Introduction. The article describes the prospects for competitive advantages’ development of wholesale and distribution centers as the necessary agro-food complex infrastructure in the metropolis suburban area. Moreover, agro-food complex’s role in the formation of the modern institutional environment of suburban agriculture is also discussed.Materials and methods. The causal relations of the need for the formation and functioning of the agrofood complex institutional environment in the suburban area, the creation of the internal food mechanism to the needy segments of the population are substantiated. The authors use monographic, statistical, graphic and expert methods in the research.Results. The authors justify the suggestions to create an institutional environment for the functioning of enterprises and organizations, which are included in the system of internal food aid to the population. Discussion and conclusions. As a result, the mechanism for the infrastructure development of the metropolis agro-food complex, based on the resource potential assessment of the food market in the suburban area, is presented. In addition, the recommendations on the development of modern institutions that provide food to the population of the metropolis in the current restrictions of state agriculture support after the accession of Kazakhstan to the WTO are made. Moreover, the creation of the mechanism for managing the infrastructure provision of the agro-food market in the metropolis suburban area, based on the interaction of agents in the system of economic relations, the Executive authorities of the metropolis, district administrations of territorial entities, business structures and science is proposed.

The monograph is devoted to the development of a mechanism of interaction between the public and private sectors of the economy, which is aimed at making managerial decisions on the implementation of socially significant infrastructure projects, ensuring the creation of social, transport, engineering, manufacturing and other infrastructure at the Federal level, the level of subjects of the Russian Federation and municipal. The book focuses on socially significant infrastructure projects in the social sphere, which provide for the creation of new, reconstruction of already created and the return of previously lost social infrastructure. In developing the proposed mechanism of interaction of economic agents in the activities of real estate companies and administrations of the administrative-territorial formations, identifies the problems in realization of socially important projects for the development of social infrastructure, provides a mechanism for the selection of eligible applicants for the implementation of investment and other development projects for the creation of real estate objects for various purposes inclusive of mandatory social infrastructure development, the requirements for the necessary set of development and other investment companies on the structure of their assets, which are involved in the implementation of socially important infrastructure projects for the creation of socially-oriented objects, are formed. Simulation of such interaction is carried out in the form of coalition-free games. Based on the results of the model are analyzed for the presence of strong Nash equilibria on the basis of the relevant procedures. To form a game that will present a situation of strong Nash equilibria, developed methods of correction of the institutional environment and prove the theorem about the existence of such factors of adjustment of the institutional environment that determine the existence of strong Nash equilibria. The book analyzes the legal aspects of the implementation of socially important infrastructure projects, as well as provides an overview of international practices of their implementation. The publication is addressed to employees of public authorities and local self-government, commercial and non-profit organizations, scientists and employees of departments specializing in the problems of socio-economic development, teachers, graduate students and students of higher education studying economic specialties.

The process of cluster paradigm development in Ukraine is characterized by the absence of a clear legal and regulatory framework that would enable the clusters to be identified in the overall set of business entities. It complicates the coordination of the interaction of participants in the cluster process, as well as processes related to the creation and development of other innovation-oriented business structures. Significant impact is the availability of the weak information support, the task of which is to establish business communications between the state and business, on issues of ensuring the maximum possible realization of the existing innovative potential, in particular, by commercializing progressive innovations. Therefore, the particular topicality gets the issue of building a structured institutional environment that determines the clear mechanisms for the development of the most innovative business structures in Ukraine. The purpose of the researches was to develop specific mechanisms for organizing synergistic interaction of all participants in the process of creation and development of clusters in Ukraine in the context of multilevel sectors of their functioning. To achieve the goal, the following tasks were solved: the world tendencies of modern innovative development were investigated; the change of Ukraine’s positions during 2014–2017 in innovation rankings was considered; the state of development of innovative entrepreneurship in Ukraine was analysed; a system of scenarios for the organization of technological solutions for the development of innovative clusters was proposed; the indicator of the evaluation of the cluster paradigm development in the regions for the purpose of determining the useful effect from its implementation was presented. Considered changes in Ukraine’s positions in 2010–2017 in innovation rankings and indicators of the provision of innovation development in Ukraine in 2010–2017 state the extremely low level of state interest in creating, internal commercializing, and promoting to the external market own innovative technologies, and in the development of the very innovative business, which, in turn, reflects on the ability of enterprises to develop their innovative potential. The proposed system of scenarios for the organization of technological solutions for the development of innovative clusters includes four possible technologies for the creation of clusters, which are united in two blocks: technologies in the sector of state entrepreneurship – the source of stimulation are state institutions and technologies in the sector of private entrepreneurship – the source of initial incentives are business entities themselves. Using the proposed indicator of the expediency of cluster paradigm development in the regions to determine the useful effect from its implementation (IRCD), it is possible to estimate the influence of clusters on the development of the economy in the region.

