This study aimed at describing the performance of the electoral commission in the North Luwu regency in updating the voters data on the election of Governor and Governor Deputy in 2013, and describing the supporting and obstacles factors of the implementation of the data updating for determining the voters. The research methods used by the author in this study was descriptive-qualitative by using two kinds of data, namely primary and secondary data. The data was analyzed descriptive qualitatively by analyzing all the data collected by the writer, then be displayed in sentences based on the interviews results from the informants who had been determined in advance. The findings showed performance of Electoral Commission of North Luwu regency in the context of updating voters data in the election of South Sulawesi Governor and Governor Deputy in 2013 had been running well but not fully effective. This is proved by many of northern Luwu communities should be registered as voters at the election, but did not get summons for the election, in contrary the number of summonses were realeased for the people whom their presence were not known by the local society, so that the summonses were useless. Moreover, human resources, Loyalty of PPDP members and staff, and cooperation were the supporting factors while the obstacles were the Data of Potential Population of Voters in Election, Lack of Public Participation, Budget, and the total area.Penelitian ini bertujuan untuk menggambarkan kinerja komisi pemilihan umum kabupaten luwu utara dalam pemutakhiran data pemilih pada pemilihan gubernur dan wakil gubernur tahun 2013, serta menggambarkan faktor yang mendukung dan menghambat dari pelaksanaan pemutakhiran untuk ditetapkannya sebagai pemilih. Metode penelitian yang digunakan penulis dalam penelitian ini adalah deskriftif-kualitatif dengan menggunakan dua macam data yaitu data primer dan data sekunder.Data tersebut kemudian dianalisis secara deskriptif kualitatif yaitu menganalisis semua data yang berhasil dikumpulkan penulis dan selanjutnya ditampilkan dalam bentuk kalimat sesuai dengan hasil wawancara dari beberapa informan yang sebelumya telah ditentukan. Hasil penelitian menunjukkan Kinerja Komisi Pemilihan Umum Kabupaten Luwu Utara dalam konteks pemutakhiran data pemilih pada pemilihan Gubernur dan Wakil Gubernur Sulawesi Selatan tahun 2013 telah berjalan dengan baik namun sepenuhnya belum efektif. Hal ini dibuktikan dengan banyaknya masyarakat luwu utara yang seharusnya terdaftar sebagai pemilih pada pemilihan, tidak mendapat surat panggilan untuk melakukan pemilihan, dan sebaliknya banyaknya surat panggilan yang ditujukan pada orang-orang yang keberadaannya dalam suatu daerah tidak diketahui oleh masyrakat setempat, sehingga surat panggilan tersebut tinggalah menumpuk dan tak dipergunakan. Sumber daya manusia (SDM), Loyalitas anggota PPDP dan staf serta Kerjasama selaku factor pendukung dan adapun sebagai Faktor Penghambat yaitu Data Penduduk Potensial Pemilih Pemilu (DP4), Kurangnya Partisipasi Masyarakat, Anggaran, dan Luas wilayah.

Development must cover all areas as a whole. Partial development will be difficult to solve problems that arise can even exacerbate existing problems and create new problems. Development that focuses only on one aspect will lead to development failure. This research aims to know: 1) Influence of public policy toward society prosperity in Regency of Padang Pariaman, 2) Influence of Public Participation to society prosperity in Regency of Padang Pariaman, 3) Influence of education level to society prosperity in Padang Pariaman Regency.The data were collected by survey method with questionnaire. Data analysis technique used in this research is descriptive and quantitative analysis. The data collected are primary and secondary data that can be classified as independent variable and dependent variable. Public policy, public participation, and educational level (independent variables), and the welfare of society in Padang Pariaman (variable affected). Hypothesis testing in this study using multiple linear regression test.Based on the results of the research note that: 1) Public policy significantly influence the prosperity of the people of Padang Pariaman Regency. This means that the better public policy the better the welfare of the community that is produced 2) The community participation significantly influence the welfare of the people of Padang Pariaman Regency. That is, the increasing number of community participation in the implementation and supervision of the resulting community welfare will be better also 3) The level of education significantly affects the welfare of the people of Padang Pariaman Regency. That is, the higher education in a region or community will be the higher the welfare of the community in the area.

