The purpose of our study was to substantiate theoretically and applied integrated approaches to the functioning and development of the fnancial system in the context of the state fnancial policy under the international sanctions. The study has been based on the theory of fnance, the dialectical method, and scientifc argumentation. We used a systemic approach, historical and economic-statistical methods as well. The authors substantiate the important scientifc direction of the modern fnancial system — modernization and progressive development and determine the consolidating functions of the state fnancial regulation, aimed at eliminating the imbalance, including new approaches to fnancing the budget defcit at the expense of borrowed funds. New approaches to macroeconomic orientation form new opportunities for modern modifcations in the fnancial system. On the basis of scientific arguments, the authors showed that although the federal budget of Russia plays a key role in the development of the fnancial system and the fnancial market, and the state fnancial policy acts as a macroeconomic regulator, the fnancial system of Russia develops on the basis of its own laws arising within it. The authors substantiate the point of view that the state fnancial policy is aimed at revealing the diversity of the functions of money circulation. This has an impact not only on social reproduction but also on the functioning and development of the fnancial system as a whole. The public fnancial policy should take into account the peculiarities of the functioning and development of the fnancial system in the context of constantly occurring macro-, meso-, and microeconomic processes. Of course, this will allow applying new approaches to modern changes in the fnancial system, and will also indicate the existence of a communicative convergent market, which is a sign of the formation of a “market of symbolic exchange of signs”, and hence of the new monetary changes.

This article was studied the сonstitutional norms for civil society, which, in the author's view, should be the doctrinal basis for its functioning. The question arises because of the critical need of society in legal and political movements for a European model of relations between the state and the citizen, the urgency is determined not only by the author’s personal convictions, but also by the unstable situation inside the Ukrainian politics, according to which only anti-democratic pseudosocial post-Soviet movements have unity and one point of view. In such conditions, the uncertainty of the Basic Law does not leave an opportunity to develop new, more effective legal norms that could increase the effectiveness of civil society. The scientific basis for this article were the works of V. Batanov, A. Krusyan, N. Onishchenko, T. Podorozhna, S. Petkov, O. Skripniuk, S. Sunegin, Y. Shemshuchenko. The aim of the work is to study the possible instruments of constitutional influence to achieve the ultimate goal of each democratic and legal state - building an effective civil society with a self-regulatory function. The analysis of the real situation inside the country shows that the level of efficiency of civil society is currently critically low. Indicators of this are the following negative socio-legal phenomena: - legal and political nihilism; - the dependence of the media on the so-called "tycoons"; - a small number of non-state entities of legal relations (organizations, foundations, unions, associations, federations, consumer societies, etc.) especially in sparsely populated rural areas; - low level of labor protection and social guarantees; - ineffective financing of political movements, parties and youth party cells; - low level of civil self-identification in certain regions of the country; - ineffective distribution of financial resources to state monopolies, which are unprofitable to preserve employment. This article provides possible ways of overcoming problems which can positively affect the further development of interaction between society and the state with an integrated approach to their implementation and strike a balance between state influence and civil pressure, the purpose of which is to ensure a decent level of protection of the rights, freedoms and interests of citizens.

Since January 1999 a new pension system based on the reformed Social InsuranceInstitution (ZUS) and open pension funds (OFE) has been in force. The reformsdid not concern all the insured in ZUS uniformly, due to its scope and costs. The aim of the article is to present the changes in the Polish national pension systemand their influence on the public finance including the state budget. The influenceis considerable due to the long-lasting imbalance in the state budget and theaccumulating public debt. The authors discern that the changes suggested by thegovernment can be assessed as the choice between being responsible for presentand being responsible for the future. Thus the effects of the current changesin the pension system are moved to the future generations and the sources of theirfinancing, whether they are in the form of higher taxes, smaller public expenditureor higher public debt, will depend on the future economic policy includingthe financial policy.

