The Covid-19 pandemic has caused major changes in almost all aspects of human life, including the implementation of public services. Government policies that implement work from home (WFH) for government agencies located in areas with a certain risk of transmission, have caused public service activities to undergo changes. public services during the Covid-19 pandemic while maintaining health protocols has become a separate issue and has led to many innovations in the field of public services. One of the public services affected during the Covid-19 pandemic is marriage services at the Office of Religious Affairs (KUA). Complaints from a number of communitiesaimed at marriage services at the KUA with suspected maladministration. This study aims to analyze marriage services at the KUA during the Covid-19 pandemic. The study was conducted using the literature study method with data sources for journal articles, government agency websites and related documents. Since the beginning of the pandemic period, the implementation of marriage services at the KUA has been regulated by three circular letters from the Director General of Islamic Community Guidance at the Ministry of Religion, taking into account developments in the condition of the community. Online marriage registration is optimized, and is demonstrated by the high rate of registration of marriage registrations during the Covid-19 pandemic.

Abstract. Social media has become a tool that links almost all aspects of human life, from the technology of information to the cultural segment where archaeology is part of it. For more than two decades, social media not only has become an informal place to encounter and exchange of ideas but also holds important role to share about archeological knowledge to the public in Maluku. This paper attempts to observe the correlation between archaeology and social media to support the effort of expanding the archaological knowledge and cultural history in Maluku. The method used in this research is literature study. The results of the study indicates that social media has become one of the main agents in the publication of archaeological knowledge in Maluku and is very prospective for further development. Media sosial telah menjadi wahana yang bertautan dengan hampir seluruh aspek kehidupan manusia saat ini mulai dari ranah teknologi informasi hingga segmen kebudayaan, termasuk di dalamnya disiplin arkeologi. Sudah lebih dari dua dekade media sosial tidak saja menjadi ruang informal perjumpaan dan pertukaran gagasan, tetapi telah menjelma menjadi motor efektif yang turut menggerakkan dinamika akademis disiplin arkeologi, termasuk menjadi agen bagi interaksi arkeologi dan masyarakat. Media sosial berperan sebagai salah satu ruang paling efektif dalam meluaskan pengetahuan arkeologi bagi publik juga masuk di Maluku. Makalah ini mencoba mengamati hubungan disiplin arkeologi dan media sosial bagi perluasan pengetahuan arkeologi dan sejarah budaya untuk masyarakat di Maluku. Metode yang digunakan adalah kajian pustaka. Hasil studi menemukan bahwa media sosial telah menjadi salah satu agen utama dalam publikasi pengetahuan arkeologi di Maluku dan prospektif untuk terus dikembangkan ke depan.Kata kunci: Arkeologi, publik, media sosial, Maluku

