       The research aims to identify internal and external factors, formulate alternative strategies, and prioritize strategies in developing the tilapia hatchery business at the Gunung Manau Local Fish Breeding Center, Batumandi District, Balangan Regency. The basic method used is descriptive method and carried out by survey techniques. The data used in this study are primary and secondary data. Data analysis methods used (1) SWOT Analysis, (2) IE and SWOT matrix (3) QSP matrix. The results of the study reveal that (1) the main underlying strength is easily accessible production facilities, (2) the main disadvantage is that marketing outside the region is still lacking. (3) The main opportunity to get assistance from the government. (4) Whereas the fundamental threat is the effect of the dry season. (5) Based on the IE matrix, the strategy is market penetration and product development. (6) The results of the SWOT matrix from the alternative strategies implemented are maintaining seed quality and increasing production through increased application of Standard Operating Procedures (SOP), Utilization of feed probiotic processing technology and feed training and increasing the number, improving the performance of technical officers in managing business seeding by providing encouragement, monitoring and evaluation as well as cooperative relations of the related institutions. This research purpose to analyze the strategic and technical to encourage the potential of Regional Original Revenue (PAD) from the Groundwater Tax sector owned by Garut Regency. In this research used the descriptive method of research and qualitative approach to obtain the illustration of groundwater tax potential in Garut Regency. The primary and secondary data obtained by depth-interview technique to The Regional Revenue Office of Garut Regency. The data analysis using the formula on the growth, contribution and potential. Besides that, in this research use SWOT analysis to identify internal and external factors that influence the achievement of organizational goals based on strengths, weakness, opportunity, and threatness. The result of this research based on the growth measurement obtained the average of the ground water tax reached -13.65% while the contribution of ground water tax to the regional tax was 0.83%. Thus, to repair this condition based on the SWOT analysis the government of Garut Regency needs to conduct the intensification and extensification to increase groundwater tax revenues in Garut Regency as rejuvenating the policy of groundwater tax strategy in Garut Regency.

