This paper investigates the idea of organization transformation appropriate to the advent of information technologies (IT). Specifically, we describe a traceable framework of transformation, which accommodates the shift of information system (IS) support from automating to informating to knowledging. The paper intends to clarify the context of IT/IS-based organization transformation through the contextualization of IS support and its relation to organizational design. This is done by elaborating the design issue of IS support that help structure and facilitate knowledge interconnectivity, through the exposition of the social processes in which, in a specific organizational context, a particular group of people can conceptualize their world and hence the purposeful action they wish to undertake. That provides the basis for ascertaining what information support is needed by those who undertake that action. Only then does it become appropriate to ask how modern IT can help to provide that support. We conclude by reiterating the challenge of designing IS’s as meaning attribution systems in which people select certain resources out of the mass potentially available and get them processed by means of IT, to make them meaningful in order to support their purposeful actions.

The article considers the fundamentals of the information reproduction systems formation in the optoelectronic element base for information logistics systems. The use of optoelectronic elements for information processing has been considered, namely discrete optoelectronic digital systems, analog systems, optical memory systems, optical systems of input-output of information in computers, systems based on fiber devices of neuristor type. It is emphasized that modern logistics is impossible without the active use of information technology. The functions of information support of managerial influences can be performed by information technologies used today in logistics. To perform the tasks of financial flow management, these technologies can be supplemented by modules of eye-processing of the information. Logic-clock quantron automatic devices based on optocouplers are suitable for creating parallel information operating environments, which is a universal means of converting and presenting information. This approach leads to the creation of matrix-type devices that are able not only to receive information but also to process it. One of the promising areas of use of optoelectronic matrix systems is the creation of flat operating screens for parallel reception and display of information. The paper presents the classification of operating screens according to such features as: the principle of displaying information, the type of input information, the type of output information, the method of image formation, the number of consumers of the information. The analysis of electric circuit diagram of modern LED matrix video screens, in particular of a typesetting-modular design has been presented. A comparison of the forms of organization of matrix video screens is made, and it is emphasized that the most economical in terms of the number of memory trigger elements per one LED of the display cell is a video information system based on the structure of the third group video screen. The structure of the video information system is optimized according to the criterion of optimality – the maximum image quality on the matrix screen and the minimum screen complexity, which is determined by the circuit features of the microelectronic circuits.

The scientific article identifies the important role and importance of social processes and needs for the effective conduct of economic activity by economic entities. The main theories and approaches to assess the effectiveness of social spending are studied. The relevance and advantages of using integrated reporting in solving problems of information support of enterprise management on the systematization and generalization of social costs and benefits are substantiated. The authors of the article study the basic theories and approaches to the formation, development and management of social processes of the enterprise. It is also determined that business entities within their activities should bear significant responsibility for the social protection of their own staff. In addition, we believe that the problems of formation, accounting and effective management of social spending need more substantial research today due to the situation due to the spread of COVID-19, which in turn involves the implementation of additional costs of economic entities, aimed at organizing of staff work. The main issuer of the study is to determine the need and justification of the relationship of social protection of workers with the amount of social costs incurred by economic entities. Within the limits of the given problem the essence of categories of social protection and social expenses is analyzed. The authors proved that the problem of formation of social costs is closely related to such an important factor in the effective functioning of the enterprise as the social protection of its staff. It is noted that this factor is a necessary condition for a functionally developed state, because each business entity has a significant responsibility for the organization and implementation of state and own social programs. In accordance with the international experience of implementing a quality management system by economic entities, the feasibility of developing and using regulatory quality standards is analyzed, in particular, the procedure governing the organization of social protection of enterprise personnel is considered in detail. As a result of the analysis of existing approaches to the formation of the information field on social activities, as well as social costs of economic entities, it was concluded that the importance of integrated reporting, which in addition to providing information on the financial condition of the enterprise, will summarize decisions and identifying strategic aspects of development.

The article proposes a model for forecasting the success of student’s learning. The model is a Markov process with continuous time, such as the process of “death and reproduction”. As the parameters of the process, the intensities of the processes of obtaining and assimilating information are offered, and the intensity of the process of assimilating information takes into account the attitude of the student to the subject being studied. As a result of applying the model, it is possible for each student to determine the probability of a given formation of ownership of the material being studied in the near future. Thus, in the presence of an automated information system of the university, the implementation of the model is an element of the decision support system by all participants in the educational process. The examples given in the article are the results of an experiment conducted at the Institute of Space and Information Technologies of Siberian Federal University under conditions of blended learning, that is, under conditions when classroom work is accompanied by independent work with electronic resources.

This study deals with survival strategies of illegal migrants in Turkey. It aims to provide an explanation for the efforts to keep illegality sustainable for one specific ethnic/national group—that is, the Gagauz of Moldova, who are of Turkish ethnic origin. In order to explicate the advantages of Turkish ethnic origin, I will focus on their preferential treatment at state-law level and in terms of the implementation of the law by police officers. In a remarkable way, the juridical framework has introduced legal ways of dealing with the illegality of ethnically Turkish migrants. From the viewpoint of migration, the presence of strategic tools of illegality forces us to ask not so much law-related questions, but to turn to a sociological inquiry of how and why they overstay their visas. Therefore, this study concludes that it is the social processes behind their illegality, rather than its form, that is more important for our understanding of the migrants’ survival strategies in destination countries.

The transition to "intellectual" agriculture is the main vector of modernization of the agricultural sector of the economy. It is based on integrated automation and robotization of production, the use of automated decision-making systems. This is inevitably accompanied by a significant increase in data flow from sensors, monitoring systems, meteorological stations, drones, satellites and other external systems. Farm management has the opportunity to use various online applications for accurate recommendations and making various kinds of management decisions. In this regard, the most effective use of cloud information technologies, allowing implementing the most complex information and technical level of automation systems for management of agricultural technologies. The purpose of this work is to test the approach to creating expert management decision support systems (DSS) through the knowledge base (KB), formed in the cloud information system. For this, we consider an example of constructing a DSS for choosing the optimal date for preparing forage from perennial grasses. A complete theoretical and algorithmic database of the analytical DSS implemented in the data processing center of the cloud information system is given. On its basis, a KB is formed for a variety of different decision-making conditions. This knowledge base is transmitted to the local DSS. To make decisions about the optimal dates for the preparation of the local DSS, two variants of algorithms are used. The first option is based on management models, and the second uses the pattern recognition method. The approbation of the algorithms was carried out according to the BZ from 50 cases. According to the results of testing, the method of pattern recognition proved to be more accurate, which provides a more flexible adjustment of the situation on the local DSS to a similar situation in the KB. The considered technique can be extended to other crops.
