In the regional development planning process, there are frequently deviations in people's aspirations. Musrenbang is a community forum for channeling aspirations in development planning. The launch of the e-musrembang application is expected to accommodate all community aspirations, allowing regional development to be more focused on the community's actual needs. This research aims to determine the efficacy of e-musrembang in development planning in Medan City and the problems or obstacles encountered when using the application. Using qualitative research methods, this study focuses on the Medan Denai District. Interviews, observation, and documentation were used as data collection techniques. Miles, Huberman, and Saldana's interactive analyses were used to analyze the data. The study's findings concluded that had not been effectively implemented the e-Musrenbang system. There is no significant difference between the achievement of the e-Musrenbang system's objectives and the implementation b From the achievement of the purposes of the e-Musrenbang system, and there is no significant difference from the implementation before after the e-Musrenbang. Citizens' misunderstanding in the e-Musrenbang system is judged due to the lack of good communication between the government and its citizens. In the adaptation stage, the Kelurahan and Medan Denai Subdistrict Governments, as implementers in the use of the system, are still rigid and do not understand well the use of the e-Musrenbang system.

Indonesia is a country with the largest area of ​​tropical peatland land in the world. Riau Province has the largest peatland area (3.8 million hectares) in Indonesia. Besides having the largest land area, Riau Province is also the second-largest contributor to peatland fires (53,034 hectares) after Kalimantan with Dumai City as the region with the highest fire cases (15 cases). The trend in handling these problems has begun to involve relevant stakeholders, not just the responsibility of the government or the community, even the private sektor. One of the strategies undertaken is to analyze the potential that exists in peatlands using a continuous analysis to provide program recommendations that can solve this problem. Therefore this research will look at how the analysis of sustainable livelihoods conducted by PT Pertamina RU II Dumai company in providing recommendations for peatland community empowerment programs. This study uses qualitative research methods with data collection techniques using interviews, observation and documentation studies. The results of this study provide three program recommendations, namely the use of peatlands whit involving the Paman Jaya Mandiri Farmer Group, the improvement of the RT 12 RT toll road infrastructure, and the improvement of sanitation and PHBS counselingh

This paper discusses the problem of intolerance that still occurs in Indonesia, one of which is the rejection of the establishment of places of worship. The Karo Protestant Batak Church (GBKP) does not have a permit to build a house of worship, so the surrounding community rejects the building. This paper focus on the strategy undertaken by the Inter-Community Forum (FLO) in resolving the GBKP establishment case, as well as the obstacles that occurred in resolving the GBKP case in 2016 in Tanjung Barat, South Jakarta. This study uses qualitative research methods with analysis and in-depth understanding. Based on the results of the study, the Strategy of the Inter-Organization Forum (FLO) in resolving the Protestant Christian Batak Church (GBKP) case related to the establishment of houses of worship was successfully carried out, through a legal, public and also South Jakarta government approach. Conflicts between religious communities in the West Tanjung area can be avoided, although the Protestant Batak Church (GBKP) cannot establish a church in the region. However, the government has relocated the worship activities of the Protestant Christian Batak Church (GBKP) in the Balai Minggu Sports Hall (GOR) Pasar Rakyat.