The purpose of writing in this study is to determine and analyze the implementation of the Village Owned Enterprise Program (BUMDes) in Penarun Village, Batin VIII District, Sarolangun Regency. In this study the author uses empirical juridical research methods. The results of this research are that the Village Owned Enterprises (BUMDes) program in Penarun Village, Batin VIII District, Sarolangun Regency is not implemented effectively where the business program that is being run is not developing and cannot help the people of Penarun Village, Batin VIII District, Sarolangun Regency to improve their economy. The obstacles to implementing the Village-Owned Enterprises (BUMDes) program in Penarun Village, Batin VIII District, Sarolangun Regency consist of several factors, namely the absence of Human Resources who have innovation and creativity in Village-Owned Enterprises (BUMDes) Penarun Village, Batin VIII District, Sarolangun Regency and not the existence of community participation to develop Village Owned Enterprises (BUMDes) Penarun Village, Batin VIII District, Sarolangun Regency. Efforts were made to overcome obstacles to implementing the Village-Owned Enterprises (BUMDes) program in Penarun Village, Batin VIII District, Sarolangun Regency, namely developing business units and establishing cooperation with other Village-Owned Enterprises (BUMDes).

The purpose of this study was to describe and analyze the performance of the Regional Parliament of Palangka Raya in carrying out legislative powers and to describe and analyze the constraints that affect the Palangka Raya City DPRD in setting regional regulations. This study uses descriptive qualitative research methods. The types and sources of data chosen by researchers are primary data and secondary data. Data collection techniques used to obtain information are interviews and documentation. The results of the study show that the performance of the Palangka Raya City DPRD (DPRD) in exercising legislative power with the City of Palangka Raya government is quite good. In the period 2015 to 2017, 36 local regulations have been discussed and established. However, if it is reviewed from the proposal initiation, it can be said to be unsatisfactory, because only 9 Regional Regulations are the initiative of the Palangka Raya City DPRD. Factors that influence the performance of the DPRD of Palangka Raya City in setting regional regulations are: Human Resources, Data and Information, and Experience. The condition of Human Resources with an average Bachelor level education (21 out of 30 people) is actually a supporting factor for performance. Given that the basic education is not in line and experience that is still lacking, it becomes an obstacle to support the legislative performance of members of the Palangka Raya City DPRD.

This article is aimed at evaluating the contributions of community radios to the development of regions. Qualitative and quantitative research designs were adopted added to secondary data (published, unpublished sources and the internet). The data derived was coded and analysed to come out with the following findings that Donga-Mantung community radio has significantly contributed to the local development of the division in the following ways. First, the community radio contributes to improvement in the agricultural activities of the local population. Second, the Donga Mantung community radio helps in promoting the culture of the people as well as the general sensitisation of the people. Third, the station has provided a forum for Small and Medium Size Enterprises (SMEs) to reach out to the larger population by undertaking advertisements at very affordable fees. Fourth, the station contributes in sensitising the public on health issues focusing on AIDS prevention, vaccination and family planning.

Taxpayer Compliance in Increasing Tax Revenue at the North Makassar Primary Tax Service Office. The purpose of this study is to determine taxpayer compliance, tax receipts, general provisions and tax procedures that affect taxpayer compliance after the enactment of Law Number 16 Year 2009. This study uses a juridical type of research normative. Primary and secondary data sources and tertiary. This research was analyzed qualitatively by describing descriptively the results of existing data. The results showed that the compliance of taxpayers at the North Makassar Primary Tax Service Office was not yet compliant optimally, although in quantity the tax revenue increased from year to year. The reason is the lack of knowledge and understanding of taxpayers, inadequate tax human resources as well as negative taxpayers regarding tax provisions have not been evenly distributed. While the factors that influence taxpayer compliance are legal substance factors, legal structure factors, legal cultural factors and tax socialization factors.

This study aimed to explain and to analyze the local wisdom of the North Buton people in flood disaster mitigation, namely worldview, traditional knowledge, norms, custom, and other traditions conducted by the people of North Buton in natural phenomena observation as the signs of floods, as well as efforts to reduce the risk of flooding by utilizing human resources and natural resources in the vicinity. The results showed that the people of North Buton have a set of local wisdom in flood mitigation which was inherited from their ancestors' legacy. It has been tested through empirical experience and also obtained the traditional legitimacy at North Buton people. That local wisdom included: (1) studying on the animal behavior namely the flock of Joremba (Dragonfly) which get into the residential area and the spooky sounds of Gara (Owl) birds at night, (2) construction of the houses on stilts or semi-permanent house behind the main house, (3) enacting the mamali (taboo) tradition in cutting down of the forests as a control mechanism in ecological balance creation to prevent erosion, (4) exploration of a new spring, (5) observation of the changes of the river volume and the discovery of the presence of the spring that appears suddenly in the rainy season.

