This study discusses the government structure of Palembang during the Japanese occupation in 1942-1945, especially regarding the Syu government. The research method used is historical or historical research methods. The purpose of this research is to increase knowledge and dig deeper into the history of Palembang City and also to highlight the historical traces of the Palembang regional political system during the reign of Japan. This research is related to the Syu government system or called Residency. The results of this study are that before the Japanese came and colonized the archipelago, the Palembang area had rules made by the Dutch and customary law then Japan arrived in Sumatra and issued a new law called Seirei (Osamu Seirei), this rule book discusses military government, which levels consist of Syuugun (residence), Bansyuu (sub-residence), Gun (district), and Son (sub-district), the unique thing is that even though it seems to have changed, in fact, the constitutional structure is the same as the previous system but only changes in terms. Penelitian ini membahas tentang struktur pemerintahan Palembang pada masa pendudukan Jepang tahun 1942-1945 khususnya mengenai pemerintahan Syu. Metode penelitian yang digunakan adalah metode penelitian sejarah atau historis. Tujuan dari penelitian ini untuk menambah ilmu pengetahuan serta menggali lebih dalam mengenai sejarah di Kota Palembang juga mengangkat jejak historis dari sistem politik daerah Palembang saat berkuasanya Jepang. Penelitian ini terkait sistem pemerintahan Syu atau disebut Keresidenan. Hasil dari penelitian ini adalah sebelum Jepang datang dan menjajah wilayah nusantara, daerah Palembang telah terdapat aturan yang dibuat Belanda serta hukum adat kemudian Jepang tiba di Sumatera dan mengeluarkan sebuah Undang-undang baru bernama Seirei (Osamu Seirei), kitab aturan ini membahas tentang pemerintahan militer, yang mana tingkatannya terdiri atas Syuugun (Karesidenan), Bansyuu (sub karesidenan), Gun (distrik), dan Son (subdistrik), uniknya walaupun terkesan berubah tetapi sebenarnya susunan ketatanegaraan ini sama dengan sistem sebelumnya namun hanya mengalami pergantian istilah.

Abstrak: Kajian tentang Kota Lubuklinggau berdasarkan kronologis sejarah masih belum ada kajian yang komprehensif, sehingga terjadi kegagalan pemahaman generasi muda dalam memahami sejarah Kota Lubuklinggau. Penelitian ini bertujuan untuk mendeskripsikan kota Lubuklinggau pada masa Kolonial Belanda, masa pendudukan Jepang, masa setelah proklamasi kemerdekaan serta masa agresi militer pertama dan kedua. Metode penelitian yang digunakan ialah metode sejarah, antara lain heuristik, kritik sumber, intepretasi dan historiografi. Hasil penelitian menunjukan bahwa Lubuklinggau Tahun 1929 menjadi dusun kedudukan marga Sindang Kelingi Ilir, kemudian dikembangkan menjadi ibukota Onder Afdeeling Moesie Oeloe masa kolonial Belanda Tahun. Pada masa Jepang Tahun 1942, Lubuklinggau menjadi ibukota Bunshu Musikami Rawas. Pada masa setelah kemerdekaan Tahun 1945, Lubuklinggau menjadi Kawedanaan Musi Ulu sekaligus menjadi ibukota Kabupaten Musi Ulu Rawas. Kemudian pada masa agresi militer Belanda I Tahun 1947 dan agresi militer Belanda II Tahun 1948, Lubuklinggau menjadi pusat pemerintahan Karesidenan Palembang sekaligus pusat pemerintahan militer Sub Teritorium Sumatera Selatan (SUBKOSS). Kata Kunci: Moesie Oeloe, Musi Ulu Rawas, LubuklinggauAbstract: The study of Lubuklinggau City is based on historical chronology, there is still no comprehensive study, so that there is a failure in understanding the young generation in understanding the history of Lubuklinggau City. Furthermore, this study aims to describe the city of Lubuklinggau during the Dutch colonial period, the Japanese occupation period, the period after the proclamation of independence and the period of the first and second military aggression. The research method used is the historical method, including heuristics, source criticism, interpretation and historiography. The results showed that Lubuklinggau in 1929 became the hamlet of the Sindang Kelingi Ilir clan, then it was developed into the capital of Onder Afdeeling Moesie Oeloe during the Dutch colonial period. During the Japanese period in 1942, Lubuklinggau became the capital of the Bunshu Musikami Rawas. In the period after independence in 1945, Lubuklinggau became Kawedanaan Musi Ulu as well as the capital of Musi Ulu Rawas Regency. Then during the Dutch military aggression I in 1947 and Dutch military aggression II in 1948, Lubuklinggau became the center of the Palembang Residency government as well as the center of the South Sumatra SubTerritory (SUBKOSS) military government. Local history is often underestimated, so many primary sources of history are neglected and damaged. Therefore, the need for the existence of the museum as a container for the preservation of historical sites. For example, the Museum Subkoss Garuda Sriwijaya, which stores objects of community struggle in Southern Sumatera against the Dutch Colonial. However, lack of interest and information so that many collections in the museum are considered as insignificant data. Therefore, the need to reconstruct the history behind the museum collection as a first step. This research uses historical research methods with steps, namely; heuristics, verification, interpretation and historiography. To analyze the data obtained, the archeological approach is used to study historical heritage objects to find the facts behind the objects. The results of this study confirm that this museum building has a long historical value from its function as a government office during the Dutch and Japanese colonial periods and was once a sub -oss headquarters. In the fight against invaders, there are some relics such as the C3082 steam locomotive, Jeep Willys STD 156 car, flat cannon and landmijn. All of these objects have a long history of maintaining independence.   Keywords :  Museum, History and Subkoss

