The regional regulation issued by the Provincial Government Number 2 of 2012 defines that Tri Hita Karana is a Hindu philosophy explaining the three things which contribute to prosperity. Therefore, the promotional media of tourism should be ideally based on the ideology of Tri Hita Karana. However, the fact shows that it has been marginalized in the promotional media of the Bali cultural tourism. In relation to this, three main theories are used in the present study. They are the theory of deconstruction, the theory of practice, and the theory of social reality construction. The qualitative, descriptive, and interpretative methods were employed to analyze the data, which were collected through in-depth interview, observation and documentary study.             Based on the result of the study, it can be concluded that the capitalistic ideology, the ideology of cultural dualism, the ideology of consumerism, the ideology of commercialism, the ideology of totalitarianism, and the ideology of pseudo-social responsibility have been responsible for the marginalization of the ideology of Tri Hita Karana in the promotional media of the Bali cultural tourism. The system used to deconstruct the promotional media of the Bali cultural tourism involves the government, private companies, and the graphic design consultants. They are oriented towards their respective ideology and interest. The ideology and interest-oriented promotional media of the Bali cultural tourism affect the image of Bali as a tourist destination. The implications are as follows: Bali is an area of the culture of tourism; it is an area where postmodern people live; it is an area  where glocalization takes place; it is an area where modern spirituality develops; it is also an area where the identity of the Balinese people and culture is shown not to be in accordance with the fact.

Jeneponto Regency has various kinds of natural attractions and cultural tourism that can be managed and developed so that it becomes an attractive tourist destination. One of the natural potentials of Jeneponto Regency is bathing in Tamalatea Sub-district called Permandian Birtaria Kassi. The bath was once very crowded but in recent years there has been a drastic decline and has resulted in a decline in tourist interest. This study aims to find out and analyze the effectiveness of the role of the Regional Government in revitalizing tourism in Permandian Birtaria Kassi, Tamalatea Subdistrict, Jeneponto Regency. This research method uses a qualitative descriptive method with a unit of analysis Bathing in Birtaria Kassi, Jeneponto Regency that uses 4 key informants.  Oka revealed that there are three aspects in measuring the effectiveness of the government's role in fulfilling tourism facilities and infrastructure, namely Attraction, Accessibility, and Amenities. The results of the study indicate that the role of the government has not been effective in revitalizing the bath of Birtaria Kassi. Therefore, the authors suggest that the regional government of Jeneponto Regency prepare a Human Resource Data Manager who is competent in their fields, allocates a special budget to fix all existing infrastructure shortcomings and the need for cooperation between all stakeholders in maintaining security and comfort for tourists.

Abstract The dualism of heritage kampong and urban physical development led to the excistence. One of the effort is maintaining kampong existence into a cultural tourism. Such as Malay Kampong, as a historical tourist destination in Semarang. However, the community has not been able to develop tourism potential. They have a high dependence on the government. Besides, people who are not yet powerless will be fundamental determinants of the program’s sustainability. This research aims to formulate a sustainability model of the heritage kampong preservation as a tourist destination of Malay Kampong Semarang. The research method is qualitative descriptive. The first stage is the identification of historical tourism potential. The second stage is formulating the development trend in the context of dualism. The third stage is formulating the concept of the sustainability of historical tourism villages based on dualism. The fourth stage is formulating a sustainability model of heritage kampong based on environmental, economic, and social aspects. Based on the environmental aspect, the ethnic cultural as a new potential of tourist destination and cooperation with investors. Based on the economic aspect, the development of local products and training. Based on the social aspect, the development of cultural tourism community.

