This paper aims to describe the shift in the circumcision tradition of girls in Kudus, Central Java. The focus of this shift discussion was mainly on the shift of circumcision done by Dukun Bayi (Traditional Midwife) to that done by a professional midwife, and the prevailing cultural shift is also illustrated. The data were collected through interviews with mothers of the circumcised girls through random sampling. This research is categorized as a case study. The collected data were analyzed using a qualitative descriptive approach. The results of the study revealed that the tradition of girl circumcision is a result of following a tradition that has been done for ages, the understanding of fiqh experts plays a role in the circumcision of girls. As the village midwife is serving childbirth, the circumcision that was initially done by a dukun now is done by professional midwives. The dukun played as a massage therapist to mothers with old pregnancy, also to the postpartum mothers and their babies. The knowledge that girls circumcision needs to be done by medical staff (midwives) will be more optimal if the village government facilitates the role of village midwives in Kudus.   Tulisan ini bertujuan untuk mendeskripsikan pergeseran tradisi khitan anak perempuan di Kudus, Jawa Tengah. Faktor utama perubahan tersebut adalah munculnya pengkhitan bidan desa—yang sebelumnya dilakukan oleh dukun bayi—dan menggambarkan perubahan budayanya. Data diperoleh melalui wawancara dengan ibu dari anak perempuan yang dikhitan secara random sampling. Riset ini kategori studi kasus, data yang terkumpul dianalisis dengan pendekatan deskriptif kualitatif. Hasil penelitian mengungkapkan bahwa tertradisinya mengkhitan akibat mengikuti tradisi, yakni pemahaman ahli fikih tentang khitan pada anak perempuan. Seiring adanya bidan desa yang melayani persalinan warga, maka pengkhitan yang semula dukun bayi ada yang dialihkan pada bidan desa. Dukun bayi diperankan sebagai tukang pijet pada ibu yang usia kandungannya menua dan memijat ibu pascamelahirkan beserta bayinya. Hal yang perlu dipahami agar mengkhitan anak perempuan dilakukan oleh tenaga medis (bidan) makin optimal bila peran bidan desa difasilitasi oleh pemerintah desa di Kudus.

<p><em>In this study, researchers examined the role of the Village Care for Migrant Workers (Desbumi) program in mentoring female migrant workers in Darek Village, Praya Barat Daya District, Central Lombok Regency. This research is field research with data collection steps, namely interviews, documentation and observation. Therefore, this research aims o find out female migrant worker assistance patterns through the Desbumi program in Darek Village, Praya Barat Daya District, Central Lombok Regency. The results and discussion in this study are that the Desbumi program has three roles. First. Information center provides information to migrant workers about safe and legal migration (safety migrations). Second is the mobility data center, which assists prospective migrant workers in arranging migration filings at the village office. Third, the center for case advocacy, namely the role in providing protection and assistance to migrant workers who experience problems abroad.</em> <em>Meanwhile, the pattern of assisting female migrant workers in the Desbumi program approach is namely. First, pre-work mentoring, namely conducting socialization to the community by bringing migration flyers that have been given by Migrant Care and from the BNP2TKI office in Central Lombok Regency. It then provides an opportunity for people to ask questions about safe migration. Second, after work assistance, the Desbumi program can carry out consolidation and integration with Migrant Care, PPK and BNP2TKI if they encounter problems with migrant workers abroad. Furthermore, they confirm through social media with the Desbumi program in Darek Village, Praya Barat Daya District, Central Lombok Regency. Third, post-work mentoring, where former migrant workers are empowered in the village with various empowerment approaches. These approaches included making crackers, chips, sewing training and soft skills activities supported by the village government, Migrant Care, the Mataram City Panca Karsa Association (PPK), and BNP2TKI Central Lombok Regency </em></p><p> </p><p>Dalam penelitian ini, peneliti mengkaji peran dari program Desa Peduli Buruh Migran (Desbumi) dalam pendampingan buruh migrant perempuan di Desa Darek Kecamatan Praya Barat Daya Kabupaten Lombok Tengah. Penelitian ini merupakan penelitian lapangan dengan langkah pengumpulan data yakni wawancara, dokumentasi dan observasi. Oleh karenaitu, tujuan dalam penelitian ini yakni untuk mengetahui bagaimana pola pendampingan buruh migrant perempuan melalui program Desbumi di Desa Darek Kecamatan Praya Barat Daya Kabupaten Lombok Tengah. Hasil dan pembahasan dalam penelitian ini yakni, bahwasannya program Desbumi memiliki tiga peran seperti. Pertama. Pusat Informasi yakni untuk memberikan informasi pada buruh migrant tentang bermigrasi yang aman yang legal. Kedua, pusat data mobilitas yakni untuk membantu calon buruh migrant mengurus pemberkasan migrasi di kantor desa. Ketiga, pusat advokasi kasus yakni peran dalam memberikan perlindungan dan pendampingan pada buruh migran yang mengalami permasalahan di luar negeri. Sedangkan pola pendampingan buruh migrant perempuan dalam pendekatan program Desbumi yakni. Pertama, pendampingan sebelum bekerja yakni melakukan sosialisasi ke masyarakat dengan membawa pamphlet migrasi yang sudah diberikan oleh pihak Migrant Care serta dari kantor BNP2TKI Kabupaten Lombok Tengah. Kemudian memberikan kesempatan bagi masyarakat untuk bertanya tentang migrasi yang aman. Kedua, pendampingan setelah bekerja yakni program Desbumi dapat melakukan dengan konsolidasi dan integrasi dengan Migran Care, PPK dan BNP2TKI jika menerima problematika buruh migran di luar negeri, dan melakukan konfirmasi melalui media social dengan adanya program Desbumi di Desa Darek Kecamatan Praya Barat Daya Kabupaten Lombok Tengah. This research proves the importance of the role of women in the agricultural sector in Central Java through a case study of Peasants Association movement in Qaryah Thayyibah, Salatiga, Central Java. This research uses qualitative methods, with data collection techniques through literature studies, observations, FGDs and in-depth interviews. The analysis technique uses categorization, interpretation and conclusions from the results of data collection. This research shows women have a key role in the development of the agricultural sector. Therefore, SPPQT's programs for empowering women farmers include: (1) women's political education, (2) involvement of women in the Production Community and Farmers Community, (3) Women's involvement in the Village Development Council (Team 11). The findings also showed that there were obstacles in the form of community rejection for the third point. This can be overcome by refer again to SPPQT's vision, gender equality needs to be seen as a solution to improve the agricultural sector.