Penelitian Efektivitas Program Pemberdayaan Nelayan bertujuan untuk mengetahui bagaimana efektivitas program Pemberdayaan Nelayan pada Dinas Perikanan Kabupaten Subang. Lokasi yang dijadikan objek penelitian yaitu Program Pemberdayaan  Nelayan di Kecamatan Blanakan Kabupaten Subang. Penelitian ini membahas tentang hal-hal yang berkaitan dengan efektivitas Program Pemberdayaan Nelayan dalam menjalankan program untuk meningkatkan kesejahteraan nelayan. Dalam penelitian ini penulis menggunakan metode penelitian deskriptif kualitatif melalui observasi dan wawancara, studi kepustakaan dan dokumentasi. Metode pengumpulan data diperoleh langsung dan dokumen diperoleh dalam bentuk pertauran-peraturan sedangkan pengolahan data dengan menganalisis hasil wawancara dan observasi. Hasil penelitian menunjukan bahwa efektivitas program Pemberdayaan Nelayan pada Dinas Perikanan Kabupaten Subang belum efektif sesuai dengan teori pengukuran efektivitas program menurut Sutrisno. Hal ini dapat dilihat dari kurangnya kesadaran para nelayan akan pentingnya program pemberdayaan nelayan serta masih terdapat Nelayan yang tidak memahami hak dan kewajibannya, belum semua nelayan mendapatkan bantuan dari pemerintah dan sosialisasi yang dilakukan pemerintah belum maksimal.   Research on the effectiveness of the fishermen empowerment Programs aims to find out how the effectiveness of the fishermen empowerment program in Subang district fisheries service. The location that was made the object of research was the fishermen empowerment program in Blanakan Subang district, subang Regency. This research discusses matters relating to the effectiveness of fishermen empowerment programs in carrying out programs to improve the welfare of fishermen. In this study the authors used descriptive qualitative research methods through observation an interviews, literature study and documentation. Data collection methods are obtained directly and documents are obtained in the form of regulations while managing data by analyzing the results of interview and observations. The results showed that the effectiveness of the fishermen empowerment program in Subang district fisheries service was not yet effective based on the theory of program effectiveness measurement according to Sutrisno. This can be seen from the lack of awareness of fishermen about the importance of fishermen empowerment programs, there are still fishermen who do not understand their rights and obligation and not all fishermen get help from the government and the government socialization has not been maximized.

This study aims to describe the planning process of village development in the digital era, focusing on the dynamics of stakeholder roles and interests. From descriptive qualitative research methods, village development planning in the digital era flows under the Ministry of Home Affairs Regulation No. 114/2014 and Law No. 6 of 2014. Furthermore, the dynamics of the planning process are more flexible with the role of media and technology sophistication. In the digital era, the village development planning process, especially in Kotaagung Sub-district villages, Tanggamus Regency, Lampung, is swift, which cuts bureaucracy and stagnated planning stages. Moreover, invitations to the village deliberations are conveyed in writing, a process that only fulfills administrative matters for archiving. Massive invitations are delivered through the devices of stakeholders deemed essential to be presented to determine development priorities. The dynamics of stakeholder and media are seen from the movement and correlation of roles, interests, and influences. That shows stakeholders are the main subject in village development planning in today's digital era. Therefore, the Village needs to respond to the changing times by planning and implementing the system with digitization in a systematic and applicable manner. Facilitation of Development Planning is very urgent and vital as an instrument to increase effectiveness in building synergy in terms of regional development in accordance with the mandate of the law on national development planning, namely in accordance with Permendagri Number 86 of 2017. Kendal Regency Facilitation Process by the Central Java provincial government those that have been implemented well will produce legal products that are able to explain the central government's development programs and there will not be problems in the future. The problems of Regional Development Planning, which have been carried out by the Central Java provincial government, are still much sought to be in accordance with the conditions and needs and well implemented in accordance with the laws and regulations, the need for a better solution to avoid future problems ; Time problems that are less effective, and so that scheduling is done in great detail and in a short amount of time, to improve the performance and effectiveness of facilitation. Regarding the issuance of the Minutes is not quite right than the issuance of the Governor's Decree, the Javanese provincial government should be publishing the provisions of the results of facilitation that have been carried out.The Kendal Regency Government also seeks to ask the provincial government to establish a governor's decree so that it can form the basis of the legal umbrella of regional development planning, which is in accordance with the substance of the Minister of Home Affairs Regulation No. 86 of 2017, relating to the Regional Development planning process in Kendal District, which was previously in 2016 has been amended by the new regulation by referring to Permendagri regulation No. 86 of 2017, Kendal District Government seeks to ask the Governor of Central Java as the provincial government to provide facilitation that is in accordance with Kendal Regency characteristics, with reference to the effectiveness of the time given so that the bureaucracy that is built can be effective and efficient.Keywords: Facilitation, Juridical, Regional Development Planning

