This article is the result of community service on child protection during the pandemic. Children are the holders of the future of the country in the future life. Shared responsibility of the community and the state, including the government. The pandemic situation has hampered several activities in the aspects of education, economy, social, including law. The purpose of this community service in the context of responsibility and guarantee for the growth and development of children is a concern, during a pandemic children will continue to do their best in protecting basic rights to ensure good growth and development in the future. Methods of community service use participatory approach. The results of this community service are the effort to protect children during the Covid-19 pandemic is a regulation during this pandemic, the government issued Presidential Decree No. 12 of 2020 concerning the Determination of Non-Natural Disasters Spreading Covid-19 as a National Disaster. This was followed by the ratification of Government Regulation Number 21 of 2020 concerning Large-Scale Social Restrictions in the Context of Accelerating Handling of Corona Virus Disease 2019.

Introduction. Transmissible coronavirus SARS-CoV-2I is the seventh known coronavirus that causes an acute infectious disease predominantly affecting the lungs (Corona Virus Disease 2019, COVID-19). The COVID-19 pandemic exposed serious gaps in health systems preparedness. The epidemic urgently required priority organizational measures to contain and reduce the spread of COVID-19. Public health authorities had to make decisions in a challenging situation where there was a lack of knowledge, experience, and great confidence, and the number of infected was steadily increasing. Purpose. The purpose of this article is to present the unique experience of Moscow in organizing a large-scale laboratory examination of the population of a metropolis with about 12.6 million inhabitants to meet the needs of the capital in testing for SARS-CoV-2 virus and combating its circulation in conditions of the COVID-19 pandemic. Materials and Methods. The decisions made and the measures taken by the Government of Moscow, the Moscow Operational Staff, the DZM and the DZM Laboratory Service to slow the growth of the COVID-19 epidemic among the population of the capital are listed step-by-step. Results. In the course of organizational activities, sufficient capacity to maintain the public health infrastructure in terms of laboratory diagnosis of the new coronavirus infection was ensured by the joint efforts. Safe laboratory diagnostics for detecting, treating, and isolating COVID-19 cases and contacts have been established in the capital city. Thanks to the successful implementation of timely decisions, the spread of infection in the city of Moscow has been slowed. The Moscow government has reported a steady decline in cases of the new coronavirus disease and most hospitals have switched to a safe treatment regimen for patients requiring hospitalization. Centralized laboratories with readiness to perform screening and referral studies for COVID-19 outbreaks have been established within the structure of the DZM.

The practice of field recognition (PPL) is one of the main educational activities at the Immigration Polytechnic. The Taruna annually will conduct this activity and can be placed anywhere throughout Indonesia. When implementing the field introduction practice Taruna is expected to apply the theory that in the learning process can be real as supporting the skills before plunging directly at the place of placement when already graduated. A taruna is not only demanded to be smart academically, the taruna formed a healthy attitude and mental to be a leader and a useful person in the future. As a community servant, the welfare and prosperity of society also became the responsibility of the cadets who would someday work with the government. One of the forms of caring for the community can be realized with the simple things like social service, Socialisai and other positive actions that can give positive influence to the community. Therefore, when implementing the field introduction practice the Taruna also conducts community devotion as a manifestation of taruna concern to the community and the environment around the area of work Unit field introduction

