Важным фактором достижения стабильного развития страны является грамотное кадровое обеспечение ее управленческого аппарата, а также соответствующих государственных предприятий, учреждений и организаций. Можно констатировать тот факт, что организация деятельности общегосударственного масштаба должна быть упорядочена, иметь, так сказать, «базовые эталоны», которые позволяют контролировать процесс кадрового обеспечения, устанавливая его соответствие заданным параметрам и выявляя возможности для его дальнейшего совершенствования. В литературных источниках прямо отмечается, что система работы с персоналом строится и внедряется на основе принципов такой работы. Можно отметить, что публичное управление осуществляется большим количеством государственных служащих, которые занимают различные по своему назначению и уровню компетенции должности в многочисленных государственных структурах, что тем более обусловливает необходимость определения единых критериев для кадрового обеспечения. Задача проектного управления – эффективная работа правительственных кадров, их профессиональное и социальное развитие ради качественного выполнения правительственных задач. Целью работы является анализ возможностей проектного управления профессиональной деятельностью госслужащего. An important factor in achieving a stable development of the country is the competent staffing of its management apparatus, as well as the relevant state enterprises, institutions and organizations. It can be noted that the organization of activities of a national scale should be streamlined, have, so to speak, «basic standards» that allow you to monitor the process of staffing, establish its compliance with the specified parameters and identify opportunities for its further improvement. Literary sources explicitly note that the system of working with personnel is built and implemented on the basis of the principles of such work. It can be noted that public administration is carried out by a large number of public servants, who occupy positions of different purpose and level of competence in numerous state structures, which makes it necessary to define common criteria for staffing. The task of project management is the effective work of government personnel, their professional and social development for the sake of high-quality execution of government tasks. The purpose of the work is to analyze the possibilities of project management of the professional activities of the civil servant.

In the article, the authors analyzed the literary sources of Russian and foreign authors engaged in research of project management methods in solving problems of ensuring economic security. The aim of the study is to consider the possibility of applying the project approach in managing economic security at the meso-level based on the analysis of scientific publications by Russian and foreign scientists on this topic. Research methods: information search, systematization, logical, system and content analysis. The authors identify 5 approaches to project management while ensuring economic security in modern Russian and foreign scientific research. In conclusion, it is concluded that it is necessary to introduce project risk management at the level of regional administrations with a positive cost-benefit ratio, that is, ensuring an acceptable level of economic security.

The main tasks in the field of information security organization are: creating a departmental segment and ensuring the required level of information security; improvement of regulatory legal acts and methodological documents of the National Guard Troops; ensuring the required level of information security when fulfilling tasks assigned to the National Guard Troops; development of an information security system and ensuring the provision of public services. The paper reveals the direct relations between information literacy and information security. Information security and information literacy are the two concepts that complement each other. It is impossible to imagine ensuring of information security without the information literacy of a military man. Issues related to the formation of information literacy of the National Guard Troops personnel of the Russian Federation are considered. The analysis of literary sources confirming the significance of the considered issue in the world community is performed. The main tasks for the formation of information literacy among military personnel are presented. The aim of the study is to search for scientific and methodological approaches to the organization of information literacy among military personnel. The purpose of the article military personnel is not only the ability to find the necessary information at various resources, the ability to use information technologies in service and professional activities, but also the ability to navigate in changing technologies taking into account the great pace of their development and increase the volume of information.

The aim of the study, analyze and evaluate the quality control and safety of medical activities carried out in medical organizations. Results: the essence of the concept of quality control in the field of medical care was determined, criteria for assessing the quality of medical activities were identified, the main aspects of developing a program for internal quality control and safety of medical activities were characterized, key risks existing in medical activities were identified, directions for improving the quality and safety of professional activities of medical workers. Conclusion: modern approaches to the organization of quality control and safety of medical activities make it possible to ensure a high level of medical care provided to the population and improve the quality of life of the population as a whole.

One of the main factors for ensuring effective and honest work of civil servants is the formation of proper motivation and remuneration for the performance of tasks. Officials, along with other employees, strive public recognition of the results of their work. Encouragement of civil servants promotes the development of initiative, responsibility, confidence in their actions, a conscious attitude to work, mobilization to overcome difficulties and increase their credibility. Measures of material and moral support of civil servants help to realize the correct understanding of their labor obovyazkiv, helps to increase labor activity and improve the performance of the state body. The article analyzes the views of scholars on the interpretation of such a legal category as "encouragement". The provisions of the Law of Ukraine "On Civil Service" and bylaws regulating the grounds, types and procedure for applying incentives to civil servants are analyzed. It is established that the following types of incentives can be applied to civil servants: 1) announcement of gratitude; 2) awarding a diploma, a diploma, other departmental awards of a state body; 3) early assignment of the rank of civil servant; 4) presentation for awarding by government honors and awarding with a government award (congratulatory letter, thanks, diploma); 5) submission for state awards. The author proposes to expand the existing list of types of incentives for civil servants with such incentives as rewarding with a valuable gift and paying a bonus. The article also draws attention to the imperfections of the legal regulation of the procedure for applying certain types of incentives in the civil service. The author's definition of the term "encouragement of a civil servant" is proposed. It is concluded that the incentives for civil servants play an important role in enhancing their professional activities and are aimed at forming in them a conscientious attitude to work. However, some issues in this area still need significant refinement at the legislative level.

