AbstractThe birth of Village Law No. 6 of 2014 gives authority to the village to take care andmanage the affairs of its own government. Villages are required to develop theirterritory in accordance with the conditions and keep up with the times, one of which isthe development of information technology. To encourage the village government inutilizing technology to provide information to its citizens, a system developed byBP2DK is needed. This program is in the form of a technology platform based on theinternet called SIDeKa. One of the villages that participated in implementing SIDeKain Sumenep Regency is Pamolokan village, where Pamolokan is a village that took theinitiative to make the village an informative village. The regulations that overshadowSIDeKa in Pamolokan village are contained in Perdes No. 4 of 2017 concerningRPJMDes. This research aims to determine the implementation of Village andRegional Information System (SIDeKa) in accelerating village independence inPamolokan village, Sumenep Regency. The method used in this study is descriptivequalitative. The focus of this research is communication, resources, disposition,bureaucratic structure. Data and research results are obtained from observations,interviews with several informants and documentation. Pamolokan village is a villagethat has implemented technology named SIDeKa in its implementation developed in theform of a village website. But most people do not understand because of the lack ofdeep socialization to the community about the benefits of village websites.Keywords : Village, Information Technology, SIDeKaAbstrakLahirnya Undang-Undang Desa No. 6 Tahun 2014 memberikan kewenangan kepadadesa untuk mengurus dan mengatur urusan pemerintahannya sendiri. Desa dituntutuntuk mengembangkan wilayahnya sesuai dengan kondisi dan mengikutiperkembangan zaman, salah satunya seperti perkembangan teknologi informasi. Gunamendorong pemerintah desa dalam memanfaatkan teknologi untuk memberikaninformasi kepada warganya maka diperlukan suatu sistem yang dikembangkan olehBP2DK. Program ini berbentuk platform teknologi berdasar pada internet yang diberinama SIDeKa. Salah satu desa yang ikut mengimplementasikan SIDeKa di KabupatenSumenep adalah desa Pamolokan, yang dimana Pamolokan adalah desa yangberinisiatif membuat desanya menjadi desa informatif. Peraturan yang menaungiSIDeKa di desa Pamolokan terdapat di dalam Perdes No. 4 Tahun 2017 tentangRPJMDes. Penelitian ini bertujuan untuk mengetahui implementasi Sistem InformasiDesa dan Kawasan dalam percepatan kemandirian desa di desa Pamolokan Kabupaten Sumenep. Metode yang digunakan dalam penelitian ini adalah deskriptif kualitatif.Fokus penelitian ini adalah komunikasi, sumberdaya, disposisi, struktur birokrasi. Datadan hasil penelitian diperoleh dari hasil observasi, wawancara dengan beberapainforman dan dokumentasi. Desa Pamolokan adalah desa yang telahmengimplementasikan teknologi yang diberi nama SIDeKa dalam pelaksanaannyadikembangkan dalam bentuk website desa. Namun sebagian besar masyarakat tidakmemahami karena kurangnya sosialisasi yang mendalam kepada lapisan masyarakatmengenai manfaat website desa.Kata Kunci : Desa, Teknologi Informasi, SIDeKa

Abstract The development of the village government are now either in the presence of village funds from the central government that aim to advance, village the current rural development related to information technology support, almost luminance village need to improve information technology services to the.One example from the village, about the internet the internet is not currently only enjoyed by urban residents but comes to. village communityThe difficulty of access to information that is keen to develop research make village based information system website for the purpose of improving public services, village access to information can be obtained easily, for the villagers, promotion , potential of the village , population area and forth with, literature in a interview observation, field and drafting, system the website based information system able to improve services to the community so that information to the public can be accessed easily and accurately.

The existence of women farmer groups in the use of land for agriculture, such as existing fruit and vegetables, deserves a response to the follow-up, considering that the activities of women farmer groups have great potential. However, the professions as farmers and agricultural laborers, the income of female farmers and agricultural laborers does not necessarily depend on the season. With the ability to manage further processed agricultural products, they can have reliable income and use a marketing system that is adjusted to the times. This research is a model trial with the title "Business Information Technology Models for Women Farmer Group in Indonesia" with the aim of minimizing disparities in the village. By utilizing knowledge, skills and technology, it is hoped that poverty and disparity can be minimized or even eliminated. This research at a macro level provides benefits to stakeholders, namely human resources who supply raw materials, female farmers who are metamorphosed into entrepreneurs, so that domestic and foreign consumers will get superior regional products with high quality.

