It is noted that the development of a progressive society is dynamic, with a tendency to constantly accelerate, complicate and change, so the integration of Ukraine into the international educational space is the main task of Ukrainian education in general and preschool education in particular. Preschool education is not only a system of knowledge for its transmission to the younger generation, but also the most important means of creating a successful future for all mankind, and the key goal of education is a mature and educated person. It is noted that private preschools can become an effective alternative to public kindergartens only if the requirements set out in the State Standard for Preschool Education are met. The current state of the network of preschool educational institutions (PEI) of different types and forms of ownership (public, municipal, private, corporate, family) is analysed and regional indicators of the end of 2020 – beginning of 2021 are taken into account. It is determined that private and corporate PEI can help to solve national problems with groups overcrowding, low quality of educational and developmental environment organization (subject-spatial, psychological-didactic, social-communication and motivational-cognitive components), inclusive education organization, implementation of ideas of the best international experience, insufficient number of PEI in Ukraine.

Ukraine's striving for European space is determined by goals and objectives. The Concept of reforming local self-government and the territorial organization of power in Ukraine, approved by the Cabinet of Ministers of Ukraine on April 1, 2014, caused by political processes that provide for financial decentralization. Decentralization is the transfer of significant powers and budgets from government bodies to local governments. Local self-government is when residents in cities and villages themselves decide most of the important issues, are themselves responsible for school and preschool education, first-level health care, cultural institutions, and amenities. That is, the main task of decentralization and unification of communities is to give the right to resolve issues to residents of cities and villages. The reform is designed to create a system in which the executive authorities and local self-government bodies can effectively perform their functions, and the communities themselves decide through elections how their region will develop. The article examines the process of decentralization of power and the formation of united territorial communities. The purpose of the article is a comprehensive assessment of the current state of the united territorial communities in the context of financial decentralization. Used general scientific and applied methods (historical, mathematical statistics, system comparison, structural and functional approaches to data analysis). The paper describes two stages of decentralization and their gradual implementation in Ukraine. The article analyzes the dynamics of the formation of united territorial communities, the process of forming their own financial resources of local governments. It has been proven that the reform gave impetus to the full development of communities, the opportunity to improve life in every locality and in the country as a whole. At the same time, there are a number of problematic issues that require solutions for the successful continuation of the reform. Based on the results of the analysis, the main recommendations are presented to ensure the effectiveness of the implementation of the administrative-territorial reform and the sustainable development of the local government reform.

The article highlights the theoretical and practical analysis of the necessity to create an inclusive educational environment and to enhance the professional competence of all participants in the educational process, including educators, teaching assistants of preschool education institutions, which will allow to implement all the education principles, upbringing and development of children with special educational needs. The paper shows that the main task of inclusion is to respond to a wide range of educational needs in pre-school institutions and beyond. There are characterized the inclusive education basic principles and tasks, that include theoretical analysis, practical and research approaches. The authors also point out the problem of teachers’ professional training to work with children with special educational needs, define the advantages and disadvantages of work, pay attention to the need to develop the professional skills and abilities that are necessary in working with such children.

Наметившаяся в последние годы устойчивая тенденция ухудшения здоровья дошкольников, увеличение количества детей с нарушениями психического и речевого развития, диктует необходимость поиска механизмов, позволяющая изменить эту ситуацию. Основная задача детского сада - подготовить ребенка к самостоятельной жизни, дав ему для этого необходимые умения, навыки, воспитав определенные привычки. Сегодня в дошкольных учреждениях уделяется большое внимание здоровье сберегающим технологиям, которые направлены на решение самой главной задачидошкольного образования – сохранить, поддержать и обогатить здоровье детей. Abstract: This article discusses the features of the use of game technologies in the rehabilitation of preschoolers. Preschool age is a crucial stage in the formation of the Foundation of physical and mental health of the child. During this period there is an intensive development of organs and the formation of functional systems of the body. The steady tendency of deterioration of health of preschool children outlined in recent years, increase in number of children with violations of mental and speech development, dictates need of search of the mechanisms allowing to change this situation. The main task of the kindergarten is to prepare the child for independent life, giving him the necessary skills, bringing up certain habits. Today, preschool institutions pay great attention to health-saving technologies, which are aimed at solving the most important task of preschool education – to preserve, support and enrich the health of children. The work aims to provoke critical educational reflections on the current state of the scientific-pedagogical conception of inclusive education in the university context. In this sense, we are aware of the existence of an extremely positive conceptual evolution in recent times. It is necessary to articulate new discourses and teaching practices that project and illuminate the idea that inclusive education as a permanent process of change in education and for which the development of psychological activities outlined in resilience can play an important role. The Ecuadorian higher education system has experienced, for a few years, changes of great pedagogical interest. In this framework, a whole process of generating educational policies and inclusive education is shown, taking as a framework the professors and managers of the Technical University of Manabí (UTM) (Ecuador), to contribute to the greater inclusive development of the said university. The main challenges for university institutions regarding fostering the resilience of the academic process are presented.

