ABSTRAKJalan Cipto Mangunkusumo merupakan salah satu daerah pusat aktivitas kegiatan masyarakat Kota Cirebon, letaknya strategis pada pusat kota sehingga menjadi jalur utama lalu lintas di Kota Cirebon. Namun, ada beberapa elemen kota yang pemanfaatannya kurang sesuai sehingga fungsi elemen kota yang ada di daerah tersebut kurang maksimal dan menimbulkan ketidaknyamanan oleh masyarakat yang beraktivitas atau melintasi di jalan tersebut. Dengan adanya persepsi masyarakat terhadap elemen fisik kota yang ada di koridor jalan tersebut, maka penelitian ini menggunakan teori Hamid Shirvani, teori ini yaitu teori yang menjelaskan tentang 8 elemen fisik pembentuk kota, elemen tersebut antara lain : penggunaan lahan (Land Use), bentuk dan massa bangunan (Building Form and Massing), sirkulasi dan parking (Circulation and Parking), ruang terbuka (Open Space), jalur pejalan kaki (Pedestrian Ways), papan penanda (Signages), pendukung aktivitas (Activity Support), preservasi (Preservation). Dari indikator 8 elemen fisik pembentuk kota maka metode yang digunakan dalam penelitian ini yaitu menggunakan metode kualitatif dengan pengambilan data kuesioner online kepada 116 responden yang diambil secara random sampling. Maksud pengambilan sampling kepada responden tersebut yaitu giuna untuk mendapatkan data kesimpulan tentang persepsi masyarakat pada kesesuaian dan kurang kesesuaian terhadap 8 elemen fisik pembenetuk kota yang ada di koridor Jalan Cipto Mangunkusumo, diantara persepsi masyarakat pada elemen fisik kota yang sudah sesuai antara lain : penggunaan lahan, bentuk dan massa bangunan, jalur pejalan kaki, papan penanda, preservasi, dan persepsi masyarakat pada elemen fisik kota yang kurang sesuai antara lain : Sirkulasi dan area parkir, Ruang terbuka, Ruang pendukung aktivitas.Kata kunci : elemen fisik kota, kenyamanan kota, koridor jalan.ABSTRACTJalan Cipto Mangunkusumo is one of the central areas for community activities in Cirebon City. It is strategically located in the city center so that it becomes the main traffic lane in Cirebon City. However, there are some elements of the city whose utilization is not suitable so that the function of the urban elements in the area is not optimal and causes inconvenience to people who are active or crossing the road. With the public perception of the physical elements of the city in the corridor of the road, this study uses Hamid Shirvani's theory, this theory is a theory that explains the 8 physical elements that make up a city, these elements include: land use, shape and building mass (Building Form and Massing), circulation and parking (Circulation and Parking), open space (Open Space), pedestrian paths (Pedestrian Ways), signages (Signages), activity support (Activity Support), preservation (Preservation) . From the indicators of 8 physical elements that make up the city, the method used in this study is to use qualitative methods by taking online questionnaire data to 116 respondents who were taken by random sampling. The purpose of taking sampling of these respondents is to obtain conclusion data about people's perceptions of suitability and lack of conformity to the 8 physical elements that make up the city in the corridor of Jalan Cipto Mangunkusumo, among community perceptions on the physical elements of the city that are appropriate, among others: land use, the shape and mass of buildings, pedestrian paths, signboards, preservation, and people's perceptions of the physical elements of the city that are not suitable, including: circulation and parking areas, open spaces, space to support activities.Keywords : physical elements of the city, city convenience, road corridors.

