The following article is devoted to the study of current state of national education and healthcare systems. The cost of services in these areas constantly increases, there for even developed countries are forced to make significant efforts in order to maintain earlier achieved results. Due to this reason countries entered into the period of constant reforms with the purpose of maintaining that high level of health and educational services for all segments of population with a constant reduction of its volume of financing. The legal aspects of these changes are requiring manifestation of the will of politicians in order to overcome the opposition of parties which are defending their interests. As an example, the main opponents of the healthcare reforms proposed by Barak Obama in the USA are Republicans who are concerned about a significant increase of a state control over the entire national insurance system. The author comes to the conclusion that only joint actions of the government and every segment of population might actually improve the quality of medical and educational services.

The article presents the results of a study of the current state of Russian universities educational services from the perspective of their graduates analysis. Based on the leading world rankings, leading Russian universities were identified and an analysis of the number of graduates in the context of education levels was carried out. On the basis of statistical data, the existing distribution of graduates in the areas of training is revealed and the leading universities in training specialists with a scientific degree are indicated. The article analyzes the employment and wages of graduates from leading universities and discusses the features of their employment in federal districts and major cities. As a result, the authors concluded that in general, masters' knowledge is rated by employers higher than bachelors and specialists. Based on the study, the article identifies the most popular areas of training and successful universities. A separate part of the article is devoted to the results of the study of migration trends among graduates. The authors analyzed the dynamics of emigration of persons with higher education and presented a characteristic of factors contributing to the strengthening of emigration attitudes. According to the results of the analysis, conclusions were drawn about the high level of emigration of Russians abroad, accompanied by a “brain drain”.

In the last decades, the museums have shown a strong growth in the dynamics of their educational services, both at national and international level. These dynamics appeared, above all, in response to the need to conserve and enrich the cultural heritage and to educate the different audiences. However, the audiences and the interests change over time and the museums need to adapt and pursue these changes. Therefore, the need to meet the new interests and to attract new audiences has become increasingly relevant and substantial. This study focuses on the necessity of attracting new audiences in archaeological museums, more precisely on the teen audience between 13th and 17th years old, that has proved to be a challenge.

The education becomes a necessity, rather than an option. In addition, the competition in the knowledge and education market is increasingly stronger. In this respect, educational institutions begin to operate as entrepreneurial organizations, with a strong tendency towards the internationalization of their business activities. Educational franchises become global trend, bearing in mind that they are focused not only on achieving business goals, but also on achieving social goals, such as education and dissemination of knowledge. Despite numerous literature about franchising, the field of educational franchising is still insufficiently researched. The aim of the paper is to point out the importance of educational franchising and its role in the internationalization of education, both in the sector of formal and in the sector of non-formal education, and to determine the influence of internal factors from the domain of age, size and areas of providing educational services on the internationalization of educational franchises.

The 21st-century society is characterized by the increased importance given to the acquisition and use of knowledge. This article examines the education of young children in Madagascar, a country where a significant portion of the population has never attended preschool. It strives to present an overview of the early childhood sector and its relationship to development. The increase in the number of pupils enrolled in preschool activity centers is a testament to the growing interest in preschool education. However, not all children have access to the same educational services. Inequalities start in early childhood. They can act as a brake on future growth by preventing the full development of individual potential. Strengthening the early childhood sector will contribute to the training of actors working for the long-term development of Madagascar.

