The research objective to acknowledge about cultural transformation of learning ban on Baduy Tribe in Lebak Regency of Banten Province. Research using ethnography methodology with some techniques, such as observation, interview, and document review. The data were analyzed by Spradley technique consisting of domain analysis, taxonomic analysis, component analysis, and cultural theme analysis. The research sources were tribe leaders, village leaders, educators, parents, and students. Based on qualitative data analysis, the result research has concluded that negotiation is needed to change the organizational environment and develop human resources, but customary school restrictions should not be changed. Transformational leaders apply the following learning culture control systems with close management registration, learning or schooling secretly, and educational activities centered on the borders of Ulayat lands. Thus conditions could be accepted by tribe leaders.

Abstrak Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis pelaksanaan pelayanan prima di Kantor Dinas Kependudukan dan Catatan Sipil Kabupaten Kediri, serta mendeskripsikan dan menganalisis faktor yang mendukung atau menghambat pelaksanaan pelayanan prima di Kantor Dinas Kependudukan dan Catatan Sipil Kabupaten Kediri. Fokus dalam penelitian ini meliputi sikap (attitude), kemampuan (ability), perhatian (attention), tindakan (action), tanggung jawab (accountability), dan penampilan (appearance). Pendekatan yang digunakan dalam penelitian ini adalah pendekatan kualitatif. Teknik pengumpulan data dalam penelitian ini meliputi wawancara dan observasi yang ditulis dalam catatan lapangan. Keabsahan data dikaji dengan 2 metode yakni trianggulasi dan ketekunan pengamatan. Sementara itu, teknik analisis data mengacu pada Miles dan Huberman (2018). Kesimpulan yang dapat ditarik yaitu pelaksanaan pelayanan prima di Kantor Dinas Kependudukan dan Catatan Sipil Kabupaten Kediri belum sepenuhnya 100% baik , masih ada beberapa yang perlu diperbaiki dan dievaluasi. Hambatan yang ditemui adalah sumber daya manusia yang tidak sebanding dengan pemohon dan sarana dan prasarana. Kata Kunci: Pelayanan Prima, Disdukcapil, Hambatan, Sikap, Penampilan Abstract This study aims to describe and analyze the implementation of excellent service at the Kediri Regency Population and Civil Registry Office, as well as describe and analyze the factors that support or hinder the implementation of excellent service at the Kediri Regency Population and Civil Registry Office. The focus in this study includes attitude, ability, attention, action, accountability, and appearance. The approach used in this study is qualitative. Data collection techniques in this study include interviews and observations written in field notes. The validity of the data was assessed by 2 methods, namely triangulation, and persistence of observation. Meanwhile, the data analysis technique refers to Miles and Huberman (2018). The conclusion that can be drawn is that the implementation of excellent service at the Kediri Regency Population and Civil Registry Office is not yet 100% good, there are still some that need to be improved and evaluated. In this article, we provide a framework for analyzing and interpreting sources that inform a literature review or, as it is more aptly called, a research synthesis. Specifically, using Leech and Onwuegbuzie’s (2007, 2008) frameworks, we delineate how the following four major source types inform research syntheses: talk, observations, drawings/photographs/videos, and documents. We identify 17 qualitative data analysis techniques that are optimal for analyzing one or more of these source types. Further, we outline the role that the following five qualitative data analysis techniques can play in the research synthesis: constant comparison analysis, domain analysis, taxonomic analysis, componential analysis, and theme analysis. We contend that our framework represents a first step in an attempt to help literature reviewers analyze and interpret literature in an optimally rigorous way.

The government has prioritized the development of the halal industry sector in Indonesia through the launch of the Indonesian Sharia Economics Master Plan (MEKSI) in 2019. Currently, Indonesia is in the 5th position in the world halal industry ecosystem. This is the main focus to strengthen Indonesia as a world halal producer in 2024. This study aims to examine the challenges of developing halal industry in Indonesia and try to provide a strategy for developing human resources (HR). This study applies a qualitative research approach using three stages of data analysis, namely data reduction, data presentation, and data verification. Data analysis techniques are supported by the NVivo 12 plus program. Based on the results of the literature study, several challenges were found related to the halal industry in Indonesia, i.e. Regulation, Human Resources (HR), Government, Infrastructure and Organization. This study compiles a human resource development strategy to face HR challenges, as follows 1) Human Resource Transformation through people transformation, cultural transformation, organizational transformation and 2) Human Resource Digitalization.