<p align="center"><strong>ABSTRAK</strong></p><p><strong> </strong></p><p>Kawasan Pecinan hadir di banyak kota di pulau Jawa terutama didaerah sepanjang pantai Utara. Seiring berjalannya waktu kawasan-kawasan ini sudah mulai menghilang, tetapi ‘bekas’ kehadirannya masih terasa kental sekali. Suasana yang khas, diperkuat dengan adanya klenteng sebagai pusat kegiatan keagamaan dan sosial menjadi simbol akan eksistensi kawasan pecinan.</p><p>Kawasan Pecinan Lasem merupakan suatu kawasan hunian sekaligus tempat kegiatan sosial untuk mendukung kehidupan penghuninya memiliki karakteristik arsitektur berbeda dengan kawasan lainnya di kota Lasem. Kawasan pecinan di Lasem saat ini berkembang menjadi pusat perdagangan dan industri batik. Permasalahan yang terjadi di kawasan Pecinan Lasem saat ini adalah mulai pudarnya bangunan-bangunan bergaya Cina yang ada karena ditinggalkan penghuninya, atau telah beralih menjadi fungsi baru. Untuk mengetahui karakteristik Pecinan Lasem saat ini dilakukan dengan cara mengidentifikasi elemen-elemen fisik pembentuk kota dengan menggunakan teori dari Hamid Shirvani, yang terdiri dari :</p><p>1. As time passes these areas have started to disappear, but the 'former' presence still feels very strong. Typical atmosphere, reinforced by the pagoda as the center of religious and social activities become a symbol of the existence of Chinatown. Lasem Pecinan Region is a residential area as well as a place of social activities to support the life of its inhabitants have different architectural characteristics with other areas in the city of Lasem. Chinatown area in Lasem is currently developing into a center of trade and batik industry. The problems that occur in the Lasem Chinatown area today are beginning to fade Chinese-style buildings that existed due to the abandonment of its inhabitants, or have turned into a new function. To know the current characteristics of Lasem Chinatown is done by identifying the physical elements of city-building by using the theory of Hamid Shirvani, which consists of:</em></p><pre><em>1. Cellular automata (CA) models have been used in urban studies for dealing with land use change. Transport and accessibility are arguably the main drivers of urban change and have a direct influence on land use. Land use and transport interaction models deal with the complexity of this relationship using many different approaches. CA models incorporate these drivers, but usually consider transport (and accessibility) variables as exogenous. Our paper presents a CA model where transport variables are endogenous to the model and are calibrated along with the land use variables to capture the interdependent complexity of these phenomena. The model uses irregular cells and a variable neighborhood to simulate land use change, taking into account the effect of the road network. Calibration is performed through a particle swarm algorithm. We present an application of the model to a comparison of scenarios for the construction of a ring road in the city of Coimbra, Portugal. The results show the ability of the CA model to capture the influence of change of the transport network (and thus in accessibility) in the land use dynamics.

Jakarta was developed started from the coastline and gradually moved to the centre of the city which left the coastal area remain untouch. The development of Jakarta which only oriented on capitalism cause in a lack of public space for the community, which make public coping with the issues independently. The roads in the housing area and villages was used by local residents as a space to socialize with neighbors or a place to do activities. There are still lots of kampung remained in Muara Baru which located in North Jakarta, but not facilitated by public space and open space to accommodate the citizen’s need to socialize and do their activity, so they carried out those activities in the middle of the road or alley which can disturb the traffic and endangered other people’s lives.  This phenomenon indicates that the community's need for public space is very high and needs to be anticipated immediately in order to avoid environmental and social degradation. The purpose of this project is to become a linkage that connect people with the surrounding environment, as well as humans with other humans, while this project also help the economy and home industry businesses, which bring in money to help the economy of local citizens, and cause positive interactions, such as knowledge exchange and development in economic aspects. AbstrakPembangunan kota Jakarta awalnya dimulai dari area pinggir laut yang kemudian semakin berkembang ke pusat kota, seiring berlangsungnya pembangunan di pusat kota, daerah pinggir/pesisir mulai ditinggalkan dan tidak tersentuh. Pengembangan kota Jakarta yang hanya berorientasi pada kepentingan kapitalis juga mengakibatkan kurangnya ruang publik bagi masyarakat, sehingga  mengakibatkan masyarakat mengatasinya secara mandiri. Jalan-jalan di dalam perumahan hingga perkampungan yang difungsikan oleh warga setempat sebagai ruang untuk bersosialisasi dengan tetangga atau tempat melakukan aktivitas. Kawasan Muara Baru yang terletak di wilayah pesisir Jakarta bagian Utara, masih terdapat banyak area perkampungan, tetapi tidak difasilitasi oleh ruang publik atau ruang terbuka sehingga untuk melakukan kegiatan berinteraksi dan beraktivitas, dilakukan di jalan/lorong kecil didepan rumah, yang dapat mengganggu lalu lintas dan juga membahayakan keselamatan warga dan juga pengguna jalan. Fenomena ini menandakan bahwa kebutuhan masyarakat akan ruang publik sangat tinggi dan perlu segera diantisipasi agar tidak terjadi degradasi lingkungan dan sosial, sehingga tujuan dari proyek ini adalah sebagai linkage yang menggabungkan manusia dengan lingkungan di sekitarnya, serta manusia dengan manusia lainnya, selain itu juga untuk membantu perekonomian dan usaha industri rumahan, yang dapat dilakukan serta menghasilkan uang untuk membantu perekonomian warga, serta menimbulkan interaksi positif, seperti pertukaran ilmu dan pembangunan aspek ekonomi, yang ke depannya akan menghasilkan kemajuan pada kota Jakarta dengan aspek sosial dan ekonomi yang seimbang.

