scholarly journals СYBER THREATS WITHIN THE CONTEXT OF CONTEMPORARY PERCEPTION OF THEM IN UKRAINE

The article focuses on security research in cyberspace, in particular in the context of the cyber threat. It is emphasized that under current conditions a number of strategically important objects of economic, infrastructural and defense sectors using information and telecommunication systems are potentially objects of high risk due to consequences and their level of vulnerability to external invasion. The article places emphasis on some discussion among researchers by type of threat. Attention is paid to the belief that, also taking into account the general methodological approaches to the assessment of risks of the proliferation of threats, these threat factors are primarily not threats, but internal factors that contribute to the spread of cyber threats and could be characterized as the ability of the system to counteract the proliferation of these threats or as vulnerability of society. With this as a background of cybercrime, which is typical not only for Ukraine but for the whole world society. It has been pointed out that the Convention on Cybercrime has approached the classification of cybercrime in a rather generalized manner, and that certain actions in cyberspace which clearly cause significant losses to the subjects of information relations have been left out of its attention. Under the contemporary conditions, a special type of cyber threat is the spread of cyberterrorism, the global nature of the technical base of which and its accessibility have determined the special features of this type of terrorism. It was noted that cyberterrorism from cybercrime differs by its openness, when the terrorist's demands are widely covered by the media. Solving the problem of combating cyberterrorism is based on a comprehensive approach and has legal, organizational, psychological and technical components. At the same time, the key problem remains the legal regulation of the use of cyberspace, as well as legal conflicts and gaps in legislation, resulting in an untimely and inadequate response by law enforcement agencies to damage to information, information and telecommunications networks, the reputation of citizens and so on.

More than a year has passed since the appearance of disease called COVID-19 in the world. This disease became the reason for unprecedented measures taken so far, having received the classification of pandemic. The world has faced with pandemics before, but society has not yet taken such unprecedented restrictive measures. The restrictions of not only local but even of global nature, such as the suspension of international flights, various scientific and political events were adopted around the world. Media resources have played a key role in the formation and development of the attitude towards the disease in people. Despite all the depressing news, the facts showed a low mortality rate, which is often ignored by the media. As a result, medical staff around the world have faced psychological health issues among the different groups of the population, especially vulnerable ones such as people with chronic disease and with weak immunity. At present, it is early to talk about the results and outcomes of the pandemic. However, previous year has taught us many lessons and can become a key factor in understanding the role of the media in pandemic times, developing strategies for combating diseases and protecting public health.

The article analyzes potential and real threats to the national security of the Scandinavian countries from Muslim segregated communities of immigrants who form “parallel” societies on the territory of Denmark, Sweden and Norway. Based on the commonality of the historical development, the economic system and the sociopolitical structure of the states in this geopolitical region, the research identifies general trends in the formation of a confessional parallel society and the modern political immigration strategy in Northern Europe. The study of social and political discourse and officially published documents on the problem of “parallel” societies makes it possible to assess the effectiveness of actions taken by state structures to ensure the full integration of isolated Muslim communities in the majority society. The reports of ministries and internal law enforcement agencies in the states of Northern Europe deserve special attention against the background of the widespread exploitation of the problems of Muslim parallel communities in the media and sociopolitical debates that escalate social tension in the Scandinavian countries. Despite the fact that the official reports emphasize the undeniable relevance of this problem, they exclude the possibility of escalating the current situation into a threat of national or international scale since the police keep these territories under control. However, the lack of successful integration policies of Denmark, Sweden and Norway regarding ethno-religious minorities significantly complicates the legal regulation of cultural, religious and ethnic diversity within their national borders. This situation leads to the formation of “vulnerable residential areas” with a high degree of crime against the background of a low socioeconomic standard of living. The population of such areas mainly consists of non-Western immigrants practicing Islam. Discrimination of the rights of ethno-religious minorities in democratic countries to a large extent determines the tendency to the segregation of Muslim communities from the majority society on the basis of their own cultural and religious order, which subsequently may lead to religious radicalization. Despite the positive measures taken by the governments of Denmark, Sweden and Norway to integrate Muslim minorities into the majority society, the prevailing inefficiency of the existing immigration policy in the context of the continuous expansion of cultural, religious and ethnic diversity among the population of the Scandinavian countries is stated. Moreover, the main reason for the emergence of a confessional parallel society as a modern social phenomenon lies in the practical absence of state structures and public institutions capable to ensure full integration of all citizens into a united society.