The presence of Covid-19, which is considered a global pandemic at this time has had a huge influence on various aspects of activities in human life, many activities have had to be stopped or postponed including library service activities. The existence of a work from home policy as a step to anticipate the transmission of the corona virus, causing library employees to work from home and carry out various activities online. So that the library cannot provide services to the community directly. Therefore, libraries need to create new innovations in order to provide services according to the information needs of the community in the midst of a pandemic. This study aims to determine the innovations that the Office of Archives and Libraries of Cianjur Regency have in providing services to the public or library users during the Covid-19 pandemic. The method used in this research is descriptive qualitative method. Data collection techniques used are literature study, observation, interviews, and documentation. While the data analysis used is data reduction, data presentation, and drawing conclusions. The results in this study indicate that due to the covid-19 pandemic, the library service system has changed. The various kinds of face-to-face services are limited and switched through digital services. To deal with the situation,The Office of Archives and Libraries of Cianjur Regency seeks to create new innovations in order to continue to provide sources of information to the public with recommend access to digital services in the form of the Ipusnas application and the CANDIL application. AbstractCOVID-19 is a serious problem that faced by almost all countries in the world. Since announced as a pandemic by WHO on March, the number of positive COVID-19 cases in Indonesia has reached 287,008 patients until the end of September 2020. COVID-19 cases dispersion depends on the local government policies and the awareness of the public to obey. About 60 percent of positive cases and 65 percent of death cases were in Java. Therefore, the aim of this study is to analyze the growth of the COVID-19 case in Java from March to September 2020 in relation to the local government policies. The results showed that six provinces in Java had the same pattern. The large-scale social restriction (PSBB), which was implemented since April 10 2020, seen to be able to contain the dispersion of cases because from April to June the positive cases did not increase significantly. A very high increase occurred in August and September, this was probably due to the easing of the PSBB become new-normal where various public places and facilities have been reopened. Meanwhile, death cases, the number is very high in mid-April and June and late July to September 2020. For cured cases, there was a significant increase in late August to September 2020. The importance of information about the growth of the COVID-19 cases can help government to formulate strategies and policies to prevent the dispersion of COVID-19.Keyword: COVID-19, Pandemic, Java, cases growth AbstrakCOVID-19 merupakan suatu masalah serius yang sedang dihadapi oleh hampir seluruh negara. Sejak diumumkan sebagai pandemi oleh WHO pada Maret lalu, jumlah kasus positif COVID-19 di Indonesia mencapai 287.008 pasien hingga akhir September. Penyebaran kasus COVID-19 sangat bergantung pada kebijakan yang ditetapkan oleh pemerintah serta kesadaran masyarakat untuk mematuhinya. Sebesar 60 persen kasus positif dan 65 persen kasus meninggal berada di Pulau Jawa. Oleh karena itu, tujuan penelitian ini adalah menganalisis perkembangan kasus COVID-19 di Pulau Jawa sejak Bulan Maret-September 2020 dikaitkan dengan kebijakan pemerintah setempat. Hasil penelitian menunjukkan bahwa keenam provinsi memiliki pola yang sama. Pembatasan Sosial Berskala Besar (PSBB) yang dilakukan sejak 10 April 2020 terlihat dapat menahan penyebaran kasus karena pada bulan April-Juni 2020 kasus positif tidak mengalami kenaikan yang signifikan. Kenaikan yang sangat tinggi terjadi pada bulan Agustus dan September 2020, hal ini mungkin disebabkan oleh dilonggarkannya kebijakan PSBB menjadi PSBB Transisi dimana berbagai tempat dan fasilitas umum telah dibuka kembali. Sementara untuk kasus meninggal, angka tertinggi terjadi pada pertengahan April dan Juni serta akhir Juli hingga September 2020. Untuk kasus sembuh, terjadi peningkatan yang signifikan pada akhir Agustus hingga September 2020. Pentingnya informasi tentang perkembangan kasus COVID-19 ini dapat membantu pemerintah daerah untuk membuat strategi dan kebijakan untuk mencegah penyebaran rantai virus COVID-19.Kata Kunci: COVID-19, Pandemi, Jawa, perkembangan kasus

Changes in local government policies about the management of public services has been the focus of many investigations all around the world. However, what has not been studies is how some of the new models have relied upon international business alliances in order to improve the public services provided. A qualitative analysis, based on case studies of alliances between Colombian and Spanish companies, have been performed to help address this question. The results indicate that the changes in local policies have not only improved the public services but, with the agreements signed, a strong and agile partnership has been achieved.