The Indrapura Provincial Training Center (PTC) in Sipare-pare, Air Putih District, Batubara Regency was previously an educational facility for prospective doctors, nurses and midwives from various regions in North Sumatra. Since 2017 PTC Indrapura has been the UPT of Indrapura Hospital. The North Sumatra Provincial Government plans the UPT Indrapura Hospital to fully operate into a class C hospital based on the Decree of the Head of the Provincial Health Office Number: 441/10465/2017 dated 3 May 2017. The planning of the UPT Indrapura Hospital has a positive impact on the people in Batubara Regency. For this, a feasibility study is needed to avoid a wasted investment because the investment carried out can be different from the wants and needs of the community. Data analysis using secondary data, library research and field observations. The results of the feasibility diagram are Quadrant I: SO = 3.8 x 1.8 = 6.84; Quadrant II: WO = 2.4x 1.8 = 4.32; Quadrant III: ST = 3.8 x 2.5 = 9.50; Quadrant IV: WT = 2,4 x 2,5 = 6. The above facts show that the UPT Indrapura Hospital is in Quadrant III this means: The UPT Indrapura Hospital is feasible to be developed, with recommendations to strengthen strength and get opportunities.

The aims of this research is to explore and to represent the form and the characteristics of linguistic politeness, in buginese Karampuang Sinjai, South Sulawesi society. The method employed was descriptive method. The source of data divided into two categories, primary data will be collected and analyzed as an object of the people in Karampuang Sinjai. Secondary data that was some literature related to the object analyzed. The result of this research show the characteristics and the forms of linguistic politeness in Karampuang Sinjai, South Sulawesi.

Local government administration in Nigeria is as old as history and its dated back pre-colonial era. It had been part of system of government among ethnic groups in Nigeria particularly the Yoruba in the West, Hausa/Fulani in the North and the Igbo in the East. Each ethnic group operating it as it suits their cultural value. Under colonial administration, it was known as indirect rule system. It was an attempt to govern the people through their chief. At independence and thereafter, the system has since been restructured and reorganized depending on the regime and the nature of government in power. These changes have made it to pass through series of uncertainties and with peculiar characteristics. The paper, therefore, examines the historical development of local government in Nigerian state. The research methodology is carried out through the use of secondary data. However, the paper founds out that, the current state of Local Government in Nigeria is characterised by unbridled interference of the State Government and therefore recommends that, there is need to review the Constitution to make Local Government autonomous especially on the issues of fiscal power, functions and responsibilities.

Jamaah tabligh is an organization that was originally pioneered by Maulana Muhammad Ilyas, an 'alim who lives in the north of the Indian capital, New Delhi. In Indonesia, the tabligh congregation began to enter estimated in 1952. The tabligh congregation has genuine motivation, is passionate and has high dedication and sincerity in carrying out Islamic da'wah in society. Tablighi congregations are able to set a good example and even earnestly practice the Sunnah of the Prophet Saw in their daily life. The people of Jamiatul Ulama Village, Indrapuri District, Aceh Besar District have different views on the existence of the tabligh congregation. This study aims to determine how the views of the people of Jamiatul Ulama Village towards the tabligh congregation and the influence of the teachings of the tabligh congregation on the morals of the Jamiatul Ulama Village community. In this study the authors used field research methods (field research) with a qualitative approach that collected data through observation, interviews, documentation. The results showed that the view of the community towards the tabligh congregation was different, there were those who accepted it actively, passively and there were those who did not accept it. The reason they accept it is because of its excellent preaching, morals, and the growing presence of the tabligh congregation in the mosque. The reason for those who do not accept it is because the community views the tabligh congregation as new teachings, lazy to work. With the existence of the community's morality tabligh congregation, a lot has changed, the community is increasingly fond of performing acts of worship, congregational prayers are increasingly living in mosques, and an increasing number of congregations at mosques. However, social activities between the tabligh congregation and the community in Jamiatul Ulama Village are less well-connected.