The research aim is to determine development strategy of Banjar Samu as a tourism village. This research used qualitative and quantitative data with source from primary and secondary data. Observation, interview and documentation are data collection techniques. The sample method used purposive sampling while data analysis used descriptive qualitative and SWOT analysis.  Based on the results, the research indicate is that Banjar Samu have tourism potential which is consisted of natural potentials include panorama of rice fields and water springs. While the potential of culture include: community activities, hospitality and attitude of mutual cooperation, temples: building architecture and religious activity, sacred art of barong landung and another arts entertainment such as joged bumbung, arja, gambelan geguntangan, as well as local craft communities such as wood carving, silver handicrafts, yoga-meditation activity and sekaa such as sekaa gong,  joged, geguntangan, arja, angklung, subak and sekaa santi. Based on the analysis of SWOT Matrix, the results obtained by SO strategies are improving the quality of tourism potential and establish tourist activity. ST strategy is improving the security services. WO strategies are increasing cooperation with the government college, arranging some promotion. The Ministry of Transportation has instructed to Airport Management to improve public service. The instructions contained in the Circular of the Ministry of Transportasion No. HK.209/I/16PHB.2014 dated December 31, 2014 about Improvement of Public Service at the Airport in Indonesia. This research is aimed to evaluate development strategy of Soekarno Hattta Airport in improving public services based on a combination of internal and external factors. The method used SWOT analysis which is then formulated in the Cartesian diagram, External Internal matrix and SWOT matrix. Result of the analysis shows that the Cartesian Diagram of Soekarno Hatta International Airport in Cengkareng currently resides in quadrant I that means the Soekarno Hatta International Airport in Cengkareng on the competitive position of a very strong market in the business of airport with high competitiveness. There are four alternative strategies (SO, WO, ST, WT) which can be applied in the development of public services at Soekarno Hatta International Airport Cengkareng. Instruksi tersebut termuat dalam Surat Edaran Kementerian Perhubungan No. HK.209/I/16PHB.2014, tertanggal 31 Desember 2014, tentang Peningkatan Pelayanan Publik di Bandar Udara Seluruh Indonesia. Tujuan penelitian untuk mengetahui strategi pengembangan Bandara Soekarno Hattta Cengkareng dalam peningkatan pelayanan publik di bandara berdasarkan kombinasi dari faktor internal dan faktor eksternal bandar udara. Metode penelitian menggunakan analisis SWOT yang kemudian dirumuskan pada Diagram Cartesius, Matrik Internal Eksternal dan Matrik Swot. Hasil analisis pada Diagram Cartesius menunjukkan bahwa posisi Bandara Internasional Soekarno Hatta Cengkareng terletak pada kuadran I berarti Bandara Internasional Soekarno Hatta Cengkareng pada posisi kompetitif pasar yang sangat kuat dalam bisnis kebandarudaraan dan berdaya saing tinggi. Terdapat empat alternatif strategi (SO, WO, ST, WT) yang dapat diterapkan dalam pengembangan pelayanan publik di Bandara Internasional Soekarno Hatta - Cengkareng. ABSTRAKPenelitian ini bertujuan untuk menganalisis strategi yang diterapkan pada layanan Belanja Kriing di Pasar Anom Baru Sumenep dan merumuskan alternatif strategi baru dengan melihat faktor internal dan eksternal serta menentukan strategi alternatif prioritas. Metode penelitian yang digunakan adalah kualitatif deskriptif dengan teknik analisis menggunakan matriks IFAS-EFAS, matriks IE, matriks SWOT, dan matriks QSPM. Hasil penelitian menunjukkan bahwa Layanan Belanja Kriing Pasar Anom Baru Sumenep berada pada posisi hold and mantain sehingga strategi yang sebaiknya dilakukan adalah penetrasi pasar dan pengembangan produk. Hasil analisis SWOT merekomendasikan strategi yang sebaiknya dilakukan adalah Strength-Oppotunity (SO) yang mencakup dua alternatif strategi yang kemudian diurutkan dengan matriks QSPM untuk mendapatkan strategi prioritas. Hasil matriks QSPM mengurutkan dua alternatif strategi yaitu strategi memanfaatkan harga yang sesuai dengan daya beli masyarakat saat pandemi covid-19 dengan skor TAS tertinggi sebesar 5,34 dan strategi menyediakan lebih banyak variasi kebutuhan masyarakat dengan skor TAS sebesar 4,73. Kedua strategi tersebut menjadi saran manajemen strategi yang bisa dilakukan dalam pelaksanaan Layanan Belanja Kriing. Namun rekomendasi strategi yang sebaiknya diprioritaskan adalah memanfaatkan harga yang sesuai dengan daya beli masyarakat saat pandemi covid-19.Kata kunci: Covid-19, Manajemen Strategi, SWOT, QSPMABSTRACTThis study aims to analyze the strategies applied to the Kriing Shopping service at the Anom Baru Market in Sumenep and to formulate new alternative strategies by looking at internal and external factors and determining priority alternative strategies. The research method used is descriptive qualitative with analysis techniques using the IFAS-EFAS matrix, IE matrix, SWOT matrix, and QSPM matrix. The results showed that the Anom Baru Sumenep Market Kriing Shopping Service was in a hold and maintain position, so the best strategies to do were market penetration and product development. The results of the SWOT analysis recommend that the strategy that should be carried out is Strength-Oppotunity (SO) which includes two alternative strategies which are then sorted by the QSPM matrix to get a priority strategy. The results of the QSPM matrix rank two alternative strategies, namely the strategy of utilizing prices that are in accordance with the purchasing power of the community during the Covid-19 pandemic with the highest TAS score of 5.34 and the strategy of providing more variety of community needs with a TAS score of 4.73. The two strategies are strategic management suggestions that can be done in the implementation of Kriing Shopping Services. However, the recommended strategy that should be prioritized is to take advantage of prices that are in accordance with the purchasing power of the community during the Covid-19 pandemic.Keywords: Covid-19, Strategic Management, SWOT, QSPM

