Innovative capacity of the region is a set of resource and organizational opportunities of an economic system to innovative development, ensuring continuous innovative process. In this article the research of dependence of values of a complex indicator of innovative capacity of regions on its making groups of factors indicators is conducted. This technique allows to reveal strong and weaknesses of development of regions for formation of recommendations about increase in values of innovative potential.

The author's interpretation of the concept of «socio-economic system of the region» is given in the article. The main stages of methodologies for assessing the socio-economic system are considered. The methodology developed by the authors for assessing the development of the social and economic system of the region is based on the implementation of certain principles, compliance with a number of requirements and consisting of 8 stages. The developed methodology was tested in assessing the development of SES regions in the Central Federal District of the Russian Federation.

The main strategic goal of the state is the transition to an innovative socially oriented type of economic development. In this regard, the study of factors influencing the results of innovation in the real sector of the economy is a necessary tool of territorial administration. In the presented article the cluster analysis of regions of the Central Federal District (hereinafterthe CENTER) with use of Varda method on five groups of integral factors, characterized by indicators of solvent demand of the population, is carried out. Financial and economic potential, information and communication infrastructure, innovative potential and innovative production. The conducted cluster analysis revealed the conditions under which innovation activity and destructive features of functioning of regional innovative systems of the central Federal District are carried out. In the course of the study it was established that, first, the analyzed regions are characterized by differentiation in development on all groups of indicators, secondly, there is a “gap” between the innovative potential and efficiency of innovative production, Thirdly, there is no correlation between socio-economic and innovative parameters. In particular, with high socio-economic indicators, Moscow has a relatively low value specific the indicator of innovative production. This situation requires the development of a set of measures to improve the efficiency of the use of innovative potential, the introduction of programs to increase innovation activity, as well as the elimination of imbalances between levels Socio-economic and innovative development.

Subject. This article analyzes the level of development of regional scientific potential. Objectives. The article aims to develop a methodology for assessing the level of development of a region’s scientific potential and test it considering the Central Federal District as a case study. Methods. For the study, we used analysis, synthesis, comparison, and generalization. Results. The article offers a methodology for assessing the level of development of the region’s scientific potential and presents the values obtained on its basis for the regions of the Central Federal District. Conclusions. The proposed methodology can be extended and refined through applying the specific weights of the significance of each of its constituent elements.

The aim of this resarch is to examine the level of innovative process of national economy and to reveal the essence of the cluster approach and indicators of innovative development. Keeping with the previous literature, the present study is determined by the novelty of the problem, concerning the formation and development of innovative clusters as growth poles, as well as large specifics of problems in the framework of use of innovative potential. The study employs method of monitoring of innovative processes in regions; we use method of rating estimation of innovative competitiveness of the region, based on a complex of indicators characterizing the innovation potential of the region: innovative activity and innovative susceptibility. An analysis was showed that Kazakhstan’s regions have substantial differences in the groups of regions for most of the indicators have presented form a tightly located clusters and in the ratings of innovative susceptibility and innovative activity.

Strategy of successful development of the national economic systems of countries-leaders the last years is closely related to leadership in research-anddevelopments, by appearance of new knowledge, development of hi-tech production and creation of mass innovative products. Development of innovative potential is not only a way of dynamic development and success but also backer-up of safety and sovereignty of country, to her competitiveness in the modern world. The necessity of introduction in Ukraine of європейських standards of life and exit of Ukraine on leading positions in the world defined the aim of Strategy of steady development «Ukraine 2020» approved by Decree of President of Ukraine № 5/2015 from January, 12, 2015 and plans of operating under implementation of Agreement about an association from ЕС, by the obligations of Ukraine in relation to the achievement of national Aims of steady development on a period 2030 to The basic displays of origin of economic deprivation and destructive deviation of innovative development of enterprises, lighted up questions that touch maintenance and ways of improvement of strategic management of enterprises innovative activity in the system of institutional structure of forming of innovative behavior, are certain in the article. Reformation of economy of country must take place in the conditions of maintenance of certain calls and risks, in particular, it is a threat of escalation of the battle operating on east, authenticity of worsening of the external economic state of affairs on world commodity markets, migratory processes, braking, destructive deviation and депривація of investment activity. A human capital, and also knowledge and results of scientific researches, must become basis of the Ukrainian innovative competitiveness.

In this study I test the importance of several Human Resource variables to the innovation capacity of portuguese firms but also the effects that the innovation process generates on Human Resources. A branch of the innovation literature states that the ability of firms to innovate relies on an innovative capacity, which, in turn, depends on several factors, both internal and external to enterprises. One of those factors is the effort of firms to train their personnel specifically in order to enable them to innovate. The present test is applied to 4818 Portuguese enterprises for the period 2002-2004 through the use of the fourth Community Innovation Survey data. In order to evaluate the contribution of Human Resources to innovation I have estimated several knowledge Production Functions, mainly using probits and tobits. In that framework it is assumed that innovation depends on some inputs (as the training of personnel) and on information-flows from the existing knowledge stock (as clients). I have found significant the role of personnel training for the innovative process of Portuguese firms. Moreover, I also found that the lack of qualified personnel hinged critically more innovative performance of firms and, in addition, it is noticed that the improvement of productivuty (cost reduction) was the main effect of innovation in Portuguese firms.
