Abstract

ISIS is a splinter terrorist group from Al-Qaeda that became a global threat in the last two decades. Its recruitment method that is different from its predecessor, also how it utilizes social media effectively, made them able to spread terror to every part of the world and conquer many territories of Iraq and Syria in order to fulfill their goal of a caliphate. However, recent development shows ISIS will lose their base of operation in both countries and there are signs of ISIS shifting their focus to Southeast Asia, with regards to the Marawi conquest. This paper aims to discuss how such development affects ISIS in Indonesia as the largest Muslim country in Southeast Asia and how the government responds to the situation.

Keywords: isis; al-qaeda; social media; foreign fighters; indonesia.

Abstrak

ISIS adalah kelompok teroris pecahan dari Al-Qaeda yang menjadi ancaman global dalam hampir dua dekade terakhir. Social media as a communication tool has enabled governments around the world to interact with citizens for customer service, access to information and to direct community involvement needs. The trends around the world show recognition by governments that social media content may constitute records and should be managed accordingly. The literature shows that governments and organisations in other countries, particularly in Europe, have social media policies and strategies to guide the management of social media content, but there is less evidence among African countries. Thus the purpose of this paper is to examine the extent of usage of social media by the Botswana government in order to determine the necessity for the governance of liquid communication. Liquid communication here refers to the type of communication that goes easily back and forth between participants involved through social media. The ARMA principle of availability requires that where there is information governance, an organisation shall maintain its information assets in a manner that ensures their timely, efficient and accurate retrieval. The study adopted a qualitative case study approach where data were collected through documentary reviews and interviews among purposively selected employees of the Botswana government. This study revealed that the Botswana government has been actively using social media platforms to interact with its citizens since 2011 for increased access, usage and awareness of services offered by the government. Nonetheless, the study revealed that the government had no official documentation on the use of social media, and policies and strategies that dealt with the governance of liquid communication. This study recommends the governance of liquid communication to ensure timely, efficient and accurate retrieval when needed for business purposes.

Social media has become an integral part of many people's lives around the world. The main use of this communication channel is to connect with social circles. It is also widely used for commercial and business purposes. Governments are also keen to use social media as an alternative to the traditional communication channels. Nonetheless, when the level of use of social media in the government is compared to other fields, a clear gap becomes apparent. This chapter investigates the adoption of social media as a communication channel between citizens, public agencies and government departments; and considers a wide range of factors that affect the issue from the perspective of public agencies. This chapter presents an extensive literature review and proposes a framework that organises the critical factors that affect public agencies' efforts while implementing social media. We also provide a list of hypotheses to validate and evaluate the significance of these factors.

The national covid-19 vaccination program carried out is still on a limited scale and is still below the target set by the government, especially compared to the population in Indonesia, this has resulted in the very highest Covid-19 growth rate, even the highest in Southeast Asia with one of the highest mortality ratios in the world in above 2.5%. The obstacle faced by the government is the limited number of vaccines imported from China, Europe and America, which incidentally are countries affected by COVID-19. then the uneven distribution of the covid-19 vaccine, this is due to the wide area of the country with uneven infrastructure facilities so that not all vaccinations can be carried out in sub-districts or out of town. This results in the low number of people being vaccinated and the last is the lack of socialization, education and training. distribution of information about the importance of being vaccinated against covid-19 so that many people refuse to be vaccinated, and do not understand the importance and benefits of having a vaccine for covid-19. This is a big gamble for Indonesia in dealing with COVID-19, which is getting more and more frightening with the discovery of a new variant resulting from a mutation that is much more deadly. This covid-19 vaccination is an absolute must and must be successful because if this fails it will result in a frightening humanitarian disaster, breaking the chain of distribution with strict rules and sanctions against the community in implementing the Health protocol must be carried out continuously and continuously