Bengkok land is village property in the form of village land. This bent land is widely known as village treasury land or village property. The definition of bent land itself is not explicitly regulated in statutory regulations. The definition of crooked land is implicitly regulated by statutory regulations. Based on the explanation of Article 72 of Law Number 6 of 2014 concerning Villages (hereinafter referred to as the Village Law), it is stated that bent land is the result of business. The provisions in Law Number 6 of 2014 concerning Villages indicate that Village Treasury Land or village assets which include bent land are certified in the name of the Village Government. In addition, the Regulation of the Minister of Home Affairs of the Republic of Indonesia Number 1 of 2016 concerning Village Asset Management, regulates the same thing as Law Number 6 of 2014 concerning Villages. This research approach uses a statutory approach (statute approach) and a conceptual approach (conceptual approach). Based on the research results, which crooked land that is starting to lose its existence is certified in the name of the Village Government


South Pringsewu is the name of a village located in Pringsewu district. This village has the main potential, namely agriculture and industry. To develop its potential it needs to be updated from the system that has been used in empowering the potential of the village manually and not yet using the information system even in the form of a website. The purpose of this research was to select South Pringsewu Village that has the potential of villages that need to be empowered using information technology. Information Technology is needed to facilitate the access, management and empowerment of village potentials, so that it is expected to be able to improve the progress and quality of South Pringsewu Village. The author conducted the research by observation, interview, and literature study methods and built web-based applications through the stages of planning, system analysis, system design and design, and system implementation using the PHP programming language

ABSTRACT Rapid development of information technology and increased authority of village by the law No. 06 of 2014 on Village, need the existence of transformational leadership. Village head is expected to have ability to respond the changes, and influence the changes to support village development. The purpose of research are identify the ability of village head to respond the change, and identify behavior of transformational and transactional of village head to govern the village government in Kuburaya Regency. Samples of the research are two villages with different characteristics and resources. The two villages are Telukempening and Sungairaya Dalam. The result shows that limitation and lack of resources in Telukempening encourage the village head to be transformational leader, meanwhile village head of Sungairaya Dalam shows the behavior of transactional leadership. The purpose of this research is to analyze the authority problems of the village government. This is a doctrinal legal research by examining legal materials from libraries or research libraries to obtain secondary legal material from books, articles, research results, and regulations, as well as experts relating to the exercise of villages authority. The solution offered is that the authority of the village government will run well when it is support by the authority of recognition and subsidiarity and the availability of human resources who have expertise and skills and apply good governance to create a village social welfare.

This research aims at analyzing the village government officials’ understanding on the village financial system.This research is conducted by distributing questionnaires to 148 village government officials in nine districts in Central Java. The data are then quantitatively processed. Some village officials are randomly selected and then interviewed as the additional supporting data. The research results show that the village government officials have a relatively good understanding on the village financial system, yet there is no significant difference among the groups of government officials. However, there is an interesting issue due to the research results that the Head of the Village has the highest understanding when compared to all village government officials. In addition, the village government officials with accounting background have a higher understanding on the village financial system than those with no accounting background.

