This paper studies the views of Sasaknese Muslim Scholars toward the Hybrid Contract, in Lombok Island Indonesia in terms of their argumentations, typologies, and applications which becomes confusion in the society. The paper argues that problem in the transaction exists clearly. It is because of the limited meaning of Riba which is very strict that raises the society to fear to do the both in individual and group transactions since Riba have been prohibited by Al-Qur’an. While, the globalization of economic world rapidly runs which people must catch up with it. Then, related to the financial aspect of the Islamic teaching is tasted that it is running at its place. Hence, it needs to the solution. One of the solutions is applying Hybrid Contract in the view of TGH where they are very influential the life of society. Moreover, Lombok island is popularly known as thousands mosque island and soon as being seen from different references and facts. Consequently, for understanding the above phenomenon, the researcher used qualitative approach, juridical approach, and sociology by collecting data through observation, and interview to know typology Muslim scholars about hybrid contract by a hope to be the contributions for the government to take a policy. .

This article aimed to analyze the Government Policy in the process of implementing education to improve National Security at the Sebatik Island of Nunukan Regency. The author analyzed using Bardach’s Eightfold path to more effective problem solving which consists of defining the problem, assembling the evidence, constructing the alternatives, selecting the criteria, projecting the outcomes, confronting the trade-offs, deciding, and telling the story. This is a descriptive-type study with a qualitative approach. Study results shows that in Nunukan Regency, especially Sebatik Island that is considered as a Frontier, Outermost, and Underdeveloped region, which also lies at the border between Malaysia and Indonesia—haven’t been optimally carrying out policies on education implementation for improving national security. This was also proven by the number of schools that lack the necessary facilities and infrastructures, in addition to the curriculum that has yet to instil national security strengthening in schools and the lack of routine for nationalism-related activities given by the local government. Therefore, the local government should synergize with other parties, such as the Indonesian Army and education communities to improve national security in Sebatik Island while also strengthen the students’ sense of nationalism through accommodating school subjects on Indonesian nationality and culture.

In this era, a lot of activities that can not be separated from the practice of cheating or fraud , no exception In the government . Inspektorat Sumenep is the leading institution of internal Local Government in preventing and detecting fraud in the Local Government appropiate Perbup Sumenep No. 29 of 2008 . Dinas Pendidikan Sumenep need attention on the issue . This is due to Dinas Pendidikan Sumenep an agency with the largest number of assets and managing large budgets . These conditions led to the formulation of the problem is How Inspektorat Sumenep role in preventing and detecting fraud in Dinas Pendidikan Sumenep. This study used a qualitative approach in which the focus of this study is Inspektorat role in preventing and detecting fraud at Dinas Pendidikan Sumenep . Primary data obtained by direct interviews with the parties directly related to the determination of the source of research data in a qualitative study using nonprobability sampling . The sampling technique used was purposive sampling . The conclusion of this study, role of the Inspektorat Sumenep in the prevention of fraud in Dinas Pendidikan Sumenep still not maximal . This is due to Inspektorat Sumenep not supervise from the planning / budgeting and not optimal in overseeing and assisting the implementation of the SPIP as an instrument of fraud prevention in Dinas Pendidikan Sumenep . The role of Inspektorat Sumenep in the detection of fraud in Dinas Pendidikan Sumenep done by conducting an audit of financial and asset management in each financial year.Keywords: fraud, government, inspektorat.

In its program for underdeveloped areas, the United Nations faces on a large scale the need to effect concrete adaptations of the habits of indigenous peoples to modern knowledge and technology. Research to determine the best methods of procedure has disclosed that, in certain areas, previous attempts on the part of administrators to introduce innovations and make changes which could not be integrated into the cultural pattern of the indigenous people proved unsatisfactory to them and costly to the government concerned. In most cases, changes in diet, crops and habits of work—let alone the introduction of industrial disciplines—may not be pressed down like a cookie-cutter on a going society. The administration of change often proves a disconcertingly stubborn affair, exasperating both to the administrator and to the people whom he seeks to catch up into the ways of "progress."

AbstractAccreditation is one of the governments to improve the quality of education. Likewise, to ensure the quality of education at the PAUD and PNF levels, the government held an accreditation program. However, it still has issues that need to be resolved. This study aims to identify and describe the problems of accreditation and quality mapping in the Education Office of Kulonprogo Regency. This research uses a qualitative approach and type of case study research. Based on the results of this research, in mapping the quality of accreditation in PAUD and PNF in Kulonprogo Regency, the first activity carried out was to conduct a quality mapping analysis of each institution. And the results show that the average standard kindergarten, KB, Pos PAUD, LPK and PKBM institutions that must be supervised strictly is the standard of financing. After conducting the analysis, a workshop was conducted with the Dikpora and all PAUD and PNF heads. Keywords: Quality mapping, accreditation, PAUD, PNF.

This study tries to unravel the problems of street children related to character building, especially in the aspects of personal and social skills. So we need a model of character education that is considered suitable to be implemented in street children. This study uses a qualitative approach with library research methods. The results of this study conclude that, Among the character education models that can be implemented on street children are problem-based learning models, emphasizing more on the application of problem solving methods or problem solving which by John Dewey consists of six learning steps as follows: 1) formulating problems; 2) analyze the problem; 3) formulate hypotheses; 4) collect data; 5) hypothesis testing; and 6) formulate problem solving recommendations.

