<p>SPAN is a sub-program of the largest public financial reform program in Indonesia's history, called Government Financial Management and Revenue Administration Project (GFMRAP). The disbursement process of APBN is one of the processes implemented by SPAN under the name of payment management. This research aims to identify problems related to the disbursement process of APBN funds in SPAN. This research uses descriptive qualitative method which was conducted within disbursement area of KPPN Jakarta II.<br />The results of data analysis indicate that there are various obstacles in the process of disbursement of APBN funds in the work unit in the payment area of KPPN Jakarta II. The things that are analyzed are the volume of disbursement APBN funds, the quality of disbursement APBN funds, and the business process of disbursement APBN funds which then is reduced to the formulation of the policy against the constraints and problems faced in the process of disbursement of funds in the State Budget at KPPN Jakarta II.</p><p>Keywords: disbursement of funds, SPAN, work unit, Jakarta II</p>

The purpose of this research is to explain the authority of LPD financial management in Badung Regency, after the enactment of the Badung Regency Regulation No. 29/2013 and to find out the direction of the utilization of LPD coaching funds in Badung Regency. This research used normative legal research, with a statutory approach that specifically regulates the financial management authority of the LPD after the enactment of the Badung Regency Regulation number 29 of 2013. The data sources used were primary and secondary legal materials. The data were analyzed using descriptive qualitative method, namely the presentation by describing in detail certain aspects related to the problem being researched. The results showed that the authority to regulate the implementation of village credit institution activities in Badung Regency is still handled by the Provincial government because so far the Province has never handed over or delegated this authority to Badung Regency. Second, the utilization of village credit institution development funds is to provide guidance to LPDs in Bali and to improve the performance and quality of LPD management human resources.

The leadership of the kiai becomes very important in Islamic boarding school because the development of the quality of pesantren education depends on the competence of the leader, the meaning of the leader here is the kiai or caretaker of the boarding school. This study aims to describe the first role of leadership in improving the quality of education, secondly the leadership of kiai that is effective in improving the quality of education in Islamic boarding schools.This research uses a qualitative method, with a case study in Bahrul Maghfiroh Islamic Boarding School in Malang. Data collection was carried out using interview, observation, and documentation and observation techniques. Data analysis uses descriptive qualitative methods and inductive thinking patterns. The purpose is to analyze the data obtained from field objects, and then to be related to relevant theories.The results showed: 1) The role of the kiai in improving quality in the Bahrul Maghfiroh Islamic boarding school in Malang is as a manager, educator, human resource empowerment, decision maker, attainee of the pesantren, motivator and supervisor. 2) Effective kiai leadership is leadership that builds cooperation with kiai or other institutions, regenerates kiai and builds good relations with the community.

The purpose of This study is to find out how the implementation of village fund management as well as supporting factors and inhibiting factors in the management of village funds in three villages in Soreang Sub-District, Bandung Regency. This research was conducted in Panyirapan Village, Sukanagara Village, and Soreang Village in Soreang Sub-District, Bandung Regency. The method used in this research is a qualitative method with interview approach and observation with the responder, that is Head of Village, Village Secretary, Village Treasurer, and Village Consultative Body (BPD). Data analysis is done by data reduction then presents the data and draw conclusions on the data obtained according to the method of data analysis for qualitative research. The results of this study indicate that the implementation of fund management from planning, implementation, administration, reporting, and accountability of the three villages are appropriate with the Regulation of the Minister of Home Affairs Number 113 the Year 2014 concerning Village Financial Management, but in terms of administration for the Panyirapan Village has not been in accordance with regulation, then for reporting the three villages have not been able to report to the regency in a timely manner based on regulations. For most supporting factors in the three villages of human resource training for the village government, understanding in running the Village Financial System application and for the three villages as a whole is still the lack of workers in the field during development activities and the lack of human resources in administration and regulation.

