AbstrakLalu lintas angkutan udara di Bandar Udara Mutiara SIS Al-Jufri, Palu menunjukkan pertumbuhan yang meningkat selama periode 2015-2019. Pengelolaan Ground Support Equipment (GSE) dan Sumber Daya Manusia (SDM) diperlukan untuk memenuhi persyaratan pelayanan ground handling di sisi udara, khususnya apron, untuk mewujudkan keselamatan penerbangan, kinerja ketepatan waktu, kepuasan pelanggan, serta keandalan yang sesuai dengan regulasi. Penelitian ini bertujuan mengetahui kualitas layanan ground handling di Bandar Udasar Mutiara SIS Al-Jufri. Metode yang digunakan adalah metode kualitatif deskriptif dengan mengacu pada kriteria dalam Peraturan Menteri Perhubungan Nomor PM. 91 tahun 2016 tentang Pembatasan Usia Peralatan Penunjang Pelayanan Darat Pesawat Udara (Ground Support Equipment/ GSE) dan Kendaraan Operasional yang Beroperasi di Sisi Udara, serta Surat Keputusan Direktur Jenderal Perhubungan Udara Nomor SKEP/81/X/1998 tentang Pedoman Umum Pengelolaan Ground Support Equipment (GSE). Hasil penelitian menyimpulkan bahwa kegiatan ground handling telah menunjukkan komitmen dalam memenuhi pelayanannya. Walaupun demikian, masih terdapat deviasi berupa kendaraan dengan usia operasi lebih dari 10 tahun yang masih beroperasi di apron, antara lain Aircraft Towing Tractor (ATT), Air Starter Unit (ASU), dan Ground Power Unit (GPU). Oleh karena itu, direkomendasikan untuk melakukan penyesuaian peralatan dengan mengacu pada regulasi yang berlaku.Kata kunci: Bandar Udara Mutiara SIS Al-Jufri, ground handling.Ground Handling Services at Mutiara SIS Al-Jufri Airport Palu: Air transport traffic at Mutiara SIS Al-Jufri Airport, Palu-Indonesia, showed an increase in growth from 2015 until 2019. In an attempt to meet the ground handling service requirements on the air side, especially aprons, it is necessary to properly manage Ground Support Equipment (GSE) and Human Resources to achieve flight safety, punctuality performance, customer satisfaction, and regulatory compliance. This study aimed to determine the quality of ground handling services at Mutiara SIS Al-Jufri Airport. It employeda descriptive qualitative method by referring to the criteria issued in the Regulation of Minister of Transportation PMNo. 91 of 2016 concerning Age Limits for Supporting GSE and Operational Vehicles Operating on the Air Side andthe Decree of the Director-General of Civil Aviation No. SKEP/81/X/1998 on General Guidelines for Management of Ground Support Equipment. The results showed that the ground handling activities hadsuccessfully committedto fulfilling their functions, but a few deviations from the recommended age of vehicles in operation on the aprons were identified. Aircraft Towing Tractor (ATT), Air Starter Unit (ASU), and Ground Power Unit (GPU) had been operated for more than ten years. Therefore, this study recommends that equipment adjustments be made following applicable regulations.Keywords: Mutiara SIS Al-Jufri Airport, ground handling.

The organizational structure of long-term care (LTC) facilities often removes the rehab department from the interdisciplinary work culture, inhibiting the speech-language pathologist's (SLP's) communication with the facility administration and limiting the SLP's influence when implementing clinical programs. The SLP then is unable to change policy or monitor the actions of the care staff. When the SLP asks staff members to follow protocols not yet accepted by facility policy, staff may be unable to respond due to confusing or conflicting protocol. The SLP needs to involve members of the facility administration in the policy-making process in order to create successful clinical programs. The SLP must overcome communication barriers by understanding the needs of the administration to explain how staff compliance with clinical goals improves quality of care, regulatory compliance, and patient-family satisfaction, and has the potential to enhance revenue for the facility. By taking this approach, the SLP has a greater opportunity to increase safety, independence, and quality of life for patients who otherwise may not receive access to the appropriate services.