In article the legislative base, which is the foundation of functioning of the state system of medical-social examination, is considered and analyzed. The questions of legal regulation of the state activity in the sphere of social policy concerning disabled people are discussed. The methods of sociological research and logical analysis of literature and official normatively-legal papers, being the basis of activity of the system of medico-social examination and sphere of giving to the invalids the equal with other citizens possibilities in realization of constitutional rights and freedoms, public welfare and establishment, are applied to the invalids as the measures of government support. In conclusions the emphasis is placed on need of carrying out radical restructurings for system of medico-social examination. It is offered to modify the existing classification of indexes of health and indexes, related to the health taking into account the socio-economic, climatic and other features; to strength the control of execution of government programs in the medico-social sphere; to modify the traditional classification of groups of disability; to change a way of features accounting of disabled people with various functional violations proceeding from a complex assessment of dysfunction of the neuro-physiological and psycho-physiological statuses; to use the innovative technologies of diagnostics, treatment, rehabilitation in correction of the functional violations with taking in mind not only the nosologic group of disease, but by an individual approach.

The issue of post-mortem examination of animals, whose death occurred as a result of suffered gunshot wounds, is very rarely discussed in literature, most often on the occasion of researching into and describing other problems. This article presents an attempt to bring together the achievements of veterinary forensics in this area. As a starting point, the current legal regulation was adopted, pointing to penal sanctions resulting from the illegal use of weapons in relation to animals. Subsequently, the possibilities of using modern imaging techniques in post-mortem examinations carried out by veterinarians at the request of law enforcement agencies were presented. The scientific reports discussed herein have been supplemented by examples of sectional examinations carried out at the request of law enforcement agencies in Polish scientific institutions. The article indicates that the results of examination of gunshot wounds suffered by people in various circumstances may be used for the purpose of issuing forensic veterinary opinions, just as the results of examination of gunshot wounds of large mammals may be helpful in examining the effects of gunshot injuries in humans.

The article provides a general description of the safety of tourism, namely: the history of the issue of ensuring safety in tourism is analyzed, the concept, types and tasks of tourism safety are revealed, and the classification of risks (threats) and sources of danger in the field of tourism is considered; defined the concept, structure and content of the administrative and legal institute of tourism safety, and also disclosed the legal regulation in the field of tourism safety; disclosed the concept and content of administrative and legal tourism safety regime, classify it into types (sub-regimes); describes the administrative and legal measures to ensure the safety of tourism; highlighted the main security problems in the field of tourism and formulate ways to solve them. The purpose of the thesis is a comprehensive and comprehensive research theoretical and practical problems of administrative and legal ensuring the safety of tourism.

Although graffiti is a well-known phenomenon of street art, there is still no single point of view on this phenomenon (even if it is considered art at all). Both the essence and the manifestations of graffiti remain a matter of debate - there are dozens of different classifications, that they are based on different characteristics. However, the phenomenon has rarely attracted attention from the point of view of semiotics, though it is the semiotic reading of graffiti that makes it possible to understand its nature more deeply. Due to semiotics we could create an integrative classification, which would combine stylistics and subject matter into one system. The article made exactly such an attempt –providing of the semiotic classification of graffiti, based on Ch. Peirce’s classification of semiotic signs. Graffiti is a sign, because it has a material shell of the latter, a marked object and rules of interpretation. It functions within the subculture and signifies the individual's desire to escape from the deterministic nature of urban life (J. Baudrillard). It is a culture of the semiosphere, which continuously gives rise to new connotations and, accordingly, generates new receptions. An important component of graffiti interpretation is the cultural code; it is not read outside the field of conventionality, cultural context. Decoding of graffiti can occur in three ways. From our point of view, it is appropriate to use S. Hall’sclassification. He suggested a scheme for "decrypting" messages in the media, however, in our opinion, his scheme works for any communicative act (including graffiti). He distinguished dominant ("dominant-hegemonic"), oppositional ("oppositional") and negotiated ("negotiated") decoding. In the graffiti situation, oppositional decoding prevails among ordinary recipients (passers-by). U. Eco called this type aberrant, because it provides "decryption" of text with a different code than the one it was created for. Authors of graffiti themselves are often not fully aware of what they createalso. Modern writers use techniques of op-art, Dadaism, surrealism, etc., without being very oriented in all these directions. When graffiti combines different types of art (for example, the combination of painting with literature), it takes into account the features of inter-semiotic translation, which makes the decoding situation even more complicated. We offercreating a semioticclassificationofgraffiti, that might be based on Ch. Peirce’s classification of semiotic signs, whichdistinguishthesigns-copies, signs-indexes, signs-symbols. It could help the essence of graffiti and decode them.

