<p>En este documento analizo la relación que existe entre el crecimiento económico, el comercio exterior y la capacidad tributaria. Sostengo que los impuestos no necesariamente distorsionan la eficiencia y que dependen de la actividad económica. Para documentar la hipótesis realizo cuatro modelos panel cointegrados para un grupo de 55 países y su subsecuente división de acuerdo con tres niveles de ingreso para el periodo de 1990-2018. Los resultados obtenidos muestran que el crecimiento económico es una condición <em>sine qua non</em> para determinar la capacidad recaudatoria pero no es suficiente en aquellos países con desigualdad económica. Por lo tanto, es necesario estimular el desarrollo económico y promover reformas fiscales progresivas.</p><p> </p><p align="center">THE COMPOSITION OF TAX EFFORT: EVIDENCE FOR A PANEL OF COUNTRIES.</p><p align="center"><strong>ABSTRACT</strong></p><p>This document analyzes the relationship between economic growth, foreign trade and tax capacity. It is argued that taxes do not distort efficiency and that they depend on economic activity. In order to empirically support our hypothesis, four cointegrated panel models are carried out for a group of 55 countries and their subsequent division according to three income levels for the period 1990-2018. The results obtained show that economic growth is a <em>sine qua non</em> condition for determining tax capacity, but it is not enough in countries plagued with economic inequality. Therefore, it is necessary to stimulate economic development and promote progressive fiscal reforms.</p>

Research on the impact of the external component on economic growth shows the prevailing view of the positive impact of foreign trade and its liberalization on economic growth. At the same time, discussions on trends in foreign trade liberalization are part of the issue of contradictory impact of free cross-border movement of goods, capital and labor on the economic development. The majority of sources on endogenous growth contains a range of models for the relationship between trade restrictions and economic growth. Therefore, the aim of the article is to study trade restrictions in the context of foreign trade liberalization. At a high level of economic development, the liberalization of the economy allows to increase the benefits of foreign trade, but the issues related to the opening of national markets in the economic periphery remain controversial. The article considers the essence and classification of foreign trade restrictions. The views of scholars of leading economic schools on the relationship between trade liberalization and economic growth have been represented. It has been determined, that the main trends in the liberalization of foreign trade are: expanding the scope of regulatory measures by both national governments and global trade institutions; coordination and intensification of international cooperation in the areas of multilateral liberalization of foreign trade; growing non-tariff barriers to the development of international trade. The results of the study allow to deepen the understanding of the peculiarities of ensuring national economic interests in the conditions of dynamization of foreign trade. The book is the first of a series of studies on Exchange Control, Liberalization and Economic Development sponsored by the National Bureau of Economic Research, New York. The ten-country study, of which the book under review is a part, provides an in-depth analysis of three major areas : The anatomy of exchange control along with its implications, the episode of the liberalization of the payments regime, and the relationship of growth with the exchange control regime. The findings of the individual country-studies have been consolidated in an overall synthesis. However, each study is complete in itself in accordance with the needs of scholars having an interest in only some of the studies. The book under review seeks to analyse Turkey's trade and payments regime and the effect that the latter has had on the country's economic growth. Whereas quite a few other factors are instrumental in development (e.g. agricultural productivity, levels of education, political and social stability, etc.), the focus on foreign trade alone is justified by the author on the grounds of the tremendous amount of government influence in foreign trade. Moreover, the author believes that an intensive study of the trade-growth relationship is more rewarding than: a general survey of all factors related to economic growth.

Aim. The presented study examines and develops theoretical and methodological foundations that make it possible to distinguish innovative entrepreneurship among other economic phenomena.Tasks. The author identifies the specific features of entrepreneurship and its qualitative differences from other types of economic activity aimed at obtaining benefits, specifies the relationship between creative destruction and economic development, determines the attributes of innovative entrepreneurship.Methods. This study uses systematic analysis of professional literature on entrepreneurship to highlight the main attributes of entrepreneurial activity. The methodology of dialectical contradiction in its original Hegelian interpretation plays an important role in elaborating and substantiating the definition of entrepreneurship. The author considers innovative activity as creation of new values, which, according to the logic of dialectical development, destroy the old ones, triggering the process of economic development.Results. An approach to understanding the phenomenon of entrepreneurship is proposed, making it possible to distinguish this type of activity as significantly different from other types of economic activity, which may be externally similar but have different content. During the development of this approach, the concept of “anti-ideology” of entrepreneurship is introduced, which reflects the essence of innovative activity as a process of creative destruction. The necessary and sufficient attributes of entrepreneurial innovation are identified, making it possible to reflect the meaning of this phenomenon and verify this complex defining structural element in the system of economic relations. The study substantiates that the level of anti-ideology and public benefit can be used as criteria for assessing the significance of an entrepreneurial idea. A progressive model of anti-idea realization (PMA) is proposed based on the methodological principle. It can be used to develop an efficient system for evaluating startups within the framework of venture capitalism.Conclusions. Specification of the relationship between creative destruction and economic development is crucial to understanding the importance of innovative entrepreneurship. Each historical period creates its own demand for a specific type of entrepreneurs. The principle of anti-ideology, which lies at the heart of the PMA model, is key in identifying competitive commercial ideas, making it possible to focus resources and attention on projects that can make a significant contribution to economic development.