The number of elderly in Indonesia keeps increasing from 7.69% in 2011 be 8.1% in 2013. With the increasing number of elderly than so much heath problems that happened in elderly. The efforts are being mad by the government to cope the problems in elderly is holding Posyandu of elderly. The Posyandu of elderly is Integrated Service pos held to elderly so their can monitor the condition his health every month. to describe intervention strategies healthy of elderly to increases their status in Posyandu in the Puskesmas Getasan. The research is qualitative descriptive. The data collected use in depth interview by interview guidelines. The research done in the area of PuskesmasGetasan , Semarang, Central Java. In January to March 2017. The participants numbered 8 people obtained by using purposive sampling techniques. The research use data analysis from Miles and Humberman. Posyandu elderly held every month through five tables of activities that is driven by health workforce from Puskesmas and cadre in tre select from community. However there are still barriers is lock of awareness from elderly to make a visit so extension done by health workforce to elderly and their family through organization�s in community. The evaluation to monitor the visit and health condition from elderly done once a month. Conclusion: Posyandu elderly who in invented already well underway because already participating from health workforce and community is good. Howeverhealth workforce should be more plays again, so can increase knowledge from elderly about Posyandu benefits so the visit from elderly more on the rise. Liang Ndara village is one of the village in Mbeliling sub-district, West Manggarai regency, Flores of East Nusa Tenggara Province. Liang Ndara village has many tourism potentials specifically regarding to the ecotourism. Free entrance fee in to those tourism places caused by unserious and less attention of the government are becoming problem, as well as Lack of human resources of people is another problem causing the potentials are not well organized yet and even it is not in a good tourism packaging. The research aim to find out the tourism potential that can be made ecotourism packages and packaging them to become an ecotourism in Liang Ndara village. The data collection of this research is by an observation, documentation, interviewing and as well as literature. The data analysis technic used is by analysis technic of qualitative descriptive. The results of this research showed that Liang Ndara village has three kinds of tourism potential which is in a packaging of ecotourism. Those potentials are the natural tourism potentials consist of Mbeliling Mountain, Cunca rami waterfall, Cunca Wae Kantor waterfall and Liang Niki Cave. The cultural tourism potentials are Caci dance, Compang Kafir Stone, Compang Serani statue, Batu Tiga, Hand Weaving of Songke, Farming Activities such as sopi/arak filtration, cultivating of rice field. Man made tourism potentials are information center in the village, guest house, and souvenir shops. The potentials above are packaged in to two kind of ecotourism packages they are Liang Ndara Village Tour and Mbeliling Green Forest Tour. The suggestions are the government is supposed to put their eyes on to develop those potential exist and need to be hand in hand with the tourism actors as well as the society. The travel agencies are expected to make an interesting tourism package like ecotourism and also supposed to be together with the society to take care and survive the tourism potentials existed.

This study uses qualitative descriptive analysis, the type of data used in this study is secondary data and literature study survey by taking from previous research and collecting data from websites related to this research. The local government of Wakatobi Regency continues to innovate to create tourist attractions that can attract visitors. To achieve the success rate of local government in making innovations will be seen in the development of the region itself. So that the government of Wakatobi Regency continues to innovate in tourism. Wakatobi regency has natural tourism and cultural tourism, 195 natural tourism, and 451 cultural tourism. And not only that good transportation will also support the development of tourism and provide comfort to visitors who come.

This paper aims to (1) analyze the implementation of Community Forest Program(HKm) by Wana Lestari Group in Dara Kunci Village, East Lombok District; (2) todescribe the supporting and inhibiting factors of Community Forest Program (HKm)implementation. The research method used qualitative descriptive method with referenceto suitability between Community Forest Program (HKm) implementation process inDara Kunci Village of East Lombok District of NTB (West Nusa Tenggara) Province withRegional Regulation of NTBProvince number 6, 2004 concerning Guidelines forImplementation of Community Forest (HKm) in NTB Province, and to analyze thesupporting and inhibiting factors referring to the theory of Conformity Model David C.Korten. The research location in Dara Kunci Village, East Lombok District, NTBProvince, uses data collection techniques with in-depth interview, literature study andobservation. The result of this research shows that there is inconsistency with RegionalRegulation of Province of NTB Number 6, 2004, which is caused by: (1) Motivation frombeneficiaries community to manage HKm area; (2) There has been no programevaluation from the government; (3) Seeds that are imported are not seasonallyappropriate; (4) The technical implementation unit is not supported by adequate financialresources; (5) Area of HKm area and number of groups resulted in less maximalassistance; (6) Community empowerment programs that are not properly targeted; (7)Development of community potential is not optimal. Based on the result of this research,it is formulated suggestions: (1) The need to improve the quality of partnershipcooperation with various stakeholders both government and private institutions so that itcan benefit maximally to all members of HKm Group Wana Lestari Desa Dara Kunci (2)The need for refreshing to group members related to the pattern management of HKm,thus re-understanding the rules of planting, rights and dutyin managing of HKm area. (3)The need to improve the quality and capacity of the group through routine facilitation inthe field because this can affect the running program process or not, especially to theboard so that the group organization can run well. (4) For the implementation ofrehabilitation activities it is necessary to improve the quality of planning so that the resultcan be maximized. (5) There needs to be an increase of training on the processing ofproducts from forest resources, especially to women farmer group from this HKm group.