This research is aimed at exploring an appropriate solution for various conflicts in land use, particularly in optimizing the utilization of the neglected land in Gili Terawangan, Lombok Island.  This solution is required to avoid potential horizontal conflicts among people, companies and government since 1993. Conflict over land in Lombok Island in general and Gili Terawangan particularly shows several factors; first, the wrong policy in the area of land (especially in tourist areas); second, the infirm attitude of the Party and the Government Land Office in the enforcement of laws; third, the jealousy of Gili Terawangan natives as cultivators; fourth, less responsibility employers (who acquire cultivating right); fifth, the absence of law protection for Gili Terawangan natives; sixth, the arrogant attitude of law enforcement officers. The comprehensive and final resolution to the conflicts of land use could only be achieved if: (i) the people, who already control and use or manage the land from time to time, are provided certainty on managing and optimizing the land based on the principles of welfare, justice, equity, efficiency and sustainability; (ii) the selection and determination of the companies that will be granted the right to cultivate (HGU) and the right to build (HGB) should be conducted based on the transparent principle. In this respect, the government could establish an independent team that involves all components of society and higher education.Key words: land dispute, tourism area, agrarian law.

This article aims to determine the construction of the thoughts of preachers and preachers about the urgency of preventing corruption through religious forums at the Greater Malang Government mosque. In addition, this study also aims to identify and analyze the role of spiritual forums in the Greater Malang Government mosque in preventing corruption. The approach used in this study is a qualitative approach by making in-depth interviews, observations, and documentation as data collection techniques. The results of this study indicate that the construction of preachers and preachers about the urgency of religious forums as a basis for preventing and fighting corruption in Malang Raya has strong potential as well as cultural capital to inject the awareness of the mustami', most of whom are officials. There are construction variants among the preachers and preachers at the Government Mosque of Malang Raya. The constructions in question include theological buildings, Sufism, jinayah fiqh, eschatological constructions, and qawaidul fiqhiyah. Meanwhile, the role of preventing and fighting corruption at the Baiturrohim Mosque in Malang City Hall through religious forums has been carried out. However, studies on the theme of corruption are not explicitly discussed but are tucked away in various themes of sermons and lectures. Likewise, what happened at the Baiturrahman Grand Mosque, Malang Regency, and An Nuur Mosque, Batu City, several momentums of religious forums that were used as the basis for preventing and fighting corruption were expressed in religious activities such as cults, weekly and monthly recitations, Friday sermons, and commemorations. Islamic holidays. Through religious forums, preachers play a significant role as spiritual generators to bring about social change. This effort is carried out as shock therapy for officials so that they can behave honestly and trustworthy.

Branch of PT Pelabuhan Indonesia III (Persero) in Tanjung Perak is one of the institution body that appointed by the Government to carry out the collection and remittance of WAPU VAT according to PMK No. 85 / PMK.03 / 2012 (amended by PMK No. 136 / PMK.03 / 2012). WAPU VAT collection and deposit system are inefficient because it requires a lot of time and effort when it comes to input the data entry of tax invoice, printing Tax Deposit and sent it to Bank Perception. Three steps activities need to be done more than once. Therefore, Branch of PT Pelabuhan Indonesia III (Persero) in Tanjung Perak need the collection and remittance of the WAPU VAT system that sufficient to improve the efficiency of tax suboffices performance.This research aims to design the accounting information system for collecting and depositing process WAPU VAT. WAPU VAT Deposit using e-tax payment application are expected to overcome the problems that will arise in the WAPU VAT system deposit.Exploratory qualitative approach with case study method chosen in order to dig up the real problem occurs and find a solution. This research are expected to contribute significantly towards Branch of PT Pelabuhan Indonesia III (Persero) in Tanjung Perak as a research subject. It is of absolute importance, to maintain the art of Gendang Beleq when it comes to its sustainability among the Sasak culture. Therefore, being the identity of Lombok Island in West Nusa Tenggara, the awareness of the people possessing such art is highly demanded, in order to safeguard its advancement. It means that when people do not realize that Gendang Beleq is an asset or representation of their culture, there are many uncertainties regarding the future of its existence. The most obvious thing is the lack of reference related to the explanation of the names of the instruments contained in this art, as well as the organology of Gendang Beleq that has never been published in the form of research journals and books. This paper is more of an effort to explore and understand the existence of each instrument in the Gendang Beleq ansamble group. To capture the value of knowledge and overall description related to Gendang Beleq's art in order to obtain data as desired, the time of the research is conducted using a qualitative approach. Organological studies are used to understand or explore the essence of the presence of each instrument. The researcher as the main instrument was in direct contact with the object of study. Various efforts such as in-depth interviews, documentation, direct involvement in art activities, and conducting in-depth dialogues with actors in this case are carried out to obtain thorough information related to the object of study.

The unequal distribution of the population in Indonesia is caused by the concentration of the population of Java, which led the government to create a population movement program called transmigration. The types of transmigration carried out by the Indonesian government are general transmigration and self-employment transmigration. West Borneo, which is the destination for transmigration, is Rasau Jaya District, Kubu Raya Regency. Of the six villages in the Rasau Jaya sub-district, there are only four villages that are the placement areas for transmigrants, namely Rasau Jaya Satu Village, Rasau Jaya Dua Village, Rasau Jaya Tiga Village and Bintang Mas Village. Rasau Jaya Tiga Village in 1975-1977 became the most transmigration destination area because it had the largest land area among other villages. The method used is descriptive with a qualitative approach and the object under study is the transmigrant who came from West Java.