There are longstanding calls for inclusive education for all regardless of student need or teacher capacity to meet those needs. Unfortunately, there are little empirical data to support full inclusion for all students and even less information on the role of data-based decision making in inclusive education specifically, even though there is extensive research on the effectiveness of data-based decision making. In this article, we reviewed what data-based decision making is and its role in education, the current state of evidence related to inclusive education, and how data-based decision making can be used to support decisions for students with reading disabilities and those with intellectual disabilities transitioning to adulthood. What is known about evidence-based practices in supporting reading and transition are reviewed in relationship to the realities of implementing these practices in inclusive education settings. Finally, implications for using data-based decisions in inclusive settings are discussed.

As we know, there are many fields of pedagogical science. One of the most important areas is special pedagogy. Special pedagogy studies the issues of education and upbringing of children with physical and mental disabilities. People with disabilities are those who are relatively disabled in terms of any part of the body or the brain. In our country, special attention is paid to the education of people with disabilities. Inclusive education creates conditions for the protection of social equality, education and other special needs of children with disabilities. According to the teaching methodology, inclusive education prevents discrimination against children, allows people with various diseases to get a perfect education and succeed. Its main task is to create an environment for vocational training of people with disabilities. In modern times, people with disabilities should not be seen as sick, but as people with disabilities. This shapes the social approach to disability. The social model allows these children to exercise their rights to develop their skills. The purpose of inclusive physical education is to teach students to move together, which promotes the improvement and development of human psychophysical abilities. Different exercises should be chosen for each lesson and combined in such a way as to have a comprehensive effect on the body and ensure that each student can perform. It is necessary to ensure the general requirements and their specificity when arranging lessons. Sports have a great impact on the development of the personality of children with disabilities as normal children. Sport is one of the most important conditions for everyone and is acceptable for any age group. All these procedures are more effective when performed in unison. Background: Iranian children with disabilities invariably attend special schools and many may be excluded from education entirely. Information on preschool education is limited but probably mirrors the situation in schools. There is a lack of information in terms of parental preferences for schooling and teachers’ experiences of inclusion in Iran. Method: Two feasibility studies were undertaken; one with 89 parents of children with autism or intellectual disabilities, and another with the head teachers of two private kindergartens. Results: Two-thirds of parents favored inclusive schools; most parents whose children had autism or were verbally proficient were in favor of their child attending ordinary schools, even if their child had been placed in a specialist preschool facility. The head teachers justified inclusion in terms of children’s rights but identified three main challenges: coping with the diverse level of functioning, the need for special devices and training of teachers, and challenging the negative reactions of parents of non-disabled children. Conclusions: Further exploration of the views of those who have experienced inclusion would further challenge existing practices. Moreover, the training and preparation of teachers is key to reforming schools. However, wider social values and beliefs towards disabilities also need to change.

In modern conditions of overall informatization, the majorities of children of older pre-school age actively use gadgets and have access to the Internet. However, just one-fourth of parents demonstrate concerns about digital security. That is why the issues associated with cybersecurity training in preschool education, legislative regulation in ensuring the security and development of children in a digital environment are relevant for present-day pre-school education. The study was based on the activities carried out by teachers and psychologists of the methodology association of the Leninsky district of Yekaterinburg. The methods used in the study involved observations, the analysis of information obtained through counseling and psychological checks, interviews, surveys of instructors and specialists dealing with parents in kindergarten. As a result, we revealed the problems with digital competence among all the participants of the process of upbringing and education and defined the impact of parents on the formation of digital literacy. Of special interest is a new position when the modern parent is given a “relief” from a child with the help of gadgets, which calls for family psychological support on pre-schoolers’ secure use of digital technologies. The main task of working with parents is to shape perceptions of the problems associated with free contacts of the child with information technologies and the necessity to control digital information received by the child.

The efficiency of economic activity of enterprises largely depends on the proper management of their assets. Whereas, an important type of assets of enterprises is its operating wealth, which serves the processes of production and marketing of products of economic entities. This is a complex process of circulation of operating assets, during which transformation from one species to another is being carried out. The course of such a process may involve different amounts of demand for current assets for a certain volume of production and sales. In other words, these assets are characterized by a certain level of flexibility and the main task of managing them is to establish their rational value. This value should ensure, on the one hand, the continuity of the production process at the enterprise and the timeliness of receipt of funds from the sale of products, and, on the other hand, the absence of excess inventories and other types of operating assets. The solution of this problem requires the introduction of an effective mechanism for managing its current assets. Considering this, the purpose of this article is to develop theoretical principles for managing operating assets of enterprises. It has been shown that the process of such management should be based on the system, created at the enterprises of information support of this process. Under this system is proposed to understand a set of information arrays and formalized algorithms for its processing, with which it is possible to assess the current state of use of operating assets of the company and develop a set of measures aimed at structuring and optimizing its volume. The basic requirements to designing of system of information maintenance of management of operating assets of the enterprises have been presented. The required information for the management of operating assets has been grouped. The areas grouping of operating assets management of the enterprise depending on the stages of its circulation has been carried out. The model of management of debts receivable of the enterprises has been specified. The use of the developed theoretical principles of operating assets management of enterprises in the practice of their activities increases financial results by streamlining the volume and structure of current assets of economic entities.
