This study was titled "Implementation of Billboard Tax Policy in the City of Bandung". This study was backed by the writer's interest in seeing the phenomenon of unachieved billboard tax revenue targets for the past few years, even the realization is below 11% of the target that was set in the City of Bandung. The purpose of this study was to find out and analyze the billboard tax policy implementation in the City of Bandung. This study applied the theory of Soren C. Winter that explains three factors that influence the process of policy implementation. This research used a qualitative research method.              The results showed that the implementation of the tax policy billboard in the city of Bandung had gone well but there were still obstacles in organizational and inter-organizational behavior, caused by the lack of coordination that existed between BPPD and Satpol PP. Furthermore, the behavior of the target group was also found that there were still negative responses from billboard organizers who are looking for loopholes so they can be detached from the imposition of billboard taxes. Meanwhile, on the other aspects, it had gone well, such as the street-level bureaucrat's behavior, namely through discretion which was done by making barcodes and working fast without waiting for recommendations from other SKPD to supervise billboards that are considered to be in violation. The commitment indicators of organizational and inter-organizational behavior have gone well because employees' actions were in line with the vision and mission of the organization and the last indicator of positive response to the behavior of the target group can be seen from the support of billboard organizers to help the government supervise and remind the public to be obedient on paying taxes.

The results of the study show that the implementation of the Integrative Child Welfare Service Center program in Gowa regency. The method of the research is descriptive qualitative. The kind of the implementation that used in the research is Sorean c winter type that consist of three indicators, they are organizational and inter-organizational behavior, street level bureaucrat behavior and target group behavior. The technique of data collection consists of observation, interview and documentation which researcher did around three months. The results of the study show that the implementation of the Integrative Child Welfare Service Center program in Gowa regency is seen from the organizational and inter-organizational behavior, namely the maximum commitment, while the coordination has not been maximized. Lower level bureaucrat behavior is seen from policy discretion which is still lacking and has not gone well. The behavior of the target group is seen from the positive response, namely the target group strongly supports the program but the negative response is that there are still many who are not aware of the existence of a child welfare service center program because there is but a fail of socialization carried out and the absence of a complaint secretariat at the sub-district or village level. Keywords: policy implementation, Behavior, Servis, PPKAI program, integrative children. ABSTRAKPenelitian ini bertujuan untuk mengetahui implementasi program pusat pelayanan kesejahteraan anak integratif di Kabupaten Gowa. Metode penelitian yang digunakan adalah kualitatif yang bertipe deskriptif. Model implementasi yang digunakan dalam penelitian ini adalah model Sorean C. Winter yang terdiri dari 3 Indikator yaitu, perilaku organisasi dan antar organisasi, perilaku birokrat level bawah dan perilaku kolompok sasaran. Adapun teknik pengumpulam data meliputi observasi, wawancara dan dokumentasi. Hasil penelitian menunjukkan bahwa implementasi program Pusat Pelayanan Kesejahteraan Anak Integratif di Kabupaten Gowa dilihat dari, perilaku organisasi dan antar organisasi dilihat dari komitmen sudah maksimal sedangkan koordinasi yang dilakukan belum maksimal. Perilaku birokrat level bawah dilihat dari diskresi kebijakan, masih kurang dan belum berjalan dengan baik. Perilaku kelompok sasaran dilihat dari respon positifnya yaitu kelompok sasaran sangat mendukung adanya program tersebut tetapi respon negatifnya  yaitu masih banyak yang belum mengetahui adanya program pusat pelayanan kesejahteraan anak karena masih kurangnya sosialisasi yang dilakukan dan tidak adanya sekretariat aduan pada tingkat Kecamatan atau Desa. Kata Kunci: Implementasi Kebijakan, Pelayanan, Perilaku, Program PPKAI, Anak Integratif

E-governance is a paradigm shift over the traditional approaches in Public Administration which means rendering of government services and information to the public by using electronic means. In the past decades, service quality and responsiveness of the government towards the citizens were least important but with the approach of E-Government the government activities are now well dealt. This paper withdraws experiences from various studies from different countries and projects facing similar challenges which need to be consigned for the successful implementation of e-governance projects. Developing countries like India face poverty and illiteracy as a major obstacle in any form of development which makes it difficult for its government to provide e-services to its people conveniently and fast. It also suggests few suggestions to cope up with the challenges faced while implementing e-projects in India.

