The Government of Jember Regency is actively implementing the Regional Regulation (PERDA) of Jember Regency No. 7 of 2016 concerning the Protection and Fulfillment of the Rights of Persons with Disabilities, especially on equal distribution of access to information in public spaces, one of which is the library. This study discusses the accessibility of disabled users at the Regional Public Library of Jember Regency. The method used in this study is a qualitative description through data collection, interviews, observations and literature. The analysis of physical accessibility which includes parking areas, pedestrian paths, guide paths for library door services, circulation desks, signs, ramps, layouts and toilets so far has carried the spirit of a disability-friendly library, although it is not fully compliant with IFLA standards, but this is a capital for its development. management of the main causes of the program and the diversity of types of services with consideration of the degree of disability in the Jember Regency Public Library.

Sebagai penyelenggara pemenuhan fasilitas publik pada warga negara, pemerintah memiliki peran menjadi pelindung atas terpenuhinya kemudahan aksesbilitas warga negara, salah satunya penyandang disabilitas. Sudah adanya UU No. 8 Tahun 2016 Tentang penyandang Disabilitas yang menjamin posisi mereka sebagai warga negara karena penyandang disabilitas memiliki kedudukan, hak, dan kewajiban yang sama tanpa membeda – bedakan. Penelitian ini menggunakan teori Implementasi Kebijakan dari Thomas B. Smith dalam Akib (2010). Metode yang digunakan ialah kualitatif deskripstif. Teknik pengumpulan data yang digunakan ialah wawancara, observasi, dan studi dokumentasi. Hasil dari penelitian menunjukan bahwa Kota Serang belum optimal dalam memenuhi hak aksesbilitas bagi disabilitas netra. Rekomendasi dari penelitian ini adalah Pemerintah Kota Serang harus mendorong Perda Kota Serang untuk segera terbit karena dengan adanya Perda dapat memperkuat hak- hak penyandang disabilitas yang ada si Kota Serang.  As an organizer of fulfilling public facilities for citizens, the government has a role to be a protector of the fulfillment of the accessibility of citizens, one of them with a disability. Law No. 8 of 2016 concerning persons with disabilities that guarantees their position as citizens because persons with disabilities have the same position, rights and obligations without distinction. This study uses the theory of Policy Implementation from Thomas B. Smith in Akib (2010). The method used is descriptive qualitative. Data collection techniques used are interviews, observation, and documentation studies. The results of the study show that Serang City has not been optimal in fulfilling the right of accessibility for person with disability. The recommendation of this study is that the Serang City Government must encourage the Serang City Regional Regulation to be published soon because with the Regional Regulation can strengthen the rights of persons with disabilities in the Serang City.

The purpose of this research is to know the City Development Policy Recommendations Worth Children in the town of Kendari. The location of the research is on Duty and authorized Agencies in the task force as well as Decent City Development Forum of the child, the child's caregivers and the business world in the city of Kendari.  This type of research is a Qualitative Description. Informants in this study a total of 11 people which is the representation of the regional development planning board, a body of women empowerment and child protection, Education, health services, Social Service, Department of labor, Police Resort Kendari, the children's Forum, the task force of the sub-district, and recipient of the City Program Worth Child Kendari. The technique of data collection in this research is the observation, interview and study documents. The analysis of the data used in this research in the form of data collection, reduction of: 1) maximize the synchronization with equating views on the urgency of the fulfillment of children's rights for work unit area devices; 2) implement the coordination between the task force as well as Decent Town monitoring at regular intervals and follow-up; 3) Effective use of guesthouses by the Government so that local government Kendari can provide guidance and rehabilitation for street children; 4) Socialization and strengthening child protection task force levels of the tenets of citizenship as a whole in preventing acts of violence, as well as roles and functions, can be recognized by the public. Keywords: Implementation Policy, The City Deserves A Child

This article aims to describe the implementation of the quota policy 1 percent ofemployment opportunities for persons with disabilities in the city of Yogyakarta as stated in Government Regulation No. 43 Year 1998 on Efforts to Increase Social Welfare of Persons with Disabilities. In addition, a study of the obstacles encountered and efforts made by the Government of the city of Yogyakarta is also a goal of writing this article. The method used in this research is qualitative descriptive. The author uses interview, observation and documentation for data collection. The results showed that the implementation of the quota policy 1 percent for disabled for agencies that have hired employees more than 100 people, has not run optimally in the city of Yogyakarta. This is demonstrated by the limited number of disabled absorbed in government and private agencies. Various obstacles encountered in the implementation of this policy, namely: training materials for the disabled less up to date, enforcement of regulations about 1 percent quota has not run optimally; low awareness of state agencies and private companies to employ persons with disabilities; and the lack of willingness of the disabled to find jobs.Keywords: Quota Policy, Employment, Disabled

