This paper analyses, within the context of urban exile in Turkey, the different experiences and survival strategies of Syrians who are modulated by particular relations of race, class and gender. It aims to explain how refugees manage to create their own visibility in this new space full of limitations, and further explores how their newfound participation in these urban areas can deconstruct dominant representations of refugees, who are otherwise seen as threats or as voiceless victims. In all, this paper aims to go beyond the vulnerability of refugees, without neglecting the violence they endure. In the early 1990s, the inflow of two types of legal foreign workers, descendants of Japanese emigrants and foreign trainees, increased substantially, although the increase in the number of illegal workers was even greater. Exploitation of those in the first category has occurred partly because of inadequate information and illegal brokers but the structural cause is wage inequality between sending and receiving countries. Foreign trainees are often seen as disguised cheap labor which constitutes on important element in the survival strategies of Japanese corporations in the global economy. An improved job placement system, more vigorous methods to combat illegal recruitment, and policies to enhance the economic development of trainee-sending countries are recommended.

This article examines the development of Germany's Turkish organizations since 1961. These have failed to mobilize Germany's Turks around shared ethnocultural grievances against the host society. A transnational political opportunity structure, a contextual framework involving host and sending countries, entices distinct actors leading Germany's Turkish organizations to focus on homeland differences instead of common interests. In this transnational context, actors – whom I will label political migrants — influence immigrant community cohesion by using associations to pursue goals rooted in the homeland or host country. When a sending country generates contentious political migrants in an ethnoculturally dissimilar, homogeneous democracy and the hosts fail to incorporate the foreigners, infighting focused on the homeland is likely to preoccupy the immigrant community.