The purpose of this study was to determine the activity of Mau Sigaro farmer group in Gamsungi village and identified internal and external factors that became the strengths, weakness, opportunities, and threats of the honey bee cultivation business, in order to find a good strategy to develop it using SWOT matrix. The result of SWOT analysis showed the strength point was consisted of professional human resorces, received capital assistance, produced a pure honey, and short marketing channel. The weakness of this farmer group was limited opportunity for all the member to join some workshop related to honey bee cultivation, needed more capital assistance to pay the maintenance expense, the price of the product was cheap, using manual technic, and none market promotion. The opportunities identified as the support from the government to the farmer group and it had gained consumer trust towards the product. The threats was found as weather exchange, it had not used technology to gain information, and it still did not have a permanent marketing partner to distribute the product. Alternative stategy can be used to develope the honey bee business based on SWOT result is Mau Sigaro farmer group needs to gain more relation with the government and marketing partner, increase the number of production and the quality of the product, send the member to join honey bee cultivation workshop, using the newest technology in honey bee cultivation and mass communication to spread the product information, and using an attractive packaging to gain more consumers.                                                          Key words: honey bee cultivation, farmer group, developing strategy, SWOT

Penelitian ini bertujuan untuk mengidentifikasi faktor internal dan eksternal yang mempengaruhi pengembangan industri patin dan menentukan strategi prioritas untuk pengembangan industri patin diProvinsi Jambi. Penelitian dilaksanakan pada Bulan November 2018 hingga April 2019 bertempat di Provinsi Jambi (studi kasus di Kabupaten  Muaro Jambi), dilakukan dengan metode SWOT (Strengths Weaknesses Opportunities and Threats) dan AHP (Analytical Hierarchy Process). Teknik pengumpulan data meliputi survei, observasi dan wawancara. Cakupan dalam penelitian ini mulai dari sektor budi daya, sektor pengolahan hingga pemasaran. Responden dalam penelitian ini adalah pelaku usaha, pembuat kebijakan (pemerintah daerah dan pusat), serta pakar (akademisi dan peneliti). Hasil identifikasi menunjukkan bahwa faktor internal dan eksternal yang mempengaruhi pengembangan industri patin pada aspek budi daya diantaranya status kepemilikan lahan, ketersediaan modal, tersedianya tenaga penyuluh perikanan, tingginya  minat usaha, akses pemasaran, dukungan dan kebijakan dari pemerintah, dan kontinuitas bahan baku pakan. Pada aspek pengolahan, faktor yang mempengaruhi diantaranya lokasi unit pengolahan, ketersediaan bahan baku, tenaga kerja, akses pemasaran, dukungan pemerintah, serta persaingan. Analisis SWOT menghasilkan 8 alternatif strategi untuk budi daya dan 6 alternatif strategi di sektor pengolahan. Berdasarkan hasil analisis AHP, prioritas utama dalam pengembangan patin di Provinsi Jambi adalah meningkatkan pendampingan dan pembinaan kepada pembudi daya (sektor budi daya) dan mengembangkan usaha, diversifikasi dan inovasi produk (sektor pengolahan).Title: Strategies for Pangasius Industry Development in Jambi ProvinceThe aims of this research were to identify internal and external factors and to formulate the alternative strategies in developing the pangasius industry, in Jambi Province. This research was held in November 2018 until April 2019 in Jambi Province (case study in Muaro Jambi district), applied SWOT (Strengths Weaknesses Opportunities and Threats) and AHP (Analytical Hierarchy Process) methods, while the data were obtained through survey, observation and interviews, covering aquaculture, processing and marketing sectors. Respondents in this research were businessmen, policy makers (local and centralgovernments), and experts (academics and researchers). The results indicate that internal and external factors that influence the development of the pangasius industry in the aquaculture were land ownership,capital availability, availability of fisheries extension workers, high business interest, marketing access, support and policy from the government, and continuity of feed raw materials. Whereas in the processing include the location of processing units, the availability of raw materials, labor, marketing access, government support, and competition. SWOT analysis resulted in 8 alternative strategies for the aquaculture sector and 6 alternative strategies for processing sector. Based on AHP analysis, the main priorities for  the development of pangasius industry in Jambi Province were to strengthen assistance and guidance for farmers (aquaculture sector) and business development, diversification and product innovation (processing sector).

