The research is behind the issue of policy change implementation of field experience practice of faculty Tarbiyah from 2 months to 4 months with the reason first, the student is less gaining knowledge and experience, secondly, the time of doing PPL on In January to March to coincide with the national exam, third, relating to the allocation of honors for teacher teachers that were calculated according to the number of students he was tutored, and fourth, with the change of the policy of PPL 4 months that effect on Completion of student thesis. The purpose of the research is to know the perception of the stake holder against PPL IAIN Curup and to know a formulation of PPL majors Tarbiyah IAIN Curup. The research method used is qualitative research using an analysis-descriptive approach.  This study saw the implementation of PPL faculty Tarbiyah because the policy changes from 2 months to 4 months. The results showed the school's perception of PPL for paedagogic competence is still lacking, especially in classroom management, RPP manufacturing, and the development of learning evaluation tools. For personal competence is still low on student discipline and managing emotions, while for social competence most students impress their exclusive neighbors.

Immigration functions include immigration services, law enforcement, state security, and facilitating community welfare development. The implementation of these functions is carried out by the Directorate General of Immigration, which carries out the task of guarding the country's gates. However, during the Covid-19 pandemic, the Directorate General of Immigration is expected to be able to carry out the immigration function without neglecting the spread of the Covid-19 virus that is currently sweeping the world. Not to mention that there are problems that can threaten state security and national sovereignty as well as the decline in the country's economy during this pandemic. The formulation of the problem that will be examined in this paper is what forms of immigration function carried out by the Directorate General of Immigration and how the implementation of the implementation of the immigration function carried out during the Covid-19 pandemic. This writing uses a qualitative research method with a qualitative descriptive approach with combined data collection (inductive/qualitative). From the research results, it is known that the Covid-19 pandemic resulted in various policy changes that had an impact on the implementation of the immigration function. This issue must encounter by  Directorate General of Immigration as an institution that is authorized to carry out the immigration function in Indonesia.

Abstract: The technical instruction number: 002/JUKNIS-300.UK.01.01/II/2019 dated on 1-02-2019 concerning Complete Systematic Land Registration Program Based on the Community Participation (Juknis PTSL-PM) enables the presence of community involvement as the manifestation of Article 42 paragraph (1) of the Regulation of the Ministry of Agrarian and Spatial Planning/Ka.BPN Number 6 of 2018. The practice can be found in Bojonegoro District which has started the PTSL–PM program before the issue of the technical instruction of PTSL-PM so that it causes issues related to the compatibility of the technical instruction of PTSL-PM implementation with the participative mechanism occurred in Bojonegoro District. The purpose of this research was to evaluate the implementation of the technical instruction of PTSL-PM. This research used qualitative research method through descriptive approach. The result of the research found that from 97 description of the activities as the comparison instrument, 48 activities were not appropriate, while 42 activities were appropriate (the activities type contains participation which is not regulated in the technical instruction of PTSL-PM) and 7 activities have not been studied so that those were not included in the research object. The components related to the working map, land data collection formation basic, and measurement method used were the components which affect the implementation of technical instruction of PTSL-PM the most. Land office of Bojonegoro District cannot perform the technical instruction of PTSL-PM fully since the participation method uniformity is not possible considering the community characteristic, human resource, and facilities-infrasturure which are different in each region.Keywords: PTSL, Community’s Participation, Technical Instruction Intisari: Petunjuk Teknis Nomor 002/JUKNIS-300.UK.01.01/II/2019 tentang Kegiatan PTSL Berbasis Partisipasi Masyarakat (Juknis PTSL-PM) memungkinkan adanya keterlibatan dari masyarakat sebagai perwujudan dari Pasal 42 ayat (1) Permen ATR/Ka.BPN Nomor 6 Tahun 2018. Praktiknya di Kabupaten Bojonegoro telah memulai program PTSL-PM sebelum diterbitkannya Juknis PTSL-PM sehingga menimbulkan persoalan terkait kesesuaian pelaksanaan Juknis PTSL-PM dengan mekanisme partisipatif yang telah terjadi di Kabupaten Bojonegoro. Tujuan penelitian ini adalah untuk mengevaluasi pelaksanaan Juknis PTSL-PM. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan deskriptif. Hasil dari penelitian ini adalah dari 97 uraian kegiatan sebagai instrumen pembanding, 48 kegiatan tidak sesuai, 42 kegiatan sesuai atau dapat disesuaikan (jenis kegiatan bersifat partisipasi namun tidak diatur dalam Juknis PTSL-PM) dan 7 kegiatan belum diteliti sehingga bukan merupakan objek penelitian. Komponen yang berkaitan dengan peta kerja, dasar pembentukan pengumpul data pertanahan dan metode pengukuran yang digunakan merupakan komponen yang paling mempengaruhi pelaksanaan Juknis PTSL-PM. Kantor Pertanahan Kabupaten Bojonegoro tidak dapat melaksanakan secara penuh Juknis PTSL-PM karena keseragaman metode partisipasi tidak dimungkinkan mengingat karakteristik masyarakat, sumberdaya manusia dan sarana prasarana memiliki perbedaan di setiap daerah.Kata Kunci: PTSL, Partisipasi Masyarakat, Petunjuk Teknis

