Sustainable development of economic entities is based on the implementation of three main aspects of activity: economic, social and environmental. At the same time, "development" reflects the process of changing a particular object. It has already happened that transformations and changes are irreversible in the sectors of economy, as evidenced by the ability to expand reproduction. This also applies to the fruit and vegetable industry, as one of the promising sectors of the national economy related to food security. At the same time, combining the values of three elements, it is necessary to update the search for basic approaches to ensuring the sustainable development of economic entities in the fruit and vegetable industry. In the article, mechanisms for regulating the development of fruit and vegetable production in Ukraine are disclosed. The fruit and vegetable industry needs the latest tools, which should be aimed at maintaining a stable economic situation, ensuring food security, market conditions and an adequate level of profitability of the fruit and vegetable industry is substantiated. Assistance in adapting business entities to the new conditions of functioning of the national economy is offered. Self-elimination of the state from stimulation of innovative processes and support of high-tech production of fruits and vegetables, has led to structural changes in the economy it was concluded. Small fluctuations in supply volumes, due to many uncontrolled entities, for reasons such as high or low yields, lead to a decrease or increase in prices for fruit and vegetables it has been shown that. The instruments of state intervention in the fruit and vegetable sector include measures of financial influence using the mechanisms of lending, market regulation, tax policy, direct budget subsidies. Tools for weakening the decline processes of high-tech business entities and the dominance of raw materials that are weak in the technological unit of farms in the conditions of transformation processes are proposed.

Motives: The article examines the potential of the digital environment in the sustainable supply of fresh food to the big city. Urbanization is a difficult process to manage, and adapting it to the demands of sustainable development requires the search for the new opportunities and ways. In this context, it is highly probable to use the opportunities provided by the digital environment through the Internet, digital technologies and devices, or other digital means. The place and role of ensuring food security in cities and the sustainability of urbanization processes have been little studied. Aim: It is expedient to assess the role of the suburban zone and the zone of transportation of these products to the city in the provision of large cities with fresh food products in terms of sustainable development of urbanization zones. Results: Research and calculations conducted on the example of the Baku agglomeration (Azerbaijan) have provided an opportunity to comment on the impact of food security factors on the sustainability of urbanization processes in the digital environment. To determine the changes in the transportation zone of fresh milk to this agglomeration, we calculated the proposed “weighted average distance of transportation” indicator. It was revealed that the formation of the digital environment in the agricultural production business entities is faster in the areas located closer to the Baku agglomeration.

Current trends in the socio-economic development of the world community have predetermined a close relationship between the parameters of the dynamics of national economies and their structural proportions. Changes in the quantitative proportions and the qualitative state of the world economy as a system determine the trend in the dynamics of the sectoral structure of the national economy. Despite the post-industrial nature of the development of countries with market economies, the source of their structural changes remains domestic economic growth, which is caused by the redistribution of capital and labor in high-tech manufacturing industries. Therefore, the purpose of this study is to formulate a general scheme for the correct assessment of the secondary sector of the Ukrainian economy based on the possibility of using analytical generalizations. The object of research is the structure of the types of activities that form the secondary sector of the national economy. The dynamics of this sector is largely determined by price characteristics. Therefore, in the analysis of reproduction processes, structural proportions associated with different price elasticities are taken into account. Since the basis for the formation of the price of products is the cost of their production, and the quantitative proportions of the economy determine the setting of new strategic goals, the article traces the dynamics of the relationship of zones and states of balanced indicators that reflect the activities of an industrial group as one of the forms of business organization. Reduction of dynamics indicators to one base allows them to be compared at all levels of generalization of data and to track trends that more accurately reflect the real state of the secondary sector of the national economy.