Esta pesquisa, quantitativa e de caráter ecológico, explorou um banco de dados oficial Estadual, e verificou uma série de características do perfil dos servidores públicos de Santa Catarina que se afastam do trabalho para licença de tratamento de saúde. Através dela foi possível constatar as principais causas que levam o servidor público ao absenteísmo do trabalho. Desde causas osteomusculares, que frequentemente são encontradas em estudos do gênero, até causas mentais e comportamentais que têm se apresentado cada vez mais corriqueiras no ambiente laboral. O estudo também corrobora com diversos autores citados, que tratam do absenteísmo ao trabalho com forte correlação ao adoecimento do trabalhador da área da saúde. Observa-se que há grande necessidade de haver maior entendimento destes dados visando buscar estratégias de intervenção para que o ambiente laboral do servidor público, seja visto como um universo de bem-estar, realização e evolução profissional e pessoal, e não tão somente como um meio de produção de serviços.Palavras-chave: Absenteísmo. Afastamentos. ABSTRACTThis quantitative and ecological research explored an official state database and was able to verify a series of characteristics in the profile of public servants in Santa Catarina who are out from work for health treatments. Because of this, it was possible to see the main causes that lead the civil servant to work absenteeism. Sometimes from musculoskeletal causes, which are often found in gender studies, others to mental and behavioral causes that have become increasingly often in the workplace environment. The study also meets with several authors cited, which deal with work absenteeism and its strong correlation to the health worker illness. It is observed that there is a wide need for greater understanding of these data in order to seek intervention strategies so that the work environment of the public servant, is seen as a universe of well-being, achievement and professional and personal evolution, and not only as a means of production or services.Keywords: Absenteeism. Personal data is a complex and multi-component term that reflects all the contradictions in the development of information technologies and their impact on the lives of citizens. In the current circumstances, the activities of the media are influenced by the changing personal data regulation, and the work of journalists in the field of getting, processing, and dissemination of information is complicated. The article analyzes the specifics of the use of personal data in media materials. An analysis of judicial practice shows that in the conditions of legislation on personal data, the media is able to carry out professional activities and protect their rights, however for effective work, editorial staff needs legal knowledge in the field of working with personal data.New legal expertise is required from journalists. Firstly, it is necessary to correctly understand the essence of the term personal data as a collection of information identifying a particular person. At the same time, it is important to take into account possible combinations and security of personal data.Secondly, the nature of the information to publish is important. For example, if the dissemination of personal data is carried out when highlighting a problem of public interest. This principle avoids depersonalization of important information but requires conscientiousness and good faith in the preparation of material. However, the reality is that in each case the understanding of the public interest of journalists does not always coincide with the understanding of the courts.Thirdly, it is crucially important to know how information was obtained and to assess the validity of the actions of journalists and sources in obtaining and transmitting information adequately. If the information is placed on public information resources following the current legislation, it is a legitimate source of information. This applies to information prepared by the press services of state organizations and departments, press releases posted on the websites of state authorities, information, disclosure, and publication of which is carried out in accordance with federal laws. Obtaining consent to disseminate information about a person from this person is also one of the most important rules that journalists, especially beginners, often forget about. Sometimes this is enough to avoid possible legal claims. The identity of the personal data subject who has become the object of journalistic material and its socio-professional status are also significant facts.

