The purpose of this study is to assess the human resources sectors of transport, telecom­munications and tourism in a global perspective. This study is a literature study with descriptive analysis method to describe the existing problems and provide recommenda­tions to anticipate the world’s rapidly growing trend. The results show that the increasing mastery of foreign languages and technology has become an absolute requirement that Indonesian human resources can compete on a global level. However, the state, business, and society must work together in forming a mental attitude, promote an understanding of the religion, and raise the nation ideology since early stage so that it can minimize the negative impacts of globalization.

The development of the tourism sector ought to be supported by the competent Human Resources (SDM). Human resources of tourism that include human resources apparatus, industrial human resources, and the tourism community until now still facing difficulties of competency gaps and capability certification. Concerning this issue, there will be conducted a research of human resource competency development policy in tourism sector of bureaucratic reformation era. The goal of this research is to explain the development of human resource competencies in the tourism sector of bureaucratic reformation era. This research utilizes literature study method, and secondary data acquisition techniques and qualitative descriptive analysis techniques, conducted in 2017. The results showed that the development of human resource competence apparatus realized by assembling information positions and competence standards positions are still largely in the stage of the process. In the meantime, the development of industrial and community competence of human resources is carried out with capability certification in quest of obtaining optimal target achievement. Human resource personnel in both the ministry of tourism, and the provincial as well as regency/municipal tourism agencies have the right to develop managerial, technical, and social cultural competencies through education and training, seminars, courses and upgrading of at least 20 hours of lessons per year to develop competencies in order to improve performance of human resources of tourism.

Women's lives are generally in the domestic, where women do to raising children, taking care of their families, and husbands. Women are under the rule of men who always dominate their lives. Male domination applies among patriarchal. Many women are unable to resist this situation and surrender to accepting their situation. Novel Gadis Pesisir written by Ninuk Y Kusmiana in 2014 raised the story of women's lives and their problems. It tell the lives of fishermen on the island of Irian in 1970. They live poorly, and are very dependent on nature and the sea to feed them. The main character in this novel is Halijah, a young girl who lives as a poor fisherman child. She must work hard to help her parents do homework. She wants to rebel against the poor life she lived during her life. The problem in this article is the way of women motivate themselves to be better positioned in fishermen village on the island of Irian. While the purpose of this research is to find out the position of women among fishermen village. The research method used in this article is descriptive analysis and it uses literature study as the technique to collect the data. Gender role theory, symbolic capital, and sociology of literature are used to examine the existing problems, besides the theory of character in this novel. The description of existing data is done so that this article can run as expected. The findings data are described in such a way that they are analyzed.

This study aims to analyze the causal relationship between economic growth, government expenditure and the quality of human resources in West Sumatra. This type of research is descriptive and associative research, where the data used is secondary data in the form of panel data from 2010 to 2017 with the technique of collecting documentation data and literature study obtained from related institutions and institutions. The data analysis used is the data used is descriptive analysis and inductive analysis. In inductive analysis there are several tests, namely: (1) Unit Root Test (2)Cointegration Test (3) Optimal Lag Determination (4) Granger Causality Test (5) PVAR Test. The results of this study indicate that (1) economic growth and government expenditure have a one-way relationship where economic growth affects government spending while government spending does not affect economic growth (2) economic growth and quality of resources humans have a one-way relationship where economic growth affects the quality of human resources and the quality of human resources does not affect economic growth (3) government expenditure and the quality of human resources do not have one-way or two-way relationships ( causality) where government spending does not affect the quality of human resources as well as the quality of human resources does not affect government spending during the study period

The challenges faced by the educational world become more complex. Due to the present digitalization era, education is required to adjust to the existence of technological advancementby integrating technology into its educational systems. Modernization of Islamic educations hasrecently become a certainly and should be realized in all educational aspects starting from itseducation curriculums, educational institutions managements, learning models and strategies usedcreate education which is in accordance with the need of this era. Within those advancements,character education has become an oasis in the middle of morality decadences of millennialgeneration in the present society and a fort to prevent the destruction of a nation. Thethe research method uses literature study by collecting data from documentation using descriptive analysis method. The results of the study can be concluded, Islamic education transformation isgreatly required to gain solutions from the arising crisis and problems. Strengthening Islamiceducational institutions also require more attention, including strengthening the Islamiceducational management, Islamic educational leadership, and educational policy reform which isintended to create an intact generation as well as excellent and competitive human resources withcreativity, innovations, character, independence, nationality, and religiously in facing theturbulence era 4.0 where humans are expected to be fast, accurate, effective, and efficient.

