The subject of this research is the labor resources (employed, unemployed, and persons not in the labor force). The object of this research is the Russian Federation. The article reviews various opinions of the scholars on the concept of “labor resources”. As a result, the authors proposed the original perspective on the concept of labor resources. The article examines the essence of labor resources from the standpoint of national economy, as well as the structure of labor resources. The research materials on the dynamics of labor resources (labor force and persons who in the labor force) for the period from January 2019 to June 2020 are provided. The conclusion is made that the overall dynamics of labor resources of active working age is consistent, despite negative impact of COVID-19 pandemic upon the economy and seasonal (spring-autumn period) fluctuations related to the influx of workers involved in such seasonal activities as agriculture, fishing, mining industry, water and river transport, etc. The acquired data indicate on the possibility of insignificant reduction of labor resources of active working age in July, August and September 2020. The authors forecast the number of labor resources of the active working age for that period.

The article presents a comparative analysis of the level and structure of poverty of the Russian population using two different concepts of poverty definition — the absolute income criterion currently used by Rosstat, and the AROPE indicator of poverty and social exclusion. The paper also attempts to assess how the change of the methodology for determining poverty can affect the existence of the poverty status of individuals. The study is carried out both at a national level and at a federal district level. The empirical basis of the paper is selective observation of income of the population and participation in social programmes, conducted by Rosstat in 2017. The results show that in transition from the absolute income criterion to the multi-criteria AROPE index, the poverty level of the population of the Russian Federation significantly increases. The highest growth of poverty is among people over working age. The age structure of poverty also changes significantly. With AROPE, the proportion of older persons among the poor increases and the proportion of children decreases. It is also shown in the article that the transition from the current official methodology of poverty definition to the definition in accordance with AROPE’s methodology can lead to loss of the poverty status by part of the population, which, in case of the official transition to using AROPE index as a criterion for receiving social support, can have a negative impact on their socio-economic situation. The obtained results vary significantly by federal districts of the Russian Federation.

The Murmansk region is a region with the largest enterprises of the mining complex of the Russian Federation: KF JSC “Apatit”, JSC “Kola MMC”, JSC “Olkon”, JSC” Kovdorsky GOK”, JSC” North-West Phosphorus Company”, LLC”Lovozersky GOK”. They provide the majority of the country’s demand for phosphate ores, zirconium raw materials (baddeleyite), niobium, tantalum, and rare earth metals. In addition, the mining and processing of copper-nickel, iron and chrome ores, nepheline and ceramic raw materials, facing stone and building materials is carried out. At the same time, the activities of enterprises have a very negative impact on the environment. The issues of environmental safety in the extraction and processing of minerals, storage of mining waste in the Arctic zone of the Russian Federation are of particular relevance. The definition of sustainable development in relation to the mining industry is given. The concepts of available best technologies, circular economy, and “green growth” are considered from the point of view of their contribution to sustainable development. It is shown that the sustainable development of enterprises at the present stage is impossible without improving the environmental friendliness of production. The article analyzes the legislation of the Russian Federation and the practice of its application to identify mechanisms that promote sustainable development and eliminate barriers to the implementation of this concept in the mining industry. New technological solutions have been developed for mining enterprises of the Murmansk region, aimed at reducing aero-technogenic emissions, cleaning waste (mine) water, processing tailings of enrichment as man-made deposits, which allows both to minimize man-made environmental impacts and to increase the full use of mineral raw materials. Thus, the expediency of using the principles of “green growth” for the development of economic development policies in the Arctic is justified.

Leading organizations of the national nanotechnology network (NNN) monitor staffing and develop mechanisms for coordination of educational processes of enterprises of the nanotechnology industry. To estimate the current state of training for nanotechnology industry in the leading universities of the Russian Federation, a study of their publications indexed in the Scopus database in 2012, 2014, and 2015 years in the subject area of “nano” was made. As a result of analysis, the universities, which form the background for the production of highly qualified specialists in the field of nanotechnology, were determined.