ABSTRACT This paper tries to explain and describe the position of UMKM in the Kepuh, Boyolangu Village, Banyuwangi, as an effort to reduce the unemployment rate, especially in the lower middle class and to see how the strategy of the UMKM founders in maintaining their position in all conditions. So it is hoped that readers can find out and analyze UMKM within the scope of the region as an effort to minimize unemployment and increase living standards. This paper use qualitative research method with a qualitative descriptive approach. Establishing UMKM is certainly not an easy thing, because the large number of workers does not guarantee UMKM, who is determined by the appropriate expertise and strategy. In addition, the Government has not been maximally perfect in overcoming problems and financial assistance for community UMKM which in reality is able to absorb many new workers, and has an impact on reducing the unemployment rate.

Abstract: PTSL is essentially welcomed by Indonesian people because it’s cheaper, but not all villages are enthusiastic to PTSL program because some villages refuse to follow the program, including Taruba Village, Sahu Sub-district, West Halmahera Regency. The purpose of the present study was to determine the factors causing rejection to PTSL program in Taruba Village and solutions for rejection to PTSL to avoid similar thing in the future. The research method was qualitative research method with descriptive approach.  Based on the research result, the factors causing the rejection were: (1) people refused to divide/split their lands although the lands exceed the maximum registration limit; (2) PTSL fee is considered high if they had to divide/split the land, while the economic situation was poor; (3) there was internal village issue due to differences in political views. Solutions for PTSL rejection are: (1) issuing local regulation; (2) charging the entire or part of PTSL cost to APBD; (3) making legal agreement.Keywords: PTSL, SKB of 3 Ministers, Cost, Rejection. Intisari: Pelaksanaan PTSL pada dasarnya mendapat sambutan hangat dari masyarakat Indonesia karena biayanya yang lebih murah, namun ternyata tidak semua desa antusias pada program PTSL karena masih terdapat desa yang menolak untuk mengikuti program ini, salah satunya yaitu Desa Taruba Kecamatan Sahu Kabupaten Halmahera Barat. Tujuan dari penelitian ini untuk mengetahui faktor-faktor penyebab penolakan program PTSL di Desa Taruba serta solusi untuk mengatasi penolakan PTSL sehingga kedepannya tidak terjadi hal serupa. Metode penelitian yang digunakan adalah metode penelitian kualitatif dengan pendekatan deskriptif. Berdasarkan hasil dari penelitian diketahui bahwa yang menjadi faktor penyebab penolakan yaitu: (1) masyarakat menolak untuk membagi/memecah bidang tanah mereka, sementara luas tanah mereka melebihi batas maksimum yang dapat didaftarkan; (2) biaya persiapan PTSL yang dianggap besar terutama ketika dilakukan pemecahan/pembagian tanah mereka, sementara kondisi ekonomi mereka terbilang rendah; (3) adanya masalah internal desa dimana perbedaan pandangan politik menjadi penyebabnya. Solusi yang dapat diberikan untuk mengatasi penolakan PTSL yaitu: (1) perlu diterbitkan peraturan daerah; (2) seluruh atau sebagian pembiayaan PTSL dapat dibebankan dalam APBD; (3) dilakukan perjanjian yang sah.Kata Kunci: PTSL, SKB 3 Menteri, Biaya, Penolakan.