This paper aims to look at the management and the benefits of CSR (Corporate Social Responsibility) PT Lonsum in District Ujung Loe Bulukumba. The method used in this penelitiian is a qualitative description of the approach. The sample in this study as many as 10 people. Data collection techniques in this research is observation, interview, and documentation. The results showed that (a) planning conducted by PT. LonSum in doing a CSR (Corporate Social Responsibility) are correct (b) Implementation of CSR (Corporate Social Responsibility) is felt directly by the people. (C) Supervision in CSR (Corporate Social Responsibility) involved by the government and society (d) The effectiveness of the activity of management of CSR (Corporate Social Responsibility) directional well. (E) The benefits to society kec, Ujung Loe. Kab. Bulukumba. Give benefits in the field of improving the local economy, community empowerment and environmental safety. Tulisan ini bertujuan untuk melihat pengelolaan dan manfaat CSR (Corporate Social Responsibility) PT Lonsum di Kecamatan Ujung Loe Kabupaten Bulukumba. Metode yang digunakan dalam penelitiian ini adalah pendekatan deskripsi kualitatif. Sampel dalam penelitian ini sebanyak 10 orang. Teknik pengumpulan data dalam penelitian ini adalah observasi, wawancara, dan dokumentasi. Hasil penelitian menunjukkan bahwa (a) Perencanaan yang dilakukan oleh PT. LONSUM dalam melakukan suatu kegiatan CSR (Corporate Social Responsibility) sudah tepat (b) Pelaksanaan kegiatan CSR (Corporate Social Responsibility) dirasakan langsung oleh masyarakat. (c) Pengawasan dalam kegiatan CSR (Corporate Social Responsibility) melibatkan oleh pihak pemerintah dan masyarakat (d) Efektifitas pengelolaan kegitan CSR (Corporate Social Responsibility) terarah dengan baik. (e) Manfaat pada masyarakat kec, Ujung Loe. Kab. Bulukumba. Sangat memberikan manfaat dalam bidang peningkatan ekonomi masyarakat, pemberdayaan masyarakat dan keselamatan lingkungan.

This study aims to determine the communication of government in managing quarry class C in District Pallangga. The method used in this study is a qualitative description of the approach. Data collection techniques in this research is observation, interview and documentation. The results showed that: the communication of government in the management of quarry class C deemed to be lacking, it is reflected: informative communication or communication that aims to provide information to others about the management of quarry class C is still lacking; Persuasive communication or communication that aims to change attitudes, opinions, or other people's behavior regarding the management of quarry class C is still lacking. Factors that inhibit the communication of government in the management of quarry class C consists of; coordination, government assertiveness, control, public attitudes and awareness of the mine owners. While supporting factor is the government communications and public disclosure. Penelitian ini bertujuan untuk mengetahui komunikasi pemerintah dalam mengelola tambang galian golongan C di Kecamatan Pallangga. Metode yang digunakan dalam penelitian ini adalah pendekatan deskripsi kualitatif.Teknik pengumpulan data dalam penelitian ini adalah observasi, wawancara dan dokumentasi.Hasil penelitian menunjukkan bahwa:komunikasi pemerintah dalam pengelolaan tambang galian golongan C dianggap masih kurang, hal ini tercermin dari: komunikasi informatif atau komunikasi yang bertujuan untuk memberikan informasi kepada orang lain tentang pengelolaan tambang galian golongan C masih kurang; Komunikasi persuasif atau komunikasi yang bertujuan untuk mengubah sikap, pendapat, atau perilaku orang lain tentang pengelolaan tambang galian golongan C masih kurang. Faktor-faktor yang menghambat komunikasi pemerintahan dalam pengelolaan tambang galian golongan C terdiri dari; koordinasi, ketegasan pemerintah, pengawasan, sikap masyarakat dan kesadaran pemilik tambang.Sedangkan faktor pendukungadalah komunikasi pemerintahan dan keterbukaan masyarakat.