Semarang is the capital city of Central Java Province, as a metropolitan city, Semarang has the capablity to support the rapid development of the city , one of the evident is the highly of activity on physical infrastucture, one of them is the construction of residential areas along the high rate of population growth. Settlement area development activities emerge the negatively impact to reduce the existence of open space area. This study uses a quantitative method through positivistic approach. Research data presented by the form of figures and the analysis using the statistics. This study was first carried out in 2006 and 2011 to analyze the spatial through digitized the image map of Semarang, and the results of the digitization of spatial land area of open space and a residential area, which is used to formulate some stage subsequent analysis: 1) Identification and analysis of the influence of the development of residential areas against the open space in the city, 2) Analysis of the acceleration of the projected change of land per year in Semarang in 2006-2020, 3) Analysis of the application of open space 30% (sample in District Tembalang). The result of this analysis showed the relationship between the relevant mutual influence. The rate of population growth and development of residential areas with a relationship of mutual influence supply and demand. Then, as the development of residential areas causes the reduction of open space. In additon, the background of this problem is how to formulate the recommendations to control the land use plan , in order to create an ideal city land use in the future.

<p class="JudulABSInd"><strong>ABSTRAK</strong></p><p class="abstrak">Salah satu indikator perkembangan fisik wilayah kota dapat diidentifikasi melalui fenomena perubahan tutupan lahan bervegetasi menjadi lahan terbangun. Perubahan lahan tersebut dapat berdampak terhadap penurunan kualitas lingkungan, akibat berkurangnya ruang terbuka hijau. Kota Semarang dengan visi terwujudnya Semarang sebagai kota perdagangan dan jasa yang berbudaya menuju masyarakat sejahtera, merupakan  wilayah yang rentan mengalami perubahan penggunaan lahan yang cenderung kearah lahan terbangun. Penelitian ini mengintegrasikan model <em>Cellular Automata</em> (CA) dan regresi logistik biner untuk memprediksi dinamika lahan terbangun di Kota Semarang. Citra yang digunakan adalah Citra Ikonos 2002, Ikonos 2006 dan <em>Quic</em><em>kbird</em> 2012. Model CA pada penelitian ini digunakan untuk memprediksi sebaran penutup lahan tahun 2022 dan 2032 dengan mempertimbangkan jarak terhadap jalan, jarak terhadap sungai, jarak terhadap lahan terbangun, ketinggian, kepadatan penduduk, <em>evidence likelihood </em>perubahan lahan dan indeks pengembangan kelurahan yang diakomodasi dalam peta sub-model transisi hasil model regresi logistik biner. Hasil penyusunan model ini adalah peta prediksi penutup lahan dengan akurasi 78,21 % validitas model yang dihasilkan dapat dikategorikan “<em>moderate</em>” mengindikasikan bahwa peta yang dihasilkan dapat digunakan. Hasil pemodelan menunjukkan bahwa Kota Semarang pada tahun 2022 terjadi pertambahan luas lahan terbangun rata-rata 284 ha/tahun dan pada tahun 2032 rata-rata 226 ha/tahun.</p><p><strong><em>Kata </em></strong><strong><em>k</em></strong><strong><em>unci</em></strong><em>: </em><em>cellular automata, pemodelan, regresi logistik biner, lahan terbangun</em></p><p class="judulABS"><em><strong>ABSTRACT</strong></em></p><p class="Abstrakeng">One indicator of the physical development of the city can be identified by phenomenon of land expansion, vegetated land cover changes to be built-up area. The land use changes can impact to environmental degradation, due to reduced green open space. Semarang as a city of trade and services cultured toward a prosperous community, a region that is vulnerable to changes in land use tends toward small plots. This research integrates the model of Cellular Automata (CA) and binary logistic regression to predict the dynamics of builtup area in the city of Semarang. The image used is a Ikonos imagery (2002), Ikonos imagery (2006) and Quickbird (2012). Model CA in this research use to predict the distribution of land cover 2022 and 2032 with respect to: distance to roads, the distance to the river, the distance to the built-up area, elevation, population density, evidence likelihood of land use change and development villages index were accommodated in the map sub-model transition binary logistic regression model results. The results of this study are predictive maps of built-up area  with an accuracy of 78,21 % so that the validity of the resulting model can be categorized as "moderate", indicates that the probability map is valid. Modeling results showed that Semarang City in 2022 predicted rate of increase of  built-up area an average 284  ha / year and in 2032 rate of increase of built-up area an average 226 ha / year.</p><p><strong><em>Keywords</em></strong><em>: cellular automata, modelling, binary logistic regression, built-up area</em></p>