This study aims to analyze the implementation and evaluation of quality development of PTAIN lecturers in Aceh. A qualitative research method and descriptive approach is applied in the research. The research result shows that the implementation of quality development of PTAIN lecturers in Aceh is done by referring to the strategic plan or programs prepared at the beginning of the year. The forms of implementation of lecturer quality development include room visits, inspection to lecturers’ learning devices, and providing opportunities for lecturers to increase their competence and professionalism through various exercises and benchmarking to other leading Islamic universities. The evaluation for the lecturers quality development is carried out through routine meetings, weekly, mid semester, and annually at the beginning of academic year. The results of the evaluation will become supplementary materials for the institutions in following up the lecturers’ performance on the lecturers’ daily activities. The development carried out to the lecturers are in the form of admonition, providing training and development to increase the lecturers’ competence and professionalism, and also doing routine religious lectures.

This study aims to evaluate the Implementation of Supervision of Islamic Religious Education Teachers in improving elementary school classroom management in Marisa District. The research method used is qualitative research, using data collection techniques through observation, interviews, and documentation. The results showed that: 1) The supervisory strategy carried out by all supervisors is to plan and prepare the supervisory apparatus before conducting supervision. The supervisory tools are collected in annual, semester and monthly programs. 2) To get maximum results in supervision, an appropriate approach is needed. The approach in supervision is called technique, both individual and group, each of which has advantages and disadvantages. 3) Overcoming obstacles by collaborating between supervisors and school principals is to set an example or good role model from the principal and senior teachers who are appointed as supervisors, as well as to provide guidance or overall improvement to the professional abilities of teachers by taking into account the accuracy of supervision techniques and principles supervision applied

<p>The core process of activities in a library is to develop collections for the advancement of knowledge sources. Collection development in this research is in the library of Sunan Kalijaga State Islamic University of Yogyakarta. This study aims to determine the stages of collection development at the UIN Sunan Kalijaga Yogyakarta library, and its object, namely students with disabilities.<strong></strong></p><p> </p><p>This research uses a qualitative research method with a descriptive approach. Data collection techniques used in this study were through observation and interviews. Observations were carried out by directly jumping into the field to explore information related to the stages of collection development, and interviews were conducted with Mrs. Dra. Ida Nor'aini Hadna, M.Pd (Kobid Technical Services) and Isrowiyanti (Information Kour).</p><p>Based on this research, it was concluded that the stages of collection development offered by Evans with 6 components of activities consisting of community analysis in this case the user community, selection policy, selection, procurement, weeding, and evaluation. This theory is applied in the Sunan Kalijaga UIN Yogyakarta library. Normal students and people with disabilities at UIN Sunan Kalijaga Yogyakarta have the same knowledge needs, grouped in the same class. But in this case what distinguishes it is the way to access that is done by students with disabilities with the addition of assistance through audio and visual media and others.</p>

This paper discusses service innovations carried out by BPJS Health through the JKN Mobile Application. Jkn mobile application is the latest innovation from BPJS Health in improving services to the community, especially in the field of health, but many people who have not used this application because many people do not know about this application. The purpose of this study is to assess the effectiveness of service innovations provided through the mobile application jkn. In this study, researchers used a qualitative research method with a descriptive approach to the determination of purposive sampling informant techniques. Measurement of effectiveness through three indicators namely: time factor, accuracy factor, and service delivery style factor. Based on the results of the study showed that the services and information provided through the application have been effective when viewed from the time needed to provide services, carefulness in service delivery and service delivery style that is not discriminatory because it is systemized with the mobile application.

