of Bontang there is one KUBE that stands out the most, namely Mekar Sari. KUBE Mekar Sari is the best group at city, provincial to national levels. This study aims to determine how the process behind the success of KUBE Mekar Sari in achieving independence and the success of KUBE Mekar Sari can be seen from two sides, namely social and economic, and there are several factors that KUBE independence has a network of connections with each other. ABSTRAK: KUBE merupakan salah satu program yang dicanangkan oleh pemerintah kota Bontang dalam hal penanggulangan kemiskinan. KUBE di kota Bontang pertama kali dibentuk pada tahun 2013. Berdasarkan data Dinas Sosial kota Bontang pada tahun 2018, jumlah KUBE di kota Bontang mencapai 282 kelompok. Kuantitas KUBE yang tergolong banyak dapat menjadi harapan besar bagi pemerintah setempat dalam meningkatkan kesejahteraan masyarakat. Akan tetapi implementasi program KUBE di kota Bontang belum sesuai dengan harapan pemerintah. Hal tersebut diperjelas dengan banyaknya jumlah KUBE di kota Bontang yang tidak berkembang atau bergerak menuju kemandirian. Meskipun demikian, di kota Bontang terdapat satu KUBE yang paling menonjol dibanding dengan yang lainnya yaitu Mekar Sari. KUBE Mekar Sari adalah kelompok terbaik tingkat kota, provinsi hingga nasional. Penelitian ini bertujuan untuk mengetahui bagaimana proses di balik keberhasilan KUBE Mekar Sari dalam mencapai kemandirian dan keberhasilan KUBE Mekar Sari dapat dilihat dari dua sisi yaitu sosial dan ekonomi, dan ada beberapa faktor kemandirian KUBE memilki jaringan koneksi satu sama lain.

This objective is to describe how the Pentahelix approach model in developing sustainable tourism in the City of Bukittinggi towards a national leading tourism destination. This research is a descriptive research using a qualitative approach. Data were collected through: interviews, observation and literature study. Determination of informants using purposive presentation techniques and key informants of the Head of the Tourism and Culture Office of the City of Bukittinggi. Data analysis by means of: data condensation, data levers and withdrawals. The data validation used source triangulation. The results of the study: (1) The development of tourism in the city of Bukittinggi using the Pentahelix approach model has involved the Bukittinggi City Government, Tourism Academics and Practitioners, Communities and Communities, Business Actors, and the Media. (2) The findings from the field show that the roles and duties of stakeholders are not optimal and (3) The collaboration between stakeholders in the City of Bukittinggi from the results of the research is not synergistic.

Joint movement for poverty and unemployment reduction through harmonization of the economy, education, ecosystems and community ethos, or abbreviated Gerbang Hebat of the Semarang City Government, which was pursued in Semarang City has achieved a significant poverty reduction effort of at least 1.5% per year in accordance with the RJMD target of Semarang City in 2016-2021. The Semarang City Government in implementing the Gerbang Hebat Program joins hands with all stakeholders, namely BUMN, BUMD, Banking, Business, Private Sector, State and Private Universities, NGOs and community organizations to jointly make efforts to improve community welfare. Based on this, this study analyzes the implementation of the Gerbang Hebat program by observing the phenomenon of the implementation of program policies, namely the driving and inhibiting factors in the implementation of the Gerbang Hebat program in an effort to create an intelligent community in the city of Semarang. The approach used is a descriptive qualitative method where data collection uses interviews, observation, and documentation studies. The results of this study are the presentation of a valid, accurate, right on target, objective, and up to date database where name-based address and potential and area are still a challenge and monitoring and evaluation when the program is completed. In addition, community participation has an important role in realizing digital-based community governance. This is to ensure that activities are in accordance with the needs of the community, and ensure that these activities are sustainable activities and can lead the community towards independence.

The purpose of this study was to analize the implementation of policies for handling and controlling covid-19 on the tourism sector in Tomohon City. The method used in this research is descriptive method using a qualitative approach. The research was conducted in Tomohon City using empirical data obtained through observations and interviews to 15 informants. The results showed that the implementation of policies for handling and controlling covid-19 on the tourism sector was carried out based on standards and policy targets through programs, namely physical distancing and work form home and the Tomohon City government program through the announcement of the mayor of Tomohon and Tomohon Mayor Regulation Number 28 of 2020 which is implemented based on the principles of implementing policies for handling and controlling covid-19 on the tourism sector in Tomohon City. In implementing this policy, communication factors between policy implementers, resources, disposition and bureaucratic structures are very influential in implementation. However, in implementing the policy, there are several weaknesses of these factors, namely the lack of communication between institutions, especially in the tourism sector, for example from the tourism office to the Indonesian Tourism Guides Association in Tomohon City, budget constraints, and lack of human resources as executors either as professionals or as professionals, tourism observers, especially on the tourism sector in the city of Tomohon.

