Abstract This  study aims to observe how much influence the policy of gender mainstreaming on employment in  Banda Aceh city. Employment in this study is projected as the number of workers. The scope of this research is in the government of the Banda Aceh city by using SWOT analysis method. The data collected is secondary data obtained through interviews. The results of the study show that based on swot analysis there are several threats, opportunities, challenges, and weaknesses in the implementation of gender mainstreaming policies in employment in Banda Aceh city. The disadvantages are the limited willingness to work, the double burden of women as wives or mothers, lack of socialization and training, and the absence of disaggregated data. The strength of PUG policy is the Law Regulation, one of which is Presidential Instruction No. 9 of 2000, the level of education, skills, and understanding of HR.Government of Banda Aceh city should be able to support this policy through pro-gender equality programs so that there will be no gender gap in the city of Banda Aceh and One of the efforts that can be taken by the government in dealing with the issue of gender disparity is to create gender responsive programs in the form of socialization, discussion, and others that not only involve men but also women.

Perusahaan Daerah Air Minum (PDAM) is a business entitiy owned by the Aceh government which has business scope in managing drinking water and managing fresh water facilities to improve the welfare of the city citizens.. PDAM Tirta Daroy is an agency that serves the drinking and fresh water distribution for Banda Aceh city, in the 2017 PDAM Tirta Daroy has achieved “Health” status woth value 3,11 which is ranked 130 out of 378 PDAM assessed throughout Indonesia. Even though PDAM Tirta Daroy has achieved health status there are still customers who complaint receiving distribution of fresh water with very disssapointing quality so that the analyses study of fresh water is needed for the PDAM Tirta Daroy in 2018. The problem in this study is how the performance of PDAM Tirta Daroy fresh water services in 2018. The purpose of this study is to determine the performance of PDAM Tirta Daroy against the fresh water supply system in Banda aceh city and PDAM Tirta Daroy strategy in improving performance related to the current fresh water services. The research methodology initially began with the collecting the primary and secondary data, the interviews results are written descriptively in accordance with the activities that occur. After conducting primary and secondary data in 2018 data then processed using Balance Scorecard and SWOT analysis. The results of this study is to find out the value of PDAM performance based on the 4 aspects of Balanced Scorecard which are financial aspects, services, operational, and Human resources aspects, and the PDAM Tirta Daroy strategy in an effort to improve the problems of fresh water services in Banda Aceh city.

The purpose of this study was to determine the effect of Local Revenue and Special Allocation Funds on Regional Expenditures in the city of Banda Aceh from 2010-2015. The data used in this study was secondary data, which was obtained from financial statements for the financial year ending on December 31, 2010 to 2015, which was obtained directly from the DPKAD of Banda Aceh City. The data analysis method used was multiple linear regression. The results of this study indicated that Regional Original Income and Special Allocation Funds simultaneously influence Regional Expenditures in the city of Banda Aceh in the period 2010-2015. Local revenue had a positive effect on regional expenditure with an influence of 306.4%. The special allocation funds had a positive effect on regional expenditure with an influence of 1365.6%. Suggestions for further research are expected to include other factors that are thought to influence regional spending such as general allocation funds. From the results of this study, it is expected that the Regional Original Revenues can increase, the government of the City of Banda Aceh is expected to increase the collection of Regional Taxes, Regional Retributions and other legitimate PAD (Original Local Government Revenue) intensively and actively up to a percentage of 100%.

Technology changes will always be for the better, not only to the end users but also to the intellectual property owners of the technology and the implementers of the technology. The objective of this paper is to study the feasibility and viability for entrepreneurs to become service providers for the dispensation of fertilizers, pesticides, fungicides and supporting services such as aerial crop reconnaissance using Unmanned Aerial Vehicles (UAV) or drones. The methodology used for this study is SWOT Analysis. Both primary and secondary data is used for this analysis. This study finds that paddy farming employing drones is feasible. The beneficiaries of this study shall be the government, by way of lowering financial cost to subsidise the paddy planting, the farmers who no longer need the services of migrant workers, thus saving production cost, and finally the drone service providers and their downstream business associates who can engaged themselves in very lucrative businesses.

