Reader and Library in Modern Society (Some Aspects of Post-Nonclassical Library Science)

The main problems of library science development in the context of modern civil and social changes are revealed: crudity of adequate methodology of scientific researches and of strategy of the activity which reflects new approaches to studying libraries and librarianship in the conditions of innovative transformations on the way to information society and knowledge economy.The transformation core is that the library becomes the subject of social and cultural reality construction on the basis of cardinal positioning change of the subject-subject relationship between readers and society. The author proves that this model of interaction appears in the form of possibility, its realization is determined by library maturity as the collective subject, capable to provide own inherent entirety, to choose relevant development strategy and to take charge of its realization. The realization of this program is possible on the ground of active systems interdisciplinary researches which should be based on the methodology of Post-Nonclassical science.

The article touches interrelated complex of problems characterizing visual communication in the digital space of modern society. The idea of forming of visual culture with a special mental constitution is being actualized. It is revealed that visual communication is a key phenomenon of the social and cultural reality of the Internet. The collision of verbal and visual that is exposed to changes in perception between the subject and the other is considered taking into account its specific qualities. If you look at the representational turn as a phenomenon of cultural consciousness opening in the space of the Internet, its quixotic duality could be noticed. The author believes that the conceptual discourse of visualization reveals new meanings and ideas, both in the thinking of some individual (as a part) and in the space of a multicode universe as a whole. It is concluded that an increasing role of visual communication in the perception of the world at all levels leads to a new type of personality.

Information technologies in modern society actively influence the state of political, economic, military and other spheres of public life. Russia’s strategic goal is becoming a full-scale entry into the global information society as its full participant, while maintaining political independence, national identity and cultural traditions. Solving this problem requires the development of a well-thought-out, purposeful state policy in the field of the development of the information society. In the Information Society Development Strategy, the construction of a knowledge society, a digital economy, the creation of a developed information infrastructure and a safe Internet are called strategic national priorities.The article analyzes the implementation of the Information Society Development Strategy in the Russian Federation. The directions of development of the modern state policy in the field of the development of the information society and ensuring the information security of Russia are investigated. The necessity of adopting a federal law on the digital economy, legislation that ensures the development of the information space of knowledge and independent functioning of the Russian segment of the Internet is substantiated.

The article is devoted to the actual topic, which reflects modern trends in the development of the information society. The author tried to derive the formula of personal capitalization in the system of self-improvement of the subject. Since modern society is influences by rapid information mobility, individuals have to constantly change. The speed with, which information flows actualize modern human activity, cannot be compared, analyzed or even determined. We can only observe certain trends, but as soon as we can focus on them, they immediately lose their relevance. High informatization conditions imposed on constantly changing trends present new requirements for a modern person. They are little perceptible and the subject is in a constant search for personality characteristics that can satisfy the "insatiable appetites" of the information egregor.The theoretical basis of this article, the work of Michel Foucault, «Self-care» is especially interesting. In this work the author anticipated the modern culture, referring to the work of Christopher Lef «The culture of narcissism». The study of postmodern society updated a list of issues: whether individuals need «spiritual exercises», how to form a system in «self-care», in “knowing yourself”, what is behind these transformations – personal growth or manipulative technologies of a consumer society.The author notes that a person located between social networks, between everyday life and its future projection, loses real assessments of what is happening. These “three pillars” determine the economic, socio-psychological, spiritual and cultural portrait of a modern subject in the conditions of the information society. A person, as a hostage of the system, is looking for opportunities to satisfy their requirements. A personal approach to achieving this goal is the most relevant, since it is much easier at the individual level to adapt to information mobility. For this, it is necessary to undertake the capitalization of one’s own personality in order to be able to allocate assets and liabilities, profitably actualize strengths and work out weaknesses in order to increase competitiveness in the human resources market.Such a pragmatic approach is necessary, first of all, for the individual himself. Working on your-self, self-improvement processes are quite difficult. For their implementation, willpower and internal motivation are necessary. The source of such motivation is most often located from outside, attracting additional external resources. The individual scans the reality around us through the information channels, with the possibility of continuous analysis, feedback searching, how it meets the requirements of a modern public.The analysis of health capital, emotional capital, spiritual capital and social capital are presented as part of a systematic approach, where all components are closely intertwined. The relevance of the topic is to develop a system of personal capital to increase the capitalization of the individual in the information society. Understanding this combination will allow a person to use their own resources more comfortably, as well as better understand personal prospects for growth and development.

The objects, items, things that are most often used in the film texts of modern Russian cinema require close attention from the film culture point of view. The material world helps to realize the value of an object and its influence on the subject. The attitude to things and objects characterizes modern society from the point of view of order-chaos. Contemporary domestic film texts are interpreted by specialists and spectators, intended for a wide audience of the audience. A person is immersed in a system of symbols, and in cinema he seeks confirmation of this or that stable element of the virtual world, which he correlates with his real experience. Things, objects and objects can tell about the main thing, so they cannot be ignored, pass by this or that symbolic object.

