ABSTRACT,This study aims to determine,the role of, management audits in assessing the effectiveness and, efficiency of service to patients  in the surgical,  departement Rumkital Dr. Ramelan Surabaya. This research is  a  case  study  with qualitative, descriptive method, throught interview, observation and questionnaire. The effectiveness and, efficiency, of,services to patients is analyzed and,evaluated by comparing the, criteria, causes, effects and providing recommendations. Based on the result of, the research, it can be conclude that the activity    or service activity, in Departement of Surgery has been run  efficiently  but not  yet effective because the, waiting time of elective surgery  of spine  surgery  patient not yet in accordane with predefined, time standard.

The impact of the COVID-19 pandemic has limited the space for the community and health workers to provide health services. In this study, we want to see how the role of health workers can minimize health problems that occur in the field. GERMAS (Gerakan Masyarakat Hidup Sehat) which contains to implement the health service programs seeks to provide information through mobile broadcasts on services for preventing Covid-19 activities through vaccination and distributes anthelmintics to children, which is expected to be a forum for the health service to keep interacting with children and societies and also to give some meanings or messages to conveyed the community. This research used a qualitative descriptive method with case study methods and data collection techniques through interviews and observations. The theory used in this research is Coordinated Management of Meaning. For the results, Tanjung Selor Health Center Health Workers and the Tanjung Selor community set a pattern to create meaning in their communication. Health workers and communities create meaning and interpret meaning in their activities through the GERMAS Program.

In the modern era, Javanese culture began to be swept aside by foreign cultures, besides that Javanese also began to be forgotten because many young people lacked much Javanese language, this was due to lack of Javanese language education being applied in schools. The purpose of this study is to provide a way for young people to better understand the importance of Javanese in preserving Javanese culture. The method used in this research is a qualitative descriptive method using an observation and case study approach. The results obtained in this research based on descriptive qualitative methods are increasing the sensitivity of the community, especially young people, about the role of Javanese language education in the preservation of Javanese culture, especially in the modern era. Considering that many young people today do not understand the importance of Javanese language education in preserving Javanese culture. This research is also intended to preserve Javanese culture itself. Through the research objectives, the impact that occurs is the sensitivity of young people to the role of Javanese language education and the preservation of Javanese culture itself.

This study aims to gain a deeper understanding of the existence of the local social organization in conducting community empowerment. The experiment was conducted at Community Empowerment Institution (In Indonesia it is referred to as Lembaga Pemberdayaan Masyarakat/LPM). LPM Cibeunying as one of the local social institution in Bandung regency. Aspects reviewed in the study include the style of leadership, processes, and stages of community empowerment, as well as the LPM network. The research method used is a case study with the descriptive method and qualitative approach. Data collection was conducted against five informants consisting of the Chairman and LPM’s Board members, village officials, and community leaders. The results show that the dominant leadership style is participative, in addition to that, a supportive leadership style and directive leadership style are also used in certain situations. The empowerment process carried out per the stages of the empowerment process is identifying and assessing the potential of the region, problems, and opportunities-chances; arranging a participative activity plan; implementing the activity plan; and monitoring and evaluating the process and results of activities. The social networking of LPM leads to a social network of power in which LPM can influence the behavior of communities and community institutions in utilizing and managing community empowerment programs. From the research, it can be concluded that the model of community empowerment implemented by LPM Cibeunying Village is enabling, empowering, and protecting.

This research focuses on how leadership has a major role in addressing environmental issues, especially through the garbage bank program as a form of case study. Furthermore, the problems that occur in the midst of society are often rely solely on political will or political desire to solve them. The research is to know and learn Lurah's (head of village) leadership in the management of waste banks specifically. This research is qualitative descriptive research. Data collection techniques through structured interviews, documentation and observations. Researchers conducted an analysis using leadership theory from Yukl, where the theory discusses leadership comprehensively. Researchers only focus on five parts of the concept that are considered relevant, namely: visionary, guidance, affiliative, democratic and communicative concepts. The results of this study based on these dimensions are good enough Lurah (head of village) leadership. But there are several things that are considered able to optimize the running of the program through the role of Lurah (Head of village) leadership, namely: first, involving active knots and community leaders such as MUI, academics to support scientific aspects, and professionals in the field of practical management. Globalization has resulted in a shift in human morals, marked by the many cases of moral deviations that are rife in various parts of Indonesia so that the application of spiritual attitudes has not been maximized. The attitude of dishonesty is shown by the number of students who cheat on the test, and the attitude of indiscipline is shown by the number of students who are late so that the application of social attitudes does not seem to be visible. The role of PAI teachers is considered quite important for the development of these two attitudes. At SMPN 1 Darussalam, PAI teachers have played a role in fostering spiritual and social attitudes. Big. This research was conducted with a field study using a qualitative descriptive method. Data collection techniques were carried out through interviews and documentation. The results showed the role of PAI teachers in fostering spiritual attitudes by praying before and after lessons, praying in congregation, doing charity activities every Friday, and religious activities. The role of PAI teachers in fostering social attitudes is carried out through social service activities, visiting the Disabled Foundation and nursing homes, getting used to the 3S (smile, greeting, greeting), reporting to the teacher what items are found, punishing students who are late. Factors supporting the role of Islamic Education teachers in fostering spiritual and social attitudes are seen from adequate school facilities in the form of female/male prayer rooms, learning media such as LCD, the use of active methods. While the inhibiting factors include the lack of adequate facilities, especially LCDs, the lack of interest in teachers and knowledge, and the lack of interest in students to improve themselves.