<p>Setiap negara hukum menuntut agar dalam penyelenggaraan pemerintahan harus didasarkan pada asas legalitas yaitu ketentuan undang-undang, termasuk juga Indonesia. Namun dalam hal melaksanakan tugas dan kewajiban penyelenggaraan pemerintahan agar dapat memberikan dan menjaga kualitas pelayanan publik serta mengusahakan kesejahteraan, di samping memberikan jaminan dan perlindungan bagi warga negara, maka tidak bisa hanya berpegang pada asas legalitas, karena semakin hari, perkembangan tuntutan pelayanan publik semakin kompleks dan beragam. Permasalahan demi permasalahan muncul dimasyarakat, dan pada kondisi seperti inilah muncul prinsip bahwa pemerintah tidak boleh menolak untuk memberikan pelayanan kepada masyarakat dengan alasan tidak ada peraturan perundang-undangan yang mengaturnya atau belum/tidak ada peraturan perundang-undangan yang dijadikan dasar kewenangan untuk melakukan perbuatan hukum. Oleh karena itu pemerintah diberikan kewenangan bebas melakukan tindakan/perbuatan tanpa harus terikat undang-undang yaitu <em>discresionary power</em>. Sehingga dalam penelitian ini akan dikaji lebih dalam tentang pentingnya penggunaan diskresi bagi pejabat pemerintah dalam penyelenggaraan pemerintahan. Metode penelitian yang dipergunakan diantaranya adalah jenis penelitian yuridis normatif, dengan pendekatan perundang-undangan dan konsep, spesifikasinya diskriptif analitis, pengumpulan data dengan studi kepustakaan dan akan dilakukan analisis secara kualitatif. Adapun hasil penelitian menunjukkan bahwa pentingnya penggunaan <em>discresionary power</em> bagi pejabat pemerintah dalam penyelenggaraan pemerintahan adalah sebagai alternatif untuk mengisi kekurangan dan kelemahan di dalam penerapan asas legalitas (<em>wetmatigheid van bestuur</em>), agar di samping pemerintah dapat melindungi dan menjamin kepastian hukum warga negara, pemerintah juga dapat memberikan pelayanan publik dan kesejahteraan bagi warga negara.</p><p><em>Each legal state requires that in the administration of the government should be based on the legality principle of the provisions of the law, including Indonesia. However, in terms of carrying out the duties and obligations of government administration in order to provide and maintain the quality of public services and prosperity, in addition to providing guarantees and protection for citizens, it can not just stick to the principle of legality, because the day, the increasingly complex demands of public services and diverse. Problems after problems arise in the community, and in such conditions the principle that the government should not refuse to provide services to the public on the grounds there is no legislation that regulate it or not / no legislation on which the authority to do legal action . Therefore the government is given free authority to perform actions / deeds without having to be bound by legislation that is discretion. So in this study will be studied more deeply about the importance of the use of discretion for government officials in the administration. The research method used is normative juridical research type, with approach of legislation and concepts, analytical descriptive specification, data collection with literature study and will be analyzed qualitatively. The results of the study indicate that the importance of discretionary power for government officials in the administration is an alternative to fill the shortcomings and weaknesses in the application of legality principle (wetmatigheid van bestuur), so that in addition to the government can protect and ensure legal certainty of citizens, the government can also provide public services and welfare for citizens. </em><em></em></p>

Abstract The advances in technology and communication have affected almost all aspects of human life, including Islamic education. Television has become one of the products of this technological progress, bringing its advantages such as its audio-visual nature. The ability to reach the public has brought benefits in the education sector, especially Islamic education. In other words, the media have been able to provide Islamic education to the people of Indonesia. Television programs presented are able to manifest as textbooks with Islamic content, while the actors and figures presented were forms of teachers on television. Islamic studies on television can be seen in different events, ranging from tele-da'wah programs, music (nasyid, shalawat, and qasidah), operas and films, and other entertainment programs. Televisi telah hadir menjadi salah satu produk dari kemajuan teknologi tersebut, dengan membawa serta kelebihan-kelebihannya seperti sifatnya yang audio-visual serta mampu menjangkau khalayak umum telah membawa manfaat dalam sektor pendidikan khususnya pendidikan Islam, atau dengan kata lain relevisi telah mampu menjadi media dalam memberikan pendidikan keislaman kepada masyarakat Indonesia. Acara-acara televisi yang hadir mampu menjelma sebagai buku pelajaran dengan varian konten keislaman didalamnya, sedangkan para aktor maupun figur yang dihadirkan merupakan bentuk guru yang ada di televisi. Studi-studi keislaman dalam televisi tersebut bisa kita lihat pada kemasana acara yang berbeda, mulai dari program tele-dakwah (pengajian), musik (nasyid, shalawat, qasidah), sinetron dan film, serta acara-acara lainnya yang bersifat entertainment. Many people have adapted to the situation of covid-19 outbreak including public service providers. Government policies to prevent the spread of COVID-19 have an impact on public service standards implemented by the service providers. Regarding this matter, this study was conducted to analyze the quality of the service provided by Civil Registry Office of Denpasar during covid-19 pandemic. Interviews and direct observations were carried out to collect data. In this data collection process, five questions were given to six informants at this Office. The results of this study show that any declines in terms of the quality of the public services provided by this Office are not identified.

