The Unitary State of the Republic of Indonesia (NKRI) based on the historical trajectory of the struggle, has the only state construction in the world where the nation is born first, then forms the state. The first President of the Republic of Indonesia Ir. Soekarno emphasized that the Unitary State is a National State. The purpose of the Indonesian nation to be born, independent, and to form a state has one goal, the will to elevate the dignity and life of the Indonesian people (Indonesian People's Sovereignty). Through an analysis of the reality of today's life, the Indonesian nation has lived in a condition of life order as if it were the same as a democratic state, namely that the first state was formed and the nation was born later. So that the sovereignty of the Indonesian people based on the principles of deliberation and representation has not been able to be realized.

The State recognizes and respects regional government units that are special or special in nature which are regulated by law. This paper aims to elaborate the dynamics of Islamic law assimilation with local culture. With the hope that in the future it will form a basic perspective in shaping the philanthropy of contemporary Islamic law based on the reality of Indonesian society. The basic questions which is going to be answered through this paper are, first, the extent of the adaptability of Islamic law in the midst of multicultural society conditions in Indonesia. Second, what are juridical, normative and sociological arguments in placing zakat as a support for the integrity of the Unitary State Republic of Indonesia. Third, How is the Formulation of the Concept of Zakat within the frame of Unitary State Republic of Indonesia? The conclusion from this study shows that, first, the characteristics of Islamic law indicate the ability of adaptability to the culture of the society in which it is accepted. Even in this case Islam has provided important principles regarding rational development in efforts to adapt to its new environment. Second, placing zakat as a support for the integrity of the Unitary State Republic of Indonesia is worth to be formulated. This is a logical consequence of the efforts of the Islamic ummah to always place al-Qur'an and al-Sunnah as limited texts. One of the most fundamental results of Indonesian social culture is the realization of the Unitary State of the Republic of Indonesia. Making the formulation of zakat in the frame of the Unitary State Republic of Indonesia is a clear proof that Islamic law contains universal values that are valid in any time and any place. Third, the methodological formulation of zakat in the frame of Unitary State of the Republic of Indonesia is in a dynamic and accommodating ijtihad towards change. This methodological framework is based on al-Mashlahah, ‘Urf, Sad Dzaria'ah and dialectics between Gama and the State.

This research is motivated by the loss of Indonesian citizenship status experienced by Indonesian citizens who are members of ISIS combatants. This is in line with of Article 23 letter e in Law No. 12 of 2006. The purpose of this study is to analyze the arrangements to regain the status of Indonesian citizens. This type of research is normative law. This study uses a law approach and the concept of the problem maslahah. The main material data of this study are from perimer legal material and secondary legal material. The results of this study conclude that first, in the perspective of the Citizenship Law and its implementing regulations, ex-ISIS former citizens are not eligible to regain Indonesian citizenship status as regulated by Article 9 of Law No. 12 of 2006 and Article 2 to Article 12 of PP No. 2 of 2007. Second, in the perspective of the problem maslahah, the Citizenship Act and its implementing regulations do not conflict with the sources and the propositions of Islamic law. Therefore, maintaining the sovereignty of the Unitary State of the Republic of Indonesia and the interests of the people by not giving them RI citizenship status is a beneficial act.

The purpose of state defense is to protect and to save the integrity of the Unitary State of the Republic of Indonesia, the sovereignty of the state, as well as its security from all kinds of threats, whether they are military or non-military ones. One of the non-military threats that potentially threatens the sovereignty and security of the nation-state is the misuse of technology and information in cyberspace. The threat of irresponsible cyber attacks can be initiated by both state and non-state actors. The actors may be an individual, a group of people, a faction, an organization, or even a country. Therefore, the government needs to anticipate cyber threats by formulating cyber security strategies and determining comprehensive steps to defend against cyber attacks; its types and the scale of counter-measures, as well as devising the rules of law.