AbstractThe purpose of this paper is to reveal how the quality of education in this Islamic boarding school is, particularly related to education facilities, curriculum and strategies of education quality improve­ments. This study used the qualitative method. Findings of this study are: first, education infrastructure and facilities are relatively complete and adequate, which are supported by the atmosphere of the Islamic boarding school that is full of simplicity and modesty by habituation in implementing clean and healthy lifestyle. Second, the tafaqquh fi-al din (understanding of religion)-based curriculum compiled by the Islamic boarding school occupies the same degree (equal) to the curriculum prepared by the Ministry of Religious Affairs, so that both tafaqquh fi-al din (understanding of religion) studies and general studi­es have high electability, which is able to increase the quality of education and also generates interest and motivation of the people (parents) to put their children to the Islamic boarding school. Third, education in the Islamic boarding school has a strong independency because it is supported by substantial financial resources.AbstrakTujuan tulisan ini untuk mengungkapkan bagaimana mutu pendidikan di pondok pesantren ini, khususnya berkaitan dengan sarana pendidikan, kurikulum dan sterategi peningkatan mutu pendidik­an. Penelitian ini menggunakan metode kualitatif. Hasil temuan studi ini adalah: Pertama, sarana dan fasilitas pendidikan relatif lengkap dan memadai, ini didukung oleh suasana kehidupan pondok pesan­tren yang penuh kesederhanaan dan kebersahajaan dengan pembiasaan menerapkan pola hidup bersih dan sehat. Kedua, kurikulum yang berbasis tafaqquh fi-al din yang disusun oleh pondok pesantren ini menempati derajat yang sama (equal) dengan kurikulum yang disusun Kementerian Agama, sehinga baik kajian tafaqquh fi al-din maupun pelajaran umum memiliki electabilitas yang tinggi, hal ini mampu meningkatkan mutu pendidikan dan sekaligus membangkitkan animo dan motivasi masyarakat (orangtua) untuk memasukkan anaknya ke pesantren ini. Ketiga, penyelenggaraan pendidikan di pon­dok pesantren ini memiliki kemandirian yang kuat, karena didukung oleh sumber dana yang besar.

This study aimed to describe in depth between the link of school policy and the school quality improvement. The method in this study is a qualitative method using the case study presented descriptively. This research was conducted at SMA Negeri 2 Babat Tomat Kabupaten Musi Banyuasin. Based on this study it was found that the First, free school policy can help the economy / ease the burden of school costs to be incurred by the parents. Second, the policy constraints of the application for free school educa-tion at SMAN 2 Babat Toman is not very effective, so that the students' interest is not increasing, infrastructure is one of the obstacles in the implementation of free school education, how the quality of schools will be increased if it is not supported by facilities and complete infrastructure. Third, the quality of school education free SMAN 2 Babat Toman already realized well with regard to input, input turns unselected maximum, that is the students. Fourth, the implementation of free school education in Banyuasin, the quality of school SMAN 2 Babat Toman Muba Sumsel was not increased. This means that the implementation for free school education quality of school SMAN 2 Babat Toman was not increased.Keywords : free schools, school quality, case studies

This study aims to provide an overview of the process of cultural change through total quality management in Islamic perspective carried out at Daar El Manshur Islamic Boarding School. The method of the study is qualitative method by using in-depth interview techniques with informants. This research was conducted at the Daar El Manshur Islamic Boarding School, Depok City, West Java. Data analysis was carried out using content analysis with the stages of reducing data, triangulating data, presenting data descriptively, and drawing conclusions/verification. The results showed that cultural change through total quality management at Daar El Manshur Islamic Boarding School was seen from 7 focuses. The focus of planning for Islamic boarding schools is still focused on current conditions. The focus of the organization is participatory by involving all individuals to improve the quality of education and to develop Islamic boarding schools. The focus of control is still in the form of monitoring and supervising each section based on the existing SOP. The focus of communication has been two-way communication. The focus of the decision is still reactive and not based on well planning even though decisions are made based on deliberation and consensus. The focus of functional management has not been fully integrated. The focus of quality management is still reactive because it is still in the stage of finding the best and most suitable method to be applied in Islamic boarding schools. Therefore, the process of cultural change at Daar El Manshur Islamic Boarding School has begun to occur.