There are many various efforts have been taken by the Government to improve the quality of education in Indonesia, one of them with empowerment and improving the quality of teachers and lecturers as professional educators must have the academic qualifications, competence, education certificates, and have the ability to achieve national education goals. However, as consequences Government cut the student salaries component included basic salary and allowances, and only receive the benefits of the family. The existing lawsconcerning the financial management of state budget allocations, especially civil servants salaries that are taking education in the Ministry of National Education in Indonesia that are incompatible with the principles of good governance. While the principle of state financial accountability contained in Article 23 art (1) of UUD 1945 that is “responsible for the greatest prosperity of the people”. The purpose of this study is to describe the quality of the language available in the novel teenager "D'Angel Princess" by Luna Torashyngu. The method used in this research is descriptive qualitative method. Data in this study Various styles on the novel teenagers "D'Angel Princess" by Luna Torashyngu. Documentation technique is used in the data collection technigue. Data analysis technique in this research is done through steps, that is: (1) reading novelteenlit "Angel Angel" by Luna Torashyngu (2) hiding data, (3) classifying data, (4) analyzing data, and (5) conclude. Test the validity of the data is a credibility test conducted by increasing persistence with the supervisor during the process, and discussion with colleagues. The results found in the novel D'Angel Princess by Luna Torashyngu in slang and not used to separate the characteristics of the teen novel. Then the word denotation and author connotation to express and convince the compiler readers convey narration and description in the story, said Science used as a means to monetize a novel theme with a scientific theme, the words used to sort out teenage characters who look slang. The use of sentences is used to describe the main character in the sentence Usage. The author's written sentence contains descriptions and narrations to make the story more interesting and easy to understand. Comment topic sentence  gives a beautiful impression or a beautiful comment on the characters. Use of minor sentences is used  to give challenge and sincerity to what people say so that readers feel confidence. This study aims to determine the effect of financial management and infrastructure management on the quality of the learning process in elementary schools in the area of UPTD Education Balongan. The method used descriptive analysis uses a quantitative approach. Data analysis techniques using regression analysis techniques. The purpose of this study is to describe and analyze the performance of personnel in the public service in the Office of Financial Management and Asset Kutai Barat. The analysis used in this research is the data analysis interactive model by three (3) lines of activities occurring simultaneously, namely condensation, data presentation and conclusion/verification. Study Population

This research is a descriptive quantitative study with an ex post facto design. The study population was 120 public madrasah aliyah teachers from each state madrasah aliyah in all districts of North Aceh. The research sample was selected from the population of curriculum representatives, student representatives, infrastructure representatives, public relations representatives and financial managers in 6 State Madrasah aliyah in North Aceh Regency. The hypothesis was analyzed with the help of SPSS 18 for windows at a significant level of 0.05. Based on the data analysis and hypothesis testing conducted, it is found that: there is a significant contribution between financial management towards improving the quality of madrasah, the results of this study are the value of Sig. amounting to 0,000. Therefore, the Sig. 0.000 <0.05, it can be said that the value of the WMS calculation which is in the very good category, there is a significant contribution between the madrasah climate and the improvement of the quality of the madrasah, in this study the Sig. amounting to 0,000. Therefore, the Sig. 0.000 <0.05, it can be said that it can be said that from the value obtained from the WMS calculation which is in a very good category and there is a significant contribution between financing management and madrasah climate significantly to improving the quality of madrasah, then the Sig. 0.021 <0.05, it can be said that there is a significant contribution between financial management and madrasah climate significantly to improving the quality of madrasah, thus it can be said that the research was successful.

This study aims to determine the quality of Sumberbulu tourism village in contributing to social welfare by having a local and regional economic network. Methods used in this research is to use descriptive qualitative method, with data analysis done inductively. The aim is to find out sustainable tourism village to develop into the tourism village of Sumberbulu Karanganyar. The result this study, Sumberbulu tourism village, in contributing to economic and social welfare has inderectly been seen by the presence of many buyers who buy ornamental plants when visiting Sumberbulu Village and orrdering snacks that have been produced by community members from the formation of small culinary teams from several residens houses. The quality of the tour guides in the Sumberbulu tourist village is not yet visible because everything is still one with Pokdarwis. The quality of accommodation (homestay) in the tourist village of Sumberbulu is getting better and better because the homestay management team continuously checks it from the homestay coordinator who has been formed from Pokdarwis

This study aimed to determine the quality analysis of tax services at KPP Pratama Jakarta Senin in order to improve taxpayer compliance. The method used in this research was descriptive qualitative method. Data collection was carried out through interviews, observation and documentation. A total of eight informants were involved in this study.  Data analysis was performed using the Credibility and Transferability Test. The results of this study indicate that service indicators such as reliability, responsiveness, competence, access, courtesy, communication, credibility, security, understanding, and tangibles owned by tax employees of KPP Pratama Jakarta Senin are very good so that taxpayers are satisfied with the services they provide. However, there are still weaknesses in the courtesy indicator, in which some employees are not friendly, and in the tangibles indicator, in which the quality of human resources and the number of computer units is still lacking and the awareness and compliance of taxpayers is still low. These weaknesses have resulted in the failure to achieve the tax achievement target.
