Abstract The village development planning is a routine activity carried out in order to carry out development. Activities that involve many parties (stakeholders) include all members of the community and village apparatus. One of the demands is that it requires planning skills from village apparatus, their capacity is needed in order to anticipate and interpret various development programs according to the demands and needs of the community by utilizing the potential and resources available in the village. The fact indicate that the planning capacity of the apparatus is still not optimal, the indication is that the Proposed list of village development activity plans (DURK-Desa) does not reflect the potential and needs of the village. Planning training for village apparatus aims to provide planning insights so that in the end they can carry out planning functions effectively. The method used in development planning training for village apparatus is the education method, in which village apparatus are given training to be able to apply village development planning analysis techniques with courses; (1) analysis of village potential; (2) SWOT analysis and; (3) formulation of alternative proposals for village development planning. To determine the success of the training, a success evaluation method was made, namely the method; (1) program evaluation; (2) evaluation of results and; (3) final evaluation of activities. The based on the evaluation of planning training, village apparatus have been able to carry out various activities, including; carry out a simple analysis of the potential for village development; SWOT analysis on village development planning and; able to formulate various alternative proposals for village development programs / projects based on the potential and problems faced by the community. The study aims to determine the effectiveness of the village midterm development planning process / RPJMDes and the village government work plan / RKPDes implemented by Sidomukti Village Government, Muara Kaman District, Kutai Kartanegara District, which was evaluated based on Permendagri No 114/2014 on village development guidelines. The study uses an evaluation method with a qualitative descriptive approach, data collection through documentation and interview studies, data analysis using reduction, data presentation, and concluding. The results of the study found that in the preparation of the RPJMDes and RKPDes, the village government had not yet fully implemented the stages as stipulated in Permendagri No 114/2014, in the preparation of the RPJMDes there were 3 stages not carried out namely aligning the direction of district policy, assessment of village conditions, and village deliberations, while in the preparation of the RKPDes there were no indicative ceilings, this was due to the lack of competence of the Village Government officials in preparing the RPJMDes and RKPDes, weak administrative management, and lack of community participation.

This study aimed to analyze and describe the performance of village assistants in sustainable community empowerment activities in Lalonaha Village, Wolo District, Kolaka Regency. Qualitative descriptive research method. Data obtained through interviews, literature study, and observation. The data analysis stage uses the Miles and Huberman method, namely data collection, data presentation, data verification, and concluding. Based on the research results, village assistants' capability in its implementation has not optimally because there are still many priority programs that people should expect but have not implemented. Activities carried out by village assistants in terms of development implementation, development supervision, and village administration training carried out by village assistants in Lalonaha Village, Wolo District have been able to run well, it is just that the obstacles faced regarding the quality of work by village assistants have not been able to carry out proper coordination fully. Both between the Lalonaha Village Government and the village community. In the implementation stage of village facilitator activities to help village government activities have not been able to run well, this is because in every development activity and supervision of development programs carried out more by the village apparatus themselves. The independence of village assistants in improving community empowerment in the village Lalonaha has not gone well because the village government itself carries out almost all the implementation of village assistance activities.

This research is based on the view of the deliberation forum in the village which should be able to provide dialogue space and community involvement as the subject of development planning, however, the facts that are seen are that the community in Maguwoharjo village is still seen as an object of development planning and the essence of the deliberation forum in the public sphere in the village has not been able to reflect in full by the people in the area. This study aims to analyze the factors that influence deliberation in development planning deliberations and analyze points of weakness in the deliberation process in Maguwoharjo village. The method in this study uses qualitative research methods with data analysis techniques using NVivo12plus software. The results showed that the leadership factor had a percentage of around 36% in influencing community involvement, the socio-cultural factor in the village had a percentage of around 15% where each figure involved had a dominant view that was very thick with Javanese Culture, from the aspect of communication, had a percentage of around 13% in conveying the interests of village development, then, local political factors have a percentage of around 13%, where every participant involved in the village consultation forum has the same interest in development in his area. This study found that the leadership factor was very dominant in influencing the community to be actively involved in the village discussion forum and still found several weaknesses in the deliberation process in the village.