Indonesian tourism is an important sector in increasing state revenues. The tourism sector ranks third in terms of foreign exchange earnings. in 2014 The government established tourism as the leading sector in improving the economy to encourage regional development and employment. With the law of the Republic of Indonesia number 39 of 2009 concerning Special Economic Zones, hereinafter referred to as K.E.K is a region with a certain boundary with the jurisdiction of the Unitary State of the Republic of Indonesia which is determined to carry out economic functions and obtain certain facilities. Kab. Central Lombok is one of the places where there is a K.E, namely K.E.K Mandalika. In order to increase the income of the Lombok region where the development of K.E.K Mandalika is 1,175 ha and the author takes 21 ha of land at K.E.K Mandalika to develop a Resort with a waterfront concept in order to increase Lombok tourism. Based on background problems, the main underlyinh problem is the lack of supporting facilities to support activities in the Mandalika Special Economic Zone, therefore the need for accommodation in the Mandalika Special Economic Zone.Abstrak Pariwisata Indonesia menjadi sektor yang penting dalam peningkatan pendapatan Negara. Sektor pariwisata menempati urutan ketiga dalam hal penerimaan devisa. Pemerintah pada tahun 2014 menetapkan pariwisata sebagai leading sektor dalam peningkatan perekonomian untuk mendorong pembangunan daerah dan lapangan pekerjaan. Dengan adanya undang-undang Republik Indonesia nomor 39 tahun 2009 tentang Kawasan Ekonomi Khusus, yang selanjutnya disebut K.E.K (kawasan ekonomi khusus), adalah Kawasan dengan batas tertentu dengan wilayah hukum Negara Kesatuan Republik Indonesia yang ditetapkan untuk menyelenggarakan fungsi perekonomian dan memperoleh fasilitas tertentu. Kab. Lombok Tengah merupakan salah satu tempat dimana terdapat K.E.K yakni adalah K.E.K Mandalika. Guna dapat meningkatkan pendapatan daerah lombok dimana Pengembangan K.E.K Mandalika seluas 1.175 ha dan Penulis mengambil 21 ha lahan di K.E.K Mandalika untuk dikembangkan Resort dengan konsep waterfront guna dapat meningkatkan pariwisata lombok. Berdasarkan permasalahan latar belakang, permasalahan utama yang mendasar adalah belum adanya fasilitas pendukung untuk menunjang aktivitas di Kawasan Ekonomi Khusus Mandalika.

This study aims to explore the role of Pancasila values in building the personality of the Indonesian people. Building and awakening human resources with Pancasila personality is done together with more peace, mutual respect, respect, understanding one culture with another culture, loving others, creating kinship and kinship. This research is a literature review by gathering various sources of information and facts from several literatures and documents directly related to the discussion. The results of this study Pancasila has provided a strong bond of unity in the midst of changes in people's lives in the era of globalization, Pancasila provides the power to deliver the Indonesian people to the era of glory as a dignified nation in civilization. Pancasila is able as a pillar of life such as economic, social, political, cultural, and defense and security directed towards the Unitary State of the Republic of Indonesia which has a personal Pancasila that embodies an advanced and religious Indonesia. Keywords: Indonesia, National values, Pancasila values     Penelitian ini bertujuan untuk menggali peran nilai-nilai Pancasila dalam membangun kepribadian masyarakat Indonesia. Membangun dan membangkitkan sumber daya manusia yang berkepribadian Pancasila dilakukan secara bersama dengan lebih damai, saling menghargai, menghormati, memahami satu budaya dengan budaya yang lain, menyayangi sesama, menciptakan kekerabatan dan kekeluargaan. Penelitian ini adalah review literature dengan mengumpulkan berbagai sumber informasi dan fakta dari beberapa literatur dan dokumen yang terkait langsung dengan pembahasan. Hasil penelitian iini Pancasila telah memberikan ikatan persatuan dan kesatuan yang kuat ditengah-tengah perubahan kehidupan masyarakat dalam era globalisasi, Pancasila memberikan kekuatan untuk mengantarkan bangsa Indonesia menuju era kejayaan sebagai bangsa yang bermartabat dalam peradaban. Pancasila mampu sebagai pilar kehidupan seperti ekonomi, sosial, politik, budaya, dan pertahanan keamanan diarahkan untuk menuju Negara Kesatuan Republik Indonesia yang memiliki diri pribadi Pancasila yang mewujudkan Indonesia yang maju dan religius. This article elaborate the historical root of tafsir maqasidi through these steps:1) describing the four periods of the history of tafsir; 2) deducing points, from each period, which could provide an idea on the history of tafsir maqashidi, either theoretically or practically; 3) and providing examples of tafsir maqashidi. This article is done by documentation, by searching, reading, and reviewing qualitative data to be collected and analyzed by deductive method. The results of the article show: 1) historical roots of tafsir maqa>s{idi> have an intertwined with the history of tafsir in general, namely: marḥalat al-ta'sīs, marḥalat al-ta'ṣīl, marḥalat al-tafrī', and marḥalat al-tajdi>d. 2) among the points that can be explained related to the historical roots of tafsir maqas{idi> that is: a) in the ta'sīs period, there embryo maqāṣid al-shari>’ah. For example, there is a triple divorce in one majlis which is punishable by a single divorce at the time of the Prophet, during the time of Umar ra. punishable by three divorces, with consideration of 'urf, for the benefit; b) in the tafrī' period, born three maqāṣid al-shari>’ah theories. first, al-Tūfī argues that the Shari'ah is none other than mas}lah}ah itself, so if nas} is contrary to mas}lah}ah then take precedence of mas}lah}ah ('alā sabīl al-takhṣīṣ); secondly, al-Gazalī states that "mas}lah}ah" is nothing but the Shari'a itself, so the theory of mas}lah}ah is taken inductively from nas {{; Third, al-Shāṭibī argues that mas}lah}ah and shari'a are one unity, so if nas} that opposed to mas}lah}ah is qot}'i> al-dalālah, then nas {is precedence, and if nas} that opposed to mas}lah}ah is dhanni> al-dalālah, then mas}lah}ah is precedence; c) in the tajdi>d period, classical maqāṣid concepts that are protection and preservation, altered by some contemporary Muslims such as Jasser Auda into a new concept of development and rights. The idea of contemporaryization of this terminology was then rejected by many fuqaha. 3) an example of the application of tafsir maqāṣidi> is the interpretation of the Qur'an surah al-Nu>r verse 2 in the context of the Unitary State of the Republic of Indonesia. In this case there is a ta'āruḍ between nas which enjoins the caning and "mas}lah}ah". The application of the Islamic Criminal law in Indonesia to date has not received sufficient political support, so it will lead to greater mafsadah. Therefore, mas}lah}ah takes precedence and is made as takhṣīṣ above nas}.