The Chinese government has implemented a number of environmental policies to promote the continuous improvement of air quality while considering economic development. Scientific assessment of the impact of environmental policies on the relationship between air pollution and economic growth can provide a scientific basis for promoting the coordinated development of these two factors. This paper uses the Tapio decoupling theory to analyze the relationship between regional economic growth and air pollution in key regions of air pollution control in China—namely, the Beijing–Tianjin–Hebei region and surrounding areas (BTHS), the Yangtze River Delta (YRD), and the Pearl River Delta (PRD)—based on data of GDP and the concentrations of SO2, PM10, and NO2 for 31 provinces in China from 2000 to 2019. The results show that the SO2, PM10, and NO2 pollution in the key regions show strong and weak decoupling. The findings additionally indicate that government policies have played a significant role in improving the decoupling between air pollution and economic development. The decoupling between economic growth and SO2 and PM10 pollution in the BTHS, YRD, and PRD is better than that in other regions, while the decoupling between economic growth and NO2 pollution has not improved significantly in these regions. To improve the relationship between economic growth and air pollution, we suggest that the governments of China and other developing countries should further optimize and adjust the structure of industry, energy, and transportation; apply more stringent targets and measures in areas of serious air pollution; and strengthen mobile vehicle pollution control.

In the developing economy, tourism is the most visible and steadiest growing facade. Tourism is considered one of the rapidly increasing elements for economic development from the last two decades. Therefore, the proposed study used vector autoregression (VAR) model, error correction model (ECM), and the Granger causality to check the relationship between the tourism industry and economic growth based on the data of the Beijing municipal bureau of statistics from 1994 to 2015. Gross domestic product (GDP) is used as a replacement variable for the economic growth index, while internal tourism revenue is used as a tourism industry indicator. The study supports the tourism-led growth hypothesis proposed in the existing literature in a different survey of tourism and economic development. The results show that there is a strong relationship in the tourism industry and economic growth in the context of Beijing, and at the same time, tourism creates a more significant increase in long run local real economic accomplishments. The results of the VAR model confirm that in the long run, Beijing’s economic growth is affected by domestic tourism, while the ECM model shows unidirectional results in the short term. Similarly, there is a one-way causal relationship between the tourism industry and economic growth in Beijing, China. The empirical results are in strong support of the concept that tourism causes growth.

Pollution of the environment faced is generally caused by economic activity. Traditional economic theory placed trade-off between economic growth and environmental quality. However, since the early 1990s the empirical literature and theoretical literature have been growing rapidly. Research has shown that the relationship between economic growth and the environment can be positive. Research has shown the effect of income on environmental sustainability, control of population density. However, environmental pollution can be controlled to obtain optimal pollution which gives the maximum net benefits of economic activity. Identification of contaminants is required when optimal pollution can be determined. Economic instruments can be used to sue the polluters to control their economic activities. Selection of economic instruments that will be applied will work fine if the value of environmental contamination is known. In fact, pollution is not valuable, and therefore, the economic valuation of pollution is required. Several assessment techniques have been introduced, based on the type of pollution. The results also show that the conventional wisdom focuses more on the pollution control, in which they must be combined with the development of policy options that focus on ecoefficiency aspects of environmental sustainability and innovation in the process of economic development. If not, the economic growth will continue to degrade the environment in most countries.

Although the tourism industry has recorded the lowest pollution, it significantly contributes to the global economy. Therefore, many countries have spent great efforts in promoting their tourism industry to support their entire economic development. This article considers factors related to the relationship between national economic growth and international entry tourism for 11 Asian countries to investigate the existence of the cross-sectional difference between these countries. Results show that exchange rate fluctuation is an alternative factor affecting economic growth risk, and common slope exists between countries. Moreover, international entry tourist headcount and income show differential slope in some countries, implying that these factors affect the economies of different Asian countries differently.

When we talk about economic development, we can refer to improve the standard of living and the prosperity of the population. This is due by increasing per capita income. In order to analyze economic activity, severe indicators must be studied, namely productivity, economic growth rate, labour force share, gross domestic product. In order to carry out as accurate an analysis as possible, it is required to discover the bottlenecks and problems that Region 2 South East makes and to develop a set of reservations and indications leading to the reduction and, why not, the removal of negative aspects. The main purpose of this work is to achieve a strategic plan by studying the current state and the impact of the economic system in recent times in all its forms, with a view to the development of the countryside of Region 2 South – East. I set out to create a website based on the advice of small rural entrepreneurs that evolves gathering information in realistically identifying all the strengths and concentrating them in the region’s potential innovation.

Since the exchange of goods, services, and capital became a worldwide system some nations have succeeded becoming wealthy and prosperous while many others have failed remaining in poverty. Over the last three decades the dynamism of the increasing integrated world economy became an essential part of the process of economic growth, and as a consequence growth has been meager in countries like Brazil whose authorities have remained systematically hesitant to integrate the domestic markets into the world economy, staying apart from the main flows of trade and capital. The article discusses also why economic development studies has moved from the field of Economy to the field of International Relations forming the area of International Political Economy studies which is mainly driven to understand the trends and changes in the relationship between the state institutions and the market forces in the national and international levels. The essay concludes that to any country the process of integrating into the world economy means exploring and improving national potentialities rather than abandoning national identity and interests.