The past decade has seen the growth of a considerable literature on the link between government popularity, as reflected by the proportion of the public indicating their intention to vote for the government in opinion polls, and the state of the economy, as represented by certain key variables. The work began in the early 1970s with articles by Goodhart and Bhansali, Mueller, and Kramer. It continued through the decade; some of the more recent contributions can be found in a set of readings edited by Hibbs and Fassbender. However, despite the amount and quality of this work, problems remain. Principal amongst these, as Chrystal and Alt have pointed out, is the inability to estimate a relationship which exhibits any degree of stability either over time or between researchers. Nearly all the studies have been successful in finding a significant relationship for specific time periods, but when these are extended, or when the function is used to forecast outside the original estimation period, the relationship appears to break down.

Abstract: The population growth in Indonesia is increasing rapidly every year, so to help the government control the population growth through family planning programs, especially in the city of Batam. This study explains and describes one of the Artificial Terms Network methods, namely Backpropagation, where this method can predict what will happen in the future using data and information in the past. This study aims to predict the birth rate in the city of Batam to help the government with the family planning program. The data used is the annual data on the number of births in the city of Batam in 2016-2020 at The Civil Registry Office. To facilitate the analysis of research data, the data were tested using Matlab R2015b. In this study, the training process was carried out using 3 network architectures, namely 4-10-1, 5-18-1, and 4-43-1. Of these 3 architectures, the best is the 4-43-1 architecture with an accuracy rate of 91% and an MSE value of 0.0012205. The Backpropagation method can predict the amount of population growth in the city of Batam based on existing data in the past.           Keywords: artificial neural network; backpropagation; prediction   Abstrak: Pertumbuhan jumlah penduduk diindonesia yang setiap tahun meningkat dengan pesat, maka untuk membantu pemerintah mengendalikan jumlah pertumbuhan penduduk melalui program keluarga berencana khususnya dikota Batam. Penelitian ini  menjelaskan dan memaparkan tentang salah satu metode Jaringan Syarat Tiruan yaitu Backpropagation, dimana metode ini dapat memprediksi apa yang akan terjadi masa yang akan datang dengan menggunakan data dan informasi dimasa lalu. Penelitian ini bertujuan untuk memprediksi tingkat kelahiran di kota Batam sehingga membatu pemerintah untuk perencanaan keluarga berencana. Data yang digunakan yaitu data tahunan jumlah kelahiran di kota Batam pada tahun 2016-2020 pada Dinas Kependudukan dan Catatan Sipil. Untuk mempermudah analisis data penelitian maka, data diuji menggunakan Matlab R2015b. Pada penelitian ini dilakukan proses pelatihan menggunakan  3 arsitektur jaringan yaitu 4-10-1, 5-18-1, dan 4-43-1. Dari ke-3 arsitektur ini yang terbaik adalah arsitektur 4-43-1 dengan tingkat akurasi sebesar 91% dan nilai MSE 0,0012205. Metode backpropagation mampu memprediksi jumlah pertumbuhan penduduk di kota Batam berdasarkan data yang ada dimasa lalu. Kata kunci: backpropagation; jaringan syaraf tiruan; prediksi

Pandemic brings a crisis. This makes world leaders have to work hard and smartly in managing state budgets. During the heyday of Islam, Muslims also faced crises. Given that time the power of Islam mastered many areas of the world, it can be assumed that the crisis that occurred in the past was a global crisis as it is happening today. The difference is the crisis that occurred at the time because of losing the war. This paper tries to describe the historical experience of the esham, one of the fiscal instruments in the Islamic world that helped the Ottoman Empire overcome the crisis. Esham has mobilized low-cost funds from the public in a relatively concise time. Esham served as a better choice than looking for foreign debt. As the origin of sukuk, esham has simpler structure so that can be used as an alternative to sukuk with a lower cost. To deal with a crisis, esham may intervene in the economy. Esham funds to the real sector in turn will help the government drive the economy as well as control prices in the market for goods and services. Therefore, esham has the potential in facing the crisis.