Problems faced in implementing the coordination of Airworthiness control between the Head Office of the Directorate of Airworthiness and Aircraft Operations and the Airport Authority Office. It can be seen from the Directorate of Airworthiness and Aircraft Operations that until now it is still carrying out control activity tasks such as giving directions, technical guidance, licensing extension. The authority to sign the extension of permits (permits, standard airworthiness certificates, and aircraft personnel licenses) granted by the Director General of Civil Aviation to the Head of the Airport Authority Office. The approach used in this research is a normative juridical approach. Based on the results of research and discussion, it can be concluded that: First, the coordination of flight control between the Office of the Ministry of Transportation, Directorate of Airworthiness and Aircraft Operation and the Regional VI Airport Authority Office regarding Airworthiness Control is regulated in the Regulation of the Director General of Air Transportation Number: KP. 459 of 2015 that the Head Office and the Airport Authority Office are carried out harmoniously and tiered according to their respective authorities through the national aviation safety and security database system. However, the implementation of the division of authority for airworthiness control has not been carried out in accordance with the provisions, because the database system referred to in Article 6 of the Regulation of the Director General of Civil Aviation Number: KP. 459 of 2015, not yet available. Second. 2. Constraints found in the flight control coordination arrangements between the Office of the Ministry of Transportation and the Regional VI Airport Authority Office regarding Airworthiness Control are external obstacles and internal constraints. External constraints, namely: 1) the implementation of the control function in the Airworthiness sector in the form of an extension of the aircraft personnel license and the extension of the Advanced Airworthiness certificate (Certificate of Continous Airworthines) in its working area is still being carried out by the Airworthiness Inspector Office of the Ministry of Transportation, Directorate of Airworthiness and Aircraft Operations. Air; 2) the exercise of controlling authority in the signing of an extension of the Aircraft Airworthiness Certificate has not been implemented properly; 3) the authority to carry out functions has not been able to be carried out properly; 4) the arrangement for the placement of Airworthiness inspectors at the Regional VI - Padang Airport Authority Office is not in accordance with the number and qualifications.

This study aims to determine the impact of business planning for the development of MSMEs. The research method uses is a qualitative method with a descriptive and explorative descriptive approach. From the results of the research conducted, the results show that proper business planning and the application of a good marketing strategy have a positive impact on the sustainability of MSME activities. In addition, the quality of production that has a competitive advantage is also one of the driving factors. For the development of MSMEs, there are several obstacles faced, especially related to capital and guidance from the local government. With the development of MSMEs, it is expected to improve people's welfare, including helping the government in reducing unemployment.