<div class="page" title="Page 1"><div class="layoutArea"><div class="column"><p>This study focuses on deliberative democracy practices in Caturtunggal village, specifically in the sub-village (<em>dusun</em>) of Seturan, Karangwuni, and Ambarukmo. The study assesses the quality of deliberation in these dusun by applying the three out of  five indicators of deliberative democracy theory by Fishkin (2009), namely information, subtantantive balance, and equal consideration. This study deploys qualitative descriptive method and case-study approach with in-depth interview as the main data gathering technique. This deliberation has put Village Consultative Board (BPD) period of 2013-2019 as a mediator and to consider arguments and deliberative results. Based on the indicators which proposed by Fishkin, Seturan and Ambarukmo are categorized for having semi-ideal deliberation, meanwhile Karangwuni is categorized as not ideal. The study also finds elite capture practices in Seturan and Karangwuni, but they do not impact significantly. </p></div></div></div>

The principal is a leader in educational institutions that regulates and manages educational activities in schools. Therefore, school principals play an important role in improving the quality of education, especially improving teacher performance to be more enthusiastic and professional in teaching and developing themselves who are in charge of delivering lessons to students. This study aims to identify the role of principal supervision as an effort to improve teacher professionalism in teaching at SMA Negeri 10 OKU.This research was conducted at SMA Negeri 10 OKU. The research was carried out for 3 (three) months, starting from September 2020 to November 2020. The research method used was a qualitative descriptive method. Data collection techniques used include: (1) Interview or Interview; (2) Observation; (3) Documentation. Based on the research results, it was concluded that the principal had a role in the supervision carried out as an effort to improve teacher professionalism in teaching. It is known: (1) The role of principal supervision is evidenced by the teacher in planning lesson plans which are made reported and approved by the principal and according to the curriculum; (2) The role of principal supervision is proven by the teacher in carrying out the learning process in accordance with the learning device guidelines and using teaching aids; (3) The role of principal supervision is evidenced by the teacher evaluating the learning outcomes and reporting to the principal; (4) The role of principal supervision is evidenced by the teacher following up on the learning outcomes in accordance with the direction of the principal; (5) The role of principal supervision is evidenced by the teacher providing guidance to students.

This research aims to identify the way of polite language used by Sasak people in Central Lombok. In this research, qualitative descriptive method was employed in analyzing the data. There were three participants that consist of Sasak native speaker from two villages such as Beraim and Dakung village. The data were collected through three techniques that are, observation, interview and documentation. The Results of this research showed that firstly, Sasak language has three levels of polite utterances used by Sasak people such as most polite (Base Alus Utami), more polite (Base Alus Madya), and polite (Base Sasak Biase). When kingdom was exist, Base Alus Utami only used by Perwangse, who was the king or people with high class level in Lombok Island and marked by Raden/Datu, and Dende at the first name. But, when they interacted with the lower class, they used biase language while the lower class of people must use Base Utami then, Base Alus Madya only used by people with the second level in society Baiq and Lalu at the first name, and Base Sasak Biase used by people with the lower class, called Jajar Karang. Secondly, the next generation in Sasak today do not really cosidere the rules when they using the polite language as people used in the past. It can be seen when they are communicating each other. They cannot able to speak with Base Alus Utami even speak with the older people. Only some of old people are still maintenance this language and teach their children but it is so rarely.