This article discusses the poem "Sajak Pertemuan Mahasiswa" by W.S. Rendra. The discussion of this poem is motivated by efforts and efforts to apply the concept of poetry structure put forward by Lévi-Strauss. The description of the structure of this poem aims to display the structure of the poem consisting of the outer structure (surface structure) and the inner structure (deep structure). The outer structures that will be discussed are forms of text, diction, and sound, while the inner structures that will be discussed are imagery, compounds, and themes. The method used in this study is descriptive of analytics with a type of qualitative research, namely placing the text of poetry as the object and research data. Data collection techniques are done by identifying, classifying, and recording. Data anlysis is done by meaning direct and directed content. Analysis is done by discussing the structure of poetry consisting of text, diction, and sound, imagery, compounds, and themes. The results showed that the structure of Lévi-Strauss poetry can determine the overall meaning and message of poetry. The use of blank verse, simple diction, dominance of vocal sounds /a/, thought imagery, and metaphorical-rhetorical majas refers to the theme of "openness". This theme can be interpreted very broadly, namely openness to justice, education, employment, income, and livelihood. This openness is tried by students as agents of change and a bridge between the government and the people.

Participatory planning is a necessity. Unfortunately, participatory planning has various problems that make it ineffective. Human resource capacity as an input factor for participatory planning is still inadequate. The participatory planning process has not optimized the best way of producing the outputs that are needed by the community. Spatial aspects of planning, activities in the space, and budgeting must be aligned. However, empirical facts show the inconsistency of development planning. The purpose of this study is to analyze the relationship between community participation in planning and regional development performance through spatial planning, development, and budget planning alignment, as the mediating variable. This study explore measurement of all three variables using quantitative indicators. The results of this study, using SEM PLS, indicate that the direct relationship of community participation and the performance of infrastructure development is significant if it does not include the mediation variable.  Process, results of participatory planning, alignment of spatial and development plans, and alignment of strategic plans with work plans are significant variables. Therefore, local governments need to make efforts to improve participation processes in spatial planning and development so as to improve the regional development planning alignment and performance

This study aimed to see how the implementation of the Hizbul Wathan scouting movement to improve the character of student leadership in MI Muhammadiyah 3 Penatarsewu. This type of research is to use qualitative research methods with a descriptive approach. The subjects in this study were the principal, the coach of Hizbul Wathan, the class teacher, students. Data collection is done by interviews, observations, and documentation. While in data analysis, using techniques in a way, namely data reduction, data presentation and drawing conclusions. The scouting movement of Hizbul Wathan's development in MI Muhammadiyah 3 Penatarsewu since its inception tends to be stagnant and not optimal. The obstacles that exist make the implementation of the scout movement hizbul wathan less than the maximum to improve the character of student leadership in MI Muhammadiyah 3 Penatarsewu.

The Arabic language is often categorized as a second language that is hard to learn and practiced as a means of communication. Although the government has made the Arabic language as the subject of elementary school through college, it does not make the Arabic language acquisition is easier and practicable for students to learn it. The level of language acquisition of each person is different; some can easily absorb the new language. This is because language acquisition is based on a natural process beneath the conscious. Therefore, by using descriptive qualitative research methods, this study aims to find the appropriate strategies for improving Arabic language acquisition based on student personality. The result of this study proves that extrovert or introvert personalities have different approaches to language acquisition. Extroverts tend to be more open, while introverts tend to be more closed. Extrovert personalities with more open tendencies have a more spontaneous language acquisition pattern, whereas introvert personalities with more inclined tendencies have a more disciplined and structured language acquisition pattern.