<p><strong></strong><strong></strong><em>The implementation of the Village Information System is essentially a manifestation of the District / City Government in implementing the mandate of Law Number 6 of 2014 concerning Villages, namely developing a village information system and developing rural areas in order to facilitate and encourage the Village Government to improve and provide public services by utilizing technology Village-based Information and Communication (ICT) based on developments in the digital era, so that it can be accessed quickly and easily by the community and all stakeholders. The application of the Village Information System is expected to have positive implications and at the same time guarantee the implementation of village government to be more effective and efficient, transparent and accountable. The obligation to develop the village information system is attached to the Regency / City, not to the Central Government. During this time, the legal basis used in the development of public information systems based on the Village Information System refers to Law Number 6 of 2014 concerning Villages, Law Number 25 of 2009 concerning Public Services, Law Number 14 of 2008 concerning Openness of Public Information , and Governor Regulation of Central Java Province Number 47 of 2016 concerning Guidelines for the Development of Village Information Systems in Central Java Province.</em></p><p><em><br /></em></p><p><strong>Abstrak  </strong></p><p>Pelaksanaan Sistem Informasi Desa hakikatnya merupakan perwujudan Pemerintah Daerah Kabupaten/Kota dalam mengamalkan amanat Undang-Undang Nomor 6 tahun 2014 tentang Desa, yaitu melakukan pengembangan sistem informasi desa dan pembangunan kawasan perdesaan guna menfasilitasi serta mendorong Pemerintah Desa untuk meningkatkan dan memberikan kemudahan pelayanan publik dengan memanfaatkan Teknologi Informasi dan Komunikasi (TIK) berbasis <em>website</em> Desa seiring perkembangan di era digital<em>,</em> sehingga dapat diakses dengan cepat dan mudah oleh masyarakat dan semua pemangku kepentingan. Penerapan Sistem Informasi Desa diharapkan dapat memberikan implikasi positif dan sekaligus menjamin dalam penyelenggaraan pemerintahan desa agar lebih efektif dan efisien, transparan dan akuntabilitas. Kewajiban pengembangan Sistem Informasi Desa tersebut melekat pada Kabupaten/Kota, bukan pada Pemerintah Pusat. Selama ini, landasan hukum yang digunakan dalam pengembangan pelayanan publik berbasis Sistem Informasi Desa yakni mengacu pada Undang-Undang Nomor 6 Tahun 2014 tentang Desa, Undang-Undang Nomor 25 Tahun 2009 tentang Pelayanan Publik, Undang-Undang Nomor 14 Tahun 2008 tentang Keterbukaan Informasi Publik, dan Peraturan Gubernur Provinsi Jawa Tengah Nomor 47 Tahun 2016 tentang Pedoman Pengembangan Sistem Informasi Desa di Provinsi Jawa Tengah.</p>

The Evaluation of Pilot Project Universitas Membangun Desa (UMD) focuses on the development of villages in Bondowoso district of East Java province through the innovation of the use of information technology. This study presents an evaluation of the implementation of a pilot project of the Village Information Administration System (SAID) implemented in ten villages located in two wringin and cermee sub districts in 2016. This program is an innovative collaboration between Jember University, Community Collaboration and welfare services (KOMPAK) and Australian Aid. The purpose of this program is to build a Village Information System (SID) and utilize it to create an independent village in data and information, introduction of village potential and marketing of village superior products. through a qualitative approach, this research can describe the context and setting naturally through observation, interviews with stakeholders and beneficiaries of the program. The results show that the Village Information Administration System (SAID) is able to accelerate and improve the quality of village government services but there are several problems in its implementation such as internet network problems, low human resource competence, lack of support from village government and inadequate facilities and infrastructure. One aspect that needs to be studied more deeply about the village administration in the era of village autonomy is the ability of the human resources in the management of village government in accordance village governance objectives and the demands of, “Undang – undang no 06 Tahun 2014 about the village. The capacity of the village government deemed not qualified to run the authority possessed by law the village. Weak capacity of rural government impact on law implementation failure that led to the poor rural village development. This study examines these issues. This study used qualitative research methods. The unit of analysis of this research that the village government Landungsari Dau District of Malang, East Java. This study was conducted over three years (2016, 2017, 2018). The findings of the research during the last four months in the first year of the study is Landungsari village administration showed a good performance in governance at the village of village autonomy era (the era of the Village Law. The village government is able to carry out rural development planning, village administrative governance, and the financial management of the village properly. Nevertheless, the village government also faces serious problems is the lack of human resource capacity of the village administration, village very less quantity, and village officials do not understand the duties of each. To address these issues, the village government seeks to organize village governance based on information technology (e-government), but the effort has not worked well because the village government does not have a human resources professional in the field of information technology and the village government does not have enough budget to develop the e-government program. Therefore, the research team conducting FGD on the development of e-government program. FGD village government resulted in an agreement in cooperation with governmental science labs and e-government program APBDes budgeted in fiscal year 2017. Step next phase is the research team conducting FGD Phase II to design e-government as a means of governance villages effective and efficient, to disseminate the e-government, and publishes scientific articles on the model of governance based rural e-government in the Journal of Politics and Government Muhammadiyah University of Yogyakarta. Our advice as a researcher is a village government should make regulations governing Internet-based mechanism of public services (e-government). The regulation is to encourage villagers Landungsari to get used to using services based on the Internet, the district government of Malang should provide support to the village government to make innovations in governance, and the central government should support the village government to strengthen rural government institutions such as the addition of the village