This research purpose to analyze the strategic and technical to encourage the potential of Regional Original Revenue (PAD) from the Groundwater Tax sector owned by Garut Regency. In this research used the descriptive method of research and qualitative approach to obtain the illustration of groundwater tax potential in Garut Regency. The primary and secondary data obtained by depth-interview technique to The Regional Revenue Office of Garut Regency. The data analysis using the formula on the growth, contribution and potential. Besides that, in this research use SWOT analysis to identify internal and external factors that influence the achievement of organizational goals based on strengths, weakness, opportunity, and threatness. The result of this research based on the growth measurement obtained the average of the ground water tax reached -13.65% while the contribution of ground water tax to the regional tax was 0.83%. Thus, to repair this condition based on the SWOT analysis the government of Garut Regency needs to conduct the intensification and extensification to increase groundwater tax revenues in Garut Regency as rejuvenating the policy of groundwater tax strategy in Garut Regency.

This study aims to identify internal factors and external factors of UD Betris, as well as to determine the strategy for developing the business of bamboo batik handicraft industry UD Betris. Betris in Meras Village. This research was conducted from April to June 2018. The data used were primary data and secondary data. Primary data is obtained through observation and interviews which are divided into two parties, namely internal parties (business owners and labor) and external parties (local government and consumers) with 8 (eight) respondents. Meanwhile, secondary data was obtained from literature studies. Analysis of the data used is by using a SWOT analysis. The results showed that internal factors include: raw materials, quality of raw materials, price of raw materials, product uniqueness, business spirit and craftsman skills, product prices, product durability and quality, not having financial records, traditional production equipment, product arrangement that has not been arranged neat, promotion is not efficient, does not have a special place of business, and there is no parking space. external factors include: high market opportunities, government support, opportunities for training, opportunities to participate in exhibitions, plastic substitute goods, interest in business successors, and the existence of competitors using modern production tools. Based on the SWOT diagram, the chosen strategy is a combination of SO, namely: 1) Maintaining product quality and continuing to develop products by innovating to create bamboo handicraft products with new designs. 2) Continue to work with the government and related agencies to develop and expand marketing areas so that products are better known to local and foreign communities through training and exhibition events. *jnkd*.

The discussion of this research is the development of creative cities in a country is the result of the efforts of the government and creative actors in the city in the country. Creative city can not be separated from the potential of social capital that is owned by the people in the city. Social capital is a social organization concept that includes network of norms and social trusts that facilitate mutual coordination and cooperation including in developing the regional economy. This research aims to (1) know the contribution of social capital in making a creative city, (2) express the social capital and creativity of individuals and communities to realize creative city, and (3) know aspects of social capital that dominant influence on a creativity of the city. The method of this research is qualitative primary data with technic observation and indepth interview, also secondary data in the form of document and archive analysis from Bandung city as one of creative city in Indonesia. Research is done during 2015-2016. Conclusions this research are (1)Social capital that form trust, tolerance, cooperation, openness, and independence of the community greatly contributes in the creation of creative city because through the braided integration of social capital that forms a norm of behavior binding for its citizens to be creative and does not require material capital,(2)Individual urban creativity formed through the process of socialization of elements of social capital in the life of society to trigger creativity of individuals and society as a whole, and (3) The form of openness, tolerance, and cooperation are the dominant elements of social capital in growing the creativity of individuals and societyKeywords: Creatif city, Social capital

After the earthquake, tsunami, and liquefaction on 28 September 2018, the condition of the five-story building was damaged, but it is still inhabited by dozens of families. This paper seeks to explore the attitude of the Palu City Government-Regional People's Representative Council (DPRD), residents, and parties outside the government and outside the residents regarding the use of these flats after the earthquake. The research was conducted qualitatively. Primary data were collected from direct observation and interviews and sources of mass media coverage also complement the secondary data needs. Borrowing Robert K Merton's structural functionalism theory, this research finds a condition if after a disaster, residents strengthen their institutions by building consensus or mutual agreement. Meanwhile, the City Government of Palu, although stated that they prohibited them from returning to the apartment, they have not been able to provide a more feasible housing solution after the earthquake. Ironically, members of the DPRD, as partners of the mayor in the government in Palu City, do not yet know about this condition.

