E-Government program is a form of the implementation of public services based information technology and communication that covertly designed to make the process of working in the government of into simpler ones, more accurate, responsive and transparent. With the establishment of presidential instruction no 3 2003, instructed that all government agencies apply for the e-Government program. BAPPEDA has implemented through a system of e-Government program information regional development planning or e-Planning. This study determines to reveal an understanding of the e-Government of policy on Regional Development Planning Board District Nganjuk. Technique data analysis using a technique qualitative according to data analysis Miles and Huberman. The research results show that of policy e-Government on Regional Development Planning Board District Nganjuk has been implemented by an instruction of the president number three years 2003; however, in practice, there are several problems can slow process implementation e-Government itself.

The purpose of the study is to determine planning and budgeting impact partially on as performance indicator of the regional organization in Regional Development Planning Departement of East Kutai Regency in East Kalimantan Province. This research using quantitative approach, with responden survey method, which was conducted on 58 State Civil Apparatuses (ASN) with qualification minimum hold bachelor degree as responden. Data analysis using descriptive and inferential statistics. The results describe that there ware positive and significant correlation between planning and budgeting impact in partially with performance of regional organization in Regional Development Planning Department (Bappeda) East Kutai Timur.

The success of the development in a region will be greatly determined by the quality of development planning. As planning became the sign posts are clear about what the needs of the citizens with has clear and measurable targets. Development Planning System emphasizes a combination of approaches between top-down and bottom up, which emphasizes the ways aspirational and participatory, so it is realized through the process of development planning or deliberation Musrenbang neighborhood start at various levels up to nationwide. This paper is the result of research that are descriptive studies library which describes the process of implementing E-Musrenbang in Surabaya with a variety of problems. E-Musrenbang successfully applied in Surabaya at least be innovations in development  planning system in which during this society wants a forum or social contacts among citizens with the Government in regional development planning. The application of the system of E-Musrenbang in Surabaya became an important lesson for the construction paradigm of society, where society is not only made of the objects but rather the subject of development. Keberhasilan pembangunan di suatu wilayah ditentukan oleh kualitas perencanaan pembangunannya. Sebagaimana perencanaan menjadi penunjuk arah yang jelas tentang apa yang menjadi kebutuhan warga dengan target yang jelas dan terukur. Sistem perencanaan menekankan kombinasi pendekatan antara top-down dan bottom-up, yang lebih menekankan cara-cara aspiratif dan partisipatif, sehingga hal tersebut diwujudkan melalui proses musyawarah perencanaan pembangunan atau Musrenbang di berbagai tingkatan mulai kelurahan hingga Nasional. Tulisan ini merupakan hasil penelitian yang bersifat deskriptif dengan studi kepustakaan yang menjelaskan proses pelaksanaan E- Musrenbang di Surabaya dengan berbagai permasalahannya. Sistem E- Musrenbang yang berhasil diterapkan di Kota Surabaya setidaknya menjadi inovasi dalam sistem perencanaan pembangunan dimana selama ini masyarakat menginginkan sebuah forum atau kontak sosial antara warga dengan pemerintah dalam perencanaan pembangunan daerah. Penerapan sistem E- Musrenbang di Kota Surabaya menjadi sebuah pelajaran penting bagi perencanaan pembangunan berparadigma masyarakat, dimana masyarakat tidak hanya dijadikan objek melainkan subjek pembangunan.

Nationally, the program to rejuvenate oil palm has become a concern of the Government. It is supported by the policy of replanting grant funds using funds from the Oil Palm Plantation Fund Management Agency (BPDPKS), including West Sumatra Province. In Dharmasraya District, KUD Suka Maju received grant funds to realize replanting in 2019, while KUD Bukit Jaya was for realization in 2020. This paper describes the activities' results to the two KUDs in preparation for replanting oil palm using BPDPKS funds. The activity's objective is to encourage and revive the spirit of cooperation in the KUD and help accelerate the effective coordination among stakeholders in the replanting program in the district of Dharmasraya. In the context of broader regional development, particularly the development of sustainable oil palm plantations, this oil palm replanting program needs to involve stakeholders from the initial planning stages to implementation and evaluation. Coordination between related government agencies requires the participation of the Regional Development Planning Agency (Bappeda) as the coordinator of regional planning, and it is necessary to internalize the replanting program plan with all its aspects into the Office's Strategic Plan (Renstra) and the Regional Medium-Term Development Plan.