One of the progress of the village is determined by the quality of its development planning. Development planning so far still leads to the practice of state-centered approaches. The community is "forced" to accept the results of development that have been carried out by the village government. Community participation and village institutions are often forgotten in the development planning process. This study tries to discuss and explain how the participatory governance model in making the Medium Term Development Plan (RPJM) Lubuk Sakat Village, Perhentian Raja District, Kampar Regency? This study uses a qualitative approach and collects data through interviews and document studies. The results of the study showed that the participatory governance model greatly assisted the village government in preparing the RPJMDes because it could allocate all resources from stakeholders to create village development planning policies. Furthermore, collaborative and participatory governance models can be used in the mechanism or stages of the village situation analysis (desk study) and SWOT analysis, identification of future needs, detecting needs and making strategies and action plans in overcoming problems in Lubuk Sakat village.

The purpose of the study was to determine the development planning strategy in improving the welfare of the community in Teluk Kimi District, Nabire Regency. The research applied qualitative and descriptive reaserch methods to gather primary data. Sources of data gathering ranges from informants, events and documents review. The data collection techniques were done by means of interviews, observations and documentation. In Teluk Kimi District, Nabire Regency, there are 5 villages consisting of: 1, Samabusa Village; 2. Air Mandidi Village; 3. Kimi Village; 4. Lani Village; 5.Waharia village, with samples using purposive Snow Balling technique. As many as 43 respondents are local government, district government, village government and community leaders. Method of analysis applying SWOT analysis. The results of the study are, strategic planning for village development in Teluk Kimi District, Nabire Regency has several strategies that can be done in the village development prograns by utilizing majority of the population who are still of productive age. Increasing the capacity of village and community apparatus, Utilizing existing village facilities and infrastructure, exploring and developing potential nature to the maximum, Establish good cooperation and communication between institutions to achieve the village development mission, build priority facilities and infrastructure to support the community's economy, Improve the village economy through Village Owned Enterprises, Increase empowerment activities for the community, maintain order and security at the village well, Preserving local wisdom, arts and culture in the Mee Pago area in a heterogeneous environment in Teluk Kimi District, Nabire Regency.

This study focuses on studying the planning of Puri Sayan Ubud as a heritage tourist attraction in Sayan Village, which is also intended to realize one of the Village missions, namely to become a Tourism Village in order to improve the welfare of local communities. This study has a limited scope in identifying existing conditions of tourism in Puri Sayan and Puri Sayan planning as a heritage tourist attraction. The data collection techniques in this study are observation, interviews, and documentation. Data analysis techniques used are qualitative descriptive and SWOT analysis that refers to tourism product components 4A. The results of this study are in the form of strategies and programs produced by SWOT analysis after identifying existing conditions that refer to tourism product components 4A. The results of this study is about the main planning of Puri Sayan Ubud as an Attraction of Heritage Tourism by designing various programs such as attraction and management that are designed based on the strategy of the result of SWOT analysis that has been done. The village is located in the district peninjoan Tembuku Bangli regency. Peninjoan village has an area of ??1,350 hectares and has four village boundary that is north of the yangapi village, south Undisan village, Bangbang villages east and west Yangapi. The total number of villages included in the part of the six districts, namely Tembuku village including the village Jahem. Subdistrict Tembuku which has an area of ??4982 hectares with a population of 2007 to 2011 amounted to 34.040 inhabitants. Peninjoan village administratively divided in 13 hamlets.Peninjoan village ecotourism has the potential to be developed into a tourist attraction nature. Type of data and data sources used are qualitative, quantitative, primary and secondary data. Data collection techniques used were observation, interviews, questionnaires, documentary studies, literature study and data analysis techniques using qualitative descriptive analysis and SWOT analysis. Potential of the village peninjoan form unspoiled natural potential that can be developed into a tourist attraction. Natural potentials, which later will be made into eco-tourism agro-based activities in which these activities will be created an attraction that will be an attraction for tourists. The attraction in the form of tracking tours, cycling tour, and travel mute (silent tourism). To be able develop this potential requires the construction of facilities and infrastructure to support such activities.