Today, worldview, spiritual and moral problems that have always been reflected in education and upbringing come to the fore in society. In this situation, there is a demand for philosophical categories. One of the priority goals of education in modern conditions is the formation of a reasonable, reflexive person who is able to analyze their actions and the actions of other people. Modern science is characterized by an understanding of the absolute value and significance of childhood in the development of the individual, which implies the need for its multilateral study. In the conditions of democratization of all spheres of life, the child ceases to be a passive object of education and training, and becomes an active carrier of their own meanings of being and the subject of world creation. One of the realities of childhood is philosophizing, so it is extremely timely to address the identification of its place and role in the world of childhood. Children's philosophizing is extremely poorly studied, although the need for its analysis is becoming more obvious. Children's philosophizing is one of the forms of philosophical reflection, which has its own qualitative specificity, on the one hand, and commonality with all other forms of philosophizing, on the other. The social relevance of the proposed research lies in the fact that children's philosophizing can be considered as an intellectual indicator of a child's socialization, since the process of reflection involves the adoption and development of culture. Modern society, in contrast to the traditional one, is ready to "accept" a philosophizing child, which means that it is necessary to determine the main characteristics and conditions of children's philosophizing.

This study about shopping behavior changes from traditional markets to modern market in the  Manado city is viewed from the aspect of sociology. This study used a qualitative approach. The results showed that the shopping behavior of most citizens of Manado city has changed shopping habits in traditional markets into shopping habits in the modern market. Everyone in the economic measures based on efficiency considerations that revolve around efficiency of money and space also efficiency of time and energy. Before someone decides to shop, his views always consider the fourth aspect of it, and then decided to act. Thus the action is determined by the orientation to the person's environment that is tailored to the needs inherent in him. Then someone can act as he wishes. Most citizens of Manado city construct behavior of shopping habits in traditional markets into shopping habits in the modern market. The peoples leaving the characteristics of cooperation and confidence in social economy action trough activity in the traditional market began to fade, tend to behave consumerist, individualistic, laden competition, but innovation and creative. The pattern of this kind of action can be a collective action at the subjective macro level. This means that changes in individual behavior of Manado city residents at a certain level in line with the rapid development and progress of science and technology, will have implications on fundamental social changes in the structure of social behavior overall Manado city residents. Manado, will become a city inhabited by modern society with a consumption-oriented economic measures or commonly known as the consumerist society.

Migration is one of the oldest and most used strategies for overcoming negative social issues. Despite the fact that it is historically deeply rooted, environmental migration as a social phenomenon has only recently become the subject research of numerous scientific fields. However, the study of current environmental migration is characterized by a number of issues, such as absence of an adequate definition and multi-causality of environmental migration. In this paper, through conceptual framework, author analyzed two main questions: who are environmental migrants and what reasons cause environmental migration. Due to the destruction of the global environmental balance, as well as accumulated environmental disturbances, it is likely that environmental migration will increase in future and there is nowhere you cannot make more use of scientific and professional projection of the future than in demographic and environmental spheres of human life. There is no doubt that our future is unpredictable. However, the environmental factors influencing the pattern of human interaction with the environment must be taken into account when projecting future development of the modern society. Such is the context in which the complex relation among migration, change and the environment has to be studied. In order to establish the basis for controlling environmental migration caused by negative changes in the environment, it is necessary to adopt a consistent strategy instead of ad hoc activities that are being used. In this paper, author analyzed societal response for the challenges caused by environmental migration, specifically regarding actions related to governing environmental migrations.

In modern society, the development of urbanization process makes the increasing waste concrete and natural aggregate resource increasingly drying up. Recycled concrete research has become the inevitable development of society. This paper briefly introduces the research status of waste concrete recycling, and points out the current waste engineering application research status and existing problems of the concrete utilization. The industrialization of recycled concrete is in accordance with the needs of environmental protection and sustainable development strategy.

Annotation. Introduction. The market economy obtains the features of information economy or knowledge economy, due to the global spread of information, telecommunications systems and technologies, the needs of society that graw in various information services. Thereafter, it highlights the problem of studying the information communications impact on all areas of economic activity. Labor potential is not an exception, the formation and effective use of which in new conditions is the key to ensure the competitiveness of the enterprise. Purpose. The purpose of the article is to study the theoretical foundations and develop practical recommendations for the formation of personnel management strategy, taking into account the requirements of the information economy to the competencies changes. In order to reach this goal the following tasks have been solved: firstly, it has been studied the main features and tasks of the information economy; secondly, the influence of society informatization on the competence of labor personnel has been determined; thirdly, developed proposals for the personnel management strategy formation and enterprise staff according to the needs of the information economy. Results. It is determined the influence of information economy on the labor personnel of the enterprise. Based on the analysis of existing approaches to the information economy, its characteristics are established. The tasks of information economy which require changes in the competencies and skills of labor personnel are considered. It has been developed the algorithm of a sole approach to the management and development of labor personnel, staffing and development of the enterprise in the information economy. It is offered the strategy of personnel development in information economy which includes the purpose, sequence of development, tools of development of workers and methods of their training. Defining the goals of staff development in the information economy has become the basis for highlighting the skills of staff, which allow them to become qualified professionals and achieve career growth. The tendencies of personnel management in the conditions of knowledge economy are established. Conclusions. The use of the proposed personnel development strategy will ensure the formation and implementation of the competencies of workers which are necessary to ensure sustainable competitive advantages of the enterprise in achieving strategic goals. Further research should be aimed at determining the means of staff development to master new competencies, detailing the tools of employee development.