Relevance. In terms of revising the provisions of legal regulation of relations in the field of transport with the borrowing of competitive principles of the European institutes to ensure the integration of transport into European and world transport area, with revision of models of relations between relevant public administration entities and private entities, ensuring balance of their interests , including in the context of national and supranational threats and focus on expanding the implementation of rights, freedoms and legitimate interests of the latter in the field of transport, strengthening of the principles of decentralization of power in the system of public authorities occurs, resulting in a significant increase in the number and diversity of regulatory and legal acts aimed at settling the above relations. Unfortunately, at the same time the processes of "growth" and a variety of forms of corruption in the activities of public servants, whose professional sphere is directly related to transport relations with the involvement of municipal transport, are also active. Analysis of law enforcement activities of anti-corruption entities in all its manifestations shows a fairly steady trend towards an increase in the number of detected acts of corruption committed by public servants directly related to the exercise of their authority over the procedure for admission to municipal passenger transportation. The specifics of the legislative regulation of the latter presupposes the presence of many "defects", which create the basis for variable manifestations, including illegal, of the activities of public servants with a subjective arbitrary interpretation of the latest provisions of the law. "Low-quality" regulation of the provisions of the activity of public servants to exercise power over the admission to municipal passenger transportation has a negative impact not only on the implementation of passenger rights (of various categories), but also provision of the public interest, and contributes to the formation of a national threat with a "corrosive" sign of power within administrative and territorial units, especially the country in general. An integrated approach to clarifying the problems of "municipal passenger transportation" with an emphasis on eliminating corruption risks in the activities of public servants at the stage of exercising their power to admit to transportation, which will contribute to the "quality" of such entities and will form an effective regulatory framework for the relevant component of transport in general, its effective existence, the realization of the public interest and its correlation with the interests of individuals. The purpose of the paper is the justification of the relationship of the "quality" of standardization of the procedure for admission of entities to municipal passenger transportation and corruption risks in the professional activities of public servants, which is related to this area, formulating proposals for their multi-balance ratio to minimize these risks and "qualitative" standardization of the relevant component of passenger transportation and transport relations in general based on the analysis of various sources. The objects of the article are public relations directly related to municipal passenger transportation. The subject of the article is the "quality" of standardization of relations in admission to municipal passenger transportation and its connection with corruption risks in activity of public servants connected with the specified sphere of relations. Methods of research. Both general legal and special methods of scientific cognition were used in research. As the basis, the dialectic method was used, which allowed to reveal problematic issues in dynamics; juridical and logical method allowed to form options for borrowing positive and avoiding negative experience of relevant rulemaking and law enforcement in foreign countries; forecasting and modeling were used for making proposals to strengthen "quality" of standardization of the procedure of admission to municipal passenger transportation in order to eliminate corruption risks in the activities of public servants. Results. Admission to municipal passenger transportation should be considered as a form of public procedure, the subjects of which are servants of local public authorities. Given the specifics of municipal transport in general, any activity associated with its use, objectively anticipates the risks of possible, including illegal, priority satisfaction of private interests of public servants and the interests of relatives during the exercise of the public authority, which causes "corrosion" of public authority. The procedure of admission to the relevant transportation, the "corruption freedom" of which depends on the "quality" of normalization of its provisions, is not an exception. The relationship between the "quality" of legislation and the "corruption risk" of professional activity of public servants, which is associated with the procedure of admission to the services mentioned, is interdependent (the lower the quality of legislation, the higher the risks of "corrosion" of professional activity of public servants and vice versa). In order to improve the "quality" of standardization of the procedure for admission to the transportation and minimize corruption risks in the professional activities of public servants associated with the above procedure, it is appropriate to strengthen the provisions of certainty of the content of relevant legislation, their systematization (including in the form of codification), streamlining the thematic definition series, meaningful consolidation of the principles of transparency, publicity, participation, public-private partnership, guarantee of all elements and admission procedures in general.

Abstract It had been established that the heads of institutions should form teams of workers of different generations with different expectations and methods of work in the context of reforming the public service. The periods of forming generations have been set on the basis of literary sources, such as: Generation X (the period up to 1980); Generation Y (from 1981 to 1996); and Generation Z (after 1997). The most important criteria which form the characteristics of public servants have been singled out, and common and distinctive traits of Generations X, Y, and Z have been systematized. The distribution of the number of public servants in Ukraine has been analyzed by gender, age and the category of position. Based on the use of correlation-regression analysis, the tendency of changes in the share of state servants of Ukraine by age category up to 2020 was investigated. This made it possible to confirm the suggested hypothesis of the dependence of the effective reform of the Ukrainian public service on the effective interaction and cooperation of all generations of public servants. The main requirements for a public institution in which the employees of the new generation will work have been systematized.

The article is devoted to the theoretical analysis of modern psychological studies of the professional activities of teachers of children additional education carried out during the last decade. The purpose of the study was to conduct this analysis from the standpoint of labor psychology, where the key constructs are the concepts of efficiency and effectiveness of activity, in order to systematize and summarize modern psychological studies of the professional activities of teachers of children additional education, highlighting the main areas of such research and identifying among them the areas that are most significant and promising for labor psychology. It is noted that in modern conditions, the requirements for the formation of a system of personnel support for additional education of children are increasing, in particular, for the professionally important qualities of teachers in order to ensure their effective work and successful socialization of students. It is stated that a systematic analysis of psychological studies of the work of teachers of children additional education reveals an objective trend of insufficient knowledge of the problem of the effectiveness and efficiency of this work. Eight main directions of modern psychological research of the work of teachers of children additional education are identified, among which five directions are marked as particularly significant and promising for the psychology of work, related, respectively: 1) with the finding of success criteria and the development of methods for obtaining estimates of the effectiveness of this professional activity; 2) with the definition of regulatory requirements for this activity; 3) with the identification of the psychological specifics of the professional activities of teachers of children additional education; 4) with the study of the modern digital environment as a means of professional development of teachers of children additional education; 5) with the study and formation of psychological readiness of teachers of children additional education to carry out cultural work. The significance of the results obtained is determined by the fact that the identified areas contribute to the theoretical ordering and purposeful further development of research on the work of teachers of additional education of children.