The waste problem is a classic problem that is quite difficult to solve. This article aims to discuss the role of the bank sampah Bumi Inspirasi as an effort to empower the community in supporting the KANG PISMAN policy. This research method uses a qualitative descriptive approach using a logical analysis model. The findings show that the community empowerment carried out by the bank sampah Bumi Inspirasi has been carried out in a sustainable manner and with sufficiently optimal results, but is still constrained by several obstacles such as a lack of infrastructure and support from the government and the private companies. The implication of this finding is that the bank sampah is one of the institutions that will strongly support government programs in realizing less waste city if the cooperation between stakeholders is well established.Keywords: Community Empowerment, Bank Sampah, Waste Management

The formulation of the problem in this study are how is the implementation of North Sumatra Governor Regulation Number 18 Year 2018 concerning Additional Income Allowances for Civil Servants and Prospective Civil Servants in the North Sumatra Provincial Government, what factors are obstacles in realizing improved performance and discipline of Civil Servants in the North Sumatra Provincial DPRD Secretariat, with the aim of research: 1) to find out and analyze the implementation of North Sumatra Governor Regulation Number 18 Year 2018 regarding Income Allowances for Civil Servants and Prospective Civil Servants in the Government of North Sumatra Province , 2) to find out what factors are obstacles in realizing improved performance and discipline of Civil Servants in the North Sumatra Provincial DPRD Secretariat. The research method used is descriptive method, while the data analysis technique uses qualitative descriptive. From the results of this study indicate that the implementation of Governor Regulation No. 18 of 2018 concerning Income Allowance for Civil Servants and Prospective Civil Servants has not been fully successful in the North Sumatra Provincial DPRD Secretariat. Implementation has been successfully implemented in terms of communication and bureaucratic structure, but has not been successfully implemented in terms of resources and dispositions. Constraints faced in realizing improved performance and discipline of civil servants within the North Sumatra Provincial DPRD Secretariat are appraisal officials (superiors) unable to control the views of personal relations in evaluating subordinates' work, TTP payments often cannot be done in a timely manner because funds are not yet available, disciplinary sanctions are still relatively indecisive, and employees often report excessively. It is recommended that supervisors as appraisal officials need to eliminate the influence of the element of closeness in making judgments on the performance of subordinates, and be assertive in giving sanctions to employees who subscribe to disciplinary regulations

Culture has an important role in the tourism industry as one of the factors that attract tourists to visit tourist attractions. One of the cultural tourism areas in West Java is Kampung Naga in Tasikmalaya Regency. Tourism has begun in this traditional village since the 1970s, but its development can be said to be slow because many tourism principles are considered not following customary rules. Unique even though tourism development is not recognized by the community, but continues to run and also benefits the community. This study uses a qualitative method that aims to identify the development of tourism in Kampung Naga. The types of data used are quantitative data and qualitative data with data collection carried out by observation, in-depth interviews, and documentaries. The data analysis used is qualitative descriptive analysis with an inductive approach. The results of this study show that the development of tourism in Kampung Naga has reached the second stage in the theory of the tourism area life cycle. Besides, there are community organizations that in charge of tourism issues in Kampung Naga, namely the Association of Indonesian Guides. Meanwhile, there are two Regional Organizations that have authority in Kampung Naga, which are the Tourism, Youth and Sports Departement and the Education Departement. The obstacle in developing tourism in Kampung Naga is a conflict between the government and local communities regarding regulations that are not obeying the customary rules in Kampung Naga. <p><em>The establishment of the Satgas Gotong Royong Pencegahan Covid-19 or</em> <em>Covid-19 Mutual Assistance Officer Unit is a policy taken by the Governor of Bali Province in responding to the rate of spread of COVID-19 in the Bali Province area. This strategic step is a form of harmonization between the Government and its people in preventing the spread of COVID-19. Prevention through this Task Force is an Indigenous Village-based prevention which is seen as effective in preventing the spread of COVID-19 in the Bali Province area and there is a pararem that strengthens the Task Force in carrying out its duties. Using normative research and qualitative descriptive analysis, it can be concluded that the Task Force for Covid-19 Prevention is an implementation of the harmonization of the Bali Provincial Government with the Balinese customary law community in this case the Traditional Village to jointly prevent and break the chain of the spread of COVID-19.</em></p><p><em>Keywords: Covid-19, Desa Adat, Harmonization, Pararem, Government, Task Force.</em></p><p><em><br /></em></p>