The article is devoted to the problematic form and pressure of the public opinion. Basic attention is the theoretical aspects of understanding of public opinion as the legal and social phenomenon, as exactly due to a presence or absence of foregoing institute of civil society it is possible to talk about the state and level of democratization of society, taking into account active introduction of processes that provide access and participation of citizens in life of the state. A self concept «public opinion» though has the generalized interpretation and interpretation in a modern kind, however during all way of forming tested quite a bit transformations and modifications. The presence of different conceptions to understanding of the phenomenon of public opinion is first of all explained variety of looks to influence of actors on the origin of public opinion. Scientists in the doctrine of sociology and legal sciences examine public opinion as phenomenon of mass consciousness that has elemental character, a social institute, a social regulator, that brings in the effective contribution to the decisions of question, that touch activity of the state. For today three basic going was formed near understanding of public opinion as social and legal phenomenon – morally-normative that was based on public publicity and openness, approach, that was based not on subject composition, but on thematic, denying here influence of mass character on the process of forming of public opinion and approach demoscopy is fixed in basis of that – research the key aspect of that is realization of analysis of public opinion on the basis of quantitative data. The classic going near understanding of public opinion from the point of view of her nature is conception of V. Lipman, in basis of that influence of environment of existence of individual is fixed on the process of forming of public opinion. In this theory attention is accented on that a human is clearly limited to in informative space the capacity for perception of information, and that is why can not grasp her fully, however this factor plays role of positive factor of forming of public opinion, as it gives an opportunity more deep knowledge in certain industry, creating more organized public opinion that does not limit opinion of every individual here. As well as on any institute of direct democracy on public opinion certain functions – expressive, consultative, directive functions. Due to realization of foregoing functions public opinion there is cooperating of public with organs by the state of power, that it is counted on formation of original symbiosis, the aim of that is creation of positive terms for life of citizens, increase of level of democratization in society, to improve quality and efficiency of realization of the functions fixed on them power within the framework of legislation.

The sustainable development of the city involves the solving of economic, environmental and social problems through the modernization of various spheres of the urban economy. The modernization of related and interrelated spheres of the city’s economy should be based on an integrated approach. The hospitality and public infrastructure are such spheres. Their relationship is due to both technical and technological features and the possibilities of achieving the goals of sustainable development of the city (the hospitality sector contributes to the growth of openness of the city and the life support and environmental sustainability of the city directly depends on the state and development of public infrastructure). The priorities of the modernization of public infrastructure and hospitality for sustainable development of the city have been determined. The condition of the public infrastructure and hospitality in cities of Ukraine was analyzed from the point of view of modernization for sustainable development. The experience of modernization of public infrastructure and hospitality in sustainable European cities (including improving energy efficiency, strengthening environmental safety, creating a barrier-free environment) has been studied. The technical, technological, financial and institutional features that determine the feasibility of modernizing the public infrastructure and hospitality based on the principles of an integrated approach have been determined. The recommendations of the mechanism of public-private partnership using in the implementation of projects for the modernization of public utilities infrastructure and hospitality of the city have been developed. The decision-making tools for managing resources have been proposed for the justification and implementation of a project to modernize public infrastructure and hospitality based on a comprehensive approach.  Key Words: city, sustainable development, public infrastructure, hospitality, modernization, integrated approach.

The aim of the article is to delimitate the art zone for our current era. The problematic relationship between the general public and contemporary art is well known and often discussed. The viewers often find it difficult to relate to contemporary artworks or even to understand why they are considered art. We are searching for the appropriate forms to support the viewers in the quest to improve perception of contemporary art by the public. Among the new approaches, we highlight the conception of contemporary art as based not only the category of beauty, but also the communicative act which can translate important social sense(s). This point of view we have found in conceptions of J. Dickey, A. Danto and E. Oryol. To help an ordinary art consumer discover the social sense, we suggest using facilitative discussion technique designed by American teachers A. Hausen and F. The article deals with the problems of scientific research of the modernization of the public financial policy in the context of globalization. The author identifies the main difficulties and problems of development and implementation of public financial policy and the principles of scientific knowledge in this field. Principles of construction and implementation of public financial policy are divided into 2 logical groups: basic principles, as well as special principles that take into account the peculiarities of financial policy implementation in a particular country. The author considers that adherence to the above principles will make it possible to build a truly qualitative financial policy of the state. Therefore, it is important to pay considerable attention to the observance of these principles and the observance of the basic principles (rules) of scientific research in the study of public financial policy. The author presents his own logic of scientific research of modernization of public financial policy in the conditions of globalization on the basis of interpretation of the content of fundamental principles of scientific knowledge, in particular also in accordance with the principle of unity of logical and historical. By adhering to the principle of objectivity, research can avoid or significantly reduce the risk of bias. This principle can be ensured, including by means of a clear justification of the initial research data, which should include a comprehensive disclosure of the positions of the previous financial policy studies of the state. The existence of an adequate information base for the study of the state’s financial policy makes it possible to take into account a set of factors that influence its formation and implementation.