Abstract: Article 35 of Law Number 2 of 2012 states that if there is residual land, the rightful party can request compensation in full for the leftover land that can no longer be used in accordance with the original designation and use. However, in its implementation, the implementing committee of the land acquisition still had difficulty especially for determining the criteria of the leftover land that could be compensated. Based on that issue, this study intend to (1) determining the characteristics of the leftover land that can be compensated; (2) knowing who has the right to determine the leftover land that can be compensated; (3) knowing the process of settling leftover land in land acquisition. The method used in this study is a qualitative research method with a descriptive approach to the case study method. The results of the study show that compensation that can be directly compensated for leftover land is land that has an area of less than 100m². For those who are more than 100m², the land acquisition implementation committee considers the shape of the remaining land, the leftover land area and access roads. The right to determine the leftover land is the land acquisition committee. Settlement of the leftover land carried out in Karanganyar Regency is based on a Circular from the Director General of Land Procurement.Keywords: Land Acquisition, Leftover Land, CompensationIntisari: Pasal 35 Undang-Undang Nomor 2 Tahun 2012 menyebutkan bahwa apabila terdapat tanah sisa, pihak yang berhak dapat meminta ganti kerugian secara utuh terhadap tanah sisa yang sudah tidak dapat digunakan sesuai dengan peruntukan dan penggunaannya semula. Namun dalam pelaksanaannya panitia pelaksana pengadaan tanah masih kesulitan untuk menentukan kriteria tanah sisa yang dapat diberikan ganti kerugian. Berdasarkan hal tersebut penelitian ini bertujuan untuk (1) mengetahui karakteristik tanah sisa yang dapat diberikan ganti kerugian; (2) mengetahui siapa yang berhak menentukan tanah sisa dapat diberikan ganti kerugian; (3) mengetahui proses penyelesaian tanah sisa pada pengadaan tanah. Metode yang digunakan dalam penelitian ini adalah metode penelitian kualitatif pendekatan deskriptif dengan metode studi kasus. Hasil dari penelitian menunjukkan bahwa ganti kerugian yang dapat langsung diberikan ganti kerugian adalah tanah sisa yang memiliki luas kurang dari 100m². Untuk yang lebih dari 100m², panitia pelaksana pengadaan tanah mempertimbangkan mengenai bentuk tanah sisa, luas tanah sisa dan akses jalan. Yang berhak menentukan tanah sisa adalah panitia pengadaan tanah. Penyelesaian tanah sisa yang dilakukan di Kabupaten Karanganyar berdasarkan Surat Edaran dari Direktur Jenderal Pengadaan Tanah.Kata Kunci: Pengadaan Tanah, Tanah Sisa, Ganti Kerugian

The General Directorate of Taxation attemped to realize the taxpayer’s aspirations with simplifying the tax payment procedure both monthly taxes and annual taxes by applying the electronic tax payment system (e-billing).e-billing is electronic paying methode with billing code (which is 15 code number) issued by tax billing system. This research is using qualitative research method with descriptive approach  which is picturing electronic paying system fairness with PIECES (Performance, Information, Economy, Control, Efficiency, and Service) by tax payer reseption in Pratama Cakung I Tax Office. The research showing the quality of electronic tax paying system in Pratama Cakung I Tax Office, with Service Variable found to be the best by the tax compare to Performance, Information, Economy, Control, and Efficiency. Overanl PIECES analysis from the elektronik tax paying system in Pratama Cakung I Tax Office showing electronic tax paying system base on Performance, Information, Economy, Control, Efficiency and Service is excelent.
