Abstract In the implementation of the tender offer to be achieved the main goal is to provide equal opportunities for all bidders, resulting in the most affordable price with output/output optimal and effective manner. Through the mechanism of the tender offer as far as possible avoided the opportunity to perform a conspiracy between competitors, or between bidders with the auction organizers. In Article 3 of Presidential Decree No. 80 of 2003 regulating the Guidelines for Procurement of Government Goods/Services that in order to procure good/services shall be applied on various principles, among others Efficient, Effective, open and competitive, Transparent, Fair/non-discriminatory, and Accountable. Atmosphere of healthy competition should be created, and this atmosphere should begin to appear in the tendering process, a competitive tender procedure, open and not limited to providing opportunities for possible for participants who desire/interest in following the activities of procurement/tender.AbstrakDalam pelaksanaan penawaran tender tujuan utama yang ingin dicapai adalah memberikan kesempatan yang seimbang bagi semua penawar, sehingga menghasilkan harga yang paling murah dengan output/keluaran yang optimal dan berhasil guna. Melalui mekanisme penawaran tender sedapat mungkin dihindarkan kesempatan untuk melakukan konspirasi di antara para pesaing, atau antara penawar dengan panitia penyelenggara lelang. Dalam Pasal 3 Keppres No. 80 Tahun 2003 yang mengatur tentang Pedoman Pelaksanaan Pengadaan Barang/Jasa Pemerintah bahwa dalam rangka pengadaan barang/jasa wajib diterapkan berbagai prinsip, antara lain Efisiensi, Efektif, Terbuka dan bersaing, Transparan, Adil/tidak diskriminatif, serta Akuntabel. Suasana bersaing secara sehat harus diciptakan, dan suasana seperti ini harus mulai nampak dalam proses tender, prosedur tender yang kompetitif, terbuka dan tidak terbatas untuk memberikan peluang sebesar mungkin bagi para peserta yang berkeinginan/berminat mengikuti kegiatan pengadaan/tender.

Human resource management (HRM) is a recognition of the importance of human labor as vital resources that contribute to the goals of the organization, and utilization of multiple functions and activities to ensure that they are used effectively and fairly for the benefit of individuals, organizations, and society. Now human resource management has a unique and timely opportunity to improve productivity. Eventhough, productivity improvement does not means only increase the output. In addition, the evaluation of program responsibles and meets the special needs of employees with efficient cost. It is a very effective manner that very important, as organizations are tempted to cut costs and improve quality in their company. Without evaluation, it is very difficult to demonstrate that the development is the reason for the improvement. Human Resources Development can maintain and support productivity, as well as company isolate of lack of expertise of the human resources for the current job and future. The results are used in evaluating development programs include participant satisfaction with the training and development program development, learning knowledge or skills, the use of knowledge and skills on the job, and the results such as sale, productivity, or the prevention of accidents. Evaluation can also compare costs against benefits that receive development (return on investment).

The question of compensation in addition to sensitive to be driving someone to worl due to an effect on morale and discipline employees. Therefore , any  agency or any organization should be able to provide compensation equal to the workload  to create a workforce that efficient and effective manner can be realized. Amaore than that, the company’s goal to improve performance. Performance assessment is a subjective process that involves human judgments. Thus, performance assessment is very likely wrong and very easily influonced by sources that are not actual, so it must be taken into account and considered reasinable. Frformance appraisals are considered  to meet the target if it has a good impact on new employees who rated their performance. Simple linear regression analysis using SPSS version 12:00 data processing obtained tegression equation Y = 0,487 X 74 + with an explanation of X = award, 74 = constant, 0.487 = coefficient awards, and Y = performance based on simple linear regression equation in case of increase of one unit of the  performance award will be increased 0.487 units. If company policy negates the performance award will remain at a constant rate (74) units . (A) Test results obtained thitung significant constants of (12.574) > t table for (1.960 then reject Ho constanta significant meaning. (B) significant Test award coefficient t count the results obtained by (2.164)> t table foe (1.96) then reject Ho the mean coeffent of appreciation affect the performance . (C) correlation coefficient analysis is done by calculating the product moment corration (pearson)  to test  whether or not a strong  relationship between the variables X  dan Y , based on the results of cakculations with SPSS  table valuse obtained by calculating the  correlation coefficient r (0.3100> r on the table for a = 0,05 (0.291) then reject Ho, which means there is a relationship of respect for performance. When we enter these valuse in the table shows the interpretation of the correlation coefficient between the interval from 0.20 to 0.399 which has a low relationship

Three levels of planning can be distinguished in grassland farming: strategic, tactical and operational. The purpose of strategic planning is to achieve a sustainable long-term fit of the farm business with its physical, social and financial environment. In pastoral farming, this essentially means developing plans that maximise and best match pasture growth with animal demand, while generating sufficient income to maintain or enhance farm resources and improvements, and attain personal and financial goals. Strategic plans relate to the whole farm business and are focused on the means to achieve future needs. They should be routinely (at least annually) reviewed and monitored for effectiveness through key performance indicators (e.g., Economic Farm Surplus) that enable progress toward goals to be measured in a timely and cost-effective manner. Failure to link strategy with control is likely to result in unfulfilled plans. Keywords: management, performance