The article analyzes the current state and prospects of development of the financial potential of the agricultural sector of the Ukrainian economy. The analysis of existing approaches to the interpretation of the definition of "financial potential" revealed their diversity, which was a prerequisite for the disclosure of the author's approach to the interpretation of the definition of "financial potential of the agricultural sector". It is proposed to consider the financial potential of the agricultural sector of the economy in the context of its important role not only in ensuring its own process of expanded reproduction, but also ensuring food security of the country. Factors of stimulating and limiting influence on the state of financial potential of the agricultural sector of the economy are grouped. It is determined that the key problems that threaten the formation of financial potential of the agricultural sector of the economy is the low level of functioning of the national economy, associated with a significant backlog of technological capabilities, moral and physical depreciation of fixed assets, the inability to create an innovative product with high added value. dependence of the agricultural sector on external partners. It is substan-tiated that in order to ensure the dynamic growth of financial potential of the agricultural sector of the economy, the key condition is the development of its own high-tech production capable of meeting technological, technical and other needs of the agricultural sector. It is proved that the formation of the financial potential of the agricultural sector of the economy is an important tool for ensuring food security of the state, a key condition for the generation and preservation of the financial potential of the national economy. The mechanism of diag-nostics of financial potential of agar sector of economy is offered, and its role in maintenance of its effective functioning is substantiated. It is substantiated that effective application of the mechanism of diagnostics of financial potential of agar sector of economy should be based on the corresponding institutional maintenance, system of indicators of diagnostics of financial potential of agrarian sector, active introduction of innovative tools of technical and technological updating of this sector.Keywords: finances; financial resources; financial support; potential; financial potential; agricultural sector, formation of financial potential of the agricultural sector of the economy.У статті проаналізовано сучасний стан та перспективи розвитку фінансового потенціалу аграрного сектору економіки Укра-їни. Визначено, що ключовими проблемами, що виступають загрозою формування фінансового потенціалу аграрного сектору еко-номіки є низький рівень функціонування національної економіки, пов'язаний зі значним відставанням технологічних можливос-тей, моральним та фізичним зношенням основних засобів, неможливістю створення інноваційного продукту з високою доданою вартістю, що спричиняє значну залежність аграрного сектору від зовнішніх партнерів. Обґрунтовано, що з метою забезпечення динамічного зростання фінансового потенціалу аграрного сектору економіки, ключовою умовою є розвиток власного високотех-нологічного виробництва, здатного задовольнити технологічні, технічні та інші потреби аграрного сектору, що можливо здійсни-ти лише за умови системного розвитку національної економіки. Доведено, що формування фінансового потенціалу аграрного сектору економіки виступає вагомим інструментом забезпечення продовольчої безпеки держави, ключовою умовою генерації та збереження фінансового потенціалу національної економіки. Запропоновано механізм діагностики фінансового потенціалу агар-ного сектору економіки, та обґрунтована його роль у забезпеченні результативного функціонування аграрного сектору економіки. The new reality of the domestic socio-economic environment is an increase in the openness of the national economy – an increase in the share of foreign trade turnover in the structure of public production. Ukrainian society has an extremely pressing issue on its agenda – how to save a place in a group of countries between the center and the periphery, and not to get there into the periphery zone forever. The purpose of the article is to find out how the openness of the national economy influences the sustainable development of regional agro-food production. A positive consequence of increasing the openness of the national economy to the sustainable development of regional agro-food production is the increase in the access of Ukrainian farmers to foreign markets with high capacity. Increasing access to overseas markets enables Ukrainian producers to leverage their existing resources and maximize their revenue. An important result for the national economy of increasing access to foreign markets for domestic producers is the increase in foreign exchange earnings. The negative impact of increasing the openness of the national economy on regional agro-food production is as follows: increasing the risk of the Dutch disease in Ukrainian agriculture; over-exports of the agricultural raw materials (it causes unused reserves of increasing the share of value added by increasing the degree of processing and causing damage to the food security of the state); the development of monoculturalism, which has a negative impact on rural employment; increasing the risk of erosion and degradation of agricultural land. Relevance of the research topic. The problem of the national economy sustainability maintaining by building an institutional environment for inclusive development is relevant. Problem statement. There is an increasing emphasis on the need to choose a policy of so-called inclusive development, the feature of which is the all population segments involvement in solving social and economic problems [1; 2]. In Ukraine, the implementation of these tasks will allow to achieve a balance of goals stated in economic development programs. Analysis of recent research and publications. The essence and tasks of economic systems inclusive development in line with the concept of sustainable development were studied by J. Gupta [3], Z. Darvas [4], A. Bazyliuk [5], V. Geets [2], O. Prodius [6], I. Taranenko [7], L. Fedulova [8] and others. Many researchers have considered the problem of sustainable development through the prism of institutional aspects [9-13]. Selection of unexplored parts of the general problem. Inclusion was considered mainly in the context of equal access to education, but the problem should be considered more broadly and ways to solve it in the context of improving the Ukraine institutional environment structure should be found. Setting the task, the purpose of the study. Analyze the reasons for the dominance of extractive institutional factors in Ukraine, characterize their impact on the economic entities choice of the competitive strategies and evaluate their choice results in terms of the national economy structural dynamics and its competitiveness. Method or methodology of the study. In the research process the methods of statistical analysis, logical generalization, scientific abstraction and synthesis have been used. Presentation of the main material (results of work). The reasons of extractive institutional factors dominance in Ukraine have been analyzed, their influence on the business entities’ behavior strategies choice has been characterized. The connection of their choice with the results of the national economy structural dynamics has been shown. The structural and logical scheme of inclusive institutions mechanism influence on economic processes in Ukraine has been developed. The field of application of results. The research can be used by public administration and local self-government bodies, business entities, educational and scientific institutions in educational and scientific activities. Conclusions according to the article. Inclusive development should be based on the national economy modernization, the economic growth imperatives transformation through the development of the country's social capital, social activity increasing and involving population broad sections to the qualitative change process. This will be facilitated by the institutional environment development towards the displacement of extractive institutions and the expansion of the influence sphere of institutions that meet the inclusive development objectives.