This paper investigates the changes of buildings to what extent the regulations related to plot ratio are implemented in the city of George Town, Penang, give impact on land use distribution. This study used a quantitative method by conducting field observations to identify building heights in the city of George Town, which was divided into two segments of the road. Then, GIS software was also used as one of the instruments to map the compliance analysis on study area in the city for the development control tool. The results show that quantitatively, the buildings along Jalan Dato Keramat that have been monopolised by residential activities acquire a higher building height and the maximum of plot ratio caps. There is only a small portion in Jalan Gurdwara that complies with the plot ratio limit. However, the characteristics of the area were determined by several parameters, such as building height, zoning land use activities, and building conformity. Thus, more detailed regulations regarding the changes in shape and plot ratio cap according to zoning activities on the exact location and activities are highly required.

The amount of service discrimination, lack of service certainty and low levels of community satisfaction are important issues that need to be addressed in the delivery of public services after the enactment of the Regional Autonomy policy. Payment of motor vehicle tax that is imaged as a convoluted service, has a very complicated procedure and there is no certainty about the time and openness of the required service costs. As a result of this all makes economic growth and investment in the regions become hampered which also affects national economic growth. This article aims to provide an overview of people's perceptions of motor vehicle tax services in the city of Cilegon. This study uses a quantitative approach with a sample size of 96 respondents who are taxpayers in the city of Cilegon. Based on the calculation of the average interpretation analysis, the results obtained 3.12 included in the interpretation criteria are quite good. But there are some improvements including the language used in serving the community, the completeness of the means of supporting payment services and the use of information technology to support motor vehicle tax services. Abstract Land use planning in an area will refer to the regulations that have been established by the City Planning Office of each region. This is because each region has the authority to plan spatial plans in their respective regions. The border area is an area whose land use can be influenced by two different regional regulations. This is because the border area is a special area located on the border between two regions, each of which has spatial planning regulations. Gayungan District is one of the sub-districts included in the Border Area between Surabaya City and Sidoarjo Regency. To prevent overlapping spatial regulations that may occur in Gayungan District, it is necessary to monitor the suitability of land use using geographic information system technology and remote sensing. The data used in this study are the 2019 Gayungan District RDTRK Map and very high resolution satellite imagery of Pleiades Surabaya City 2019. The method used is the Object Based Image Analysis (OBIA) method. The result of this research is the suitability of land use in Gayungan District. A land use can be said to be suitable if the existing land use is in accordance with the land use in the plan. Meanwhile, land use is said to be inappropriate if the existing land use is different from the planned spatial use. All land use classes in Gayungan District in 2019 had a higher percentage of unsuitable land than the percentage of suitable land. Each percentage of land is not suitable for each land use class, namely: water body class by 92.593%, road class by 78.035%, industrial class by 77.838%, defense class by 76.706%, green open space class by 69.736%, and residential class by 52,27%. So it can be said that the land use in Gayungan District in 2019 was not in accordance with the plans in the City Spatial Detail Plan Map for 2018-2038, but the land use could be appropriate in its designation for the future, because there is a possibility of development for residential class, industrial class, and defense class on open land that is still widely available.