BUMDesa activities are inseparable from community empowerment which aims to accommodate all community activities in the economic sector and as an alternative to poverty alleviation. The purpose of this study was to analyze the processes and factors supporting the empowerment of village communities carried out by BUMDesa Tirta Mandiri so that they get many achievements. This research method uses a qualitative descriptive research design. The research results show that the success of Ponggok Village is not obtained instantly but through a series of community empowerment processes. The role of the village government is very influential in the success of BUMDesa because it is not tired of conducting literacy studies by cooperating with academics and consultants. Various innovations were also developed to be able to compete and keep up with the times, therefore other village-level economic institutions such as Pokdarwis Wanua Tirta and UKM Nila Murni are collaborating with them to be more active in empowering the people of Ponggok Village.Keywords: BUMDesa, Community Empowerment, Ponggok Village

This study aims to find out how kinship politics in village government in Lobulayan Sigordang Village, West Angkola District, South Tapanuli Regency includes the causal factors and patterns of the existence of kinship politics. This research is a case study research using a qualitative descriptive method. Data collection techniques in this study include observation, interviews, and documentation. In determining the research subjects used purposive sampling technique, so in this study the research subjects were the Head of Lobulayan Sigordang Village, Secretary of Lobulayan Sigordang Village, Head of Government Section, Head of Community Section, Head of Financial Affairs, and Head of Planning Affairs. The research data were obtained through observations, interviews, and documentation, then processed and analyzed by first reducing the data then displaying the data in tabular form and the last narrative description drawing conclusions on the findings of the research data. Based on the research that has been done, there is kinship politics in the village government in Lobulayan Sigordang village, the manifestation of kinship politics is seen from the election of village officials who occupy village officials positions that are not based on their abilities or not through a predetermined procedure, but rather based on on consideration of good kinship because of blood ties, marital ties, and clans. The factors behind kinship politics in Lobulayan Sigordang village are: low level of education, assessing that kinship politics is not a wrong thing, and feelings of not being betrayed by family or relatives in running the village government.

This research is an exploratory study that wants to study the role of youth in village development in Wiyono Village, Gedong Tataan District, Pesawaran Regency. The research is based on the background of the fact that Wiyono Village is a City Village that has many facilities with relatively advanced population, but is still a developing village, not a fast developing village. This is interesting to study to find out what causes it. The research population was all village youths with 32 people drawn from eight hamlets in Wiyono Village. The study was conducted with an exploratory approach using qualitative descriptive methods. The results showed that the potential of Wiyono Village youth was in the high category with a score of 4, while the level of youth participation in village development was in a moderate position with a score of 3. The main cause of the lack of optimal youth participation was the lack of communication between the village government and the youth.