Modern tendencies of attracting resources in Ukraine in the field of international financial cooperation are investigated. The directions of cooperation between Ukraine and international financial organizations (IFIs) are considered, which will contribute to the implementation of the potential of the Ukrainian economy. Emphasis was placed on the need to improve such cooperation through the continuation of reforms in core areas, strengthening state finance management measures; improving planning, attraction , use, monitoring and control of the use of IFIs resources in order to increase the efficiency of program implementation. The strategies of cooperation of IFIs with Ukraine in terms of priority directions on the medium-term perspective are analyzed. Strategic directions defined in the study aimed at strengthening the competitiveness of the national economy on investment principles, kraising the standard of living, well-being and equivalent opportunities of citizens, supporting structural shifts through the development of high-tech promising sectors of the economy. The strategic directions identified in the study are aimed at strengthening the competitiveness of the national economy on an investment principles, raising living standards, welfare and equal opportunities for citizens, supporting structural changes through the development of high-tech promising sectors of the economy.

The urgency of the research consists in the imperfection of the mechanism of allocation and redistribution of natural rent, which significantly slows down the process of implementation of the sustainable development concept in Ukraine, both at the macroeconomic and microeconomic levels. The purpose and the objective of the research are to identify causes of unfair withdrawal and distribution of rental payments and the search for approaches to solve them considering the interests of the state, business entities that carry out economic activities using natural resources generating rent, and citizens of the country. To solve the research tasks and achieve the set purpose, the dialectical approach was used to assess the level of development of the formation, distribution and redistribution of natural rent; the system analysis was used to identify problems and substantiate measures of the state regulatory policy as to the redistribution of natural rent among entities of rental relations, as well as to determine areas for further use of rental income by business entities; the comparative analysis was applied to study the experience of using instruments, methods and levers of distribution and redistribution of rent;  the statistical methods was used to analyse the main indicators of distribution and redistribution of natural rent in the national economy; the abstract-logical method was applied to substantiate the basic theoretical provisions, formulation of conclusions. It is proved that the existing distribution of natural rent in Ukraine is imperfect due to the existence of a number of legal and fiscal-distributive issues. The model of the regulation mechanism of rental relations, which considers all entities of such relations, as well as requirements, the implementation of which brings the national economy essentially closer to the desired parameters of sustainable development, is proposed. The primary measures for transformation of the regulation mechanism of rental relations and directions of use of rental income by the business entity are determined. The practical significance of the research is to determine the necessary conditions and limitations of functioning of implementation mechanism of rental relations, as well as to determine the priorities of development of economic entities receiving natural rent. The obtained results will form the prospects for further research, which will consist of recommendations for practical implementation of the proposed regulation mechanism of rental relations.

The scientific and methodological approach to the evaluation and analysis of the efficiency of system management by innovation factors for sustainable development of national economy from the point of view satisfaction vital interest’s population is developed. This is the calculation of the modernized index human development based on the adjective model based on 26 indicators (social, economic and environmental subsystems), as well as using the methods of the main components and the slip matrix. The resultant value is the modernized Human Development Index (MHDІ) of Ukraine. The architectonics MHDІ of Ukraine in 2007–2017 from the position of sub-indices of the ecological, social and economic subsystems is analyzed. Consequently, the scientific and methodological approach based on the MHDI change allows us to draw conclusions regarding the effectiveness of the work and public administration bodies in the context of making managerial decisions regarding the satisfaction of the vital interest’s population. MHDI considers the main regulated parameter of the system management in the innovation factors of sustainable development in socially oriented economy. The tendency of steady decline MHDI of Ukraine in 2007–2017 on 53.45 % was confirmed, which confirms inefficient state regulation of crisis situations in Ukraine. In order to increase the efficiency management of innovative factors by sustainable development of the national economy, from the standpoint of satisfaction vital interest’s population, it is proposed to intensify the use of public debt and savings bonds, market and non-market methods of relief and debt load. This is due to the fact that at the current stage of development in the national economy, public external debt is one of the most significant indicators of the state economy. It is at the same time a criterion for the effectiveness of public financial policy, as well as a threat and opportunity for the Ukrainian economy. In order to optimize its size, various methods, approaches, tools are used. Based on the analysis of world experience, it has been established that the securities market, in particular debt securities, plays a strategic role in regulating this issue. Therefore, it makes sense to recommend government debt bonds and government savings bonds to optimize the amount of external public debt.

This article presents an analysis of the changes that have occurred in one of the most important state documents - the Food Security Doctrine of the Russian Federation. Criticism of this document can be traced in many scientific works: some experts attribute the Doctrine only to a program document, while others expect it to be implement and control, i.e. much more in practice. An assessment of the significance and essence of such a document as the doctrine as a whole made it possible to determine its place both in the system of public administration and the degree of its significance in the regulatory field. Based on the findings, an attempt was made to analyze changes in the new Doctrine of Food Security of the Russian Federation, approved by Decree of the President of Russia No. 20 of 01.21.2020. Structural changes in the new Doctrine are highlighted, as well as a critical assessment of the features of all its main sections. The greatest changes were revealed in the state food security assessment system, and it was also determined that the new version of the Doctrine has a greater social bias. If there are positive changes, some omissions of the most important areas of agri-food policy have been identified, which, despite their absence or insufficient reflection in the Doctrine, can be presented and decided at the level of subsequent documents, but only if the Doctrine in practice will be a fundamental document of public administration and regulatory framework.
