Currently, there is a tendency in the world to globalize law as a response to the challenges facing humanity. This leads to the unification of various legal families and requires the search for new methodological approaches to the formation of Russian law, taking into account the need to protect, first of all, the national security of the country. Russia faces many similar threats, both external and internal. This includes globalization, the rapid development of digital technologies, the purposeful subversive influence of other states, internal social problems, the radicalization of a part of society, and the growth of crime. This review presents three monographs by Russian authors who analyze the state of modern Russian legislation on this issue.

The maintenance of civil peace and harmony in the Russian state from time immemorial has been defined as a priority that allows maintaining the integrity of both state and territorial. Global processes taking place in the world, epidemic waves of viruses, incessant local wars, diligent attempts to separate people and peoples bring to the fore the need to consolidate society in order to ensure the national security of the country. In this context, the importance of statistics increases, which significantly affects the perception of the dominant values by society, forms the attitude of people to the state policy being pursued. At the same time, the understanding of statistical information (figures, data) in a number of cases does not correspond to reality, making it difficult to adequately assess the existing situation, which is associated with an insufficient level of statistical literacy of the population, officials and specialists in various fields of activity.

The essence and need for the establishment of the Ukrainian Local Orthodox Church are revealed. It shows a direct correlation between the assertion of independence of Ukrainian Orthodoxy from the Moscow Patriarchate and the consolidation of Ukrainian society and the strengthening of national security of Ukraine. A dangerous challenge for the Ukrainian people is that we were forced to realize our ethno-religious identity not through world structures (the Vatican, the Ecumenical Patriarchate, and so on), but through Russian Orthodox fundamentalism, obscurantism, and primitive rite of passage, as a result of the inadequate policy of our guides for decades after the restoration of state independence. The article shows the threats to the national interests and national security of the state created by the activities of the Moscow Patriarchate in Ukraine. Russia now considers the use of inter-Orthodox relations as one of the effective mechanisms against the consolidation of the Ukrainian people for the approval of the Ukrainian local Orthodox Church. It is stated that as a result of the deconsolidation of the Ukrainian Orthodox community, Ukraine will lose the potential of Ukrainian citizens. It is noted that the assertion of the Ukrainian local Orthodox Church is equal to the establishment of the national Church, regardless of other foreign religious centres. The recommendations suggest measures, in particular legislative ones, for the democratic settlement of public-religious and state-Church relations in order to consolidate Ukrainian society. They should help ensure the realization of the national interests of the Ukrainian people in the conditions of modern Russian aggression. The subject of this research is the institutional transformations of educational space associated with the global processes of digitalization of social relations, as well as internal factors in cooperation between society and the state with regards to determination of the criteria of security for their development. Using the general methodology of institutional analysis, methods of analogy and summary, as well as interdisciplinary approach towards studying the educational space, the author considers the questions of implementation of digital education technologies under the conditions of current sociocultural transformations. Special attention is turned to the balance between rational and immaterial factors that affect the formation of modern educational space, and thereby, specification of the new institutional challenges to the security of social development. The conducted analysis of the problems of implementation of such technologies in the system of higher education leads to the conclusion on the need for assessing the effectiveness of implementation of digital technologies in accordance with the institutional criteria that imply not only the impact of both, rational and immaterial factors of social development. The institutional nature of these factors is insufficiently studied, however determines the possibility of application of cognitive models in solution of the tasks aimed at ensuring national security in the conditions of digitalization of sociocultural processes. Therefore, the crucial institutional criterion that defines the effectiveness of implementation of digital technologies in the educational space consists in its security in all regards. The proposed institutional-criteria approach allows the state and society to focus on ensuring security of the educational space in the context of solution of relevant tasks of ensuring national security of the Russian Federation.

Various social problems that arise in social life, especially among adolescents who are influenced by the rapid development of technology from time to time, the world of adolescents is an easy target of the bad influence of this technology because they can easily get everything from their gadgets, starting from the open. the breadth of the world of friendship to easy access to negative content such as pornography, radicalism, which can then drag teenagers to promiscuity, drugs, brawl and so on. The lack of knowledge of orangutans in understanding and overcoming these problems makes them unable to direct their children to avoid various negative influences of association and technology. Technology plays a fundamental part in teenagers' lives since the majority of them are deemed digital natives having grown using communications, media, and digital technologies. As technology evolves, it becomes more available and more affordable to more young people. There are 104 countries where 80% of youth have internet connection. In Africa and Asia, there are more females online than males. Several educators, academics, and public health practitioners expect technology to be a remedy to all social problems or a cause for all evil in the world due to the ubiquity of technology. This chapter takes a skeptical outlook at technology by demonstrating how technology could be a cause of social problems and also be a part of the solution if used properly. The author attempts to refute the notion of technological determinism. This chapter aims to look at the role of media, communication, and educational technology, and their relationship with teenage pregnancy.

Abstract The freedom of expression is vital to our ability to convey opinions, convictions, and beliefs, and to meaningfully participate in democracy. The state may, however, ‘limit’ the freedom of expression on certain grounds, such as national security, public order, public health, and public morals. Examples from around the world show that the freedom of individuals to express their opinions, convictions, and beliefs is often imperilled when states are not required to meet a substantial justificatory burden when limiting such freedom. This article critiques one of the common justificatory approaches employed in a number of jurisdictions to frame the state’s burden to justify limitations on the freedom of expression—the proportionality test. It presents a case for an alternative approach that builds on the merits and addresses some of the weaknesses of a typical proportionality test. This alternative may be called a ‘duty-based’ justificatory approach because it requires the state to demonstrate—through the presentation of publicly justifiable reasons—that the individual concerned owes others a duty of justice to refrain from the expressive conduct in question. The article explains how this approach is more normatively compelling than a typical proportionality test. It also illustrates how such an approach can better constrain the state’s ability to advance majoritarian interests or offload its positive obligations by limiting the freedom of expression of minorities and dissenting voices.

The narcotics problem has plagued humanity throughout all stages of its development. However, in conditions of 21th century, the threat of narcotism has become very urgent. Studying the world experience in the narcotism control measures implementation, we can identify several main mechanisms of counteraction. In this study, we present and analyze these mechanisms in detail. As for Russia, we can say that we are implementing a repressive social control model, but there are rudiments and predispositions to a restrictive model. In general, the narcotics problem has plagued our country throughout history. We show the relation and ways of fight against narcotics in the conditions of different historical stages. However, in the 21th century, narcotic addiction has reached unprecedented proportions and now represents a very dangerous threat to our state. The involvement of a large number of people in such a harmful social phenomenon was influenced by a number of certain factors characteristic of Russia. The very dangerous threat of narcotism to the Russia national security is also shown by the state counteraction dynamism against this phenomenon. This study shows the main mechanisms of narcotism implementation.

The issue of protecting critical infrastructure as one of the components of national security is analyzed. The following methods were used in the study: bibliographic, dialectical, empirical, and theoretical, comparative, and legal. The essence of the term "critical infrastructure” is explained both according to the opinions of scientists and from the very position of the authors of the article. The importance of proper protection and proper functioning of infrastructure in Ukraine is well founded. It emphasizes the fact that for many years the issue of the importance of protecting critical infrastructure has been almost forgotten and is not relevant to the governing bodies of the state. In addition, this situation applies to many other countries in the world. The current situation shows that there are countries that, despite being among the most prosperous and innovative, did not pay attention to their situation with their own security infrastructure. It is concluded that, based on a comparative analysis of international experience, in addition to exploring the peculiarities of national realities, the article proposed measures to improve the internal state of protection of critical infrastructure.