A lot of research has been done in the field of cloud computing in computing domain.  For its effective performance, variety of algorithms has been proposed. The role of virtualization is significant and its performance is dependent on VM Migration and allocation. More of the energy is absorbed in cloud; therefore, the utilization of numerous algorithms is required for saving energy and efficiency enhancement in the proposed work. In the proposed work, green algorithm has been considered with meta heuristic algorithms, ABC (Artificial Bee colony .Every server has to perform different or same functions. A cloud computing infrastructure can be modelled as Primary Machineas a set of physical Servers/host PM1, PM2, PM3… PMn. The resources of cloud infrastructure can be used by the virtualization technology, which allows one to create several VMs on a physical server or host and therefore, lessens the hardware amount and enhances the resource utilization. The computing resource/node in cloud is used through the virtual machine. To address this problem, data centre resources have to be managed in resource -effective manner for driving Green Cloud computing that has been proposed in this work using Virtual machine concept with ABC and Neural Network optimization algorithm. The simulations have been carried out in CLOUDSIM environment and the parameters like SLA violations, Energy consumption and VM migrations along with their comparison with existing techniques will be performed.

The quest to improve the government service delivery is becoming an important agenda for most governments. The introduction oflCT in the public sector especially E-Government initiatives opens up a new chapter in the government administration throughout the world. Governments have deployed ICT to serve their citizens in an efficient and effective manner. This paper presents an empirical investigation of Malaysian government's e-Procurement initiative (locally known as e-Perolehan). The aim of the paper is to examine factors that influence the current and future use of the system within the supplier community. These factors are grouped in three perspectives, (i) organizational perspective; (ii) technological perspective; and (Hi) environmental perspective. The general consensus amongst both the buyer and seller communities is that e-procurement will become an important management tool to enhance the performance of supply chain especially in the public sector. However, before this occurs, the findings suggest that several issues must be addressed by the relevant authorities in light of the three perspectives as mentioned above, to improve the procurement process at the federal government level.

Indigenous African societies have, for a long time, been using their knowledge for the betterment of their lives. They have also demonstrated an ability to manipulate their immediate or remote surroundings to live sustainably. Those who claim to fight for equal and human rights in Africa do so under the misconception that they, and the developing world, have historically and inherently violated, and continue to violate, human rights in numerous ways. While this might not be completely dismissed, there is a plethora of evidence from African folktales to demonstrate that Africans have not only respected human rights, but have also encouraged equal opportunities for every member of their society. This article cross-examines Ndebele folktales with the intention of demonstrating that African indigenous knowledge exhibited through folktales was a well-organised system, which ensured respect for human rights for all members, regardless of their physical or social stature. Central to this discussion are the folktales which focus on the role played by the vulnerable members of the animal community, who replicate their human counterparts. Folktales are unarguably a creation by the indigenes and emanate from their socio-political experiences, as well as their observations of the surroundings. This suggests that indigenous people already had an idea about human rights as well as the need for equal opportunities since time immemorial.

Entrepreneurship in rural areas is one of the utmost important initiate towards economic development of county and its constituencies. Rural Entrepreneurship facilitates to uses the scarce resources in most effective manner thus increasing profits and rural livelihood. Due to lack of educational knowledge gap most of the rural entrepreneurs are unaware of the innovative development techniques and modern marketing methods etc. The main problem faced by rural entrepreneurs is raw materials and financial investments. Commonly rural entrepreneurs face the strange problems like, lack of training and development programs, fear of risk, and lack of experience in business, illiteracy, limited market scope and competition from the city entrepreneurs.

The implementation of the May presidential decree aimed at Russia’s joining the top five global economies and achieving economic growth rates above the world’s average while maintaining macroeconomic stability requires a highly developed and efficient stock market ensuring the accumulation of capital and its deployment in the most promising and productive sectors of the economy.The subject of the research is timing anomalies in the Russian stock market in 2012–2018. The relevance of the research is due to the information inefficiency of the Russian stock market and its imperfections leading to significant price deviations from the «fair» value of assets and depriving investors of the opportunity to form various strategies for deriving additional revenues not related to fundamental economic factors and objective processes occurring in the global and local economies and the economy of an individual business entity. Based on the trend analysis of the Broad Market USD Index (RUBMI), the paper demonstrates a methodology for simulating the analysis of price anomalies on large arrays of real data using statistical data processing methods and modern information technologies. The paper concludes that though the Russian stock market lacks even the weak form of efficiency, such well-known timing anomalies as the “day-of-the-week” effect and the “month” effect have not been observed in the recent years. Therefore, investors could not use these anomalies to derive regular revenues above the market average.