A new institutional and neo-institutional theory theoretical apparatus in the field of land economy are revised and the necessity for further land development institutionalization in Ukraine is determined. Social economic relations are analyzed. It is revealed that land relations have an essential structure: in the form of an institutional complex, based on the traditional, customary and religious norms of individuals behavior, as well as social, political, economic, legal and other institutions, as stable socio-economic, organizational and legal structures, institutions and organizations. The main principles of new institutional and neo-institutional economy in the land sphere are determined, namely institute-centrism, limited rationality, historicism, economic opportunism, land good. The relationship nature of land relations institutionalization means with peculiarities of state financial and economic space formation in the author's interpretation is considered at the development level in Ukraine of land circulation institutional infrastructure, The State Land Bank and the National Land Fund formation as state institutions. It has been found that evolutionary institutional changes are inherent in social land development when partial peripheral gradual changes in rules and regulations cause gradual changes and land development. It is proved that state, having administrative advantages, acting by economic methods and methods of legal influence, should change and adapt the institutional environment, as a set of rules, norms that form the basis of production, exchange and redistribution in the land sphere, because the main link in the bundle of land rights, belongs to the people of Ukraine.

В науке совокупность указанных факторов определяется как институциональная инфраструктура. В этой связи актуализируется разработка теоретических и методологических основ формирования институциональной инфраструктуры. Institutional support provides economic growth and sustainable development the socio-economic system the region. It is institutions that are assigned the main role in ensuring competitiveness. Equally, competitiveness is determined by the level of infrastructure development, market, financial and other levers of interaction. In science, the combination of these factors is defined as the institutional infrastructure. In this regard, the development theoretical and methodological foundations the formation institutional infrastructure is being updated.

The article examines the institutional process in a regional economy connected with the infrastructure development. We use the neoinstitutional approach to study factors that influence the behavior of government and business in their interaction in the economy. We also use statistical methods to analyze the dynamics of socio-economic development indicators of the subjects of the Russian Federation as well as the results of measures to attract private investment into infrastructure, including the PPP. We chose the city of Moscow and the Yamalo-Nenets Autonomous District as two empirical case studies which differ in economic and geographic conditions, but both demonstrate success in attracting private investment and implementing infrastructure projects. Our conclusions are consistent with a theory that asserts the primacy of institutional environment in relation to project implementation. We make also some practical recommendations for the development of the institutional environment which are acceptable for all regions solving similar problems of infrastructure development.

Improving the efficiency of agricultural production and the competitiveness of agricultural products is impossible without the creation of professional teams with a high level of productivity. The formation and development of the personnel potential of the agro-industrial complex comes to the fore in the light of ensuring the country’s food security and solving the problems of import substitution. The development of the industry relies more on the creation of a vertical education system, the development of rural territories, etc. Compilation of forecasts for the staffing of the agroindustrial complex will coordinate the efforts of educational institutions, business structures, and authorities in organizing the training and retraining of personnel for the agricultural sector.

The article covers the activities of the Association called Business Centre for Economic Development of the Commonwealth of Independent States. The author examines in detail the twenty-year history of this organisation, its creation, goals and objectives, features of the structure, participants and partners, and the formation of competence areas. The article emphasises that over the years of its existence, the Association has become an important and effective platform for interaction among business structures, industry associations, banking and financial institutions, entrepreneurs, the expert and scientific community as well as the media of the Commonwealth countries. Considering the Association’s key areas and forms of activity the author highlights the annual International Economic Forums involving business leaders of the Commonwealth member states, which contribute to the strengthening and development of multilateral economic relations in the post-Soviet space. The article examines in great detail the work of each Forum, its participants (both individuals and legal entities), the topics of discussions and speeches of individual speakers from various Commonwealth countries, which, in the author’s opinion, are of crucial importance for the activities of the Association called Business Centre for Economic Development of the Commonwealth of Independent States and the entire Commonwealth, as well as for the development of Eurasian integration. In addition, the article focuses on the final documents of the Forums: the author studies their main provisions with the set up in them goals, tasks, proposals and priorities.