Property Tax is one tax which is managed by the local government. Which is the only property tax in Indonesia, because most of the revenue is income areas, among others, are also used for the provision of facilities enjoyed by the central government and local government. Bases of land and building tax is the taxable value. The purpose of this study is to analyze Determination of taxable value against land and building tax in Southeast Minahasa Regency. The object of this research is 3 Southeast Minahasa District in the District Ratahan, District Pasan, and the District of East Ratahan. The data collection techniques in this study is a field study in the Department of Revenue in Southeast Minahasa regency. This research uses descriptive method. Based on the research results, the authors concluded that the three districts are districts Ratahan, Pasan, and Ratahan East where the districts are located in the city center in Southeast Minahasa Regency, strategic location and generates economic value. So it has a high contribution to the reception in Southeast Minahasa regency. Department of Revenue is responsible for determining the tax object selling value needs to improve the assessment and pengelolahan data, especially between the sale value of the tax object selling prices that occurred in the community so that more relevant determination.

ABSTRACTThis study aims to determine the extent of Direct Funding Assistance to Community (BLM) through National Program of Community Empowerment-Independent Urban (PNPMMandiri Perkotaan) affected to the increased well-being of poor families in the city of Surabaya, so the results of this study are expected to know whether this program can be continues as poverty alleviation programs in Indonesia in the future or not. The techniques of data collection used in this study was survey and questionnaire used as instrument given to the sample of the population which received BLM PNPMMP in Surabaya, and data were analyzed by descriptive method. The research finding showed that the Revolving funds have been distributed to the community through PNPM in Surabaya to revive economic activity through micro smallbusiness that has been very beneficial for economic activities so that they have no longer funding from money landers to fulfill the financial needs for funding their business progress, and they were able to increased their business until 20-30%, and it was impact on household well-being about 10 s/d 30%. This indicate that the Funding Assistance could resolved the families financial difficulties, and improved their own business, the quality of their family’s food, and there was also able to save money for their familiy purpose.ABSTRAKSIPenelitian ini bertujuan mengetahui besarnya pengaruh Bantuan Langsung Masyarakat (BLM) melalui Program  Nasional Pemberdayaan Masyarakat (PNPM) Mandiri bagi peningkatan kesejahteraan bagi masyarakat miskin di Surabaya. Di samping itu tujuan penelitian ini adalah untuk mengetahui apakah program tersebut dapat dilanjutkan sebagai program mengentas kemiskinan di Indonesia di waktu yang akan datang. Teknik pengumpulan data melalui survey dengan menggunakan kuisioner digunakan dalam penelitian ini. Sampel dari populasi yang memperoleh BLM PNPM di Surabaya serta dianalisa dengan metode deskriptif. Penelitian ini menemukan bahwa dana bergulir yang didistribusikan kepada komunitas untuk menghidupkan kembali aktivitas perekonomian melalui usaha mikro dan kecil sangat bermanfaat bagi kegiatan perekonomian, sehingga masyarakat tidak melakukan pinjaman ke rentenir. Di samping itu kegiatan usahanya meningkat sampai dengan 20-30% serta meningkatkan kesejahteraan rumah tangga 10-30%. Hal ini menunjukkan bahwa Bantuan Langsung Masyarakat dapat menyelesaikan permasalahan kesulitan keuangan masyarakat, serta meningkatkan usaha mereka, kualitas makanan keluarga serta juga meningkatkan tabungan keluarga

The purpose of this study is to describe and analyze the relationship between the DPRD and the City Government of Palangka Raya in the preparation and determination of the Regional Budget and to describe and analyze the factors that influence the relationship between the DPRD and the City Government of Palangka Raya in the preparation and stipulation of APBD regulations. This study uses descriptive qualitative research methods. The types and sources of data chosen by researchers are primary data and secondary data. Data collection techniques used to obtain information are interviews and documentation. The results showed that the pattern of interaction between the executive and the legislature in the discussion of the Regional Expenditure Budget (APBD) in Palangka Raya City in 2018, starting from the stages of KUA and PPAS formulation and the RAPBD discussion until the budget approval stage was always colored by several phenomena of interaction between the executive and legislative to carry out the functions of authority to master each other, dominate. In determining budget policy, it was found that the relationship between the DPRD and the City Government of Palangka Raya in the preparation and stipulation of the Regional Budget was still conducive so that it did not lead to deadlock in the formulation and determination of the Palangka Raya City Budget in 2018. Factors affecting the interaction of DPRD and Palangka City Government Raya in the preparation and determination of APBD is the existence of a special mission to negotiate in the form of non-agenda, bargaining with executives to gain the interests of the legislature, a vision that may be different in running a good governance (transparent, democratic, good, fair, responsible and objective ) and equalize the same understanding in responding to every issue and scene in formulating local regulations on APBD and their implementation.