Abstrak Jumlah penduduk lansia Indonesia saat ini yang sudah mencapai persentase 9,6% dari total jumlah penduduk menjadi perhatian semua stakeholder termasuk pemerintah dan akademisi di perguruan tinggi. UKI yang berkedudukan wilayah terdapat di Jakarta Timur menjadi salah satu dari lima perguruan tinggi yang dihunjuk langsung oleh pemerintah provinsi DKI Jakarta melalui Dinas Pemberdayaan Perlindungan Anak dan Pengendalian Penduduk (Dinas PPAPP) Provinsi DKI Jakarta untuk melakukan kegiatan KKN Tematik, yang oleh UKI dilaksanakan dalam bentuk kegiatan pengabdian kepada masyarakat dengan jenis kegiatan pendampingan pengelolaan dan pembinaan kelompok Bina Keluarga Lansia (BKL). Adapun yang menjadi tujuan dari kegiatan pengabdian ini adalah untuk menggairahkan kembali kelompok-kelompok BKL yang sudah pernah terbentuk, namun tidak ada aktifitas alias mati suri. Bekerjasama dengan Sudin PPAPP Jakarta Timur, Tim UKI diarahkan untuk melakukan pendampingan dan pembinaan kepada kelompok BKL di RW 05 Kelurahan Cililitan. Berdasarkan data yang diperoleh, terdapat sekitar seratus orang lansia yang menjadi anggota tetap BKL di RW 05 Kelurahan Cililitan, yang pada saat awal dibentuk memiliki struktur kepengurusan yang sah dan berbagai macam program. Namun beberapa waktu terakhir dengan adanya pergantian kepengurusan, aktifitas berkurang bahkan struktur kepengurusan juga belum memeroleh pengesahan dari Kelurahan. Hal ini disebabkan oleh beberapa faktor, di antaranya tidak tersedianya cukup banyak waktu oleh pengurus yang terbaru untuk melakukan koordinasi. Melalui kegiatan pendampingan dan pembinaan yang dilakukan oleh tim UKI bekerjasama dengan dinas PPAPP diperoleh beberapa hasil, di antaranya semakin bertambahnya pengetahuan para kader tentang kelanjutusiaan yang diperoleh dari kegiatan sharing dan diskusi, terbentuknya kepengurusan kelompok BKL yang disahkan oleh Lurah Kelurahan Cililitan dan adanya program terencana kelompok BKL  Kata kunci: Bina Keluarga Lansia, Pengabdian kepada Masyarakat, Kelanjutusiaan Abstract The current population of elderly Indonesians who have reached 9.6% of the total population is the concern of all stakeholders including the government and academics in tertiary institutions. The purpose of this community service activity is to revive BKL groups that have already been formed, but there is no suspended activity. In collaboration with East Jakarta PPAPP Sub-dept., The UKI Team was directed to provide assistance and guidance to the BKL group in RW 05, Cililitan Village. Based on the data obtained, there are about one hundred elderly people who become permanent BKL members in RW 05, Cililitan Sub-District, which at the beginning were formed having a legal management structure and various programs. However, recently with the change of management, activities have been reduced, even the management structure has not yet received approval from the Kelurahan. This is caused by several factors, including the unavailability of enough time for the latest management to coordinate. Through the mentoring and coaching activities carried out by the UKI team in collaboration with the PPAPP service, several results were obtained, including the increasing knowledge of cadres about humanity obtained from sharing and discussion activities, the formation of the management of the BKL group which was endorsed by the Kelurahan of Cililitan and the planned group program BKL  Keywords: Elderly Family Development, Community Service, Continuation

Bank Sampah Lestari 25 is a community group in Serang City that carries out business activities to utilize waste to be managed with a system of refuse, reduce, and recycle. This effort is certainly a form of public concern in helping the government improve environmental cleanliness. In addition, of course, you will get income to improve people's welfare and advance the economic structure. The absence of financial management carried out at Bank Sampah Lestari 25 makes the performance of this waste bank not optimal. Financial management is an action to achieve financial goals in the future. Financial management includes personal financial management, family financial management, and company financial management. Financial management is an important part of overcoming economic problems, whether individuals, families, or companies. The objectives of financial management in general are to achieve certain target funds in the future, protect and increase wealth owned, regulate cash flow (income and expenditure of money), and carry out risk management and manage investment risk properly and manage debt and credit. From the results of the implementation of community service activities in the form of financial management literacy, training on recording financial transactions, and preparing simple financial reports, the benefits were very much felt. From ignorance of financial management and irregularity in managing finances to understanding and being able to carry out more regular financial management. Abstrak Bank Sampah Lestari 25 adalah kelompok masyarakat di Kota Serang yang melakukan kegiatan usaha memanfaatkan sampah untuk dikelola dengan sistem refuse, reduce, dan recycle. Usaha ini tentunya sebagai bentuk kepedulian masyarakat dalam membantu pemerintah meningkatkan kebersihan lingkungan. Selain itu tentunya mendapatan penghasilan guna meningkatkan kesejahteraan masyarakat dan memajukan struktur ekonomi. Belum adanya manajemen keuangan yang dilakukan pada Bank Sampah Lestari 25 menjadikan kinerja bank sampah ini tidak maksimal.  Manajemen keuangan merupakan sebuah tindakan untuk mencapai tujuan-tujuan keuangan di masa yang akan datang. Manajemen keuangan meliputi manajemen keuangan pribadi, manajemen keuangan keluarga, dan manajemen keuangan perusahaan. Manajemen keuangan merupakan bagian penting dalam mengatasi masalah ekonomi, baik individu, keluarga, maupun perusahaan. Tujuan manajemen keuangan secara umum adalah mencapai target dana tertentu di masa yang akan dating, melindungi dan meningkatkan kekayaan yang dimiliki, mengatur arus kas (pemasukan dan pengeluaran uang), dan melakukan manajemen risiko dan mengatur risiko investasi dengan baik serta mengelola utang piutang. Dari hasil pelaksanaan kegiatan pengabdian kepada masyarakat dalam bentuk literasi manajemen keuangan, pelatihan pencatatan transaksi keuangan, dan penyusunan laporan keuangan sederhana memang sangat dirasakan manfaatnya. Dari ketidaktahuan mengenai manajemen keuangan dan ketidakteraturan mengelola keuangan menjadi mengerti dan mampu melakukan pengelolaan keuangan yang lebih teratur. Di samping dana desa yang sudah diberlakukan pada 2015, pada tahun ini 2019 marak dana kelurahan. Permasalahannya adalah belum semua kelurahan mengadministrasikan pengelolaan dana kelurahan secara penuh dan mandiri. Kelurahan Rempoa Tangerang Selatan yang menjadi objek pengabdian masyarakat belum memiliki bendahara atau Pejabat Penatausahaan Keuangan (PPK), sehingga berpotensi mengalami kendala pengelolaan dana kelurahan di masa mendatang. Studi dalam program pengabdian masyarakat ini merupakan upaya untuk membantu Kelurahan Rempoa dalam pengelolaan dana kelurahan, proses penyusunan laporan keuangan, serta pemungutan, pemotongan dan pelaporan pajak oleh bendahara pemerintah. Studi dalam program ini menggunakan metode kualitatif dengan pendekatan diskusi, asistensi, dan/atau pendampingan kepada objek terkait tiga proses tersebut. Hasil studi dalam program ini adalah terbekalinya Kelurahan Rempoa akan pengelolaan dana kelurahan, sehingga kelurahan siap mengelola dana tersebut pada saat penyerahan pengelolaan dana kelurahan dari kecamatan tahun depan (2020).    In addition to village funds that were already in implementation in 2015, this year 2019 will be full of urban-village funds. The problem is that not all urban-villages have fully and independently administered the management of urban-village funds. Rempoa Urban-Village, South Tangerang, which is the object of community service, does not yet have a Treasurer or Financial Administration Officer (PPK), so that it potentially experiences obstacles in managing the urban-village fund in the future. This study in the community service program is an effort to assist Rempoa Urban-Village in the process of, managing urban-village funds, preparing financial reports, and collecting, deducting and reporting taxes by the government treasurer. The study in this program is a qualitative method with the approach of discussion, assistance, and/or assistance to objects related to that three processes. The results of the study in this program are the completion of Rempoa Urban-Village in the management of urbanvillage funds, so that the urban-village are ready to manage these funds at the time of handing over the management of urban-village funds from the subdistrict next year (2020).

