Indonesia must be ready to face the Asia Pacific 2020 free market. One thing that the authors focus on in this paper is that creative, dynamic and ready to compete human resources, reform and transformation and development in the field of vocational education (vocational) is wrong one author's opinion in this paper. Vocational education (vocational) is one of the solutions to improving Indonesia's Human Resources, because vocational education creates people who are ready to work in the field of work that is available on the field nationally and internationally and has the ability to open new jobs. The embodiment of creative human resources is the responsibility of education, especially vocational education, especially in preparing students to become subjects whose role is to showcase their strong, creative, independent, and professional excellence in their respective fields. This is because education is a process of humanizing humanity in the sense of actualizing all of its potentials into abilities that can be utilized in their daily lives in the wider community. One aspect that must be improved in vocational education is the management of education including teaching staff, in addition to facilities and infrastructure. This is very important to do with the aim that students have a vocational maturity and foster mental development or entrepreneurship motivation. Vocational education not only instills concepts, but rather focuses on understanding and work processes, therefore, for the advancement of vocational education, the potential of teaching staff and the completeness of facilities and infrastructure must be the main factors that must be reformed.

The article is devoted to substantiating the idea of the importance of the interaction between the university and professional educational organizations in the context of renewing transformations in the system of secondary vocational education. Professional educational organizations experience certain difficulties in ensuring the quality of teaching staff necessary to solve complex problems when training workers, mid-level specialists for the region’s economy. The article identifies possible strategies for integrating the university into the development of human resources of the regional secondary vocational education system in the following areas: training teaching staff, advanced training, using the results of professional educational organizations in the regional program «Development of innovative processes», improving the professional skills of managers and teachers, developing their design culture and professional competencies in the field of inclusive vocational education. The resources for the development of the personnel potential are considered to be the joint work of the university and educational institutions in the preparation and conduct of scientific and practical events at various levels, the translation of the best educational practices into the professional community of the region. The article is presented in the form of an overview of the speeches of the participants of the webinar within the framework of the regional educational forum «Raising a Man: New Challenges» State Pedagogical University named after I. N. Ulyanov (Ulyanovsk, Russia).

Based on the analysis of the problems that restrain the development of secondary vocational education, the article proposes tools for the development of the regional secondary vocational education system, the use of which will contribute not only to improving the quality of secondary vocational education in the region but to the socio-economic development of districts by creating new jobs and launching of new industries. Special attention has been paid to the creation of the Secondary Vocational Education Development Fund, which finances projects aimed at updating the material and technical base, expanding human resources, and also establishes partner companies at colleges.