The article is devoted to the study of problems in the field of economic security of the enterprise. The essences of the concepts «danger» and «threat» are analyzed, their main properties are determined. The main types of danger are identified, according to the magnitude of the possible consequences. The main types of hazards include «warning», which has the following characteristics. They are: set of circumstances that have developed in the enterprise, to which it is necessary to react. The peculiarities of the evolution of threats have been studied. The actuall scheme of evolution of threats has been built, considering the concepts of «risk», «danger» and «threat». The classification of economic threats and risks according to the main features (by area of distribution and objects of influence) as components of economic security of the enterprise are formed. The main causes of economic threats have been identified. They are: insufficient adaptation of individual business entities to dynamic and constantly changing market conditions; general insolvency of business entities; growing crime; low level of labor discipline and responsibility of employees of enterprises, insufficient legal regulation of some activities; as well as low professional level of a significant part of the management and employees of the enterprise. It is determined that the causes of physical threats are: inefficient personnel policy of business entities, low professional training, insufficient level of security of enterprises, banks, low control over the work process of employees. The causes of intellectual threats are studied. They are first of all inefficient personnel policy of the enterprise, secondly, violation of non-disclosure agreements and the principle of publicity of results, then, intensification of competition in the markets along with low level of information security or its absence. It is proposed that in order to effectively ensure the economic security of the enterprise, first of all, it is necessary to focus on the presence of various threats, risks and dangers and try to minimize their impact in time.

The article is devoted to defining the concept and methods of interaction of the State Border Guard Service of Ukraine with other law enforcement a. The meaning of the concept of "methods" is revealed. It is proposed to understand the methods of interaction of the State Border Guard Service of Ukraine with other law enforcement agencies as a set of tools used by these entities within the current legislation to organize and maintain relations between them to ensure border security, prevent smuggling, illegal migration and transnational crime. Features of such administrative methods of management as regulatory, administrative and normative are considered. It is noted that regulatory methods take place in the interaction of the State Border Guard Service of Ukraine with other law enforcement authorities. It is determined that persuasion as a universal method of management in the interaction of the State Border Guard Service of Ukraine with other law enforcement authorities is absent, and an example of the method of coercion is liability for non-compliance with acts of the State Border Guard Service of Ukraine. Such organizational methods in interaction of the State Border Guard Service of Ukraine with other law enforcement authorities as planning, forecasting, method of information support, method of decision making, methods of organizing the implementation of decisions and monitoring their implementation, methods of instructing and work with personnel are singled out. Emphasis is placed on economic methods in the interaction of the State Border Guard Service of Ukraine with other law enforcement authorities. The results of the survey show the problems in the use of methods of legal regulation, prohibitions, coercion, coordination, control in the management of the State Border Guard Service of Ukraine, which affect the effectiveness of its interaction with other law enforcement authorities and should be studied separately.

Media convergence and the incorporation of new narratives typical of the consumption habits of younger audiences in the social media environment have led to the proliferation of a wide variety of formats and types of content in the media ecosystem through which the editorial content offered to brands is being distributed. This qualitative research, using in-depth interviews with a qualified sample of branded content managers from the main Spanish media, allows us to determine the main characteristics of the native advertising demanded by advertisers. The results corroborate observations that content channelled through more sophisticated consumption experiences, using both multimedia and interactivity with a clear transmedia approach, tends to be better received by the audience and, therefore, in greater demand by brands. It also confirms that both video and social media formats have grown exponentially when it comes to providing an outlet for branded content. Based on the results obtained, a proposed classification of these products, including definitions, has been drawn up so they can be publicised to the professional world, offering the reflection and precision that their rapid development has not allowed until now.