Perkembangan pandemi Covid-19 saat ini sangat mengkhawatirkan dimana terjadinya suatupeningkatan kasus corona khusus di Indonesia. Penelitian ini bertujuan untuk mengetahuidan menganalisis kebijakan yang diambil pemerintah dalam penanganan pandemi Covid-19serta langkah-langkah yang diambil pemerintah untuk menganggulangi dampak-dampak, terutama dampak dari segi ekonomi dan sosial akibat pandemi Covid-19. Metode penelitianhukum yang digunakan yakni metode penelitian hukum normatif. Adapun pendekatan yangdigunakan dalam penelitian ini adalah pendekatan perundang-undangan dan pendekatankonseptual. Penelitian ini berlandaskan pengaturan perundang-undangan yang mengaturmengenai penanganan dan penganggulangan pandemi Covid-19 serta analisis atas konseppenetapan peraturan perundang-undangan tersebut. Hasil dari penelitian ini adalah dalamrangka penanganan Covid-19, berawal dari pemerintah tmengeluarkan kebijakan tentangPembatasan Sosial Berskala Besar yang merujuk pada Undang-Undang Nomor 6 Tahun2018 tentang Kekarantinaan Kesehatan. Peraturan pelaksanaannya yaitu PeraturanPemerintah Nomor 21 Tahun 2020 tentang Pembatasan Sosial Berskala Besar, sertaKeputusan Presiden tentang Kedaruratan Kesehatan sampai dengan saat ini pemerintah telahmengeluarkan kebijakan PPKM yang dimana dilakukan secara berkala. Untukmenganggulangi dampak Covid-19 dari segi ekonomi dan sosial pemerintah mengambilbeberapa kebijakan-kebijakan, yang diantaranya adalah: Peraturan Menteri KeuanganRepublik Indonesia Nomor 23/Pmk.03/2020 tentang Insentif Pajak Untuk WajibPajakTerdampak Wabah Virus Corona; Peraturan Otoritas Jasa Keuangan Republik Indonesia Kata Kunci : Kebijakan, Penanganan, Covid-19 The current development of the Covid-19 pandemic is very worrying where there is anincrease in special corona cases in Indonesia. This study aims to identify and analyze thepolicies taken by the government in handling the Covid-19 pandemic and the steps taken bythe government to mitigate the impacts, especially the economic and social impacts of theCovid-19 pandemic. The legal research method used is the normative legal research method. The approach used in this research is a statutory approach and a conceptual approach. Thisresearch is based on the legislation governing the handling and handling of the Covid-19pandemic as well as an analysis of the concept of establishing these laws and regulations. The results of this study are in the context of handling Covid-19, starting with thegovernment issuing a policy on Large-Scale Social Restrictions which refers to Law Number6 of 2018 concerning Health Quarantine. The implementing regulations are GovernmentRegulation Number 21 of 2020 concerning Large-Scale Social Restrictions, as well as thePresidential Decree on Health Emergencies. Until now, the government has issued a PPKMpolicy which is carried out regularly. To address the economic and social impact of Covid- 19, the government has taken several policies, including: Regulation of the Minister ofFinance of the Republic of Indonesia Number 23/Pmk.03/2020 concerning Tax Incentives forTaxpayers Af ected by the Corona Virus Outbreak; Regulation of the Financial ServicesAuthority of the Republic of Indonesia Number 11 /Pojk.03/2020 concerning NationalEconomic Stimulus as a Countercyclical Policy for the Impact of the Spread of Corona VirusDisease2019; and Instruction of the President of the Republic of Indonesia Number 4 of2020 concerning Refocussing of Activities, Reallocation of Budgets, and Procurement ofGoods and Services in the Context of Accelerating Handling of Corona Virus Disease 2019(Covid-19). ABSTRACTSupervise the government as the provider of public services to carry out their duties and authorities under applicable regulations. Large-Scale Social Restrictions are restrictions on certain activities in an area suspected of being infected with Corona Virus Disease 2019 (COVID-19), which causes the quality of public services to be disrupted. The Ombudsman has the task of supervising the implementation of shared services organized by state or government officials and private or individual bodies assigned the task of providing services according to minimum service standards as a benchmark for service delivery and assessing the quality of services to the community. The research method used is normative juridical research with a conceptual approach (Statute Approach).The results of this study are large-scale social restriction policies through the Mayor of Tarakan Regulation Number 17 of 2020, restrictions on activities outside the house such as the implementation of learning at schools and/or other educational institutions, Work From Home (WFH), religious movements in houses of worship, activities in public places, social and cultural activities and Mandatory rapid tests for those using Sea and Air transportation modes, and providing social assistance to communities affected by COVID-19. Ombudsman's supervision of public services during the COVID-19 pandemic in Tarakan City, namely by conducting coordination and control and cooperation with state and private officials as well as community or individual organizations, opening an Online Complaint Post for COVID-19 Affected Persons. Also, conduct unannounced checks to improve public services in the City of Tarakan. Based on the supervision, the receipt of reports on suspicion of maladministration and the Ombudsman's investigation results are subject to examination. Suppose it is proven that it has committed maladministration in public services, the Ombudsman of the Republic of Indonesia can take corrective action and provide recommendations/suggestions to state administrators to improve the quality of public services. Keywords: Surveillance; Ombudsman; Public Service; COVID-19 Pandemic