The 30 September 2009 Padang Pariaman (or West Sumatera Earthquake) (M = 7.6 USGS) has caused severe damages of buildings and infrastructures and fatalities. Many of the buildings failed may be due to the low quality of the structures or due to that most buildings were designed Indonesian code SNI 1726-2002, and many of them failed because of the occurrence of liquefaction causing foundation failures. However, a future earthquake could have been even more severe and causes a tsunami, a reality which we shall consider, especially because Padang City is located facing directly to the ocean. Based on the occurrence and experience in Banda Aceh, Padang City has similar risk and yet very limited barrier and lack of evacuation system. For evaluation of this issue, a team of Universitas Katolik Parahyangan conducted a preliminary study on the condition of Padang City and discuss some alternatives to be considered by the government or authority. Methods of research are based on a literature study and collected data for analysis. Options are discussed and conclusions are derived. This paper discusses the important lessons from Banda Aceh failures related to the tsunami, and method to reduce the disaster risk for Padang City by Tsunami Seawall. The purpose of this study is to discuss the risk of the tsunami at Padang City, the preparedness and local condition, and alternative actions to be carried out. There has been pro and cons for Seawall, but the study concluded that due to the fact that tsunami would reach the city within 15-30 minutes after the earthquake and condition of low lying elevation of the Padang City, the use of Seawall for city safety is worth to be considered.

The research aim is to determine development strategy of Banjar Samu as a tourism village. This research used qualitative and quantitative data with source from primary and secondary data. Observation, interview and documentation are data collection techniques. The sample method used purposive sampling while data analysis used descriptive qualitative and SWOT analysis.  Based on the results, the research indicate is that Banjar Samu have tourism potential which is consisted of natural potentials include panorama of rice fields and water springs. While the potential of culture include: community activities, hospitality and attitude of mutual cooperation, temples: building architecture and religious activity, sacred art of barong landung and another arts entertainment such as joged bumbung, arja, gambelan geguntangan, as well as local craft communities such as wood carving, silver handicrafts, yoga-meditation activity and sekaa such as sekaa gong,  joged, geguntangan, arja, angklung, subak and sekaa santi. Based on the analysis of SWOT Matrix, the results obtained by SO strategies are improving the quality of tourism potential and establish tourist activity. ST strategy is improving the security services. WO strategies are increasing cooperation with the government college, arranging some promotion. Indonesia is a country that has quite a large population, one of which is the largest population in the city of Surabaya as a metropolis. With this large number of people, the poverty rate for families in the community is high, so the government provides a program to break the poverty chain, the Family Hope Program (PKH). The purpose of this study is to determine the implementation of social empowerment in the city of Surabaya through the family hope program that can make the community / beneficiary socially and economically independent life and measure the family hope program as a manifestation of community independence. This study used descriptive qualitative method. Data sources consist of primary data and secondary data. Primary data sources were obtained from observations and interviews. Data processing is done through the process of data reduction, data presentation, and conclusion checking or verification. The analysis used in this research is to use the basic principle model of community independence. The results of this study, show that social empowerment through the family of hope program by using a model of community independence is still not going well to create an economically and socially independent community. This can be seen from the data of the community / beneficiaries can live independently after receiving a family of hope program. Through the basic principle model of community independence from Sunyoto Usman (2003) which includes: creating climate, strengthening power, and protecting.Keywords: Human Development Index, Social Empowerment,Welfare