Facade is one of building mass elements which supports street users’s perception [1]. Elements that affect the building facade, namely : harmonization, contrast, materials, textures and colors also  support the visual aesthetics perception district into an unforgettable part to recognize a place [3]. The intensity of the building mass such as the Building Coverage Ratio (BCR), Open Space Ratio (OSR), Floor Area Ratio (FAR), Building Height, Scale and Skyline are some physical factors of the street corridor to optimize the image of the city [4]. Kartini Street is one of the main streets in Gresik city center which connects the East with the West region of Gresik. Complexity of existing land use and lack of decisiveness system in Building and Land Use Regulation affected  the image of the city in variety of facade. Therefore, optimization of the facade and built environment is very important to support the image of the city [2]. Observations are made to provide data in existing facade, facade tendency and the historical background of the region. From the data analysis, it is found that there are building elements which can be a visual aesthetic element to unify and optimize harmonization of Kartini Gresik street corridor to support the image of Gresik.

Abstrak: Pasar sangatlah identik dengan pusat keramaian, karena pasar merupakan pusat perdagangan yang terletak di pusat kota yang sering disebut juga dengan kawasan Central Bussiness District (CBD). Karena pasar merupakan pusat keramaian sehingga mengundang banyak masyarakat untuk datang ke kawasan tersebut sehingga menimbulkan kemacetan arus lalu lintas, akibat tidak terkendalinya arus lalu lintas di sekitar pasar. Kemacetan arus lalu lintas salah satunya akibat dari tidak terkendalinya parkir sehingga membuat kondisi parkir di sekitar daerah tersebut menjadi semakin semrawut. Pasar Aceh merupakan salah satu pusat perdagangan terbesar dan yang paling berkembang di kota Banda Aceh. Semakin berkembangnya kawasan Pasar Aceh membuat aktivitas pergerakan masyarakat semakin meningkat, sehingga membuat menurunnya tingkat pelayanan jalan di kawasan tersebut,  yang diakibatkan oleh kendaraan yang berjalan lambat, parkir, pejalan kaki dan pedagang kaki lima. Pasar Aceh memiliki fasilitas ruang parkirnya. Setelah disediakan ruang parkir pada gedung Pasar Aceh (off-street parking) yang baru ini ternyata masih banyak masyarakat yang lebih memilih parkir dibadan jalan (on-street parking), sementara pelataran parkir pada gedung Pasar Aceh belum habis terisi penuh, sehingga masih terjadi kemacetan dan kesemrawutan lalu lintas yang diakibatkan oleh banyaknya pengguna jalan yang menggunakan badan jalan sebagai tempat parkir. Tujuan penelitian ini adalah : (1) mengevaluasi kinerja jalan yang terbebani oleh kendaraan yang melintasi jalan di kawasan Pasar Aceh, (2) mengevaluasi kebutuhan ruang parkir yang optimal untuk melayani para pengunjung Pasar Aceh dan (3) mengidentifikasi permasalahan-permasalahan yang timbul akibat on-street parking berdasarkan persepsi masyarakat. Sehingga diharapkan dapat direncanakan manajemen parkir yang baik untuk masa yang akan datang.Kata kunci : tingkat pelayanan jalan, permasalahan parkir, persepsi masyarakat, manajemen parkirAbstract: The market is very synonymous with the center of the crowd, because the market is a trading center located in the city center which is often referred to as the Central Bussiness District (CBD). Because the market is a center of crowds that invites many people to come to the area, causing traffic congestion, due to uncontrolled traffic flow around the market. One of the traffic jams is due to uncontrolled parking, making parking conditions around the area increasingly chaotic. Aceh Market is one of the largest and most developed trade centers in the city of Banda Aceh. The increasing development of the Aceh Market area has made community movement activities increasingly increasing, which has caused a decline in the level of road services in the area, which is caused by vehicles that run slowly, parked, pedestrians and street vendors. Aceh Market has its parking facilities. Having provided parking space on the new Pasar Aceh (off-street parking) building it turns out that there are still many people who prefer on-street parking, while the parking lot on the Aceh Market building has not been fully filled, so traffic jams still occur and the chaos of traffic caused by many road users who use the road as a parking lot. The objectives of this study are: (1) evaluating road performance burdened by vehicles crossing the road in the Aceh Market area, (2) evaluating optimal parking space requirements to serve Aceh Market visitors and (3) identifying problems arising from -street parking based on people's perception.