Child rights are an integral part of human rights so that the government must develop the obligation to protect, fulfill and respect the rights of children especially the rights of children who are victims of violence, because violence against children especially in Indonesia is increasing recently. Therefore, the form of legal protection against the rights of children who are victims of violence can be given in a repressive form that is done in a systematic way, through a series of programs, stimulation, training, education, prayer guidance, games and can also be provided through legal aid called advocacy and child protection laws. While the concept of legal protection of child rights in the future must do law reform of child protection system in Indonesia with the aim to give justice, certainty and benefit to children in Indonesia in particular so as to protect and guarantee the rights of children who become victims violence. In order for child protection law in Indonesia in the future to be able to really give protection to child rights which become victims of violence, then child protection law must be free from humanity principle based on human rights.

At this time there is a health problem that is in the spotlight and attention of the world, namely the Covid-19 disease. This disease is caused by a virus called Corona Virus Disease – 19 or more popularly known as Covid-19. In response to this, the government has issued a policy or regulation to prevent the increase in the number of cases, namely in the form of a health protocol for handling Covid-19. The government has issued health protocols for handling Covid-19, including health protocols, borders, communications, education areas, and public and transportation areas, including policies in the form of implementing Large-Scale Social Restrictions (PSBB) in several areas in Indonesia. This study aims to determine the relationship between community         characteristics and the incidence of covid 19 in Payung Village, Weleri District.              Research design is descriptive correlation with sampling technique using simple random sampling with a sample of 58 respondents. Statistical analysis using chi square. From the results of the study, it was found that there was a relationship between age, gender, education and occupation with the incidence of Covid-19 in Payung Village, Weleri District with a p value <0.05.