Nowadays, the modernization of the education system is the basis of dynamic sustainable economic development and citizens’ well-being. The key agent for the implementation of educational policy and the developer of the legal framework governing the functioning of the educational sphere is the state and its bodies. The Kazakhstani state policy’s main priorities in the field of education are formulated in several strategic documents. Using the review approach, this article examines the current state of public policy and legal regulation in Kazakhstan’s education sector. The article analyzes key documents that define the contours and content of the main directions of public policy and legal regulation. This article attempts to identify, review, and analyze the legal characteristics of the key process and factors existing in the legal field of Kazakhstani education, such as “Bologna factor,” “soviet legacy,” “provision of quality,” etc. The article concludes that the existing legal tools do not fully comply with law enforcement practice. The interpretations of some legal acts are somewhat different, which causes difficulties for actors providing educational services. Based on the result of the analysis, the article provides the main recommendations for improving legislation in education. This article is about the essence of the concept of «educational service», its specific features and differences from other types of services. Particular attention was paid to the classification of services provided by higher education institutions. Taking into account all the specificity of the education market, services provided by institutions of higher education can be divided into educational, scientific and educative institutions. The essence of educational, scientific and educative services provided by institutions of higher education was considered. It was determined that the acquisition of higher education is one of the main directions of intellectual, cultural, spiritual, social and economic development of society. The legislative regulation of providing paid services in institutions of higher education of Ukraine was analyzed. It was determined that modern development of market relations is closely connected with the formation of the educational services market. The world experience of educational establishments activity clearly proves that the provision of high-quality scientific and educational services and skillful management of them are the guarantee of successful activity of higher educational institutions in modern conditions. The ability to form modern educational programs, to navigate the difficult and unstable conditions of market competition, to develop management mechanisms which aimed at the efficiency and quality of the educational process, allows implementation of the marketing concept of higher education institutions in practice. Nowadays it is known that marketing tools are the most effective ways of defining and researching social needs,demands and requirements. This suggests that the process of marketing incipience in education area is one of the main steps towards more qualitative and professional provision of educational services to the consumer, as well as to the market success and competitiveness of educational organizations. There are few unresolved aspects of the problem of services development in the education area left today despite the fact scientists paid a lot of attention to this problem. This leads to the study of the current state of the services market that provide institutions of higher education, the development of a modern model of cooperation in the labor market and education services market. Also, should be improved the economic mechanism of regulating the educational services market and the management system for this market.

The article discusses the problems of implementing state policy in the field of school education and preschool sphere. The article analyzes the results of a sociological study on the example of the educational services market Leningrad region. The results of a sociological study allow us to identify certain shortcomings in the organization of public services at the municipal level of government. The article discusses such aspects of organizing a competitive environment in the field of education as the number of organizations in the market, the representation of organizations in the market, the quality of services, price and the choice of organization. The results of the study allow us to note that more than a third of respondents are satisfied with the quality of services, and the choice of organization, and pricing policy. At the same time, the majority of respondents express certain doubts about these indicators, which is expressed in a small amount of differences between negative and positive values. The results of the study allow us to state the relevance of research on the quality of the organization of the provision of services in the field of preschool education, additional education of children, the market of psychological and pedagogical support services for children with disabilities. Studies show the high importance that households in the Leningrad Region attach to the education sector. This study allows us to identify areas of managerial impact to local authorities regulating these services. Monitoring the state of the market for services in the field of school and preschool education makes it possible to identify problem organizations and directions for solving social and economic problems in the field of educational organization. The education sector for all modern states is an important political component, the accessibility and universality of education is a constitutional indicator of the status - “social”, “rule of law”.

This article aims to show how match-fixing is a threat to sport, not only from an ethical but also from a legal perspective, and to explain the various challenges of combating match-fixing in sport on the national and international level. To achieve this, the first step of the article is to explain corruption in sport, the values of sport and their endangerment through match-fixing, and then the crucial factor of sport autonomy is explained. Further, the article discusses various national and international legal norms and measures in the fight against match-fixing. On the international level there is discussed the current state of play of the Council of Europe Convention on the Manipulation of Sports Competitions (the so-called Macolin Convention) and the Group of Copenhagen, as the follow-up network of national platforms. Finally, the article makes recommendations regarding the better investigation of match-fixing and concludes with a critical appreciation of findings in the fight against match-fixing.

The paper describes the history of the formation of the specialty “Advertising and PR” and the author’s vision of hidden conflict between modern requirements to the set of professional knowledge of young professionals in the field of advertising and public relations, and the content of the main learning outcomes in the form of a set of professional competences, which will have bachelors enrolled in 2019 entering the labor market in foreseeable future The logic of the article: the first part examines the history of the formation of the specialty and describes the transformation of the main requirements for the education of the graduate, separately describes the specifics of the current level of development of the bachelor’s degree (specialty); the second part provides an analytical overview of the needs of the modern professional sphere of advertising and public relations; the last part of the article represents the analysis of the competence models of bachelor’s training offered by Russian federal universities in the field of educational services, from the point of view of meeting the expectations of the professional environment.