There have been important developments in the decentralization of the government structure in Turkey since the early 1980s. This paper examines the link between fiscal decentralization and local borrowing within Turkish provinces. It first discusses local government reforms throughout the history of the Turkish Republic with the focus on recent reform efforts and current local government structure. It then provides an empirical analysis of the effects of decentralization in Turkish provinces using cross-sectional and panel data approaches, and spatial econometrics. The dataset consists of 67 provinces from 1980 to 2000, and separately cross-sectional data on all 81 provinces for the year 2000. Using decentralization measures such as number of local governments per capita and ratio of own-source municipal revenue to total provincial tax revenue, and specific characteristics of the municipalities the analysis examines whether variations in local decentralization across these provinces and across time have had a significant impact municipal borrowing in those provinces.

The pre-colonial history of the Yoruba has attracted considerable attention from academically trained historians in recent years. This academic historiography–in Yorubaland as elsewhere in sub-Saharan Africa–does not antedate the 1950s, but it was preceded by a tradition of historical writing by local amateur historians which stretched back well into the nineteenth century. The modern academic historians owe a great deal to these amateur predecessors: much of the “oral tradition” utilized by the academic historians comes in fact at second hand from the writings of the amateurs, and the current generation of local historians has figured prominently among the informants from whom the academics have collected their oral evidence.This fusion of academic and amateur historiography was, indeed, given some institutional recognition in the Yoruba Historical Research Scheme launched by the government of the Western Region of Nigeria in 1956, in which both academics and local historians were employed as research associates to collect traditional material. Despite their importance, however, little serious work has been done on the early historians of Yorubaland. The existence of a local tradition of historiography in Yorubaland has been mentioned in general surveys of historical writing on Africa, and attention has been drawn to it as constituting an aspect of the development of “cultural nationalism” among western-educated Africans in the late nineteenth and early twentieth centuries. These discussions of early Yoruba historiography, however, have dealt with only a few of the better known works and have given little idea of the wealth of the published material or of its character—nor is there any comprehensive bibliography of the writings of the early Yoruba historians. The present article, therefore, attempts to present as complete a survey as possible of historical writing on Yorubaland in the period before c. 1950 and seeks to make some contribution towards assessment of the value of the Yoruba local histories as sources by giving some information on the context in which the local historians wrote and the way in which they went about the task of reconstructing Yoruba history.

The communist take-over of South Vietnam in 1975 presents a certain resemblance to what happened two hundred years before, when the Trinh lords in the North overran the Nguyen's polity in the South by 1775, seizing the territories that had been separate from their control for over two centuries. The similitude of the two situations did seem highly symbolic to the Institute of Historical Studies in Hanoi, which on the pretext of publishing a complete collection of the eighteenth-century scholar Le Quy Don's works, reprinted a former translation of his “Miscellaneous chronicles of the government of the frontiers” as the first volume of this collection. This work was originally composed in 1776, after its author had been ordered south, as a member of the Trinh lords’ bureaucracy, to help restore civil government in the “recovered” areas, and facilitate their reincorporation into the north-centred political system. In its detailed description of the different aspects of southern administration, economy and society, it is tantamount to a survey of the affairs of what the author considered as an irrevocably defeated Vietnamese enemy government. This account of the southern regions at that very moment of national reunification seems also, to some extent, appropriate for the justification of the Tightness of the ideology of a North Vietnam that has just then triumphed over its adversaries.

