AbstrakPenelitian ini memiliki tujuan untuk menggambarkan mekanisme sistem bagi hasil yang ada pada sektor pertanian khususnya pada tanaman jeruk siam (Citrus nobilis), dan juga manfaat mekanisme ini bagi masyarakat. Kerjasama dengan menggunakan sistem bagi hasil sudah dilakukan masyarakat daerah pedesaan sejak dulu. Dalam sistem bagi hasil, ada berbagai mekanisme kerjasama antara pemilik lahan, dan penggarap, mekanisme kerjasama itu antara lain Maro, Mertelu, dan Merpat. Penelitian dalam artikel ini merupakan penelitian kualitatif yang dilakukan di Desa Tegalsari Kecamatan Tegalsari Kabupaten Banyuwangi. Teknik observasi serta wawancara digunkan untuk memperoleh data di penelitian ini. Dalam penelitian ini diperoleh hasil yang menyatakan bahwa sistem bagi hasil juga dapat menumbuhkan solidaritas dan integrasi sosial, selain menunjukan peningkatan perekonomian yang menjadi tujuan utama sistem ini. Hal itu dibuktikan dengan adanya rasa peduli, saling percaya, saling membantu antara pemilik lahan dan penggarap jika mengalami kesulitan. Meskipun demikian, peran serta pihak lain seperti pemerintah juga tetap diperlukan agar hubungan baik antara kedua belah pihak dapat tetap terjaga.Kata kunci: Pertanian, Sistem Bagi Hasil, Solidaritas, Integrasi Sosial.AbstractThis study aims to describe the production sharing system in agriculture, especially in the Citrus nobilis plant, and its benefits in community life. The profit-sharing system is a form of cooperation that has existed and been carried out by the village community for a long time. In the profit-sharing system, there are various cooperation mechanisms between landowners and tenants. The cooperation mechanisms include Maro, Mertelu, and Merpat. The research in this article is a qualitative research conducted in Tegalsari Village, Tegalsari District, Banyuwangi Regency. Data collection was carried out by interview and observation techniques. The results of this study indicate that the implementation of the cooperation agreement with the profit-sharing system not only improves the economy, but also fosters solidarity and social integration in society. This is evidenced by a sense of care, mutual trust, and mutual assistance between landowners and tenants when experiencing difficulties. Even so, the participation of other parties such as the government is still needed so that good relations between the two parties can be maintained.Keywords: Agriculture, Profit Sharing, Solidarity, Social Integration.

This research aims to find profit-sharing system between landowners and cultivators of tobacco based on Islamic Economic Law, so that it can be used by landowners and cultivators to cooperate in cultivating  tobacco fields. The method in this research using the normative legal research with the statute approach, and conceptual approach. The  results of the study in the form of 3 (three) forms of profit-sharing systems between landowners and tobacco cultivators according to Islamic economic law, which can be used, namely muzara'ah, mukhabarah, and musaqah. In the final part of this research, the researcher also provides advice to landowners and cultivators to put the cooperation agreement into written form, to prevent conflicts and disputes in the future. Further suggestions are addressed to the Government. The government needs to socialize the production sharing system in agriculture according to Islamic economic law.

This article aims to find out the developmentidea or paradigm through village financial management based on Law Number 6 of 2014 concerning Villages. In this study, the researcher used a normative research methodby examining the village regulations in depth. Primary legal materials are authoritatuve legal materials in the form of laws and regulations. Village dependence is the most obvious violence against village income or financial sources. Various financial assistance from the government has made the village dependent on financial sources from the government. The use of regional development funds is intended to support activities in the management of Regional Development organizations. Therefore, development funds should be managed properly and smoothly, as well as can be used effectively to increase the people economy in the regions. This research shows that the law was made to regulate and support the development of local economic potential as well as the sustainable use of natural resources and the environment, and that the village community has the right to obtain information and monitor the planning and implementation of village development.