The vision of social transformations, which is a component of the stage of modernization of society, is presented. It is proposed to consider the influence of archetypes on social transformations through the formation of an archetypical and institutional mechanism for regulating socio-economic relations, which is proposed to be considered as an ordered set of institutional levers, incentives and measures aimed at ensuring the effective use of archetypes on the basis of a combination of factors of the micro- and macroeconomic environment by means of public administration. The emphasis is placed on the strengthening of the role of state and supra-national regulatory archetypical-institutional entities in the design of social transformations. Based on the existing theoretical and conceptual provisions for determining the content of the process of institutionalization of archetypes, it has been determined that the mechanism of regulation of institutional transformations of the national market should be considered in three main aspects, corresponding to the economic and social nature of the inter-subjective interaction of market participants. It is noted that the system-reflexive paradigm of regulation of the development and management of transformational changes of complex open socio-economic systems is based on the definition of the active nature of the influence of archetypes, subjects, as well as the reflexive procedures of their interaction, both on the choice of directions and ways of implementation, and on the dynamics of the flow of these processes. The composition of the main provisions that determine the feasibility of using a system of reflexive paradigm in the field of regulation of socio-economic relations, includes a set of assumptions. The main provisions defining the expediency of using the system-reflexive paradigm in the sphere of regulation of socio-economic relations are determined. It is established that the main institutional conflicts are manifestations of inconsistency between archetypes and elements of institutional environment.

The problems of ensuring effective management and forming competitiveness of industrial enter-prises are relevant regardless of the conditions for conducting business activities. The fact is that the competitiveness of business structures in modern conditions is not ensured by simply owning factors of production (labor, capital, land), and even entrepreneurial talent is not currently a source of obtaining stable or exclusive competitive advantages. In order to obtain sustainable or exclusive competitive advantages that constitute strategic competitiveness, the business structure needs to have an intellectual (educational) component of development, including the production and implementation of innovations, as well as readiness for changes. Subject of research. On the basis of innovative foresight, ensuring the competitiveness of business structures of the production industry is a set of organizational, managerial and economic relations that arise in the process of formation. Purpose and objectives of the study. Development of proposals to improve the competitiveness of business structures based on innovative foresight. A number of theoretical, methodological and practical issues related to the formation and implementation of a strategy for managing the innovative development of entrepreneurial structures based on innovative foresight remain insufficiently studied and require further development of rules for its creation and functioning. At the same time, despite a detailed description of the problems of strategic management of innovative deve-lopment of business structures, the research of foreign scientists was carried out in relation to the relatively stable conditions of the economy of developed countries, the practical application of the mechanisms proposed by them in the conditions of the Kazakh economy requires mandatory revision, taking into account the specifics of the modern economy and industry.

Introduction. The transition to an innovative development model requires a dramatic increase in the share of innovative products and services by activating innovative entrepreneurship, introducing organizational innovations. One of the effective ways of modernizing the economy is the implementation of the attractor of integrated development of innovation infrastructure at four levels: macro level (national innovation system, free economic zones, venture financing); meso-level (creation of business incubators, technoparks, hacking, coworkings); micro-level (funds attraction, outsourcing, intrapreneurship) and nano-level (freelancing; crowdsourcing).The hypothesis of scientific research is based on the assumption that a new understanding of the priorities of educational and innovation policy and the creation of an appropriate institutional environment for the development of the ecosystem "education – science – business" will promote the establishment of equivalent relations between market actors in accordance with national priorities and world trends in scientific and technological development.The purposeof the research is to provide a comprehensive substantiation of the theoretical and methodological foundations of the formation of a management system of cluster interaction of interactive tools of the innovation chain of knowledge on a new basis, providing the attractor of innovative development of innovation and technological centers of coworking as a platform for the development of educational clusters.The methodology of the research is based on the general scientific methodology – philosophy and system approach, as well as on interdisciplinary methodological approaches – institutional, resource, network and cluster, used in socio-economic sciences.Results. A new approach to the formation of institutional forms of the implementation of innovative entrepreneurship, as well as mechanisms for the formation and functioning of small cluster business structures on the basis (with participation) of university units, allows to provide an efficient transfer of knowledge from the system of education to entrepreneurship in order to provide innovative development as the most entrepreneurial institution of higher education, and cluster action zone.Conclusions. An integrated combination of the proposed approaches to business organization provides introduction of innovative directions of economic activity, creation of additional workplaces, reduction of unemployment, poverty reduction and formation of a stratum of potentially innovative-active people who can create their own business for improving the quality and standard of living of the population.