ABSTRACTThis research aims to develop human resources information system (HRIS) at the PT. Marintara Heron Jaya (MHJ). This study is associated with the issue of integration of information and data plans by the IT department at all levels of management of the company gradually where documentation of procedures and the flow of information and data on the company is still random to be mapped. HR units in the company responsible for the workers who work in the company is the first and primary focus in the research. Functions on the unit is not yet well defined procedurally. The first task of the IT department is to evaluate and create operating procedures at an early stage in the development of human resources unit.This research is an in-house with qualitative descriptive analysis become tools in the study. Results of research in the form of an alternative system will be developed with the evaluation of predictive solutions. And other results is an alternative form of operating procedures all of which are offered to the directors PT.MHJ.Keywords: Information Systems Development, Human Resource, Human Resource Information System.

Indonesia began to face the Industrial 4.0 era, where all systems began to be connected digitally. This condition is inseparable from the rapid development of industrial scientific knowledge. Through a literature study, this paper aims to look at the data quality approach regarding how the emergence of Industry 4.0 is related to the development of industrial engineering science, what challenges are faced and how the government should direct the development of industry 4.0. The results of this study indicate that in its development, the 4.0 industrial revolution had an influence on human resources to evolve to the emergence of the idea of Industry 4.0. The idea brought the concept of combining digital technology and the internet with conventional industry which ultimately aims to increase productivity, efficiency and reduce the number of unemployed significantly. However, aside from that, some of the consequences faced are related to the negative impacts of Industry 4.0 in which impacts on human resources. This is where various challenges arise for the government. There are many roles that the government can play to face the challenges of the emergence of Industry 4.0. The main role is to focus on equipping human resources by expanding employment and also providing opportunities to be able to open entrepreneurship in various business places such as, in individual business centers and in the vicinity of franchise businesses.

This research takes the object of Sebening Syahadat by Diva SR, this work is a novel that tells the story of the journey ofa teenager named Sam who is in the process ofsearching for identity. The journey is filled with interesting twits and turns embelissed with a love story that is very suitable if consumed by the younger generation who are learning to find identit. This study aims to reveal the value motives that led Sam’s character in finding his identity, which expected to be a material for reflection for readers, especially young people who are in the process of discovering his identity, the scope of the problem in this study is to reveal the value motives that affect the character’s psyche. Sam is told to have a rascal character.The research method used in this study took a descriptive qualitative approach, data colletion used was a literature study technique with stages of reading, note taking, coding for futher analysis. The analysis technique used is qualitative descriptive analysis technique.The result of the research in this research process indicate that the mental process of Sam’s character influenced by several factors, including: a. Motives in cultural factors (Situasional Factors), b. The motive for love begins with admiration for the attitude of someone who is full of noble values of character, c. The motive of curiosity and fulfillment of his needs for true value.

System changes from centralized to decentralized governance has provided an opportunity for local governments to regulate and manage Natural Resources (NR) and Human Resources (HR) in the region to create a welfare society can be characterized by the growth of regional economic growth. The research was conducted to determine the contribution and sub-sectors growth in the agricultural sector and a base and competitive sub-sectors so that it can be seen the leading subsectors of agriculture. The analysis method used is descriptive analysis will illustrate how the rate of growth and the contribution of sub-sectors in the agricultural sector. Location Quetiont (LQ) Analysis was used to determine the base and non-base sub-sector. While the analysis of Revealed Comparative Advantage (RCA) is used to see the sub-sector competitiveness. The combination of LQ and RCA analysis can then be used to determine the leading sub-sector. From the analysis it is known that sub-sector of the agricultural sector is a base sub-sector which has the potential to become the leading sub-sector. Meanwhile, from the RCA analysis is known that the base of the agricultural sector has a highly competitive sub-sectors are food crops, tree crops, livestock and forestry.