The article examines the negative impact of the prison subculture on society, studies the roots of the problem. Protracted communication with bearers of the prison subculture can lead to individual degradation and loss of the ability to cope with the deforming influence of the prison subculture. This contributes to a decrease in the individual cultural and intellectual development and devalues such human values as compassion, love, trust and socially acceptable behavior. Thus, in the focus of the study there was the problem of the prison subculture as a factor of professional deformation of employees of the penal system. At the same time, the subject of research was the prison subculture, and the topic of research was the direct influence of the prison subculture on the professional deformation of penal system employees. As a result of the work carried out, the problems of the prison subculture’s influence of the on society were investigated and measures to counteract its impact on the professional deformation of employees of the penal system were proposed. Despite the great uncertainty in the timing that analysts indicate in their forecasts, the transition to a new energy system is inevitable. This transition does not mean an instant and complete abandonment of hydrocarbon energy, but its gradual replacement with energy sources that do not pollute the environment during operation, with a low «carbon footprint». And the role of hydrogen energy in this process is significant. The purpose of the article is to review and assess the current state of hydrogen energy in Russia, in particular on solid oxide fuel cell (SOFC) technologies. The article contains references from strategic and long-term planning documents in the field of energy, indicating the main directions of development of hydrogen energy in the Russian Federation; hydrogen energy technologies, including fuel cell technologies (FC): general characteristics, scope of their application, five main types of FC, and in more detail - the general characteristics and scope of SOFC as the most promising from the point of view of practical application and the level of technological development. The monitoring of publication activity on the subject of the SOFC was carried out, the methodology of which is based on the use of advanced search tools of the international scientific citation systems Web of Science and Scopus by keywords. The dynamics of the publication activity of scientists who conducted research on the subject of SOFC for the period 1990-2020 is presented; monitoring of the publication activity of 10 world leaders in scientific research in the field of SOFC for the period 2010-2020 and separately – the rating of Russian scientific organizations for the period 1990-2020. The results of the research of foreign scientists involved in this topic within the framework of megagrant projects, as well as the results of competitive selections within the framework of state support for young Russian scientists (grants and scholarships of the President of the Russian Federation) are analyzed.

The article is devoted to the analysis of the current state and prospects for the development of eco-tourism in the Russian Federation. The potential for the development of eco-tourism in Russia, which has many natural objects of interest to tourists, is highly appreciated. A number of factors hindering the development of this type of tourism are identified, including: insignificant information support and promotion of Russia as a place suitable for tourist recreation, including nature-oriented, in foreign markets; unfavorable visa regime for tourists, which makes it much more difficult for foreign citizens to visit Russia; undeveloped tourist infrastructure; low level of service, mismatch of prices for offered tourist goods and services to their quality; low level of development of transport infrastructure, high degree of deterioration of the transport base and lack of comfortable tourist vehicles. Ways to reduce the negative impact of these factors on the development of eco-tourism in the Russian Federation are proposed. It is proved that these factors should be leveled not only by the enterprises of the tourism industry, but also by the state through the implementation of various state programs, as well as creating conditions for attracting foreign investment, primarily by improving the organizational conditions of tourism activities.

The subject of the research is current state and approaches to government regulation of blockchain technologies in Russia. The purpose of the article is to summarize the best foreign practices of government regulation of blockchain technologies adaptation, to recognize the basic models of government blockchain technologies regulation formed currently in different countries, and on basis of foreign experience analysis to formulate propositions how to improve the approaches to government regulation of blockchain technologies application in the Russian Federation. The authors advocate the necessity to reinforce and develop government regulation of blockchain technologies, especially the system of such regulating and regulatory documents of the Russian Federation. The authors exemplify the work by introducing blockchain technologies into different spheres of economy, including public administration and services. The foreign experience analysis, first of all Chinese the USA, demonstrates that systems approach to blockchain government regulation allows to guarantee the effectiveness of its application. At the same time, the current state of blockchain technologies rightful principles in Russia is at the initial state of development, which testifies to advisability to choose the systemic government blockchain technologies regulating. It is concluded that the slowness of public authorities in this sphere is an inhibitive factor for the economy development.

Introduction. Improving the public health of the population and, above all, reducing mortality is the main goal and the main criterion for evaluating the effectiveness of the reforms carried out in various fields. The mortality rate of the population appears not only in documents relating to the assessment of the performance of health facilities and the quality of medical services.The purpose of the study was to develop approaches to calculating the economic losses of the working population. The objectives of the study included the unification of the formula “Lost years of forthcoming life” for the able-bodied population and its approbation using the example of calculating economic losses due to mortality in road traffic accidents. Materials and methods. The study used data from the Chelyabinsk Regional Bureau of Forensic Medical Examination on the number of people killed in road accidents in the region. The study was based on guidelines for using the indicator “Lost Years of Potential Life”. Results. As shown by a study approved by Academician V.I. Starodubov formula for calculating the lost years of life ahead is best suited for calculating the economic damage from mortality of the working age population in the context of various causes. With the help of the proposed formula, it is possible to calculate not only economic damage, but also the economic efficiency of health programs and other organizational measures in the field of health organization. Discussion. An important aspect in the calculation of economic damage is the need to take into account the level of unemployment, the indicator of gross profit of the economy and gross mixed income and the balance of labor resources. The formula proposed in this article, taking into account the above additional indicators, can be used to calculate economic losses due to the mortality of the working-age population using the example of individual constituent entities of the Russian Federation or individual municipalities. Conclusion. These calculations must be taken into account in the formation of regional health systems, as well as the justification of the financial costs of activities in the field of health care and prevention, including in the context of individual municipalities of the Russian Federation.