Sektor pariwisata yang saat ini sedang banyak diminati masyarakat adalah konsep pariwisata pedesaan, seperti desa wisata. Di Gresik sendiri terdapat banyak sekali wisata yang dikembangkan oleh Pemerintah melalui Badan Usaha Milik Desa atau BUMDes seperti Desa Wisata Lontar Sewu di Desa Hendrosari. Berawal dari potensi desa yang apabila dikembangkan secara optimal dapat meningkatkan pendapatan masyarakat sekitar sehingga mampu meningkatkan perekonomian masyakat Desa Hendrosari. Sebab itu perlu untuk dilakukan penelitian lebih jauh mengenai pentingnya pemberdayaan masyarakat. Sehingga penting untuk dilakukan pemberdayaan masyarakat dimana di Desa Hendrosari terdapat sumber daya alam yang mumpuni untuk dikelola sehingga jika dikelola lebih baik bisa untuk menambah pendapatan desa. Penelitian ini menggunakan pendekatan deskriptif kualitatif dengan fokus penelitian menggunakan teori Pemberdayaan Masyarakat oleh Tim Delivery (Totok Mardikanto, 2013: 125-127). Karena pada awalnya dahulu desa hendrosari terkenal dengan desa penghasil minuman fermentasi sehingga konotasi dari Desa Hendrosari lebih ke arah negatif. Sehingga dengan adanya program kerja tersebut mampu mengubah image masyarakat tentang desa tersebut menjadi desa wisata. Masyarakat Desa Hendrosari mempunyai peran penting untuk melestarikan dan mengembangkan potensi yang ada seperti sumber daya alam dan sumber daya manusia. Sehingga mereka memiliki peran penting dalam tindakan pengambilan keputusan, mempengaruhi serta memberi manfaat bagi kondisi lingkungan yang ada disekitar. Pengelolaan yang baik menghasilkan tempat wisata yang dikenal dengan nama lontar sewu. Dengan adanya tempat wisata baru tersebut menghasilkan banyak pemberdayaan masyarakat melalui pengembangan desa wisata lontar sewu. Kata kunci :Lontar Sewu, Desa Hendrosari, Desa Wisata, Pemberdayaan Masyarakat,   The tourism sector which is currently in great demand by the public is the concept of rural tourism, such as a tourist village. In Gresik itself, there are lots of tours developed by the Government through Village-Owned Enterprises or BUMDes such as Lontar Sewu Tourism Village in Hendrosari Village. Starting from the potential of the village which, if developed optimally, can increase the income of the surrounding community so as to improve the economy of the Hendrosari Village community. Therefore it is necessary to conduct further research on the importance of community empowerment. So it is important to do community empowerment where in Hendrosari Village there are natural resources that are qualified to be managed so that if they are managed better they can increase village income. This study used a qualitative descriptive approach with a research focus using the theory of community empowerment by the delivery team (Totok Mardikanto, 2013: 125-127). Because in the beginning, Hendrosari Village was known as a village that produced fermented drinks, so the connotation of Hendrosari Village was more negative. So that the existence of this work program is able to change the image of the community about the village into a tourist village. The Hendrosari Village community has an important role to play in preserving and developing existing potentials such as natural and human resources. So that they have an important role in decision-making actions, influence and benefit the surrounding environmental conditions. Good management produces a tourist spot known as lontar sewu. With this new tourist spot, it has resulted in a lot of community empowerment through the development of the Lontar Sewu tourism village. In the 1930s, the primary schooling rate in Turkey was significantly low compared to the European states. Ninety percent of the population lived in villages without any schools and teachers. Therefore, promoting primary education was addressed as an issue concerning villages in Turkey. The seeds of the intellectual infrastructure in the emergence of institutes were sown at the beginning of the 20th century, during the Ottoman rule. To train teachers for villages, Village Teacher Training School [Köy Muallim Mektebi] was founded in 1927 and Village Instructor Training Course [Köy Eğitmen Kursu] in 1936. However, these initiatives were not sufficient in terms of quality and quantity. Village teacher training experiences, new education, and work school trends of Europe were analyzed by Turkish educators, opinions of foreign and Turkish experts were received, and the Village Institutes [Köy Enstitüleri] project was carried into effect based on the realities of Turkey. The first Village Institutes opened in 1937. They were established in a restricted area, with a limited budget, and a non-common curriculum until the Village Institute Law was promulgated in 1940. On April 17, 1940, the law prescribing their establishment was approved by the parliament. The number of the Village Institutes, which spread over the Turkish geography evenly, reached 21 by 1949. The period between 1940 and 1947 was when the Village Institutes were most productive. Learning by doing and principles of productive work were embraced at the Village Institutes. The curriculum consisted of three components: general culture, agriculture, and technical courses. In addition to their teaching duties, the primary school teachers that graduated from the Village Institutes undertook the mission of guiding villagers in agricultural and technical issues and having them adopt the nation-state ideology in villages. World balances changing after the Second World War also affected the Village Institutes. In 1946, the founding committee of the Village Institutes were accused of leftism and had to leave their offices for political reasons. After the founding committee stepped aside, the Village Institutes started to be criticized by being subjected to the conflict between left-wing and right-wing. Following the government changeover in 1950, radical changes regarding the curricula, students, and teachers of the institutes were made. Making the Village Institutes unique, the production- and work-oriented aspects were eliminated, and the institutes were closed down in 1954 and converted into Primary School Teacher Training Schools. Although the Village Institutes existed only between 1937 and 1954, their social, economic, and political effects were felt for a long time through the teachers, health officers, and inspectors they trained.