Facilitation of Development Planning is very urgent and vital as an instrument to increase effectiveness in building synergy in terms of regional development in accordance with the mandate of the law on national development planning, namely in accordance with Permendagri Number 86 of 2017. Kendal Regency Facilitation Process by the Central Java provincial government those that have been implemented well will produce legal products that are able to explain the central government's development programs and there will not be problems in the future. The problems of Regional Development Planning, which have been carried out by the Central Java provincial government, are still much sought to be in accordance with the conditions and needs and well implemented in accordance with the laws and regulations, the need for a better solution to avoid future problems ; Time problems that are less effective, and so that scheduling is done in great detail and in a short amount of time, to improve the performance and effectiveness of facilitation. Regarding the issuance of the Minutes is not quite right than the issuance of the Governor's Decree, the Javanese provincial government should be publishing the provisions of the results of facilitation that have been carried out.The Kendal Regency Government also seeks to ask the provincial government to establish a governor's decree so that it can form the basis of the legal umbrella of regional development planning, which is in accordance with the substance of the Minister of Home Affairs Regulation No. 86 of 2017, relating to the Regional Development planning process in Kendal District, which was previously in 2016 has been amended by the new regulation by referring to Permendagri regulation No. 86 of 2017, Kendal District Government seeks to ask the Governor of Central Java as the provincial government to provide facilitation that is in accordance with Kendal Regency characteristics, with reference to the effectiveness of the time given so that the bureaucracy that is built can be effective and efficient.Keywords: Facilitation, Juridical, Regional Development Planning

The objectives of research include; first, to describe what local Islamic working ethos are as the basis for the resilience of songkok, whip and slap handicraft businesses in Serah Panceng Gresik Village. Second, to describe the resilience of the songkok, whip and slap handicraft business in the village of Serah Panceng Gresik. This study is a qualitative-descriptive study with the aim of understanding the phenomena experienced by the subject of research including behavior, perception, motivation, and action holistically by utilizing various scientific methods. Data collection methods include; Observation, In-depth Interview or Focus Group Discussion, Documentation. Data analysis techniques include: processing and preparing data for analysis, reading the entire data, analyzing in more detail by coding data, considering detailed instructions that can help the coding process, giving descriptions that will be presented in the report, interpreting and interpreting data. The results showed that in Serah Village local Islamic working ethos were preserved by the community, such as alms giving, reading dziba', reading tahlil, attending haul akbar, and reading sholawat together every Friday. Although in the tradition it does not involve songkok, whip, and slap directly, there is a good impact to support the resilience of songkok, but not whip, and slap production. Religious rituals by praying together asking Allah to facilitate and carry out business in production songkok, whip, and slap are an expression of gratitude for what God gave to the people of Serah Village. The author analyzes the innovation development programs of 11 Russian companies with state participation and state corporations and compares the achieved results with innovation development plans. The results of the analysis show that the existing relationships between the performance indicators of the companies’ innovation activity for 2014–2016 are not considered or reflected in the programs of innovation development until 2020. This study indicates the causes of the current situation and proposes directions for improving the efficiency of innovation development planning.Aim. The study aims to examine the mutual influence of indicators in innovation planning at enterprises.Tasks. The author analyzes the existing innovation development programs of large state-owned companies and the correlation between the performance indicators of innovation activity, assesses the actual results of the implementation of innovation development programs for 2014–2016 and the validity of the planned indicators of innovation development until 2020.Methods. This study uses the methods of systems and correlation-regression analysis.Results. The analysis shows that the actual relationships between the performance indicators of the companies’ innovation activity for 2014–2016 are not considered or reflected in the programs of innovation development until 2020. This study indicates the causes of the current situation and proposes directions for improving the efficiency of innovation development planning. A matrix for determining problem situations in innovation development planning is developed.Conclusions. The actual relationships between the indicators that characterize many aspects of innovation development at various stages of the innovation life cycle are not fully considered in the planning of innovation development. The conducted study confirms a formal approach to estimating the target values of the examined indicators, which disregards the actual relationships between them. The outcome of this can be seen in the programs of innovation development until 2020 developed by corporations. It is possible to make allowance for the actual relationships in the planning of the target values of innovation development indicators by using the methods and tools of dynamic modeling.