The purpose of this article is to provide a description of the analysis of local wisdom in the community as the root of Pancasila in interfaith dialogue. The Indonesian nation was built on the basis of diversity of cultures, religions, races, and ethnicities. The foundation is inseparable from the social politic that initiated the building of the Indonesian nation. Without the diversity above, the Indonesian nation is not constructed as the Unitary State of the Republic of Indonesia (NKRI). Local wisdom in every corner of the Indonesian nation has become the root of Pancasila. Through this sociological approach, it can be seen that the local wisdom that exist in the Kaloran, Temanggung becomes the root cause of the ideology of the Pancasila as the basis for living its relationship with interfaith dialogue. Through activities from local wisdom such as sadranan and culture that exist in the Kaloran, Temanggung community becomes a medium for interfaith dialogue which constructively as a collective awareness of that diversity. Local wisdom that exist in Kaloran is a mean of community cohesiveness, an instrument of dialogue with heart, and a public space for interfaith dialogue.

This study aims to determine the values of Tauhid Education in the National Education System and the relevance of the National Education System Law No. 20 of 2003 in strengthening the values of Tauhid Education. This research method uses a type of library research or literature study (library research). Using two data sources, namely: 1). The primary data is law No. 20 of 2003 concerning the National Education System. 2). Secondary data is literature related to this research. The results of the study were obtained: 1) the values of Tauhid education contained in Chapter II Article 3 read: "National Education aims to develop the potential of students to become human beings who believe and fear God the Almighty". Chapter V Article 12 paragraph 1 point A reads: "Every student in each education unit has the right: get religious education in accordance with the religion he adheres to and is taught by educators who are of the same religion". Chapter X Article 36 paragraph 3 point A reads: "The curriculum is prepared in accordance with the level of education within the framework of the Unitary State of the Republic of Indonesia by taking into account: Increased faith and piety". 2) Relevance of the Law on National Education System No. 20 of 2003 in strengthening the values of Tauhid education that the main purpose is: "Faithful and devoted to the Almighty God". Then the right of the first student is to get religious education in accordance with a religion that is followed and taught by religious educators. And the curriculum is arranged in accordance with the level of education within the framework of the Unitary State of the Republic of Indonesia with the first increase, namely faith and piety.