The development of technology, communication, and information has had a major impact and has also changed people's perceptions of public services. People want public services that are fast, transparent, accountable, and accessible. Digital transformation is an effort made by the government to meet people's expectations for public services. The Ministry of Finance is one of the institutions that has been able to implement digital transformation programs in the public sector. The digital transformation program carried out allows the Ministry of Finance to quickly adapt to new habits at work during the Covid-19 pandemic to maintain the continuity of the organization's tasks. This study aims to determine the various factors that support the implementation of the digital transformation program at the Ministry of Finance. The study used a descriptive method with a qualitative approach. The data was obtained through a literature study by examining various literatures related to the Ministry of Finance's digital transformation program. The results of the study show that the digital transformation program at the Ministry of Finance is strongly supported by the commitment and full support of the leader, resources (infrastructure, system, human resources, and regulations), and employee engagement.

Covid-19 has changed the habits of almost all activities of human life, including religious matters. The worship practices have also changed, such as performing prayers at home, keeping distant rows, and wearing masks. This paper is empirical legal research that seeks to examine the living law in the Aceh society with a maqashid shari’a perpective during a pandemic. The data collection techniques were interview, observation, and document study. It concludes that the government policies, including the 2020 Large-Scale Social Restrictions (PSBB), the 2021 Implementation of Community Activity Restrictions (PPKM), fatwas of Indonesian Ulema Council (MUI) and Tausiyah of Acehnese Ulema regulating and calling for restrictions on religious activities are rules with benefit values and in accordance with the principle of maqasid al-shari'a. Despite some people's rejection, the policies are, in fact, based on maqasid al-shari'a, namely protecting the life (hifz al-nafs) so that people will not get infected by the virus. Moreover, public safety is the highest law purpose to maintain. The policies also prove the state's role through the rule when conditions endanger the community in addition to avoiding harms as a part of Islamic law orders. (Covid-19 telah mengubah kebiasaan hampir seluruh aktivitas kehidupan manusia, mulai dari ekonomi, sosial, budaya, pendidikan bahkan agama. Pada aspek agama aktivitas ibadah juga mengalami perubahan misalnya himbauan shalat di rumah, menjaga jarak saf dan memakai masker. Tulisan ini merupakan penelitian hukum empiris yang berupaya menelaah hukum sebagaimana yang terjadi dalam realitas masyarakat dengan pendekatan hukum Islam saat pandemi. Sedangkan teknik pengumpulan data yang dipakai adalah wawancara, observasi dan studi dokumen. Kajian ini menyimpulkan bahwa pada awalnya himbauan sebagai pemerintah tidak secara menyeluruh diikuti oleh masyarakat karena setiap daerah berbeda tingkat penularan dan kondisi covid terjadi. Setelah aturan PPKM 2021 diterapkan hal ini relatif teratur termasuk di Aceh karena dibedakan empat level dan berdasarkan tingkat penularan dan korban yaitu, merah, orange, kuning dan hijau. Kebijakan pemerintah agar tidak salat jamaah di masjid pada saat kondisi penularannya tinggi sebenarnya mengacu pada konsep maqashid syari’ah yaitu menjaga jiwa (hifz al-nafs) agar masyarakat tidak tertular virus. Meskipun sebagian masyarakat khusus daerah atau kabupaten yang tingkat penularannya rendah menganggap bahwa shalat berjamaah di masjid tetap harus dilakukan dengan pertimbangan menjaga agama (hifz al-din) sesuai protokol kesehatan. Namun patut dicatat kebijakan pemerintah tersebut mengandung kemaslahatan yang bertujuan untuk menghindari kemudharatan dan menolak bahaya sebagaimana disebutkan dalam kaidah fikih. Sehingga menghindarkan diri dari kemudharatan dan taat kepada pemerintah juga merupakan perintah syariat Islam.)

AbstractProvision of services by public sector is a concept, which has been implemented for many decades in various forms of economic arrangement. Public sector policies and public services have significant impact on almost all spheres of life including agriculture. Throughout the history, there were times with smaller and bigger importance of public sector within the economy. The conditions of public sector always depend on the actual trend applied in the sphere of public administration and public management. After the period of New Public Management accompanied by leaning away from the “public” concept, a return to stronger statehood and more intensive public sector can be seen. There are several reasons for such development, which are also called megatrends. Urbanization, demography and social changes, climate changes and development of technology belong to the most intensive ones. The presented review paper deals with the description of the mentioned trends and provides a reflexion on their influence on the public sector and provision of public services in particular.