A problem that existed in the government of Pecalongan village, Bondowoso regency, namely service to Pecalongan village people who still adhered to conventional system. This makes the service in the village office less than the maximum, and also requires a relatively long time in terms of doing the service. In addition, in terms of data storage is still using paper that prone to damaged and lost. And also in terms of data search that can take a relatively long time. It is considered less effective and efficient if run in the modern era as it is today. The objective of the research is to design and build a Service Information System at village level to improve service quality for village officials and use of services for villagers. The benefit derived from this research is that this system can facilitate village officials in collecting data of villagers and facilitate the service of residents or citizens in the application of letters. This village service information system is based on website that can be used online, so the Village community can enjoy the Village service more quickly and easily because the service system can access from anywhere. It is expected that with this village information service system, it can improve the quality of service process to the community in Pecalongan village, Sukosari sub-district, Bondowoso regency.

Village government is the lowest level of government in the Government of the Republic of Indonesia. Its existence is very strategic for the implementation of programs of the central government, local government, and the wishes of the village community, so that the village government can help create a balance between the goals desired by the state and those desired by the people, namely the welfare of the people. For this reason, the role of village government officials is important to achieve the success of implementing village government tasks. In fact, there are still many village government officials who have not been able to carry out their duties and authorities properly and correctly. How are efforts to strengthen the role of village government officials so that they are able to carry out their duties and authority properly and correctly? One effort that can be done is to provide technical guidance to village government officials regarding village governance, the duties and authorities of village government officials, as well as the preparation of village regulations. Through this activity, it is hoped that the role of the village government apparatus in carrying out their duties and authorities will be strong, so that their duties and authorities can be carried out properly and correctlyABSTRAK;Pemerintahan desa adalah tingkat pemerintahan terendah di dalam Pemerintahan Negara Republik Indonesia. Keberadaannya sangat strategis bagi penerapan program pemerintah pusat, pemerintah daerah, dan keinginan masyarakat desa, sehingga pemerintah desa dapat membantu terciptanya keseimbangan tujuan yang diinginkan oleh negara dan yang diinginkan oleh rakyat yaitu kesejahteraan rakyat. Untuk itu peran aparatur pemerintahan desa menjadi penting untuk mencapai keberhasilan pelaksanaan tugas pemerintahan desa. Pada kenyataannya masih banyak aparatur pemerintahan desa yang belum dapat melaksanakan tugas dan wewenangnya dengan baik dan benar. Bagaimana upaya menguatkan peran aparatur pemerintahan desa, agar mampu menjalankan tugas dan wewenangnya secara baik dan benar? Salah satu upaya yang dapat dilakukan adalah memberikan bimbingan teknis kepada aparatur pemerintahan desa mengenai pemerintahan desa, tugas dan wewenang aparatur pemerintah desa, maupun penyusunan peraturan desa. Melalui kegiatan ini diharapkan peran aparatur pemerintahan desa dalam melaksanakan tugas dan wewenangnya menjadi kuat, sehingga tugas dan wewenangnya dapat dilaksanakan dengan baik dan benar.

The concept of development in Indonesia is an effort to increase equitable distribution of development and its results through sectoral policies and community performance, especially in rural areas. To prosper the village community, the government issued a special budget for villages through the Village Fund Allocation (VFA) to increase community independence, including the Sumber Boga Village. The amount of VFA for Sumber Boga Village naturally should be followed by an increase in the welfare of the community. This study aims to analyze the effect of the management of VFA on the welfare of the community in Sumber Boga Village, Masni District, Manokwari Regency. The type of research used is qualitative and descriptive research using 88 heads of families as respondents obtained using purposive sampling technique. Regression analysis was carried out and the results show that either partially or simultaneously, all independent variables affect people's welfare.