The aim of the article is to present a problem concerning the effects of the public debt and the budget deficit. The public debt is a result of the lack of adequate income earned by the financial sector, what means that it must incur liabilities to be able to carry out its tasks or improper management of the state budget funds - what results in the budget deficit. The size of the state's debt and the public debt has a very large impact on the socio-economic situa-tion of the country as well as on its financial policy. Due to the high indebtedness of the state, the whole economy is disturbed, the state authorities are not able to allocate an adequate amount of the funds to stimulate invest-ments. Such actions slow down the dynamics of economic development, what means that the state authorities most often look for savings. Unfortunately, this usually happens at the expense of the ordinary(?) citizens. Countries that have a high level of the debts tend to lose their credibility internationally. This may result in the fall in the foreign investments and the outflow of the foreign capital.

the paper discusses the use of irony in modern public diplomatic discourse. The aim of the study is to describe the functions of irony in diplomatic communication and to show how ironic comments affect communication at the international level. The research is based on the speeches by Russian diplomats and official representatives of the Ministry of Foreign Affairs of the Russian Federation, as well as their publications and comments in social networks. Diplomatic discourse is carried out on the basis of diplomatic protocol and, ideally, should follow the requirements of explicitness, argumentativeness, and minimal emotionality. At the same time, an important property of this sphere of communication is competitiveness (agonality), which is associated with defending the interests of the state on the international level and manifests itself in the explicit competition of various points of view. The study suggests that in modern diplomatic discourse, there are frequent cases of deviations from the diplomatic protocol, when speakers use irony as a way of expressing an implicit critical assessment. Irony accompanies explicit critical assessments of events or actions of diplomats of other states and, as a rule, appears where there is an aggravation of international relations. Tactics used by the speakers to create irony make it easy for the addressee to recognize it. Since the purpose of ironic comments is to show the inconsistency of the opponents’ position, irony allows the speaker not only to express critical assessment of their statements or actions, but also to demonstrate the superiority of the stated point of view on events. Alternatively, it can be a sign of disappointment due to a diplomatic loss. In the context of intercultural communication at the state level, irony violates not only the requirements of diplomatic protocol, but also the principle of politeness, so it can be viewed as an instrument of confrontational agonality, which does not imply a constructive dialogue.

The subject of research is state control and supervision from the point of view of axiological approaches. The first level of the latter makes it possible to determine value of state control and supervision as administrative forms; the second level forms variants of theoretical and legal substantiation of the correlation between the control and supervisory activities of the state and the totality of values protected by law. The aim of the article is to propose methodological techniques for determining the value of state control and supervision, which is understood as the importance of these institutions in the public administration system as a whole in the context of the possibility of using other administrative forms to achieve regulatory goals. The value of the control and supervisory activities of the state is substantiated from the point of view of the possibility of replacing state control and supervision with other regulatory mechanisms within the framework of deregulation processes (horizontal approach), as well as taking into account previous development of these administrative forms (evolutionary approach). Value of state control and supervision is seen as the ability to ensure the protection of legally protected values with minimal interference of public authorities in controlled activities. Value of the considered management forms is substantiated using the category of deregulation, which is understood as: process of development of a certain sphere of social relations; process of delegating state powers; trends to expanding the freedom of subjects, transition to “soft” regulation; process of reducing and simplifying administrative procedures (procedural deregulation). Determination of the value of state control and supervision is associated with the justification of the possibility of replacing these management forms with others in relation to a certain area of regulation, which determines a specific ratio of various management forms and mechanisms. From the point of view of evolutionary approach, value of state control and supervision is determined by the previous development of these administrative forms in the system of state power. Within the framework of the theoretical and legal substantiation of the category “values protected by law” in the system of state control and supervision, a variety of positions are highlighted. As a conclusion, a modern formula is proposed: state control and supervision — socially significant results — mandatory requirements — values protected by law.

The paper is focused on the efficiency of government activities and possibilities of evaluating it. Nowadays an appropriate use of public finances is an urgent problem of financial management of the state. Therefore, a special emphasis is put on the necessity to evaluate the results of activities of the public sector. These results have become an important element of the public financial system oriented towards results, as they form a stable base for planning and evaluating government budget resources. Being unaware of results, it is impossible to estimate if the aims and tasks set by the government financial policy are real and appropriate to the current situation and financial resources. Therefore a systematic approach to the evaluation of activities of the state administration is necessary. It can be done with the help of the system of efficiency indicators.Existing views on efficiency evaluation options for the public sector in economic literature are summarized, related issues are highlighted and trends in the improvement of the performance indicators system are identified in the research.