<p><em>This study aims to analyze institutional melinjo chips MSMEs, identify internal and external factors, formulate strategies for improving the competitiveness of melinjo chips MSMEs, and prioritizing strategies for improving the competitiveness of melinjo chips MSMEs in Magetan regency. The research methods used include: Descriptive Analysis, SWOT Analysis, SWOT matrix, and AHP. The results showed that: (1) there are 4 structure of the supply chain in the distribution of products chips melinjo, and the main institutional sectors in improving the competitiveness of melinjo chips MSMEs, namely the public  sector,  voluntary  sector  and  private  sector;  (2)  identification  of  internal  and external factors obtained strengths, weaknesses, opportunities and threats in improving t</em><em>he competitiveness of melinjo chips MSMEs; (3) matrix SWOT produced 10 alternative strategies to increase competitiveness; (4) priority strategy in improving the competitiveness of melinjo chips MSMEs is provide training and guidance to the next generation  about  the  importance  of  business  continuity  that  has  quality  products according  to  market  demand,  establish  cooperation  with  suppliers  to  ensure  the</em><em>availability of raw materials; and improve product quality and maximum service to maintain consumer confidence.</em></p>

Technology changes will always be for the better, not only to the end users but also to the intellectual property owners of the technology and the implementers of the technology. The objective of this paper is to study the feasibility and viability for entrepreneurs to become service providers for the dispensation of fertilizers, pesticides, fungicides and supporting services such as aerial crop reconnaissance using Unmanned Aerial Vehicles (UAV) or drones. The methodology used for this study is SWOT Analysis. Both primary and secondary data is used for this analysis. This study finds that paddy farming employing drones is feasible. The beneficiaries of this study shall be the government, by way of lowering financial cost to subsidise the paddy planting, the farmers who no longer need the services of migrant workers, thus saving production cost, and finally the drone service providers and their downstream business associates who can engaged themselves in very lucrative businesses.

This study aims to identify internal factors and external factors of UD Betris, as well as to determine the strategy for developing the business of bamboo batik handicraft industry UD Betris. Betris in Meras Village. This research was conducted from April to June 2018. The data used were primary data and secondary data. Primary data is obtained through observation and interviews which are divided into two parties, namely internal parties (business owners and labor) and external parties (local government and consumers) with 8 (eight) respondents. Meanwhile, secondary data was obtained from literature studies. Analysis of the data used is by using a SWOT analysis. The results showed that internal factors include: raw materials, quality of raw materials, price of raw materials, product uniqueness, business spirit and craftsman skills, product prices, product durability and quality, not having financial records, traditional production equipment, product arrangement that has not been arranged neat, promotion is not efficient, does not have a special place of business, and there is no parking space. external factors include: high market opportunities, government support, opportunities for training, opportunities to participate in exhibitions, plastic substitute goods, interest in business successors, and the existence of competitors using modern production tools. Based on the SWOT diagram, the chosen strategy is a combination of SO, namely: 1) Maintaining product quality and continuing to develop products by innovating to create bamboo handicraft products with new designs. 2) Continue to work with the government and related agencies to develop and expand marketing areas so that products are better known to local and foreign communities through training and exhibition events. *jnkd*.

Fisheries development is a human effort in increasing the utilization of all fishery's biological resources which include the fishery capture, aquaculture, and processing sectors. Grouper is a commodity that has high economic value, but the amount of aquaculture production is still low, one of which is in Gerokgak district.This research was conductedfrom February to March 2018, in Gerokgak District, Buleleng Regency,Bali Province. Dataobtainedthrough interviews, observations, documentation, and questionnaires directly with respondents, namely the Department of Maritime Affairs and Fisheries of Buleleng Regency, business owners, managers, and grouper farmers. The analysis used in this study was toobtaina grouper cultivation strategy using a SWOT analysis. From the results of the calculation of the analysis and determination of the SWOT matrix,thewgovernment must increase grouper aquaculture results by increasing the number of hatchery and enlargement businesses. The government is more responsive to the problems faced by farmers.