Pasal 18B ayat (2) UUD NRI 1945 mengatur mengenai penghormatan dan pengakuan atas satuan-satuan masyarakat hukum adat beserta hak-hak tradisionalnya sepanjang keberadaannya masih ada. Salah satu hak masyarakat adat di masyarakat pesisir di Provinsi Lampung ialah hak rumpon sebagai hak ulayat laut. Rumpon laut secara bahasa merupakan jenis alat bantu penangkapan ikan yang dipasang di laut, baik laut dangkal maupun laut dalam. Saat ini eksistensi rumpon laut terancam keberadaannya karena untuk menjaga dan melestarikan sistem pengelolaan perikanan ini tidak didukung oleh tindakan nyata oleh Pemerintah dan masyarakat sekitar pesisir. Tulisan ini melakukan pengkajian atas hak masyarakat hukum atas hak ulayat rumpon di Provinsi Lampung dengan fokus penelitian pada eksistensi hak ulayat laut rumpon pada masyarakat Lampung dan perlindungan konstitusional atas hak ulayat rumpon laut. Metode penelitian yang digunakan yaitu metode socio-legal yang melakukan kajian terhadap aspek hukum dalam ranah das sollen dan das sein.Article 18B paragraph (2) of the 1945 Constitution of the Republic of Indonesia regulates the respect and recognition on customary law community units and their traditional rights as long as they still exist. One of the rights of indigenous peoples in coastal communities in Lampung Province is rumpon’s right as the ulayat right of the sea. Literaly, Rumpon laut is a type of fishing gear installed in the sea, both the shallow and the deep one. Currently the existence of rumpon laut is threatened because the maintenance is not supported by concrete actions by the Government and coastal communities. This paper conducts an assessment of the community’s right on customary rights of rumpon laut in Lampung Province. This paper focuses on the existence of the ulayat right of rumpon laut in Lampung and the constitutional protection of the ulayat right of rumpon laut. The research method used is a sociolegal method that studies the legal aspects in the realm of das sollen and das sein.

<p><em>There is character degradation caused by rapid global progress and development and indirectly demands that humans be able to adapt to existing needs, while the purpose of writing this scientific paper is how the Indonesian people are more aware of and appreciate the importance of living up to existing values. the values contained in Pancasila. In writing this scientific paper the writer uses historical research methods. In this historical research method, the researcher uses several reference sources in the form of relevant journals and books that support this writing. The result is that there are several obstacles that often occur on the surface of everyday life, namely: first, a lack of mutual respect among others; second, the things of the World take top priority in terms of living together (the attitude of Individualism); third, decreased practice of the values that exist in Pancasila. An attitude of mutual respect and prioritizing togetherness is very important to be instilled back in the community so that these values are still upheld because they are part of the values of Pancasila and the NKRI slogan, namely Bhineka Tunggal Ika.<strong></strong></em></p>

In Russia, the topic of modernization continues to be relevant. The government, the parliament, the opposition, and the scientific community regard it as an urgent task. The process of economic growth, which began in the 00s, is viewed as recovery after the USSR catastrophe, and the modernization project is associated with the construction of the Russian analogue of the Western “welfare society”, in many ways resembling old dreams of “socialism with a human face”. But there are various options for modernization. In the 1980-s S. Hall proposed the concept of regressive modernization for characterize the policy of the government of M. Thatcher. This concept allows a much better understanding of the history of the 1990s and the current economic policy in Russia. The specific paradox of regressive modernization is that the Russian center-right government conducts elements of neoliberal politics in combination with state paternalism and even populism. Elements of social archaics, such as clericalism and national autonomy, which enjoy separate legal regimes within the Federation, remind us of a flexible imperial political system. The export of traditionalism and paternalism, which at the same time look like a modern institutional design, is the basis of Russian “soft power”. This creates opportunities for increasing profitable trade and economic cooperation with countries of both left orientation and preserving autocratic, right-wing conservative political regimes.

A possibilidade do uso de estatísticas educacionais do ensino primário (EP) moçambicano, de 1975 a 2003, está no centro da questão deste texto. A tradição positivista desencorajava o uso das estatísticas em pesquisas históricas, por considerá-las elementos do campo matemático. Essa situação vem sendo superada por estudos que, inevitavelmente, usam dados estatísticos para explorar determinadas categorias históricas. No período em estudo, o acesso à escola primária moçambicana, avaliado através das taxas de admissão, escolarização, conclusão e evasão escolar, permite analisar a eficácia da política educativa do EP, que se pretende que seja acessível a todos. O objetivo é compreender o comportamento dos efetivos escolares do EP, à luz da meta do plano governamental que define a escolarização primária para todos como base para erradicar o analfabetismo. Em termos metodológicos, a revisão bibliográfica e o uso de estatísticas educacionais, como elementos passíveis de análise historiográfica, constituem a base de sustentação das ideias. Os principais achados revelam que apesar dos esforços na expansão da rede escolar primária, a universalização do EP, no período referência, não foi alcançada. Essa constatação instiga outros estudos que ajudem a compreender os contornos da política educativa do EP em Moçambique.* * *The possibility of using educational statistics from Mozambican primary education (SP) from 1975 to 2003 is at the heart of the text. The positivist tradition discouraged the use of statistics in historical research, considering them elements of the mathematical field. This situation has been overcome by studies that inevitably use statistical data to explore certain historical categories. In the period under study, access to the Mozambican primary school, assessed through admission, schooling, completion and school dropout rates, makes it possible to analyze the effectiveness of the educational policy of the PE, which is intended to be accessible to all. The objective is to understand the behavior of school personnel in the EP, in light of the goal of the government plan that defines primary schooling for all as a basis for eradicating illiteracy. In methodological terms, the bibliographic review and the use of educational statistics, as elements capable of historiographical analysis, constitute the basis for sustaining ideas. The main findings reveal that despite efforts to expand the primary school network, the universalization of PE in the reference period was not achieved. This finding instigates other studies that help to understand the contours of the education policy of the PE in Mozambique.