Efforts to deliver overseas labour are considered effective to reduce the high unemployment rate in Indonesia. However, the higher the labour interest that wants to become migrant workers, the more cases experienced by Indonesian Migrant Workers (Tenaga Kerja Indonesia or TKI) abroad such as violence, rape, and wages that are not given during work. The low level of education of migrant workers is considered to be one of the main factors of the violence experienced by TKI. Protection against TKI working abroad has been governed by law No. 18 of 2017 on the protection of Indonesian migrant workers. The Indonesian Manpower Placement and Protection Agency (BP3TKI) is one of three institutions responsible for protecting the TKI working overseas. The purpose of this research is to further the broader explanation of the legal protection of Indonesian migrant workers abroad, conducted by BP3TKI in North Sumatera province. The method used in this study is a qualitative descriptive method consisting of interviews, documentation, and library studies. The results of this study indicate BP3TKI has carried out its duties based on Law No. 18 of 2017 concerning the Protection of Indonesian Migrant Workers. In carrying out its duties, there are several factors and obstacles faced by BP3TKI to provide maximum legal protection to Indonesian migrant workers.

Abstract: In the context of Indonesia, the quality of education seems to be something taboo to talk about, however, according to researchers the quality of education in Indonesia is very apprehensive. It is necessary for the role of headmaster and special efforts in developing a quality education institution through organizational culture as a value system that is understood, imbued, run jointly by members of the organization as a system of meaning or guidance for the organizers. This study aims to describe the three roles and impacts role of the headmaster role in developing the quality of organizational culture, they are: (1) the role of the headmaster as a manager; (2) the role of the headmaster as the educator; (3) the role of the headmaster as the supervisor; 4) The impact of the headmaster's role in developing the quality of organizational culture quality at SDMT Ponorogo. This research is categorized into a field research with qualitative descriptive approach and the research design was case study. The setting of study was at SDMT Ponorogo.  The findings showed that (1). The role of headmaster as manager encompasses conducting internal and external analysis, internalizing the Islamic value that is kemuhamadiyahan value. (2). The role of the headmaster as an educator includes involving educators in upgrading, workshops or training in order to provide opportunities for educators to improve their knowledge and skills by learning to the higher education, conducting cadre to members of organizational culture and creating jargon to motivate members of organizational culture. (3). The role of the headmaster as a supervisor comprises overseeing and Evaluating the performance and achievement of members of organizational culture, conducting weekly, monthly and semester meetings, monitoring achievements of educators and learners. (4) The impact of the school headmaster's role in developing the quality of organizational culture is organizational culture climate becomes harmonious and schools achieve more attainments.Abstrak: Dalam konteks Indonesia, mutu pendidikan seolah-olah menjadi barang yang tabu untuk diperbicangkan, dalam konteks tersebut kualitas pendidikan di Indonesia sangat memperihatinkan. Untuk itu diperlukan peran kepala sekolah dan Upaya khusus dalam mengembangkan sebuah mutu lembaga pendidikan melalui budaya organisasi sebagai sistem nilai yang dipahami, dijiwai, dijalankan secara bersama oleh anggota organisasi sebagai sistem makna atau pedoman bagi pelaku organisasi. Penelitian ini bertujuan untuk mendeskripsikan dan menjelaskan tiga peran serta dampak peran  kepala sekolah dalam mengembangkan mutu budaya organisasi, yaitu: (1) Peran kepala sekolah sebagai Manajer, (2) Peran kepala sekolah sebagai Educator, (3) Peran kepala sekolah sebagai supervisor, dan (4) Dampak peran kepala sekolah dalam mengembangkan mutu budaya organisasi di SDMT Ponorogo. Dengan menghasilkan temuan: (1).Peran kepala sekolah sebagai manajer diantaranya: melakukan analisis internal dan eksternal, menginternalisasi nilai keislaman yaitu nilai kemuhammadiahan. (2). Peran kepala sekolah sebagai educator diantaranya: mengikut sertakan pendidik dalam penataran, workshop atau pelatihan memberikan kesempatan kepada pendidik untuk meningkatkan pengetahuan dan keterampilannya dengan belajar ke jenjang pendidikan yang lebih tinggi, melakukan pengkaderan kepada anggota budaya organisasi. membuat jargon-jargon untuk memotivasi anggota budaya organisasi. (3). Peran kepala sekolah sebagai supervisor diantarnya: mengawasi dan mengevaluasi kinerja dan pencapaian anggota budaya organisasi, mengadakan rapat setiap, minggu, bulan dan semester, memantau prestasi pendidik dan peserta didik. (4) Dampak peran kepala sekolah dalam mengembangkan mutu budaya organisasi diantaranya: iklim budaya organisasi menjadi harmonis, sekolah menjadi lebih berprestasi.