This paper investigates the University of Zululand Library’s response to the university’s inclusive education agenda with respect to the accessibility of library services to students with disabilities. This was a qualitative study within the interpretive paradigm that used Michael Oliver’s social model of disability as an underpinning theory. Semi-structured interviews were used to collect data from students with disabilities and library staff. In addition, physical inspection of the library building was also conducted. Data analysis was done by thematic analysis. The study reveals that the University of Zululand Library services are not inclusive. Students with disabilities struggle to access library services. They faced such challenges as inaccessibility of library services, unavailability of resources in alternative formats and assistive technologies, and the lack of a disability policy. The study also found that the library faced the following challenges in providing services for students with disabilities: limited funding, a lack of staff awareness and training, the lack of a disability policy and a lack of collaboration. Formulating regulations to enforce the implementation of disability policy and legislation, developing institutional disability policies, and providing assistive technologies are critical in ensuring the accessibility of library services to students with disabilities at the University of Zululand. Unless students with disabilities have equal access to information, the university’s inclusive education agenda will remain a distant dream. Access to academic library services is critical to the full participation of students with disabilities in education. Likewise, inclusive university education can only be realised when students with disabilities have equal access to information. This aligns with the Sustainable Development Goals and the United Nations Convention on the Rights for Persons with Disabilities, which promote equal access to services and facilities to persons with disabilities. This paper raises awareness for both library staff and university management about the current status of library facilities and services with respect to accessibility for students with disabilities and how to address inclusiveness in library service provision.

The almost instantaneous access to information provided by technological advances has revolutionized the behavior of people and of the classrooms too. Teachers had to adapt themselves to new technologies to maintain students interested and attentive to the discipline being taught. In this work, the behavior of the students of the 6th grade of elementary school II during class was observed. The school chosen is a public school in the State of São Paulo (Brazil). The research was based on data collection. The students were observed by being filmed during six months. The results showed that the students were interested in the classes and committed to the activities. The place that the student chooses to sit in the classroom influences the behavior of the teacher, because the more distant the teacher, the less he participates in the class.

The people who live in Anggrasmanis village, consist of various kinds of religions. There are Islam, Christian, and Hinduism. The tolerance between religious communities in Anggrasmanis village was maintained even though it was often tinged with tension and suspicion. This encourages religious figure to build communication. This study aims to describe how the pattern of communication inter-religious figures in Anggrasmanis village, so attitude of tolerance is born. The type of research used  is a qualitative description method with qualitative approach. Data collection techniques using observation, interviews, and documentation. Researchers’ finding communication patterns of religious figures in Anggrasmanis village are linear communication patterns and circular communication patterns that occur in direct conversation between religious figures and direct feedback. The role of religious figures to building tolerance at Anggrasmanis village is by participating in activities at the village such as religious holidays.

Children with disabilities (CWDs) are one of the most marginalised and excluded groups in the society. Facing daily discrimination in the form of negative attitudes, lack of adequate policies and legislation, they are effectively barred from realising their rights to healthcare, education and even survival. It has been estimated that exposure towards all forms of violence against CWDs is four-time greater than that of children without disabilities. Bangladesh has an estimated 7–10 million CWDs (out of a total of 72 million children, World Health Organisation Report). Most of the time, these children are treated as a burden to their families or the community and thus become subject to violence. There are very few specialised institutions with residential facility to take care of them. So, they are institutionalised in general residential institutions at a significantly higher rate than other children. But both the special and general residential institutions have lack of skilled human resources and knowledge of the special situation and needs of CWDs. Peer groups of the CWDs are also less sensitised, which result in further stigma and discrimination of CWDs. A 2010 study was done by the Ministry of Women and children Affairs. The findings from interviews with adolescents’ aged 13–16 in 12 locations of Dhaka City revealed their extreme vulnerability. In 2010, a study by Bangladesh Protibondhi Foundation that conducted a survey supported by the Save the Children Sweden–Denmark found that 51.4% of CWDs are either at risk of sexual abuse (12.5%) or have been sexually abused (38.9%).The government of Bangladesh has taken a number of legislative and policy steps that indicate commitment to advancing the rights of persons with disabilities. In terms of international instruments, Department of Social Services under Ministry of Social Welfare operates various types of institutions for the children and also CWDs. The study will adopt qualitative and quantitative methods to collect information from both primary and secondary sources and also assess the situation of government non-government organisations/religious institutions where CWDs have residential facilities in order to understand which factors contribute to increased vulnerability of these children.

In 2013, the Gezi Park protests created a wave of optimism in Istanbul – until it was brutally suppressed by the government. Although the ephemeral movement ended without having achieved its immediate goals, it continues to have ripple effects on the public culture of Istanbul. The ruling party, for example, has emulated the forms and formats of performance that emerged during the protests in order to mobilize its own support base. In a post-Gezi Istanbul, however, the occupation of public spaces in protest of the government has become nearly impossible, rendering alternative artistic and activist practices all the more important.