PBB-P2 is a type of tax in Indonesia, which in 2012 was converted into local tax from state tax. The purpose of this study was to determine the potential of the PBB-P2 in Yogyakarta, as a source of real local income (PAD), and the contribution of PBB-P2 P2 to reach the level of the region's autonomy. The object of this study is the city of Yogyakarta and the method of data analysis using quantitative descriptive. The data of this research is secondary data, which is sourced from the relevant local government agencies between 2006 until 2015. The data is processed to calculate the potential PBB-P2, and its contribution to region’s autonomy. The results of this study indicate that the target of PBB-P2 which set by the government of Yogyakarta only 24.68% of the potential, which means targeting of PBB-P2 revenue on Yogyakarta is not optimal. When compared with the realization, the revenue of the PBB-P2 only amounted to 25.56% of its potential. This result suggests that revenue of PBB-P2 has exceeded the expected targets, but still not optimal. This condition indicates that the city of Yogyakarta can increase region’s autonomy through optimization of target setting and achievement of PBB-P2 revenue because of potential PBB-P2 which can be explored. PBB-P2 contribution rate to the PAD Yogyakarta between 2006-2015 an average of 16.15%, whereas the UN contribution to the PAD-P2 between 2006-2015 an average of 3.85%.Keywords: Potensial of PBB-P2, Yogyakarta city, region’s autonomy

In the regional development planning process, there are frequently deviations in people's aspirations. Musrenbang is a community forum for channeling aspirations in development planning. The launch of the e-musrembang application is expected to accommodate all community aspirations, allowing regional development to be more focused on the community's actual needs. This research aims to determine the efficacy of e-musrembang in development planning in Medan City and the problems or obstacles encountered when using the application. Using qualitative research methods, this study focuses on the Medan Denai District. Interviews, observation, and documentation were used as data collection techniques. Miles, Huberman, and Saldana's interactive analyses were used to analyze the data. The study's findings concluded that had not been effectively implemented the e-Musrenbang system. There is no significant difference between the achievement of the e-Musrenbang system's objectives and the implementation b From the achievement of the purposes of the e-Musrenbang system, and there is no significant difference from the implementation before after the e-Musrenbang. Citizens' misunderstanding in the e-Musrenbang system is judged due to the lack of good communication between the government and its citizens. In the adaptation stage, the Kelurahan and Medan Denai Subdistrict Governments, as implementers in the use of the system, are still rigid and do not understand well the use of the e-Musrenbang system.

National / Regional Development Planning (PPN/D) is a derivation of political promises of the head of state / region, hence the National and Regional Development Planning tends to be momentary interests of the head of state / region and / or elitists around him. The National and Regional Development Planning which is put into the program and made as a project can be colored by the elements of corruption, collusion and nepotism and that the program / project is likely to be executed at random. The liability for acts of corruption, collusion, and nepotism that leads to the failure of the National / Regional Development Planning is still noticeably blurry and so light, and limited only when the accountability report of the implementation of the National and Regional Development Planning is declared “rejected”, then the head of state / region concerned would be requested to fix it and / or he could no longer run. On the other hand, the National / Regional Development Planning must have used a large number of resources, so it is interesting to see more deeply, such as the possibility of criminal sanctions which can be imposed as a “deterrent” of a bad faith of the whole process National / Regional Development Planning. Based on those mentioned above, this paper will discuss the possibility to request criminal liability for the failure of the National / Regional Development Planning. The research method used is qualitative descriptive, using secondary data, a literature search. Since the head of state/region is the responsibility center of the government administration, the head of state / region must be responsible for the implementation of National / Regional Development Planning. The rejection of the accountability report presented by the head of state / region is a measure of the failure of the National/Regional Development Planning. Since the National / Regional Development Planning is a derivation of the political promises of the head of state / region at the time of the election campaign, the criminal offenses of fraud could be made as the basis of criminal liability for the failure of the National / Regional Development.

This study entitled the influence of the work environment on employee performance at the Office of the Regional Development Planning Board of Batang Hari Regency. In this study will be tested how much influence the work environment on employee performance. In analyzing data, in this study using Path Analysis and t test. This study has the same population and sample of 63 people. Data retrieval is done by distributing question questionnaires. Based on the discussion it can be concluded that the influence of the work environment on performance is 34.45%. And the Work Environment has a partial and significant effect on employee performance at the Office of the Regional Development Planning Board of Batang Hari Regency.

This research was conducted to find out how a space formed by the government (state sphere) has the potential to turn into a public sphere which is deliberative because of the involvement of information technology. This research was carried out on the use of information technology in the implementation of electronic development planning meetings (E-musrenbang) in the City of Surabaya, East Java, Indonesia. This research was conducted qualitatively using a critical approach. The data processed and analyzed were obtained from community leaders in four villages in Surabaya. As a result, this study shows that the internet has provided opportunities for people to make the state sphere as a public sphere where people can act further and more freely as citizens to voice their aspirations, opinions, and ideas. As such, indirectly the participation of the community to be involved in regional development can be pushed to a higher level.