The village law has given hope for village communities to have a more prosperous life in terms of village funding which gets greater attention when compared to the above government units, namely sub-districts and districts. This has been encouraged since the assistance of village funds has been carried out in recent years. The research method used in this research is literature study method. The literature studies obtained were sourced from various kinds such as regulations / laws, journals, books and other documentation. The conclusion is that the village law contains hope for the village community for a more prosperous life. This is also supported by the existence of village fund assistance which comes from various aspects of village income. Currently the Government distributes funds sourced from the State Revenue and Expenditure Budget for Villages in 2021. The Government distributes Village funds, the amount can reach IDR 1.4 billion per village per year or an increase is given to 416 districts and 74,953 villages throughout Indonesia, but it is still constrained. plagued with a number of problems in use and accountability.

ABSTRAK   Pokok permasalah pada masalah kemiskinan di Indonesia khususnya kabupaten Bengkalis. Kemiskinan adalah masalah klasik dan terjadi hamper di seluruh Negara di dunia. baik itu kemiskinan absolut maupun kemiskinan relatif. Masalah tentang masyarakat  miskin ternyata sangat kompleks, sehingga meskipun sudah banyak program-program dalam upaya pengentasan kemiskinan, namun juga tak kunjung selesai.  Tujuan penelitian ini untuk mengetahui bagaimana manajemen pemberdayaan masyarakat di kabupaten bengkalis dan pemberdayaan masyarakat desa di kabupaten Bengkalis. Metode penelitian menggunakan pedekatan kualitatif studi kepustakaan,  jenis penelitian menggunakan studi literatur dengan mencari referensi teori yang relevan dengan kasus atau permasalahan yang ditemukan. Hasil penelitian ini menunjukkan bahwa manajemen pemberdayaan masyarakat di kabupaten bengkalis belum maksimal, hal ini terlihat dari lemahnya upaya pemerintah dalam upaya melinearisasi kebijakan hingga tingkat desa khususnya desa tradisional yang masih tertinggal, tentu butuh sentuhan-sentuhan khusus yang bisa di tuangkan ke dalam sebuah aturan/kebijakan. Dengan kata lain, factor administrasi dan organisasi sangat mempengaruhi keberhasilan dalam pencapaian tujuan. Pemberdayaan masyarakat desa di kabupaten bengkalis juga belum terlaksana dengan maksimal. Hal ini terlihat dari lemahnya upaya pemerintah dalam upaya menduplikasi strategi dari desa yang berhasil kepada desa-desa lainnya di kabupaten bengkalis. Dalam upaya pemberdayaan masyarakat desa di kabupaten bengkalis perlu menanamkan kesadaran kepada masyarakat yang menjadi sasaran pemberdayaan terhadap pentingnya pemberdayaan tersebut agar dalam pelaksanaan, masyarakat sasaran pemberdayaan dapat lebih partisipasif.   Kata Kunci: Manajemen, pemberdayaan, masyarakat.desa. Abstract: The main problem in the problem of poverty in Indonesia, especially Bengkalis Regency. Poverty is a classic problem and occurs in almost all countries in the world. both absolute poverty and relative poverty. The problem of the poor turns out to be very complex, so that even though there have been many programs in poverty alleviation efforts, it has also not been finished. The purpose of this study was to find out how the management of community empowerment in Bengkulu Regency and village community empowerment in Bengkalis Regency. The research method uses a qualitative approach to literature study, this type of research uses literature studies by looking for theoretical references relevant to the case or problem found. The results of this study indicate that the management of community empowerment in Bengkulu Regency is not yet maximal, this can be seen from the weak efforts of the government in an effort to line up policies at the village level, especially traditional villages that are still lagging, naturally requiring special touches that can be poured into a rule / Policy. In other words, administrative and organizational factors greatly influence success in achieving goals. Empowerment of rural communities in the Bengkulu district has also not been carried out to the maximum. This can be seen from the weak efforts of the government in an effort to duplicate the strategy of the successful village to other villages in the Regency of Bengkulu. In an effort to empower the village community in Bengkulu Regency it is necessary to instill awareness to the people who are the target of empowerment of the importance of empowerment so that in the implementation, the target community of empowerment can be more participatory.