Abstract:  This research aim to understand the implementation of the regulation of licensed cadaster surveyor in The Regional Office of National Land Agency of the North Sumatera Province on the acceleration of land registration. The research using qualitative method by describing the results of observation, interview and data of the implementation of accelerated land registration, specifically on the collectors of physical data (PULDASIK – Pengumpul Data Fisik) of the licensed cadastral surveyor, referring to the Regulation of The Minister of Agrarian Affairs and Spatial Planning/Head of National Land Agency Republic of Indonesia Nr. 33 year 2016 and the Regulation of The Minister of Agrarian Affairs and Spatial Planning/Head of National Land Agency Nr. 11 year 2017. The results show that: the implementation of the regulation of Licensed Cadastral Surveyor has not been fully implemented, caused by the limitation of:  the number of KJSKB and SKB;  ASK graduated from D1 PPK-STPN prefer to do apprenticeship so they did not interested in joining KJSKB, and the limitation of financial capability of the KJSKB/SKB. The implementation of the regulation of Licensed Cadastral Surveyor also inhibited by the requirements mentioned on the regulation itself. Moreover, the competency and quality of the SKB is noticed as above the standard, and have unprofessional work ethic. It is recommended to increase the acceptance of Licensed Cadastral Surveyor, and those who already passed the test should forming KJSKB and improve their professionalism by acquiring certificate of competence when they follow the examination to obtain the license. Intisari: Penelitian ini bertujuan untuk mengetahui implementasi regulasi tentang Surveyor Kadaster Berlisensi di Kantor Wilayah Badan Pertanahan Nasional Provinsi Sumatera Utara dalam percepatan pendaftaran tanah. Metode penelitian menggunakan metode kualitatif dengan dideskriptifkan berdasarkan pengamatan, interview, dan data pelaksanaan percepatan pendaftaran tanah khusus pengumpul data fisik (PULDASIK) Surveyor Kadaster Berlisensi dengan berpedoman pada Peraturan Menteri Agraria dan Tata Ruang/Kepala Badan Pertanahan Nasional Republik Indonesia  Nomor 33 Tahun 2016 dan Peraturan Menteri Agraria dan Tata Ruang/Kepala Badan Pertanahan Nasional Republik Indonesia Nomor 11 Tahun 2017. Diperoleh hasil bahwa implementasi regulasi tentang Surveyor Kadaster Berlisensi belum dijalankan sepenuhnya. Hal ini disebabkan oleh keterbatasan jumlah KJSKB dan SKB, ASK lulusan D1 PPK-STPN lebih menyukai magang sehingga tidak mau bergabung dengan KJSKB dan keterbatasan modal keuangan yang dimiliki KJSKB/SKB. Pelaksanakan regulasi Surveyor Kadaster Berlisensi juga terhambat oleh persyaratan yang ada di dalam regulasi Surveyor Kadaster Berlisensi, kualitas kompetensi SKB rendah, serta sikap kerja tidak profesional. Maka untuk itu direkomendasikan meningkatkan jumlah penerimaan Surveyor Kadaster Berlisensi dan yang telah lulus ujian lisensi untuk segera membentuk KJSKB dan meningkatkan profesionalisme Surveyor Kadaster Berlisensi dengan melengkapi sertipikat kompetensi saat ujian memperoleh lisensi.

Julian Huxley, founder and the first Director-General of UNESCO, is at the heart of contemporary debates on the nature and objectives of the concept of transhumanism, which he first used in the early 1950s. Therefore, the analysis of his idea of transhumanism - a tool to improve the quality of life and the condition of man - should lead us to question his heritage in terms of philosophy that inspires UNESCO’s action as it seeks to build a comprehensive approach to artificial intelligence that takes into account, among other things, the values and principles of universal ethics and aims to derive the best from the use of this technology. This title where the British biologist, the elder brother of the famous science fiction writer, Aldous Huxley, author of the Brave New World, coexists with the United Nations Organization in charge of Education of Science and Culture is obvious for those who know the history of this international organization or who like radio games: Julian Huxley was appointed as the first Director-General of UNESCO in 1946. But, beyond this evidence, there is a deeper link that highlights the history of the renewal of the idea of transhumanism (I) and questions about the role that UNESCO has, among the other international organizations (II).

Purpose: The purpose of this study is identifying and mapping to select pre-existing potential and the management of tourist attraction which have been developed both from attraction and supporting facility on all tourist attraction in Denpasar city. Research methods: This research used qualitative method with technique of participant observation collecting data, comprehensive interviews and documentation. Results and discussions: The results of this research are recommendation of tourist destinations equally considered for development using Integrated Model of the destination competitiveness model created by Dwyer and Kim (2003). The final results of development strategies are based on the analysis of SWOT. Conclusion: In order to be able to focus on the competitiveness of a destination, a macro business perspective is required for the entire tourism industry, meaning that all stakeholders should work with each other by focusing on the common benefits of destination rather than on opportunistic objectives