describe the implementation of an integrated quality management component consisting of the quality of services provided by the school, human resources in teaching, the school environment, and learning process  in SLB YPAC Pangkalpinang.               The method used in this study, namely by using a naturalistic qualitative approach. Data collection is done through observation, interviews, and documentation. The subjects of this study include the principal, teachers, employees, and students. The validity of the data is done by triangulation, and deeper observation. Analysis of the data used is the interactive analysis model of Miles and Huberman through data collection, data reduction, data presentation, and conclusion drawing.              The results showed that: (a) the quality of services to students in SLB YPAC Pangkalpinang had met good service standards. This can be seen from the services in the form of facilities and infrastructure which are quite complete in schools; (b) the quality of human resources in the education process shows good teacher resources. This can be seen from the teacher data which shows that the teaching staff at SLB YPAC Pangkalpinang 95% of educators with S1 qualifications in the field of education; (c) the quality of the environment in SLB YPAC Pangkalpinang is already good. This can be seen from the very strategic location of the school because the location of the school is in the middle of the city so that it is easily accessible by the community; (d) the quality of the learning process carried out by teachers at Pangkal Pinang YPAC SLB is good. This can be seen from the realization of the form of activities through learning planning by preparing lesson plans for each subject, then implementing learning, which includes strategies and methods used by teachers in delivering learning material, and evaluation of learning. Keywords: Integrated quality management, student achievement     ABSTRAK Tujuan dalam melaksanakan penelitian ini  adalah untuk melihat pelaksanaan serta mendeskripsikan implementasi  komponen Manajemen Mutu Terpadu yang terdiri dari kualitas layanan yang diberikan sekolah, sumber daya manusia dalam mengajar, lingkungan sekolah, dan proses pembelajaran di SLB YPAC Pangkalpinang. Metode yang digunakan dalam penelitian ini, yaitu dengan menggunakan pendekatan kualitatif naturalistik. Pengumpulan data dilakukan melalui observasi, wawancara, dan dokumentasi. Subyek penelitian ini antara lain kepala sekolah, guru, pegawai, dan peserta didik. keabsahan data dilakukan dengan triangulasi, dan pengamatan yang lebih mendalam. Analisis data yang digunakan adalah model analisis interaktif Miles dan Huberman melalui kegiatan pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa: (a) mutu layanan terhadap peserta didik di SLB YPAC Pangkalpinang sudah memenuhi standar layanan yang baik. Hal ini dilihat dari layanan yang berupa fasilitas sarana dan prasarana yang sudah cukup lengkap di sekolah; (b) mutu sumber daya manusia dalam proses pendidikan menunjukkan sumber daya guru yang baik. Hal ini dapat dilihat dari data guru yang menunjukkan bahwa tenaga pengajar di SLB YPAC Pangkalpinang 95% pendidik berkualifikasi S1 bidang kependidikan; (c) mutu lingkungan yang ada di SLB YPAC Pangkalpinang sudah baik. Hal ini terlihat dari letak sekolah yang sangat strategis karena lokasi sekolah yang berada di tengah kota sehingga mudah dijangkau oleh masyarakat; (d) mutu proses pembelajaran yang dilakukan oleh guru di SLB YPAC Pangkalpinang sudah baik. Hal ini dapat dilihat dari realisasi bentuk kegiatan melalui perencanaan pembelajaran dengan menyusun RPP setiap mata pelajaran, kemudian pelaksanaan pembelajaran, yang meliputi strategi dan metode yang digunakan guru dalam menyampaikan materi pembelajaran, dan evaluasi pembelajaran.

Kebijakan kurikulum 2013 yang dikeluarkan oleh Pemerintah merupakan upaya dari penyederhanaan pembelajaran dan adanya penilaian sikap dalam struktur kurikulumnya yang bertujuan agar peserta didik memiliki kompetensi sikap, ketrampilan dan pengetahuan yang lebih baik dalam proses pembelajaran. Tujuan penelitian ini adalah untuk mendeskripsikan Evaluasi Pelaksanaan Kurikulum 2013 di Kelas IVB UPT SD Negeri 144 Gresik Kecamatan Driyorejo Kabupaten Gresik. Penelitian dilakukan menggunakan pendekatan kualitatif dengan metode deskriptif. Teknik pengumpulan data yang dilakukan melalui observasi, wawancara dan dokumentasi. Teknik analisis data yang digunakan adalah pengumpulan data, reduksi data, penyajian data dan penyimpulan. Hasil penelitian didapatkan bahwa pelaksanaan K-13 sudah berjalan dengan baik tetapi masih terdapat kendala dalam pelaksanaannya yaitu melihat dari efektivitas dalam pelaksanaannya belum  sesuai karena materi ujian nasional masih berdasarkan KTSP; terkait dengan efesiensi jumlah guru masih kurang; terkait dengan kecukupan dalam materi K-13 belum mendukung kompetensi belajar peserta didik untuk materi ujian nasional, terkait dengan perataan masih belum merata karena kelas satu sampai kelas enam tidak semua melaksanakan K-13, terkait dengan responsivitas yaitu adanya respon dari peserta didik maupun wali murid dalam pembelajaran yang mudah diterima dan terkait dengan ketepatan dalam pelaksanaannya sudah tepat sasaran kepada peserta didik. Simpulan dari peneliti masih ada kendala yaitu jumlah SDM yang kurang memadai, semua guru belum mendapatkan pelatihan, dan tidak sinkronnya materi UN (Ujian Nasional) dengan kurikulum yang berlaku. Disarankan sebaiknya dilakukan penambahan Sumber Daya Manusia atau guru (tenaga pendidik) dan ruang kelas, Sinkronisasi materi UN (Ujian Nasional) dengan kurikulum yang berlaku serta pelatihan guru yang dilaksanakan oleh semua guru.   Kata Kunci : Evaluasi, Pelaksanaan Kurikulum 2013, UPT SD Negeri 144 Gresik   The 2013 curriculum policy issued by the Government is an effort to simplify learning and the existence of an attitude assessment in the curriculum structure that aims to make students have better competency attitudes, skills and knowledge in the learning process. The purpose of this study was to describe the 2013 Curriculum Implementation Evaluation in Class IVB UPT SD Negeri 144 Gresik, Driyorejo District, Gresik Regency. The research was conducted using a qualitative approach with descriptive methods. Data collection techniques are carried out through observation, interviews and documentation. The data analysis technique used was data collection, data reduction, data presentation and conclusion. The results showed that the implementation of K-13 has been going well but there are still obstacles in its implementation, namely seeing the effectiveness in its implementation is not appropriate because the material for the national exam is still based on KTSP; related to the efficiency of the number of teachers is still lacking; related to the adequacy of the K-13 material, it does not support the learning competence of students for the national exam material, related to evenness it is still not evenly distributed because not all grades one to six grades implement K-13, related to responsiveness, namely the response of students and guardians in learning that is easily accepted and associated with accuracy in its implementation is right on target for students. The conclusion from the researchers there are still obstacles, namely the number of human resources is inadequate, all teachers have not received training, and the material is not synchronized with the applicable curriculum. It is suggested that the addition of human resources or teachers (teaching staff) and classrooms, synchronization of National Examination (National Examination) material with the applicable curriculum and teacher training carried out by all teachers. Kampung Coklat is a tourist attraction of special interest in Blitar, East Java, an ecotourism. Tourist components that have been held, the product quality is maintained, Human Resources who has been there, security from both outside and within the company and also cooperation with local communities necessary for the development, enhancement, training, coaching and maintenance. It is intended to support the development which will be done so as not to compete with other competitors. People who play an active role and cooperation that has existed well into the main capital to undertake development . The use of new information technologies has the advantage of supporting all those in charge of any organization in their decisions, and allowing them visibility as quickly as it is relevant to all the important indicators of their system. Human resources managers are using more and more IT tools to better follow the continuing education open for the teaching staff. The number of these training courses and the high number of participating teachers can pose many monitoring and traceability problems. Hence the idea of proposing a model based on e-learning solutions to help adapt the teaching to the learner, and to ensure traceability when switching from one training to another.