Regional Regulation No. 5 of 2011 on Public Order and Communal Peace is one of the rules of Local Government which is a public policyin which the implementation of public order is necessary to assert the policy. Judging from the state of public places many street vendors still sell around the sidewalks, roads, road intersections, especially in the area of Aloon Aloon Ponorogo. The intended aims of this study are first, to find out how the implementation of Local Regulation Number 5 Year 2011 about Public Order and Communal Peace (Study on the Order of Traditional Foot Trader in Aloon-Aloon Ponorogo Area). Second, to determine the factors that affect the implementation of the Local Regulation on the Traditional Foot Trader in order to maintain the discipline in thearea of Aloon Aloon Ponorogo. The theory used in this research refers to Van Meter Theory and Van Horn. To support this study, the researcher used 8 people as informants by using qualitative data analysis as the data analysis in this study. Based on the result of this study, it can be concluded that the Implementation of Local Regulation Number 5 Year 2011 on Public Orderand Communal Peace on the Ordering ofTraditional Foot Trader in Aloon-Aloon Ponorogo Area until now has been running well in the disciplining but there is no arrangement of places for Traditional Foot Trader. Moreover, several factors that hamper the regulation of the Local Regulation are due to the lack of infrastructure and human resources in disciplining traditional foot trader. Certification of fish exports carried out in order to ensure that fish or fishery products were produce from the territory of the Republic of Indonesia free of pest quarantine fish or illness that required, according to the type and amount with the accompanying documents as well as free or do not have the potential as a medium for disease be transmitted to humans. The purpose of this research is to analyze and describe the fish export certification services in Class I Fish Quarantine Surabaya, and to describe the positive impact gained the certification of exports of fish in Fish Quarantine Class I Surabaya. Analysis data techniques used in this research is descriptive qualitative data analysis techniques. The results showed that: a) fish export certification services in Class I Fish Quarantine Surabaya basically been carried out in accordance with the existing procedures that provide fast service, precise, inexpensive, safe, fair and accountable. However, there is a shortage of human resources side, there are the employees or less service personnel to be friendly to the public while giving fish export certification services; and b) The positive impact of obtaining export fish certification in Fish Quarantine Class I Surabaya are fish exporter obtained evidence that fish to be exported has met the requirements and declared free of the pest, quarantine fish or illness that required, so that the process of fish export activities can to do.Keywords: Implementation, Fish Export Certificates, Certification Service.

This study aims to look at the role of the Pelalwan District Land Office in resolving land ownership disputes in Pelalawan Regency and this research was conducted using survey research methods, the level of exploration is descriptive and using qualitative data analysis. The researcher interviewed directly and in depth with key informants who were considered to be most aware of the role of the Land Office in resolving land ownership disputes using a technique. purposive sampling. The results of this study indicate that the role of the Land Office in resolving disputes Land ownership is considered quite maximal because it has become a mediator between the two parties to the dispute in conducting mediation even though it has not yet met an agreement and there are several findings that have become obstacles to the Land Office in resolving land ownership disputes.  First, the Land Office lacks human resources. Second, Lack of witnesses Regarding Land History and third, Factors of disputing character that are only selfish.

The purpose of this study is to ascertain the meaning of the literacy movement in Buru district, where the movement's stated objective is to increase human resources. The issue is focused on the implementation process, which has been underway for three years but has yet to demonstrate the program's significance and impact on the community's real conditions. The approach taken in this study is qualitative, and the number of informants interviewed will be 15. These informants will be chosen purposefully, with the understanding that respondents will be considered related parties in order to accomplish the research objectives. The research was conducted in Namlea village, Buru district, with informants that included village officials, BPD members, representatives of community leaders, traditional leaders, and religious leaders, as well as community representatives with competencies relevant to the research objectives. This study collects data about the literacy movement's implementation through observation and in-depth interviews. In this research, I employ qualitative data analysis in accordance with Miles, Huberman, and Spradley's concepts. This study concludes that the program-based literacy movement has not yet fully grasped the meaning; people's awareness of literacy has focused on participation levels but not on activities that promote relaxation, protect the brain, prevent disease, and prolong life.

Abstract. Assessing change during long-term psychotherapy can be a challenging and uncertain task. Psychological assessments can be a valuable tool and can offer a perspective from outside the therapy dyad, independent of the powerful and distorting influences of transference and countertransference. Subtle structural changes that may not yet have manifested behaviorally can also be assessed. However, it can be difficult to find a balance between a rigorous, systematic approach to data, while also allowing for the richness of the patient’s internal world to emerge. In this article, the authors discuss a primarily qualitative approach to the data and demonstrate the ways in which this kind of approach can deepen the understanding of the more subtle or complex changes a particular patient is undergoing while in treatment, as well as provide more detail about the nature of an individual’s internal world. The authors also outline several developmental frameworks that focus on the ways a patient constructs their reality and can guide the interpretation of qualitative data. The authors then analyze testing data from a patient in long-term psychoanalytically oriented psychotherapy in order to demonstrate an approach to data analysis and to show an example of how change can unfold over long-term treatments.

This study concerns on improving students’ achievement in writing procedure texts through word webbing technique. The research was conducted by using Classroom Action Research (CAR). The population was the 2012-2013 nine grade students of SMP Negeri 1 Batang Kuis. The number of students was 36, consisting of 21 females and 15 males. The procedure of the research was administrated into two cycles where each cycle consisted of three meetings. Each meeting included four steps namely: planning, action, observation, and reflection. There were two kinds of data collected during the study, qualitative and quantitative data. The instrument for collecting the quantitative data was the writing of procedure texts test while the qualitative data were gathered by using interview, diary notes and observation sheet. Based on the data analysis, the mean of students’ score in Test I was 53,47, for the Test II was 63,05, and for the Test III was 75 The qualitative data showed that the students were interested in the applying of Word webbing Technique. The conclusion is that Word Webbing Technique in writing Procedure Texts improves the students’ achievement in writing procedure texts.