The outbreak and spread of covid-19 disease has resulted in countries of the world placing travel restrictions and closure of their borders to movements to and from other countries. The tourism industry is one of the sectors that would be greatly affected. Data for the study was generated from desk review of secondary materials, online blogs and interview through social media chat. Findings of the study reveal that the outbreak and spread of covid-19 disease led to rapid shutdowns in cities and states across the country, which greatly affected the tourism industry. Industries in the tourism sector such as airlines, hotels, entertainment and hospitality industries are facing declining demand and patronage with travel crashes and cancellations expected to continue. The increased cancellations of hotels and travel bookings resulted in billions of dollars in revenue loss and hundreds of thousands of job loss in the country. Benazir Bhutto has the distinction of being the first popularly elected female prime minister in any Muslim country in the world. But this distinction was preceded by her more than a decade long struggle against dictatorship of General Ziaul Haq. Aspiring to join diplomatic corps or media as a journalist, she entered in politics under the force of circumstances in 1977 after the government of her father, Prime Minister Zulfikar Ali Bhutto, was toppled in a coup. Gradually, she occupied the center stage in the politics of Pakistan through her sheer struggle against dictatorship and for restoration of democracy in the country. In the process, she was subjected to repeated detentions, intimidation, coercion as well as physical and mental hardships to abandon her struggle. However, she was able to sustain those hardships and finally paved the way towards restoration of democracy in Pakistan in 1988.

The Covid-19 pandemic has attacked the world since the beginning of 2020. The number of victims who have fallen is increasing, including in Indonesia. Seeing the increasingly fast and dangerous growth of the virus, the government urges to stay at home and not carry out daily activities as usual first, because avoiding associations and maintaining distance are one of the main ways to break the chain of the spread of Covid-19. However, limited access to activeness in various sectors is not the reason that the movement of the da'wah movement will stop, one of which is the preaching of the Al-Qur'an. The rapid development of technology, does not limit activities in the field, can still communicate, receive information via the internet, and various social media. So, the preaching of the Al-Qur'an can also be done using social media. There is no obstacle for a Muslim to memorize the Qur'an, so in the midst of a pandemic and busyness, Tahfidz online can become wasilah. Online Tahfidz is implemented by depositing memorization and muroja'ah via Whatsapp by sending voice notes, then it will be corrected by musyrifah who is the group admin. It has been observed that social media platforms have had both a positive and negative effect on how India has dealt with the COVID 19 pandemic. As the coronavirus took over the world, many took to social media to learn about how the virus spreads and what it is. Although this helped inform everyone on how to take precautions against this deadly virus, a lot of the information that users were reading was not verified or fact-checked and labeled as "fake news". In the modern world, information is spread very quickly through a variety of social media platforms. Because of this, there was widespread panic even before the COVID-19 virus had even reached India. Many citizens bought an excessive surplus of supplies such as masks, hand sanitizers, and food, which ultimately led to a shortage of these supplies for the 1.3 billion people in this country. The shortage of supplies along with the lockdown process which severely impacted the economy has led to an increase in price to the majority of essential products such as food, hand sanitizers, masks, etc. The most affected were the average day workers. Social media has caused widespread panic and hogging of essential supplies along with false facts of the virus itself, however, there are some things that we have benefited from due to social media. For example, social media has shown us the importance of social distancing and activities that we can do to keep our mental health in check while under lockdown. In short, I believe social media should be regulated and kept under watch by the government in certain aspects when it comes to spreading information about pandemics like covid19. If regulated properly we can avoid mass panic and anarchy and will be able to survive this pandemic as one.

This document article depicts two main issues which are happening in Germany: Muslim integration after the wave of refugees as a result of bloodiest conflict in Middle East and German government’s policy in religious pluralism issues. This program had been initiated in order to bridge cultural understanding for Indonesia, as the most populous Muslim country in the world, toward Muslim life in Germany. Indonesia has been considered as a strategic country which stands for disseminating moderate Islam. In addition, Dr. Heinrich Blomeke, Goethe-Institut, Institute and Regional Director Southeast Asia/Australia/New Zealand, said “the participants will engage in academic discussions and visit Muslim cultural organisation to obtain an insight about Muslim everyday life in German secular state.