AbstractThe problem of Human Resources (HR) in Indonesia is becoming increasingly complex, this is reflected in the large number of formal education graduates from various levels who are not absorbed in the world of work. Many factors cause this to happen, including the mismatch between HR competencies and the labor market, the growth of the workforce is greater than the availability of available employment and population distribution between regions is not evenly distributed. If you look at the achievements of Indonesian tertiary education graduates, many of Indonesian tertiary education graduates are slow to get jobs, this shows that there is a broken link between higher education and the world of work. Higher education has not been able to produce graduates with high selling prices armed with the knowledge they have learned even though in general higher education graduates have greater employment opportunities than high school or lower level graduates. Many realities on the ground show that the quality of Indonesian people as a potential resource still does not meet expectations. This happens because of the low quality of education in Indonesia. By fulfilling good educational needs, the students will get benefits and can improve the quality of life of the knowledge they have, so that after completing their education, they can get decent jobs or create quality jobs. Indonesia's education world must start to build links with the world of work, so that the world of work responds to graduates produced in accordance with what the world of work wants; this paradigm must be understood and built by the Indonesian government. Education transformation is needed so that education is able to produce reliable and resilient human resources; education and educators must be improved.

The opening of a free market that now spans ASEAN and Asia Pacific region becomes a challenge as well as momentum for Indonesia to be able to show its existence in the international world through various fields such as human resources, market share expansion, and others by offering innovative domestic products. This background is the basis of community service. Specifically, the purpose of community service activities are: (1) to prepare entrepreneurs who are ready to compete healthily, (2) to develop micro and small business (UMKM) of society towards better (3) to foster entrepreneurship spirit for society. Methods in the implementation of community service programs include: (1) preparatory stage, ie by consulting with lecturers intensive as well as observing the target community program, and (2) the stage of implementation of activities, that is doing entrepreneurship and skill training. The outputs of community service activities include: (1) improving entrepreneurship for the target group, (2) increasing the economic level of the target group, and (2) the results of activities in the form of published products and having economic value. Outcome obtained from this activity is the development of rice business of one citizen.

The materials of the article can be used in preparing the future mathematics teacher based on an innovative approach to teach them.