Indonesian Criminal Code Bill proposal, suddenly became a hot issue after Indonesia commemorate their 74th Independence Day. The executive and legislative accelerated completion of Indonesian Criminal Code Bill (ICCB) at Fairmont Hotel, Jakarta. Many parties have been urging the government to revise some outdated articles since the penal code was a product of Dutch colonialism in the past. Three crucial topics were discussed and added to the draft regarding blasphemy to president, crimes against morality and decency, as well as specific intent crime. Apparently, some parties were unsatisfied with the draft. Waves of uproar sprang up between mid-September and early October 2019. the demonstrators considered that there are ten controversial articles in the ICCB that have vague enforcement parameters. To reduce the public tension, the government agreed to delay the ICCB ratification that, according to public includes multiple problematic articles. President Joko Widodo stated that more input would be conducted before disseminate the latest ICCB information to public. The postponement would be evoked after the new set of parliaments is inaugurated. Albeit being postponed, Tourism practitioner in Bali experiencing significant loss of tourists visit due to the issues. It is expected in future; the government would involve tourism practitioner in group discussion before setting new regulations that may affect the vital industry of Indonesia.

Local tax revenues and levies, especially in the city of Pematangsiantar, have not been fully implemented effectively and optimally because one of them is the regulations on tax collection and sanctions for violations that have not been fully enforced. As a developing area, the city of Pematangsiantar should manage sources of income that can be used in development to improve public services in a real and sustainable manner. The potential that exists in Pematangsiantar City must be managed optimally, seen from the number of restaurants and hotels in Pematangsiantar City, an indication that if the government is serious in handling taxes, the revenue that will become Pematangsiantar City's income will increase. However, it is estimated that the main problems in the study of tax potential are not insignificant, mainly related to administrative performance as well as taxpayer compliance. For this reason, a solution is needed how to make efforts to increase tax revenue

The COVID-19 pandemic and the fear experienced by some of the population, along with the lack of mobility due to the restrictions imposed, has modified the social behaviour of Spaniards. This has had a significant effect on the hospitality sector, viewed as being an economic and social driver in Spain. From the analysis of data collected in two of our own non-probabilistic surveys (N ~ 8400 and N ~ 2000), we show how, during the first six months of the pandemic, Spaniards notably reduced their consumption in bars and restaurants, also preferring outdoor spaces to spaces inside. The restaurant sector has needed to adapt to this situation and, with the support of the authorities (regional and local governments), new terraces have been allowed on pavements and public parking spaces, modifying the appearance of the streets of main towns and cities. This study, focused on the city of Madrid, analyses the singular causes that have prompted this significant impact on this particular city, albeit with an uneven spatial distribution. It seems likely that the new measures will leave their mark and some of the changes will remain. The positive response to these changes from the residents of Madrid has ensured the issue is being widely debated in the public arena.

Local own-source revenue is one of the sources of revenue for the government of Medan. This revenue is used to accelerate the development of the city of Medan, especially in the infrastructure development section. A better infrastructure will help in the implementation of business operations that support the improvement of community welfare. One source of local revenues is the local tax revenue. The community service was conducted to optimize the revenue of Medan through optimizing the value of taxable object. This community service supported the government of Medan medium term plan program. This service was carried out with briefing methods, workshops, and mentorings. Science and technology given include work ethic, effective communication, and taxable object valuation. The results of this community service were satisfactory. There was a significant change in the attitude of partners while updating the data. As the results, the community as the owner of taxable object becomes more cooperative and the updating data goes better.

In urban planning, governments usually hold the decision-making power to shape not only city landscapes but also people's lives with the promoted goals of social welfare. Although states expect their own version of ideal scenarios in mind when carrying out infrastructural developments, after competition, people in reality have their own ways of perceiving and utilizing state-made infrastructures and urban transportation, sometimes in alignment with government plan, and sometimes at odds with it. Abu Dhabi is one of the cities in the world in which the government planned out the whole city and created urban infrastructure from scratch, including the city bus system. Although the Abu Dhabi public buses started operating in 2008, car dependency is still high and many residents consider public buses to be inefficient and time consuming and only used by certain immigrant working population.