The village government is mandated to implement information openness in any activity, by Law Number 14 the Year 2008. This study uses an interpretive paradigm to analyze the information disclosure of village governments in 6 major territorial areas of cities and districts in Central Java. This research uses a qualitative approach with a case study method to explain the research problem. This study aims to create an open communication model. It is also to minimize the occurrence of corruption in aid funds for the community. The novelty of this research is the existence of stakeholders and technology as an element that participates in controlling financial assistance. The application of research results is in organizational communication in village government.The findings of this study describe those village governments that have not fully conducted information openness communication. It can be seen since there are still many village officials conducting corruption cases. The Innovative Village Communication System Model, Creative through Village Potential and Community (SENDIKO MAS), is expected to realize village governance into a transparent institution managing village funds.

This study aims to analyze the influence of community participation, the role of the village government, the original income from the tourism sector on the welfare of the community in Cibuntu and Citundun Tourism Villages. Data was taken from 100 respondents in each village and using simple random sampling technique. The results show that the village government and the number of tourist visits have a significant effect on the Cibuntu community, while community participation and village original income from the tourism sector have no significant effect. The results of the analysis in Citundun Village showed that the variables of community participation and the role of the village government had a significant effect on community welfare, while number of tourist visits and income from tourism sector did not influence Community welfare. The results of the analysis also showed that the influence of variables under study on community welfare was 21.6%, while the remaining 78.4% was influenced by other variables, not discussed in this study. while in Citundun it was 16.6%, and the remaining 83.4% was influenced by other factors not discussed in this study.

Tourism has contributed significantly to economic growth, and the government is the leading actor in the tourism development process. This article aims to discuss the role of village government in rural tourism development. The research was conducted qualitatively with a case study in Pujonkidul, a tourist village that is growing and developing into a rural tourism destination rapidly in Indonesia. The research data were collected through a series of in-depth interviews with village governments and main actors in the rural tourism development process. Observation and study of document also carried on during the process of collecting data at the village. The result of study show that the local government is able to carry out all government functions in tourism development (coordination, planning, regulation and legislation, entrepreneurship, stimulus and promotion, social tourism role and boarder role of interest protection). This study also found a new function of government in tourism development which is the main finding of this study, namely institutional development. Therefore, the authors argue that the village government can conduct rural tourism development locally and effectively with its functions and authorities. This finding of study can be adopted and developed in the other villages in the process of rural tourism development. The limitation of this study has ignored the discussion of villagers' participation in the rural tourism development process that is the essential form of rural development issues. This limitation is an important topic for future research.

The issuance of Law No. 6/2014 that is followed with the distribution of village fund has led the rise of program initiatives from village people. One of the crucial elements of development that needs for attention is social and economic development for women. Women's roles in these two areas are significant as compared to the other sectors like politics. Developing women in these two sectors is expected to encourage further development in the village. The research aims to identify the involvement of women in village development, in one village in Central Java, Lerep Village, Ungaran Barat District, Semarang Regency, through two domains: social and economic in 2017. This research is based on qualitative research using first-hand data collected from interviews with selected informants. This research used a case study as an approach and was focused on one village, namely Lerep, Semarang District, Central Java. In Lerep, we can see that the government have strived to a prioritized woman in their empowerment programs. The areas of development include health, education, domestic violence minimization, agriculture, entrepreneurship, and poverty reduction. As a result, women in Lerep could gain more income and enjoy some public facilities provided by the village government, which contribute to the improvement of woman health. In the future, there is a need to encourage woman empowerment as a framework for village development. Therefore, the advantage of the village fund will bring further impacts on society as a whole.

This study aimed to describe the role of government-community on the development in the Sedati Gede Village, Sidoarjo Regency and its supporting and inhibiting factors. This research used qualitative descriptive method. The informants in this research are Head Village (as key informan), village government, Karang Taruna and citizen. Technique data is collected by triangulation (combined), data analysis is inductive, and qualitative research results further emphasize the significance rather than generalization. The results showed that the government's role in the development of Sedatigede village was quite good and balanced. Their cooperation was mutualistic which the parties involved in understanding the position and role in rural development. The village government got the role in facilitating community and provides good guidance to the public about the purpose of the development to be carried out. Society plays a role in contributing ideas, power, and material in succession of development. Meanwhile, the supporting factors in this cooperation used human society approach and they had a good understanding of the position and its role in development. In addition, the inhibiting factor is the lack of public awareness on environmental hygiene as well as the persistence of the notion that the government was subordinate to the people and objects in development supervision.
